Francis Drake, Bulawayo, Rhodesia, So. Africa (communication to the Secretary *):—I should like to place on record some data in addition to those given by Mr. Canby in his paper. I regret that my notes have been destroyed so that I can give no accurate measurements of the water jacket that I am about to describe. This furnace mas erected in Cerro Gordo, Inyo county, Cal., early in 1875, and I think it quite possible that it was the first applied in lead smelting. It was made of plate iron and elliptic in shape, the inner dimensions being about 54 by 42 in. by 48 in. high. The distance between the inner and outer plates was about 6 in. Tuyere holes, one at the back and two on each side, about 12 in. in diameter, were made in this, and in these were placed cast-iron water tuyeres about 16 in. long, the diameter of the blast orifice at the point being about 3 in. The height from tuyeres to feed door was about 9 ft., but the top of the charge was kept about 5 ft. above the tuyeres. There was a space of about 12 in. between the jacket and the top brick-work. This brick-work was supported by a cast-iron plate resting on four cast-iron columns. At the beginning, the jacket was lined with air-dried radial bricks, made of crushed quartz and fire-clay, as it was thought that the jacket would not stand the heat on its bare plates. After a short time the practice was altered and no lining mas put in. The jacket was closed at the top and had a steam drum connected by two pipes at the back. This steam drum was connected to the boiler in which the steam was made for driving the Baker blower, the rock breaker and the pumps. The bottom of the jacket mas also connected to the boiler. The jacket was run under boiler pressure (80 Ib.) for some time, but eventually cracks developed in the inner plate between the tuyere holes,

Secretary E. H. Benjamin, of the California Miners' Association, has proposed and begun, in co-operation with the testing laboratory of the University of California, at Berkeley, a series of tests which should prove of great interest and practical use to all persons making extensive application of steel wire cables, and especially to miners who run them in deep mines. Mr. Benjamin is endeavoring to obtain pieces of cable both new, and old and worn, from every deep mine of importance on the Pacific Coast, together with all the data obtainable concerning their manufacture and particular use. Pieces from each sample will be broken ill the laboratory before mentioned: and as far as possible the effects of winding around drums or pulleys ; of sudden starting and stopping when loaded; of heavy shocks, and of the general wear and tear of the cables, will be ascertained by these tests. The Olsen testing-machine of 200,000 pounds capacity will be used to break the cables, and the rupturing force, in different instances, will be applied slowly and also rapidly, in order to make the tests comparable as far as possible with the practical use of the cables themselves. All information and data available should be obtained for each specimen sent to the laboratory, the name of the manufacturer, the date of making, strength of cable when new and unrusted, as well as the circumstances and conditions of the practical use of the cable. Having this information before us, we shall be able to tell, approximately at least, the effects of age, rust, wear and tear, shocks, etc.; and perhaps be enabled to draw the line of limitation beyond which it would be no longer safe to use a cable of known manufacture. Moreover, by means of such tests we may, perhaps, he able to recommend worn cables for other uses, less severe in character, thereby prolonging the life of their effective usefulness. Only last year he was promoted from director of the school of mines to president of West Virginia University, following a term as acting head of that institution of over 3000 students. He was born in Catasauqua, in eastern Pennsylvania, on Nov. 21, 1891, and went to Lehigh, receiving an E.M. in 1914, and an M.S. seven years later. It is quite conceivable that the question of using coal or an alternate fuel in the future by large industrial consumers may be decided on the basis of possible profitable utilization of flyash. Accordingly, the Coal Research Bureau at West Virginia University has been attempting to develop new uses for this waste material. This effort has resulted in the development of a process for producing flyash-based face brick and other structural materials which generally exceed published specifications for competitive clay-based materials. These structural materials, containing up to 97% waste coal ash, can be produced from flyash derived from most coals without regard to the physical or chemical properties of the coal ash. Preliminary production cost estimates indicate that face brick can be manufactured at a rate of 9000 brick per hr or more with a resultant gross profit of over $24.00 per thousand brick. Plant payout time for a plant of this size would be only about 1.2 years assuming a market price of approximately $55.00 per thousand, a well established figure for comparable clay brick. With flyash production expected to more than double in the next 15 years, there is an increasing need for a practical and Profitable method for the utilization of large tonnages of this material (see Table I listing total flyash production of utilities in each state of the U.S.). Present industrial and governmental physical and chemical restrictions, particularly for use as a lightweight filler or pozzolanic material, have limited the use of flyash considerably. For those ashes which have met the required standards, utilization is not always assured because of lack of promotion and poor public acceptance. Less than 6% of the total flyash production in the U.S. was sold in 1962. The remainder was dumped in disposal areas at costs as high as $2.42 per ton.' It is quite conceivable that in the near future the question of using coal or an alternate fuel by large industrial consumers may be decided on the basis of the possible utilization of flyash. THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

