On Aug. 5 and 6,1918, and Mar. 26, 1919, the writer made an investigation of the mine-water neutralizing plant at the Calumet mine of the H. C. Frick Coke Co. The object of this plant is to develop a process of treating the water pumped from the mines so that it may be rendered suitable for use at the power plants of the mines and also at the coke ovens; at the same time, eventually producing a byproduct which will have enough commercial value to provide a sufficient revenue to place the plant on a self-sustaining basis. The Calumet mine is situated in Mt. Pleasant Township, Westmoreland County, Pa., on a branch of the southwest branch of the Pittsburgh Division of the Pennsylvania Railroad. It is about 6 mi. (9 km.) southeast of Greensburg, the county seat of Westmoreland County. The coal, which is the Pittsburg or Connellsville seam, lies at a depth of about 200 ft. (60 m.) and is brought to the surface by means of a shaft. The output of the mine averages 200,000 tons of coal annually, all of which is made into coke, either at the ovens, at the mine, or at byproduct ovens. There are 260 coke ovens at the mine. The continued development of the coal fields of Pennsylvania and the increased use of electric power in the operation of the mines has brought the problem of an increased water supply for the plants to the attention of the coal operators. This is especially true in the Connellsville coking region, where large quantities of water are used in quenching the coke at the ovens. Many of the streams receive the drainage from the mines; and as this water is highly acid and contains sulfur in various forms, some method of treatment is necessary to render it suitable for use at the plants of the mines. With this end in view, the H. C. Prick Coke Co., about 4 years ago, installed at its Calumet mine a plant for experimental purposes, in an endeavor to develop a process that would provide a maximum amount of suitable water at a minimum cost. From a purely technical point of view, the result of these experiments has been encouraging. The company is now endeavoring to place the plant on a commercial basis.

AN excerpt from the Alabama State Mining Law, pertaining to, transporting men' into and out of the mines, reads as follows: "A trip of empty cars may be operated for the purpose of taking employees into and out of the mine, where the distance to and from their work exceeds one mile." The State Mining Department of Alabama includes in its inspection the transportation of men into and out of the mines, also studying and noting improvements, or progress made, that would tend to create a greater assurance of safety in this practice. Everyone is familiar with the original safety methods employed in man-trip transportation, such as passing a rope around the trip of cars, or through the cars, fastened in the conventional manner, and with the usual "clog," commonly called a drag, on the rear end. Also there is a more advanced method of transporting men, such as the double-rope system, which is feasible on slopes used exclusively for this purpose, and is very satisfactory. Conditions in the oil and gas industry in Indiana were about the same in 1935 as in 1934. This is especially true of the old Trenton area and the Harrison County area where production was steady and almost no exploration and development took place. The past year has seen an increase in drilling activity and a decrease in oil and gas output in southwestern Indiana. In the state, 224 wells were completed in 1935, of which 48 were oil wells, 61 gas wells, and 115 dry holes. A few of these were old gas wells deepened to oil horizons. Twenty-six wells started during 1935 were not completed by Dec. 31. Approximately one-half the wells drilled were within proven areas. A relatively large number of wildcats, especially in Daviess, Pike and Gibson Counties, were in search of new gas supplies to supplant the diminishing resources in those counties. The decreased production of gas was due largely to the fact that existing supplies declined more rapidly than new fields could be brought on. The Alford field, in Pike County, which produced the bulk of the supply in 1934, was called on to do likewise in 1935, but was unable to respond sufficiently to keep up the yearly production for southwestern Indiana. During the last half of the year, the Oaktown field, Knox County, was connected with one of the principal pipe lines of the state, which helped to keep gas production above an unusual low. The decline in oil production was due almost entirely to proration during the first eight months of the year. The proration affected Daviess, Pike, Gibson, Sullivan and Vigo counties, which produce about three-fourths of the total for the state. After proration was lifted, the wells never quite reached the conditions existing before proration. The average daily production per well in Indiana is less than two barrels. The outstanding development in Indiana in 1935 was the drilling in the Oaktown field immediately before and after the laying of the 6-in. pipe line to the field. IN the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was, used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in. Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. . In 1900 the number of bags was again increased, making a total of approximately 2,800: The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting. As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the

