In September, 1930, H. N. Eavenson, then Chairman of the Coal Division, appointed a Committee on Methods of valuing Coal Propelvties, with John B. Dilworth as chairman. The latter prepared a schedule' of features for consideration under the general headings of Undeveloped and Developed Coal Properties. These subjects were divided among the members of the committee and during the next year written discussions of his allotted subjects were received from each member. Mr. Grimes and Mr. Eavenson discussed the entire list,. These discussions were mimeographed and a set sent to each member before the meeting of the Institute in February, 1932. There was a general discussion at that meeting. At the meeting in February, 1934, Mr. Dilworth submitted a report12 which summarized the accumulated opinions and data and presented the conclusions of the committee as a whole on the subjects embraced in it's schedule. Members of the committee expressed the desire that some of the individual opinions be published for reference. Mr. R. When a metal (whether a simple substance, an alloy, or a compound) presents, in each of the smallest parts to which it can be redueed by mechanical division, a constant chemical composition, it is defined as chemically homogeneous. But chemical hombgeneity by no means necessitates mechanical homogeneity. There are no perfectly amorphous metals. Crystalline forces, on the one hand, and tensions or compressions, on the other band, determined by icequalities of temperature in the mass during heating or cooling, give rise in every metal to the formation of geometric elements of structure. These elements may, moreover, assume perfect crystalline forms, with their planes of cleavage; or embryonic crystalline forms, segregated in the midst of. a paste of confused organization; or pseudo-crystalline forms of expansion and contraction, like those produced in the drying of gelatinous precipitates or (most frequently) these different forms associated. 111 either case the adhesions between two adjoining structural elements, respectively homogeneous, may be very different from the interior cohesion of each of these elements. The mechanical properties of this complex aggregate cannot be simple, and, when it is submitted to strains sufficient to produce deformation, the results may be very different according to the type of structure or the manner in which it is affected by the strains. It may be fairly said that a metal does not present a single resistance to tension, or a single resistance to compression, etc., but in fact, at least theoretically, as many resistances to tension, compression, etc., as it may possess coexistent features of structure; only, in any single test, it is the weakest of the resistances involved which makes itself evident. Studies of the eyuilibrzum between ferrite and austenite with gas mixtures (CO + CO2 and H2 + CHe) have been used as a means of deducing the energy and vibrational entropy of carbon atoms in dilute interstitial Fe-C solutions. A simple model for dilute interstitial solutions is given which enables a solubility equation for the equilibrium between the gas mixtures and the solid to be deduced. This solubility equation is used to estimate the partial In this work measurements of the equilibrium between dilute solid solutions of carbon in iron and gaseous mixtures of CO2 + CO and CH4 + Hp have been analyzed using theoretical solubility equations deduced from a knowledge of the thermodynamic parameters of the gas mixtures and an appropriate model for the solid solution. The solubility equations are deduced by equating the chemical potential of carbon atoms in the gas thermodynamic functions of dilute Fe-C solutions from the measured equilibrium between the solid and the gas mixtures. It is shown that the vibra-tional entropy of a carbon atom in a and y iron is smaller than the corresponding entropy 01. a nitrogen atom in solid solution inferrite or austenite and that there is little difference between the vibrational entropies of both nitrogen and carbon atoms in ferrite and austenite. and solid phases. The chemical potential of carbon in the gas is found from a simple statistical mechanical analysis of the gas mixtures utilizing spec-troscopic data while that for carbon in the interstitial solution is found from a model in which the carbon atoms act as bound oscillators distributed in a random fashion in the solution. The ejj-ect of high pressures on chemical inter-diffusion in the Fe-V system was determined by analyses of concentration vs distance profiles of atmospheric and high-pressure diffusion couples. Diffusion data were obtained as a function of tern -perature and composition. Activation energies, activation volumes, and frequency factors were determined at 1 atm, 20 kbars, and 40 kbars as a function concentration in the a and y phases. The A great deal of research has been carried out in the measurement and understanding of binary chemical inter diffusion in solids. Studies of the effects of high pressure on interdiffusion in binary systems, however, have been virtually nonexistent until the present work. This paper gives a detailed account of the effect of high pressure on interdiffusion and the Kirkendall effect in the Fe-V system. The present data are compared to existing theo- Kirkendall effects were measured at 1 atm and 40 kbars. At 1 atm Dy > DFe at the marker