(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. The electro-magnetic separator of Mr. G. Conkling, Glens Falls, N. Y., described by Mr. Birkinbine* in a paper at the New York meeting of the Institute, in February, 1889, has been in successful operation at the Tilly Foster 'mine for a considerable period, under the disadvantages which seem to be the inevitable attendants of pioneer enterprises in new technical fields. The results of a run of several months, which the Superintendent, Mr. S. P. Tomkins, has taken pains to collate, are here presented by his courteous permission, and that of Mr. E. S. Moffat, the energetic and skilful General Manager of the Lackawanna Iron and Coal Company, to whom our profession is already indebted for examples of bold and ingenious practice in mine-engineering. It is believed that these figures will assist those who are planning similar operations to decide intelligently what they may, and, more important still, what they may not, expect to accomplish. The local difficulties in the way of this experiment at the Tilly Foster mine were many and great. Only about two-thirds of the waste-dump, resulting from the assorting of previous years, is ore; and this varies in content of iron from 20 to 28 per cent. The remainder is rock, some (from horses in the vein) showing particles of adhering mineral, some (from the foot- and hanging-walls) entirely barren. The expense of overhauling the dump and removing this rock is by no means the least of the numerous items which must be charged against the concentration. Associated with the lean ore are hornblende and other minerals, carrying iron in the non-magnetic state, which must necessarily be washed away with the tailings. The waste-dump was originally located without reference to future treatment, and now can only be handled by means of a locomotive,

Silica bricks were not used because the ovens were built under German design and management and it has not been the practice in Europe to use silica brick nor has it been necessary, on account of their lower heats and slower coking time as compared with the present American practice. Bethlehem, Pa.-While acting as Chairman at the San Francisco meeting, in introducing this paper of Mr. Seaver, I made some remarks in discussion referring to unsuitable brick having been used in a coke plant at So. Bethlehem, Pa., and being the principal cause of the failure of these ovens. This statement having come to the attention of the Didier-March Co. of Perth Amboy, N. J., who furnished the firebrick used in the construction in the original ovens referred to, at the Lehigh Coke Works, near So. Bethlehem, Pa., their. manager, Geo. A. Balz has corresponded with me, and wishes to have placed on record a general denial of the statement referred to. As a matter of justice to the manufacturers of the firebrick, it is but right that their statement should be given as much publicity as my statement which has been objected to, and I take pleasure in placing upon record the statement of Mr. Balz, general manager for Didier-March Co., extracted from a letter to me dated Jan. 14, as follows: "The

ARTHUR H. STORRS, Scranton, Pa.-I would like to ask whether this same process is applicable to bituminous coal? FELLS A. VOGEL, New York, N. Y.-This Dutch process is applicable to bituminous or any other kind of coal. The Berwind Fuel Co. has had a plant in operation, in Superior, Wis., for about 2 years, using the Dutch process, and it has made a very satisfactory briquette, using Pocahontas coal. There is just one item in Mr. Frey's paper I would like to discuss; that is, the matter of cost. Mr. Frey figures a total cost of $3.35, based on the use of 7 per cent. of oil. Of course, the price of oil has advanced seriously within the last year or two, and any possible reduction in the percentage of oil required in the manufacture of briquettes is very important. I believe that Mr. Frey will agree that very good briquettes can be made with considerably less than 7 per cent. of oil; in fact, actual experience has shown that it can be clone with less than 5 per cent. The only possible effects of a low percentage of oil, particularly in anthracite briquettes, are that the briquette might not burn so freely, and that it might not be quite so hard. Briquettes made by the Lehigh Coal & Navigation Co., using 7 per cent. of binder, are extremely tough. Those briquettes have been handled in one of the local yards in Brooklyn, chuting them from railroad cars into boats and digging them out by grab buckets, and the losses average less than 2 per cent. This compares very favorably with domestic anthracite coal, with which the losses from breakage amount to between 7 and 10 per cent.