The object of this investigation was to determine with a vertical magnetic variometer the extent of the titaniferous ore deposit that occurs not far from Ivry in Terrebonne County, Quebec, about 70 miles north of Montreal. The Ivry mine, on lots 37 and 38 of range V, Beres-ford township, Quebec, is one of the largest and most accessible to transportation of the deposits of ilmenite in Quebec. The ore consists of an aggregate of ilmenite anhedra serving as host for numerous fine plaques of hematite. No magnetite is known from any occurrence near this lot, and in this way the deposit differs from many others that contain a large percentage of magnetite with the ilmenite. The deposit at Ivry thus has much lower magnetic susceptibility than those containing abundant magnetite, and a sensitive magnetometer was necessary for the work, although a body of magnetite with ilmenite about a mile from the Ivry mine was successfully prospected with a dip needle. The principal orebody is exposed in a quarry known as the Ivry mine, from which about 16,000 tons of ore have been shipped. Small exposures of ilmenite isolated by drift serve to show the presence at the surface of some of the bodies indicated by the magnetometer, but most of the hill is covered with glacial till and second growth hardwood. At the lower levels the till gives place to fluvioglacial sands and gravels from which the forest has been cleared. The increasing thickness of the sand and gravel as the hill descends makes the tracing outward of the deposits from the rocky knob of anorthosite a difficult matter. Within the orebodies too, some masses of anorthosite persist, which may account for some local irregularities. Fig. 1 is a photomicrograph, taken by reflected light, of a typical specimen of the ore. The dark patches are hematite and the light parts are ilmenite No trace of magnetite was found. (Read at the Philadelphia Meeting, February, 1878.) THE Mariposa estate, a grant made by the Mexican Government to Juan B. Alvarado, during the time when California was still under the dominion of Mexico, was purchased in 1847 by J. C. Fremont, and the United States patent issued to him in 1856. By sale, or its equivalent, money advanced, the property came into the hands of the Mariposa Company, June 25th, 1863, and through a varied existence of work and temporary inactivity, has as yet been kept as an undivided property, and rests at present with the Mariposa Land and Mining Company of California. I pass over this period of 15 years without giving the history of the ups and downs of the estate, partly because it is familiar to many, and also because I think in such a case this paper would assume too much the character of a narrative. The estate is situated in Mariposa County, California, about 170 miles southeast of San Francisco. It begins in lat. 37° 26’ 38" - north, and long. 119° 55' west, and runs 6 miles north; thence 6 1/2 miles west; thence 5 miles northwesterly towards the Merced River; thence 8 1/2 miles southerly; thence 3 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 2 miles southerly; thence 2 miles easterly; thence I mile southerly; thence 2 miles easterly; thence 1 mile northerly, and thence 2 miles easterly to the place of the beginning; embracing 44,387 acres (70 sq. miles) more or less. To describe this vast estate in detail as to its full geology, its numerous quartz veins, its many facilities to exploit them and work them by cheap methods, would lead me further than I intend to go at present, and I will content myself to describe the latest workings of the company and its immediate field of operations. As long ago as 1860 the late Dr. Adelberg advised the running of an adit from the northwestern edge of the estate at Benton Mills on the Merced River. His object was to undercut the deepest workings of the then paying mines on the estate-the Pine Tree and Josephine. Following this advice, the tunnel known as "River Tunnel" was commenced. These iron mines of Spain are located on the mountain ridge forming the boundary between the Teruel and Guadalajara provinces, called Sierra Menera. They form a property of 25 mines extending over an area of 1,677 hectares (4,140 acres) situated at a height varying from 1,200 m. (3,940 ft.) to 1,500 m. (4,920 ft.) above sea level. The deposit follows the direction north to south; huge masses of ore are being found both on the slopes and at the summit of the Sierra. The ore occurs among quartzites and magnesite limestone, in some places overlaid by quartzite 15 m. (50 ft.) thick; in some others (and this is more general) the ore is overlaid by earth and boulders of quartzite origin; this layer is about 8 m. (26 ft.) thick. The ore beds occupy the geological horizon of the Superior Trias or Muschelkask, which are here in direct contact with the Silurian quartzites. The lime-stones have been more or less transformed. There is ample evidence to show that these mines were worked in very ancient times—objects and tools employed in mining by the ancient Romans and Arabs are to be found plentifully in old workinigs which extend down into the deposits. It has been estimated that more than 10,000,000 tons of ore were mined in the old days in this district and carried to the primitive forges in the vicinity where iron of much renown in Spain was extracted. Remains of more than 20 of these forges are found in the neighborhood of Sierra Menera and are usually situated near waterfalls and forests. Much investigation has been carried on for the purpose of determining the quantity of ore to be found in these mines, but no exact calculations can be made at present. When the investigation is completed it will surely be found that the deposit contains a much larger quantity than the 100,000,000 tons indicated by the present workings. The mines are now worked as open quarries and this method can and will be followed for a long time, probably until the deposit is worked out. Figs. 1 and 2 give some idea of the quarries in operation and the reserves, the iron-ore stocks, screening installation and general arrangement. Despite abnormal economic conditions and the unhealthy state of the petroleum industry, 1930 closed without any marked decline in total production of oil in the Middle Western States. The most accurate figures available would indicate for this district an output of close to 25,000,000 bbl. for 1930 as compared to 26,000,000 bbl. for 1929. This can be accounted for by the settled nature of a great many of the wells producing in this area and the favorable geographical position, which affords adequate refining and marketing facilities. The only new flush production field discovered in the area was the Legrande oil pool in southeastern Hart County in western Kentucky, where wells up to 1000 bbl. initial have been reported from a shallow depth. Important extensions have been found in a number of central Ohio fields, and activity in the central Michigan area resulted in new pools along the northwest trend of the Mt. Pleasant structure. These new districts, known as the Leaton and Vernon pools, have not yet reached the scope of the Mt. Pleasant field proper, and although the structure is similar, sand conditions are not strictly analogous. Wildcatting was retarded somewhat by the scarcity of market for oil and many important wells were shut down for several months. This has not shown such a profound effect on production as the reticence of operators to drill inside proven locations. The major companies have not been able to dispose of their oil and the smaller operating units are having trouble financing their projects. The result is that oil in sight is not being produced and output is suffering accordingly. Another important effect on production was the introduction of proration by the major crude purchasers and a voluntary shut-down by Kentucky operators. This step became necessary because of the glutting of lake port refineries with Mid-Continent oil, and was not fostered by regulating state bodies, as in the case of the southwestern states. Small refining units have sprung up to meet this situation in a number of instances but they have experienced some difficulty in disposing of their product because of "dumping" tactics from other quarters. New refinery outlets on the Great Lakes and new pipe line connections should tend to alleviate this difficulty during the coming year. The