SEVERAL systems have been investigated by Bates, Wald, and weinstein&apos; to determine the compatibility of pure PbTe with various metals. This was accomplished by experimentally determining the direction of the reaction given by Eq. [I]: The direction of this reaction is very important if alloys of the PbTe system are to be used in thermoelectric generators because the presence of free lead in the matrix, followed by incipient melting in the vicinity of the hot junction, could cause a bonding failure. According to anssen,&apos; the Au-Te system contains only one stable compound, AuTez. The initial alloy which was reacted was therefore of the composition AuTez + 2Pb. Ten-gram samples of PbTe plus 1, 10, 20, 30, 40, 50, and 70 at. pct Au were encapsulated in carbon-coated quartz capsules in vacuo. All materials were of semiconductor (99.999+ pct) purity. Carbon coating was used to prevent reaction of the quartz with any of the alloying constituents (the solubility of carbon in the constituents of the alloys is negligible). Each capsule was then placed in a thermal analysis furnace, melted, and cooled through the transformation region. Thermal arrests were monitored on a strip chart recorder. Each sample was subsequently examined microscopically after standard grinding and polishing techniques were applied. For better contrast between the phases, the samples were etched in Murakami&apos;s etch; however, both phases could be identified without etching. Several of the samples were ground into powder, stress-relieved, and X-rayed in a Debye-Scherrer camera using nickel-filtered Cu-Ka radiation. The phase diagram shown in Fig. 1 indicates that the pseudobinary system exists as a simple eutectic with no measurable (<I pct) solid solubility at either limit. Figs. 2,3, and 4 are photomicrographs of the structures obtained with 20, 40, and 50 at. pct Au, respectively. At higher concentrations of gold (>40 pct) slight divorcement of the eutectic occurred, apparently due to a) the difference in density between gold and PbTe (19.6 and 8.25 g per cu cm, respectively) or b) the nonideality of the liquid as noted by the curvature of the liquidus lines. OLIVER C. RALSTON, Salt Lake City, Utah.-We are indebted to these two gentlemen for the work which they have done with the oils derived from sage brush. Their work should not be confused, however, as the work of Mr. Adams deals with steam-distilled oils and that of Mr. Clevenger with destructively distilled oil, largely. In other words, Mr. Adams&apos; oil is probably the original essential oil that existed&apos; in the brush before distillation while Mr. Clevenger&apos;s oil not only contained this essential oil but also some products of destructive distillation of the wood constituents. I had noticed the work of Mr. Adams on attempting to separate the various constituents in the oils of some of the Western conifers and had sent to him to ask if he could send me small samples of some of. these pure products. This he very kindly did, and with them included some samples of oil from the common sage brush, whose characteristics he has here described, as well as a sample of oil from the common "rabbit brush." Only the sage brush oil proved of much value for flotation, but it, was very powerful, and I so informed Mr. Adams. Even in amounts as small or smaller than 1/10 lb. per ton of ore, it gave very quick and positive flotation of many ores, with high-grade concentrates and good extractions. It proved to be especially desirable for the flotation of carbonates of lead and of copper which had received an artificial coating of sulphide by treatment with a solution of a soluble sulphide. I also received a sample of crude pyroligneous acid from sage brush prepared by Dr. W. C. Ebaugh, of Salt Lake City. It did not do very good work in flotation, but it is possible that by concentration of this product to obtain the residual tar a good flotation oil might result. This has not been done as yet and I am sorry to see that Mr. Clevenger has not done this. It might be that the dissolved tar, added to the settled tar, would make a total yield of flotation oil higher than the 4 per cent. which Mr. Clevenger feels is a safe estimate. The importance of this point will be seen in the following discussion of the possible costs of sage brush oils for flotation.