concentration; however, Dv approaches DFe under pressure, and at 40 kbars the values are approximately equal. The high-pressure and atmospheric diffusion data are evaluated on the basis of theoretical models. Chemical analyses of the diffusion -couple profiles were made using an electron microbeam probe. retical treatments of pressure dependence of diffusion which are based upon self-diffusion studies. THEORY The rates of atomic migration in metals and alloys are regulated by the repulsive forces exerted on an atom during its motion from one equilibrium lattice site to another and by the availability of a jump site. Application of high pressure is expected to decrease diffusion rates because it decreases interatomic distances as well as defect concentrations. A number of theoretical treatments have been focused on the problem of calculating self-diffusion coefficients in solids under atmospheric pressure. In general, the vacancy mechanism of diffusion appears to be dominant at high temperatures in most metallic systems. The migration of an atom by this

Discussion of the paper of PAUL BILLINGSLEY, presented at the New York meeting February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 31 to 47. JAMES F. KEMP, New York, N. Y.-Mr. Billingsley has spoken so concisely that we may not realize the many important topics which he has passed in review and upon which lie has thrown much illumination. The exact determination of the age of the granite, itself, is one. If we were to look over a geological map containing the region of Butte and 25 years old, we would find this coarsely crystalline mass assigned, as were others of its kind, to the pre-Cambrian, or as we used to say, to the Archean. In the course of time it was found to be later. The Butte Special Folio, 1907, described it as post-Carboniferous and possibly post-Laramie. Mr. Weed in Professional Paper No. 74 of the U. S. Geological Survey (1912) placed it as probably Niocene because of its relations with the andesite, which was believed to be Eocene. Mr. Billingsley now by a very neat demonstration circumscribes it more definitely and we recognize that it must be latest Cretaceous or earliest Eocene. We see, however, that extensive field observations, ably correlated, were necessary to establish the conclusion. For some years all familiar with Butte have known that there was a central area the veins of which carried copper ores in a quartz gangue; and that outside this area there were veins carrying silver ores in a gangue of manganese minerals. Mr. Sales's able and detailed paper, read at the Montana meeting, August, 1913, not only corroborated these relations, but emphasized the transitional character of the intermediate or passage zone. Mr. Billingsley is now able to show from observations at increasing depths, the tendency of the copper ores to appear deep down in the veins

In the literature on the elimination of metalloids in basic open-hearth practice, there are a great many heats recorded in which excellent data on changes in slag and metal composition during refining are given, but in almost all of these heats either temperature data or weights and analysis of charge are unrecorded and observations on the physical characteristics of the slag are almost always lacking. With these points in mind, a test heat was made in which as complete data as possible on all the factors that affect the elimination of metalloids were obtained. The Test Heat The test heat was made in a standard 100-ton stationary furnace at the Lackawanna Steel Co., Lackawanna, N. Y., on January 17, 1922. The Charge—Scrap.—The scrap consisted entirely of rail-heat butts, selected from a number of heats made the week before the test. The average analysis of the scrap was calculated from the analysis of these heats and from the weight of scrap from each heat. Pig Iron.—Two ladles of pig iron were used in the charge and two samples were taken from each ladle as it was poured into the furnace. These four samples were composited for the average pig-iron sample. Other Materials.—Weights of dolomite, ore and spar were obtained by weighing a quantity of each just before the test and weighing the amount of each left after the heat was completed. The limestone. was weighed on the charging pans. Coal for recarburizing, ferromanganese, ferro-silicon and aluminum were weighed out as used. All these materials were carefully sampled before the test was begun. Coal consumption at the producers was obtained by getting the average capacity of the hoppers that fed the producers, and then counting the number of hoppers of coal used during the course of the heat. The structure of deformed internally oxidized alloys of siluer- cotztcrining magnesium and copper-containing aluminum in was studied by thin-film transrrzissiotz electron microscopy. With low to moderate amounts of stvain, the deformation structure in t11e dispersion-hardened alloys was found to consist of a high density of dislocations arranged it a random distribution or in a very fine, but poorly defined, cell stucture, depending on the fitness of the dbsbersion and amount of deformation. 