Some years ago the open Hearth Committee of the Institute reached the conclusion that the reading of "set" papers tended to preclude the specific and detailed discussion of specialized problems of current interest to those operating steel plants. As an innovation the Committee distributed in advance of the meeting in May, 1927, a questionnaire containing a list of 27 topics involving operating problems. The subsequent discussion of the questions, participated in by 37 members, was a conspicuous success. Semiannual meetings have been held since; and at the conference of November, 1929, at Chicago, 131 men were present and the minutes comprised a book of 133 printed pages, thereby, indicating the growing value of the conference in the eyes of both the metallurgists themselves and the companies that employed them. With this example in mind, the Directors felt that definite advantages would accrue to a similar conference to be participated in by smelter officials and metallurgists engaged in the operation of copper reverberatory furnaces. The settlement of the Carson litigation, which for several years had virtually stopped public discussion of reverberatory practice, offered an opportune time for launching the scheme. Although the Conference may become largely self-financing in the future, some funds were regarded as necessary to conduct the first meeting. The members of the Rocky Mountain Income Committee, in view of the fact that copper smelting was essentially an activity of the Rocky Mountain area, recommended the project be, in effect, underwritten by the Fund, and the directors approved an appropriation for this purpose. Invitations were extended to high executives of the various-companies interested to send representatives to an initial meeting to be held at Salt Lake City, May 26-27. The response was enthusiastic. Twenty-three metallurgists representing 12 different plants were present to discuss the comprehensive-program relating to construction and operating phases of reverberatory smelting. It was understood that the record was not to be included in the regular publications of the Institute but that it would be prepared for private distribution among the participants and the officials of their companies. That the exchange of views and experience was no less instructive and stimulating than it was frank, full and informal is indicated by the following transcript of the minutes of the meeting.