LEAD and tin mixed together make an alloy through an attachment of natural affinity which they have with each other, so that when they are mixed it is difficult to recognize by the sight which one it is, if the essences of their qualities are not surpassed by more than half. If, indeed, one can be recognized, it is the tin which gives off a certain sharp odor to the sense of smell, besides having a greater hardness and whiteness. The best of these is the one that is the purest in its kind. In the alloy of tin it is the one that is the whitest and hardest, or, when it is bent or some thin end of it is held tightly by the teeth, is heard to crackle as frozen water does. Because this happens more with this than with other metals, I do not wish now to inquire into it. It is enough that it be a sign for recognizing when tin is pure or mixed. Pewterers say that it should be joined in alloy with lead and that it is better for working when it contains four or six pounds to the hundred because it makes it softer to the hammer and more fluid in casting. But I do not like to hear this, even if all they say is true, for I see that the tin that comes from England, when worked as well as in cakes that show it to be pure, is much more beautiful and better in all works than is that made in Venice. And I believe that it is not better for any work when mixed than when pure, except for the advantage of the master who, if he does nothing else, sells lead that is worth little for tin that is worth much. I find that when mixed it serves in only two things. One is when it is wished to make a solder for copper, for use when it is not worth while to solder the bottoms and large pieces of vessels with low-grade silver as should be done. The other is when master potters calcine it in order to make glazes and to apply white to their vases. I consider lead to be useless in all other works of any kind of metal, since it unites with none of the other metals of good company except tin.

The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer&apos;s interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department&apos;s method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. The author discusses some economic conditions which have made the career of the cast-iron pipe industry in the United States a checkered one. He next describes the two new developements in the manufacture of cast-iron pipe-both along the lines of centrifugal casting. The advantages and disadvantages of both processes are presented in some detail. Finally, statistics on the production of pipe in the United States at the present time are given, as well as the plants-and their capacities-so far as these are situated in the South. No SINGLE branch of the foundry industry has been brought to a production basis of huge tonnage, low manufacturing cost, and producing material of a remarkably high quality, as has the making of cast-iron pipe. The pipe shop is an excellent illustration of the fact that repetition work in specialties leads to mechanical equipment and manipulation that lower production costs to an. astonishing degree. Hence cast-iron pipe, in dull times, has been sold at a few dollars a ton over the selling price of the pig iron used. On the other hand, these same pipe, shops make fittings .of many varieties, and in much smaller quantities, where the cost is high, and when pipe may be sold, say, at $50 a ton, the fittings on the same shipment will be sold for nearly double that price. The history of pipe-making, in the United States, is a checkered one the mortality of plants is high and, from the nature of the industry, plants must be large to live. In spite of the fact that the best processes must be used to turn out this rather strict specification material, pipe is easy to make and a pipe plant is more of a tonnage mill than the really high-class specialty foundry it should be. Every time, therefore, that the demand for pipe is strong new shops spring up, only to close when the demand has ceased, but the financial damage to the more permanent plants has been done. Both the South and the North have had abundant experiences of this kind, and when recently a northern Public Service Corporation gave its order to France, the pipe plants thus adversely affected were content to have this occur rather than see-a plant started to supply the surplus demand.

The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observi" a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich 11, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69% Cu vs other rock types with .70 + % Cu; 86% should be 98.6%. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness.

IN January and February of the current year, at the Tooele plant of the International Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast- furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of reverberatory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it was planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary: to install a bag house, a fan, and the necessary flues to complete the equipment.