R. W. NEWCOMB,* New York, N. Y. (written discussiont).-On page 1638 mention is made of a new -instrument with an exceptionally high resistance that has been developed by Charles Engelhard. All friction and wear of moving parts of the moving system has been elimi-nated by replacing the hardened steel pivots and jeweled bearings, commonly used on other instruments, by a double metallic filament, one at the top and One at the bottom, under slight tension. Any pos-sible distortion of the moving coil, because of tension, has been eliminated by introducing a solid spindle as the axis of the coil between the points on the coil where the metallic filament is attached. The filaments serve not only as a support for the moving coil; but also to lead in the current from the binding posts to the moving coil, and as a source of counter-torque; instruments so constructed, do not require leveling, and are mechanically very robust. The clock of the recorder serves only to drive the chart at its specified rate and -to operate a small contact-making device; i.e., there is no other mechanical load on the clockworks. The contact-making de-vice is so constructed that there is a quick-make, a quick-break, and a wiping effect while the contact is being made. Contact surfaces on this switch are of platinum platinum-iridium. The operation of this contact, which occurs once each minute, sends a current, from a 6-volt supply; through a solenoid magnet, which operates the depressor bar mechanism in the case of the single-record instrument; in the case of the multiple-record instrument, it operates the automatic switch and color-changing features, as well as the depressor bar.

THE Institute of Metals Division of this Institute held a joint meeting with the American Foundry- men's Association on Oct. 5-9, at Syracuse, N. Y. The registration at this meeting was about 150. There were four meetings in all, three of which were in con- junction with the American Foundrymen's Association. This combination works out very nicely and gives the I Division a number of practical foundry papers that it would not get otherwise. The sessions were well attended and the discussion was active. The session on Monday morning was of a general nature and consisted of the following subjects : " Refractory Problems in the Non-ferrous Electric Furnace Casting Shop, " "Temperature Control of Non-ferrous Alloys," "Atomized Coal System of Non-ferrous Melting," "Material Handling in a Brass Foundry." On Tuesday morning, the session was on "Aluminum and Its Alloys." The paper on permanent mold castings created a large amount of discussion, in fact so much that it had to be renewed after the close of the regular program. Aluminum is assuming a more important place every year and adds greatly to the program as a whole. One of the most remarkable meetings that this Division has ever had was held on Tuesday at noon in the form of a Round Table discussion, headed by G. K. Elliott, chairman of the Division, Cincinnati, Ohio. Mr. Elliott divided the members present, numbering about 80, into groups as they were seated at the tables. Each of these groups suggested a topic for discussion. They were as follows : "Fluxes on Market ;" "Simplification of Alloys;" "Pyrometric Control;" "Effect of Gas- sing Metal and Control;" "Barium Sulfate Added to Electric Furnace to Create Slight Oxidation to Remove Aluminum and Silicon;" and" Nickel in Brass."

(communication to the Secretary *).-Dr. Burgess would add to the value of this important paper if he would give us the carbon content of the steel made in the several charges, or, if this cannot be done, if he would indicate whether, as might he inferred from his paper, the teeming temperature is approximately constant and independent of the carbon content of the steel, or whether as would be expected, it varies with the content and is materially higher for low- than for high-carbon steel. If he could add to Table 3 the time of the several tests, that would be welcome. His Table 3 leads one to infer that, once the bath is melted somewhat more than flat, the temperature of the roof is nearly constant and is approximately the highest compatible with reasonable longevity. That is to say, the metal is heated by means of a roof and flame at nearly constant temperature. The temperature of the observed upper surface of the slag should reflect that of the roof approximately, and in Table 3 this seems to be true, the temperature of both rising toward the middle of the record, and again falling. The slag as the medium through which the heat passes from roof to metal, should be intermediate in temperature between the two, as it is here. But the temperature of the metal ought to rise continuously, unless when cold additions are charged, and this too seems to be. true, allowing for slight observational errors, the total rise from the first to the last spoon-test being 89°. The temperature drop of from 85° to 135° from the last spoon-test to the teeming is surprisingly great, suggesting that the spoon-tests represent the metal immediately beneath the slag, and therefore appre-

Mr. Fisken read a short paper on the benefit to the young engineer of an association y membership in the local section of either of the societies represented in the meeting, and C. F. Uhden gave a stereopticon lecture on Power Development Along the Spokane River.

` LAWRENCE ADDICKS, New York, N. Y.-We have really two competitive processes for the production of electrolytic zinc. In the process used at Great Falls, the ore is roasted and the calcines leached, leaving a residue which has to be smelted; in the other method, the ore is burned, the zinc and lead fumed off, and the condensed fumes are leached. I do not think that we can yet come to any decision as to which is the better way to attack the problem. Of course if we roast first and then leach, various substances remain in the calcines which may consume sulphuric acid; whereas if we do the burning first, we obtain simply the zinc and lead oxides, with considerable sulphate, in the fume, and there is no shortage of acid. It also depends partly on the complexity of the ore. The one that Mr. Hall is treating and the ore they are treating at Great Falls are not quite alike, but I think they are sufficiently similar to make a comparison of the two methods, working in competition, on different parts of the country, very interesting. C. E. SCHWARTZ, Miami, Okla.-Mr. Hall states that the Joplin conditions are not suitable for the manufacture of electrolytic zinc. When we speak of Joplin ore in general, we consider, of course, a 60-per cent: concentrate with comparatively low iron, but if a low-grade concentrate could be made from tailings and so-called chats, then the problem would be quite different. A Joplin ore is comparatively simple to treat electrolytically, and I believe the electrolytic process would open a field for the treatment of such ores as would not be ordinarily smeltable; that is,