WHAT was perhaps the first attempt at basic converting in the Southwest was made by the late Charles F. Shelby at Cananea early in 1907, when he removed the acid lining from one of the 8 by 12-ft. barrel-type converters then in use at the reduction works of the Cananea Consolidated Copper Co. and substituted a lining of one course of magnesite brick. In this shell, he blew 21 taps (about 180 tons) of matte to white metal before the brick gave out along the tuyère line. In every case, the white metal so made was transferred and blown to copper in other converters. The cost of the lining was $700 and Mr. Shelby gave up the experiment as impracticable. No further serious effort to bessemerize copper mattes in a vessel having a more or less permanent lining of basic brick was made by any of the large copper smelters in the Southwest until some months after Messrs. Peirce and Smith had brought the question permanently before the public, and had proved it to be a metallurgical and financial success by their work at Baltimore and Garfield. Early in 1911, the Cananea Consolidated Copper Co. had in operation at its reduction works at Cananea, Mex., several 8 by 12-ft. barrel-type converters lined with magnesite brick which had previously been operating with acid linings. In the 18 months following, these converters produced 50,000 tons of copper. In June, 1912, this company installed the first of its new equipment of six stands of electrically operated 12-ft. Great Falls type converters, and shortly afterward discontinued the use of the smaller shells. In September, 1911, the Consolidated Kansas City Smelting & Refining Co. had installed at its El Paso plant two 10 by 26-ft. Peirce-Smith converters. Later, in March, 1913, one standard Great Falls type converter was added. .About the time the Peirce-Smith converters were going in at El Paso, the Calumet & Arizona Mining Co. was experimenting with basic linings in 7-ft. by 10-ft. 6-in. barrel converters at its plant in Douglas, Ariz. These efforts were sufficiently successful to enable the plant to handle the total output of copper in these small shells until the standard. Great Falls converters were substituted in June, 1914.

Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

CHARLIE WARNER, Chairman of the Petroleum Division, is no stranger to the problems of the oil industry or to those of the Petroleum Division, after more than 25 years of experience in locating and producing oil and more than 22 years of membership in the Institute. He was born at Jefferson, N. Y.. April 27, 1894, and educated in the public schools of New York State and at Cornell University where he studied geology and allied sciences from 1913 to 1917 and received a B.A. degree. Immediately upon completion of this training, he was employed by the Empire Gas & Fuel Co. as a field geologist in Oklahoma and Kansas. Two years later he became district geologist for the Emerald Oil Co. in Oklahoma and Kansas, and in 1920 he rejoined the Empire Gas & Fuel Co. in the capacity of district geologist in Oklahoma. In September of 1921 he began his association with the Houston Oil Co. of Texas. He was district manager for the company in the Mid-Continent area until 1932 when he was transferred to the head office at Houston, where he became superintendent of the land and lease department in 1934 and was elected a director of the company in 1941. In these capacities, and also as petroleum engineer for the company, he keeps in intimate touch with all phases of field activity and with the regulation of the industry by State and Federal agencies.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time.

BEFORE describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, sary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor-that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work he spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. TECHNICAL SESSIONS. The first session, held Tuesday evening, Mar. 1, 1910, in the large lecture hall of the Carnegie Institute, was called to order by Harrison W. Craver, Secretary of the Local Committee. Mr. Craver introduced Dr. John A. Brashear, who extended to the members and guests a hearty welcome to the city of Pittsburg, to which David W. DURING 1934 conditions in the production division of the petroleum industry were reasonably satisfactory but nevertheless a decided feeling of insecurity existed largely because of the uncertainty of controlling production to consumptive demand. Over-production, especially in the East Texas field, threatened a general collapse of crude prices but in spite of this, posted prices were high. Stimulated by the prevailing posted prices, wildcatting activities were wide-spread. Although a number of small discoveries were made, particularly in the Gulf Coast belt and Oklahoma, no fields of major importance, unless it was the Fitts pool in Southern Oklahoma, were brought in. Meanwhile, the Petroleum Division of the A.I.M.E. continued its activities. It sponsored the collection of production and geological data on both foreign and domestic fields. The data on all but a few producing districts in the world were published in the "Petroleum Development and Technology" volume of the "Transactions" and comprise one of the most complete tabula¬tions of this sort ever published. Work of this kind is being continued.