112 contrarst, both pure copper and silver show relative1y Large, distinct cell structures. THE presence of fine dispersions of a second phase has long been known to have a strong influence upon the mechanical properties of solids. Until recently, the influence of particles on the deformation mechanisms has been assumed to be solely that of barriers to dislocations. This is seen in the classic models of edge dislocations being restrained by the particles.1 4 There is, however, considerable evidence that this is not their primary effect, and that the particles can have a large influence on the defect structure generated by plastic deformation. The presence of particles causes changes in the surface topography observed after deformation. In overaged precipitation-hardened materials containing hard, noncoherent precipitates, fine intersecting slip lines are found after deformation of single crystals. indicating the activation of many slip systems. This has been extensively observed in the A1-Cu systen;, both by optical microscopy and replica electron microscopy.'"13 In some of the observations. the slip lines were seen to extend between the particles. Similar observations of extremely fine slip lines or the apparent absence of normal slip lines have also been found in A~-M~."

The Compania de Real del Monte y Pachuca started a 10-ton pilot plant in March, 1906. The distinctive features of the first cyanide installations at Pachuca were: grinding in cyanide solution, all-sliming and filtration of ore in which silver constituted the major value. Loreto started with a 300-ton " all-sliming" plant, using jaw crushers, grinding in stamps, Chilean mills and pebble mills in cyanide solution, concentrating with Wilfley tables and Johnson vanners, classification by cones and Dorr classifiers, intermittent thickening by decantation, mechanical agitation in flat tanks by stirrers and centrifugal pumps, filtration in Butters filters and precipitation by zinc shavings. The "San Francisco" mill No, 1 was contemporaneous, using a rather similar flow sheet. We shall trace the main developlnents in the three large mills of the district to their present practice. Developments in Large Mills of District Crushing and Grinding.—The trend of development in this part of the work has been the same as throughout the milling world; via., all increase in the degree of comminution of the ore in dry-crushing machines, the advance from pebble mill to rock mill and then to ball mill and the elimination of the stamp battery through the encroachment upon its field on the one side by finer dry crushing and on the other by more efficient wet grinding. The single-stage crushing in jaw type crushers, used at the start, has been replaced by two stages; at first, both stages by gyratory type and later the present practice, which is the same in all three mills, consisting of gyratory as primary followed by cone as secondary and delivering a product that may be rated at 56 to 1 inch. Primary wet grinding, at first performed by stamps and Chilean mills, is now by hall and/or rod mills; present practice differing widely in the three mills. Efficient ventilation of metal mines consists in having such complete control of air currents that there is always supplied at placcs where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet ventilation is only too frequently neglected, especial1y in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. The necessary and sufficient conditions for the stability of a multicomponent phase with respect to infinitesinzal fluctuations are derived and transformed to be written in terms of activity coeffcients and mole fractions rather than in terms of the customary second deritlatives of the free energy. NECESSARY conditions for the stability of a multi-component system were derived by Gibbs as early as 1876.' However, as the usefulness of these conditions is greatly enhanced by the simplicity of their translation in terms of functions of common usage, the present contribution establishes these conditions in terms of activities or activity coefficients-and mole fractions. It was shown in another article2 that not only may these conditions be used for the prediction of the appearance of new phases, but they may also provide a check on the orders of magnitude of the interaction coefficients involved. "Spinodal" decomposition is said to occur when, at constant temperature and pressure, the system is unstable with respect to infinitesimal fluctuations in composition. As a result, the "phases" which appear may be attained through continuous changes in the system rather than discontinuous ones, and, consequently, the free energy of these phases may be described by a unique continuous free-energy function. For a binary system, the familiar curve of Fig. 1 illustrates the case we wish to extend to a multicom-ponent system. The conditions to be written pertain to the decomposition of a system of n moles into moles of phase moles of phase v, ...hen moles of phase 9, where the phases a, ...v, ...9 are—at least initially-arbitrarily close in composition to that of the original phase. THE purpose of this paper is to record a few field observations and accumulated office data concerning outcrops, relation of ore occurrences to intrusive and host rock, and mineral zoning. Reasons for some of the phenomena are not clear to the author so the facts are given with the hope that other investigators may be able to furnish the explanations. The Avalos unit of the Compania Minera de Penoles, S. A., operates the Alicante, Bonanza, Providencia, Albarradon, San Eligio, Nazareno, Leona, Salaverna, and Santiago mines situated