Nason thinks I could not have studied Mr. Witherbee's paper and doubts the arithmetic used, but in his discussion arrives at practically the same conclusion. He says 10 ft. thickness of ore over a square mile should give 27,878,400 tons, allowing 10 cu. ft. per ton of ore. This is correct, but if he reads carefully he will see that this depth of ore was figured as covering one-tenth of the surface, which reduces the figures to those used by Mr. Nason. I did not say, however, that there were 2,300,000,000 tons of ore in New Jersey, but that applying the same method of computation as used by Mr. Nason, to the area of the iron ore-bearing gneisses in New Jersey, we would get a total of 2,300,000,000. I did say, "In this area are located 366 magnetite mines that have been worked more or less. These lenses may easily be capable of producing (on an average) 1,000,000 tons each, and there are probably double the number listed not opened up." Thus my estimate for New Jersey, as far as any was made, would be: Probable ore 366,000,000 Possible ore in addition 732,000,000 1,098,000,000 Mr. Nason's final conclusion of his personal estimate was one-half of what he erroneously read to be the estimate given in the paper, or half of 2,300,000,000, which equals 1,150,000,000. So the two estimates seem to differ less than 5 per cent., and we have the two sister States of New York and New Jersey on an equal footing of productive possibilities in magnetic ore.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. (communication to the Secretary t) :-Professor Howe's criticisms of my definition of steel are not, it seems to me, well founded, for the . following reasons: The term "fusion-process" has been used during the past quarter or half century to distinguish the crucible, Bessemer and Siemens-Martin processes from the puddling- and cementation-processes, and probably no one at all conversant with the art of iron-metallurgy would now mistake its meaning. INTRODUCTION. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Puebla, Mexico. It does not refer to the precious metals, some miles of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. Discussion of the paper of L. C. Graton and Joseph Murdoch, presented at the New York Meeting, February, 1913, and printed in Bulletin No. 77, May, 1913, pp. 741 to 797. THOMAS T. READ, New York, N. (communication to the Secretary *) :-At the meetings of English technical societies it not infrequently happens that, during the discussion of a paper, someone will arise to say that although he highly appreciated the material presented, nevertheless he believed it would have been better if some other phase of the question had been more highly emphasized. Assuming that this form of discussion is permissible in the Institute, I should like to reiterate the point made by Prof. A. J. Moses that conclusive proof of the identity of the minerals in question is an essential feature of the study of ores in this way. This is also expressed by Paul Krusch in his recent valuable paper 1 on the sulphide ores (in which he arrives at conclusions diametrically opposed to those of Mr. Graton), as follows : ?The diagnostic properties of the various ore minerals are known to but a limited circle of investigators." Many earlier investigators began the study of ores beneath the microscope by reflected light, but discontinued their work, in most cases, because they were unwilling to undertake the great amount of preliminary work necessary to securely establish a basis for their inferences. It is evident that Messrs. Graton and Murdoch realize that the promised later paper on diagnostic characters will be the more important of the two, but the point should be emphasized to forestall a flood of literature from other investigators who may gain the impression that the brief survey of polished specimens is a wade mecum to incontrovertible conclusions as to any given ore deposit.

I. INTRODUCTION. THE aim of instruction in a metallurgical laboratory is to make real the principles on which metallurgical processes and operations are based, and to foster the spirit of investigation: The materials with which experiments are carried out are ores, metals, and metallic compounds. The method varies with the end sought. A class may work as a whole, each member contributing his share to the solution of a problem, or the students may carry on investigations independently; the former exemplifies class-research; the latter, individual research. It is with a branch of the former, with special reference to ore-treatment that the present paper intends to deal. In smelting an ore by a well-established process, the result is shown by analyzing the products to see whether their compositions correspond to those calculated in making up the charge; by taking account of stock to show the distribution of metal in the different products made and the losses from dust and volatilization, by casting a thermal balance to find the ,distribution and losses of heat; and by making a cost-sheet to ascertain, as far as possible, the necessary outlay of money. In, lixiviation and amalgamation, the mode of operating has to be varied to adapt a process to the individual ore. Here a number of tests become necessary. Each will consist of a series of experiments with one variable, in order to find the conditions under which the variable gives the best result; a. summary of several tests will give the best method of operating.. On Monday evening, Oct. 28, 1912, the visiting members and guests were informally received by the Local Committee at the Headquarters of the Institute at. the Hotel Statler. The evening was very pleasantly spent in renewing old acquaintances and friendships and in forming new ones. The first session, held Tuesday morning, Oct. 29, 1912, in the impressive Assembly-Room of the hotel, was called to order by David T. Croxton, Chairman of the Local Committee. Mr. Croxton introduced the Hon. Newton D. Baker, Mayor of Cleveland, who extended a cordial welcome to the members and guests present. James F. Kemp, President of the Institute, who subsequently presided at the meeting, responded in behalf of the Institute.