between Avalos railroad station and Concepcion del Oro on the Coahuila and Zacatecas railroad in the State of Zacatecas, Mexico. Some of these mines are within Penoles property while others are on mining claims leased from the Compania Nazareno, y Catasillas, S. A., Mazapil Copper Co., and the American Smelting and Refining Co. The main office and camp are at Providencia, about 170 km southwest of Monterrey, N. L., so the silver-lead-zinc mines of the district are usually referred to as the Providencia mines. The Aranzazu, Catarroyo, and Cabrestante copper-gold. mines are situated a few kilometers to the southeast on the same mountain range near Concepcion del Oro, the name by which the camp is known. It is operated by the Mazapil Copper Co. The main theme in the following pages is a description of the silver-lead-zinc ore occurrences of the district. Rock Formations Sedimentary Rocks: Many competent geologists have contributed generously to an ample fund of information concerning the sedimentary columns of northern Mexico. Among them are Carlos Burckhardt, E. Böse, L. B. Kellum, .and R. W. Imlay. Carlos Burckhardt who covered a number of extensive areas in many parts of the Mexican Republic, devoted years to mapping the geology of the Caja, Zuloaga, and Santa Rosa mountain ranges around Mazapil, Concepcion del Oro, and San Pedro de Ocampo, Zacatecas. WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

The position of the three-phase field between the alpha and the beta phases was established. The exact location differs from previous assumptions. The extremely high strength and hardness values were found near the phase boundaries of the ternary compositions. IN 1929, UenoL investigated vertical sections of the Ag-Cu-Zn diagram at constant silver and zinc values. From the evaluation of cooling curves and microscopic studies, he concluded that there was no evidence of a three-phase field in the solid state between the a and ,8 fields. The failure to find evidence for this field was due to the fact that it exists only in a very narrow range of compositions and requires special methods of heat treatment to establish phase equilibrium. In a later publication on the same subject Keinert2 rearranged Ueno's diagrams to conform with the basic phase rules. The existence of a three-phase field was postulated in the solid state between the a phases and the homogeneous ,9 phase between the Cu-Zn and the Ag-Zn binary border systems. The approximate location was based on a few microscopic observations of the structure and it was pointed out that the exact position could be determined only by a larger number of experiments. In the twenty years following these investigations alloys of Ag-Cu-Zn have become of general interest due to various technical applications, principally for brazing. In the course of an overall investigation of the physical properties of ternary Ag-Cu-Zn alloys the author found extremely high values of hardness and strength in alloys of compositions between the a and the yS fields. The exact location of the intermediate phase fields was established by the evaluation of more than a hundred cooling curves and microscopic mountings. Experimental Procedures Preparation of Test Samples: At the beginning of the investigation samples were chillcast into Vi in. diameter iron molds to determine hardness, strength, and the mechanism of primary crystallization. KARL A. PAULY,* Schenectady, N. Y.-We are deeply indebted to Mr. Hobart for a record of the actual experience of the Lehigh Coal and Navigation Co. with electrification. One of the essential features of this test is that it was made under actual operating conditions. In one of the western mining districts I was once discussing the electrification of a large hoist with a mining operator, who told me that they had made a very thorough test and that the results were such as to indicate that electrification was not warranted. When questioned regarding the test, he said that they had called on the mining college in the Territory for assistance, and one of the instructors and a group of students had made the test. They first cleaned the boilers and then operated them at a' continuous load, using the maker's guaranteed steam consumption per indicated horsepower as a guide in estimating the steam consumption under actual hoisting conditions. Such a test is absolutely valueless. The efficiency of the boilers 'is affected by the intermittent demands on the steam. The standby losses, as indicated by Mr. Hobart's paper, are quite equal to the actual fuel consumption required to do the work; very frequently, also, the cost of repairs is either omitted or underestimated. One noticeable feature of Mr. Hobart's tabulation is that there is no mention of steam consumption. Intentionally or otherwise, the steam-hoist builders have befogged the question by making a great point of the steam consumption of hoists. The operator is not at all concerned in steam consumption; it is the actual cost of operation that he is interested in, and it is a comparison between the cost of operation of the two systems, all factors being considered, that should determine the choice. The steam consumption, or its determination by test, is only one step in the problem of estimating the fuel consumption, which, in an actual installation, can be directly measured much more accurately, as was done by Mr. Hobart.

Discussion of a paper of S. S. Rummy and W. F. SCHWEDES, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 94, October, 1914, pp. 2613 to 2635. K. A. PAULY, Schenectady, N. Y.-I have seen this installation and I wish all those interested in the question of electricity as a mine pumping agent could see it. It is not only a model for mine installation, but might well serve as a model for any electrically driven pumping plant. I think I am correct in saying that the pumps are the largest electrically operated centrifugal pumps in mine service in America. I talked with Mr. Rumsey in Duluth just before coming here, and he told me that the actual tests of the equipment as installed checked very closely with the shop tests; that the water delivered by the pumps was slightly in excess of the guarantee, something like 3 or 4 per cent., and that no troubles except of a very minor nature had been experienced with the installation from the start. One point which has been brought out by Mr. Rumsey, and by others who have looked into this question, is the marked saving which' can be made by the application of electricity to pumps, especially to the main sump pumps. The pumps are always located a long distance from the boiler plant and the losses in the steam mains are large. While many of the steam pumps are of a very high grade, yet the tests seemed to indicate that the steam consumption is extremely large. The reduction in operating cost of one small installation which I. have in mind pumping against a head of approximately 2,000 ft.-which by the way was a reciprocating pump-reduced the pumping cost to the neighborhood of one-fifth of the previous steam cost. . The high steam cost was probably due to leakage in the engine and the loss in transmission in the mine, the pumps being located almost half a, mile from the boiler plant.

A high degree of accuracy is often required in mine-surveying, in order that expensive mining work may not be misdirected. The making of underground connections by drifts or shafts located as the result of surveys presents a crucial test of correctness not usually involved in any other class of surveying. In view of these considerations, the present notes and description of a survey made in June, 1890, for the San Francisco shaft of the New Almaden quicksilver-mines, may be of interest to members of the Institute who are surveyors. The purpose of this survey was to locate on the surface a vertical 2-compartment shaft (3.5 by 7 ft.), to connect with another vertical shaft, of practically the same size, which had been sunk a number of years before from an adit-level about 240 ft. vertically below the surface, to a deeper, so-called 600-ft. level. It will be seen, of course, that the most important matter was to secure an exact coincidence in vertical line, so that the resulting continuous vertical shaft from the surface should have no offset or irregularity at the point of junction between its two parts. The levels were of less importance; but, as the hoisting-works were to be placed in position and the new shaft permanently timbered from the start, its correct alignment was an essential requirement. The important features of the work, therefore, were the methods used in determining with certainty : 1. That the shaft was located in the right place in a general way; 2. That the ordinary inaccuracies of linear and angular measurements were so reduced as to insure correctness of location within certain defined and allowable limits. Instruments.—Thc instruments used were: a Buff and Berger transit-theodolite, with a 6-in. horizontal plate, reading to 10 seconds; a Heller and Brightly Y-level; a Chestermán steel tape, graduated in tenths and hundredths of a foot; and New York leveling-rods, graduated to thousandths of a foot.