Kentucky for the first time in its oil history passed the 10 million barrel mark. Of the total 10,019,641 bbl., 8,262,516 bbl. were produced in Western Kentucky, and Union County surpassed all others, with 4,056,142 bbl., or 40 percent of all the production for the state. There were 930 wells known to have been drilled during the year; 510 in Western Kentucky and 221 in the gas-producing area of Eastern Kentucky.

INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. DURING November And December, 1907, Four Serious Mine-explosions Occurred In The Appalachian Coal-Field, Which Resulted In The Loss Of Nearly A Thousand Lives And Caused An Enormous . Damage To Property. These Accidents Attracted More Than The Usual Attention; Coal-Trade And Engineering Papers Contained Many Comments And Suggestions On The Cause And Prevention Of Accidents; The Daily Press In Many Instances Condemned The Coal-Operators And Charged These Accidents To Their Negligence, Or Their Anxiety To Make Money Without Adopting Precautionary Measures. Immediately After Each Accident The Respective State ..Authorities Ordered Close Investigations To Be Made, With The View Of Establishing The Cause And Suggesting Remedies To Prevent Recurrence. Representatives Of The Technologic Branch Of The U. S. Geological Survey, To Whom The Investigation Of Mine-Accidents Had Recently Been Delegated By The Secretary Of The Interior,. Visited The Mines And Co-Operated With The Local Authorities In Their Determinations. It May Be Safe To Say Here That An Investigation Of A Mine After An Explosion Has Occurred Discloses But Little, Because. The Causes Have Been Removed And Conditions Have Been Entirely Changed. On Jan. 8, 1905, The Coal-Operators Of West Virginia Organized An Association At Washington For The Purpose Of Making Extensive Investigations, And Sufficient Funds Were Pledged To Carry Out This Work. At This Organization Meeting, The Representatives Of The Geological Survey Present Had No Suggestions To Offer As To The Cause Of These Accidents. An Examination Of The Various Reports Concerning These Accidents Indicates That The Explosions Were Caused By The Ignition Of Gas Or Dust; They Show The Point Of Origin And The Direction In Which The Force Was Expended, And Give A Detailed Description Of The Damage Done. IT has long been known that the volcanic area south of Belmont, Nye county, Nevada, had mining possibilities. Some of the old-time prospectors knew that gold existed there. Its remoteness from any source of supplies, its long distances from water, the absence of game, and more, perhaps, the lack of grass for animals to subsist upon, has made this an unattractive region in which to search for mines. The decline of the Comstock mines, the exhaustion of sun-dry large and rich ore-bodies, the high cost of mining, marketing, and particularly the ruinously high freight-charges upon refractory ore that had to be shipped to distant smelters, have kept investors out of Nevada for the last few years; and mining people have hardly yet awakened to the importance of Tonopah, Goldfield and perhaps the newer and less developed districts. The discovery of Tonopah by J. L. Butler, who located the Mizpah Claim in May, 1900, and the fortunes soon realized there, attracted many people. As the boom declined, many went away, some scattering out into the surrounding country, and the population is now about 7,000. In the fall of 1902 a discovery of gold was made 23 miles south, in what is now known as the Sandstorm group, 4 miles NW. of Goldfield. In the winter of 1903-4 the Combination, January and Florence mines were discovered, and shipments of high-grade ore soon followed. In January, 1905, there were 10,000 people in Goldfield. In June, 1904, rich gold-ore was found 85 miles SE., at the foot of the south end of the Kawich mountains, but this discovery was kept quiet until a re-location could be made. On August 10, 1904, the Bullfrog claims, and a month later the Ladd mountain and neighboring claims, were located. The Shoshone group was located September 24. This district is