Commercially, celestite (SrSO4) is the predominant strontium mineral. Among other strontium-bearing minerals, only strontianite (SrCO3) occurs commonly; however, it is rarely an item of commerce. Production of celestite is principally in Mexico, Spain, and Turkey. An attempt to produce celestite in Canada was unsuccessful. The United States, which is wholly dependent on imports, chiefly from Mexico (99%), is the largest consumer of strontium. Lesser quantities are consumed in Japan and Europe. The Federal Republic of Germany is the principal source of strontium compounds imported to the US. Uses The principal uses of strontium are for the manufacture of strontium carbonate and nitrate. Carbonate is used in glass for TV tube face plates and in ceramic ferrites for magnets. Nitrate is used in pyrotechnics, mainly in safety flares, to which it imparts a characteristic brilliant red color. Minor amounts of strontium compounds are used in electrolytic zinc manufacturing where the carbonate is used to remove unwanted lead. Small quantities are consumed in greases, ceramics, soaps, alloys, and pharmaceuticals. Specifications Typical celestite specifications for the carbonate and nitrate markets are shown in Table 1. Specifications of manufactured carbonate, sold in two grades, one to the glass industry and the other for ceramic ferrites, are shown in Table 2. Both grades of carbonate are shipped in palletized 50-lb bags. Glass grade material is shipped in bulk by rail. [ ] Manufacturing Processes The following description is adapted from Anon. (1980) . The manufacturing process for strontium carbonate and strontium nitrate chemicals is conceptually simple. Strontium nitrate is made from strontium carbonate in two additional steps. The production process begins with celestite, the natural form of strontium sulfate. In the first step the ore is crushed, ground, and mixed with coke. This mixture is then fed into a kiln where the ore is reduced at high temperatures to strontium sulfide; the coke is added to the ore as a source of energy and carbon. PRESIDENT DOWLING&apos;S ? ADDRESS I feel that it is a great honor to be invited to reply to this toast on behalf of the Canadian Mining Institute. I wish to thank you for your very cordial reception of the toast and for the sentiments expressed in your invitation to the Institute to cooperate in a series of joint meetings. It is an earnest of the mutual regard which the peoples of the two countries have for each other. We have been allies in a very great war and the feelings of good-will engendered by that alliance will survive, I believe, through the strenuous times of peace. The other nations of the alliance had through many changes in history, fought each other and for each other and had thereby gained a clear conception of the social aims and moral character of their peoples. With this knowledge came mutual trust-the one element necessary for united action or lasting agreement. On this continent the two peoples are drawn together by bonds of a common origin and, largely, a common language. No war has been necessary to force declarations of national aims on which to base terms of amity and now our peoples who had studied the arts of peace together have together passed through fire-drawn into the conflict by a like horror at the sacrilege of the crucifixion of the rights of humanity. Their courage and manhood has been tested at Ypres and Chateau Thiery by the great assayer war, and, together, with thankful hearts we see the triumph of right over night and better than ever know that we have the same conception of the government of the people for the people. We are met to celebrate the close of the association of our brethren it the front in the fight for freedom for the world-a freedom that to us hems natural but which to the majority of the allied nations is a heritage derived from the protest made by the American colonies against German ideas of government of which remnants had until then survived in Great Britain.

THE remarkable advance in the Science of Mineralogy, during the years that have elapsed since this Text-Book was first issued in 1877, has made it necessary, in the preparation of a new edition, to rewrite the whole as well as to add much new matter and many new illustrations. The work being designed chiefly to meet the wants of class or private instruction, this object has at once determined the choice of topics discussed, the order and fullness of treatment and the method of presentation. In the chapter on. Crystallography, the different types of crystal forms are described under the now accepted thirty-two groups classed according to their symmetry. The names given to these groups are based, so far as possible, upon the characteristic form of each, and are intended also to suggest the terms formerly applied in accordance with the principles of hemihedrism. The order adopted is that which alone seems suited to the demands of the elementary student, the special and mathematically simple groups of the isometric system being described first. Especial prominence is given to the "normal group" under the successive systems, that is, to the group which is relatively of most common occurrence and which shows the highest degree of symmetry. The methods of Miller are followed as regards the indices of the different forms and the mathematical calculations. In the chapters on Physical and Chemical Mineralogy, the plan of the former edition is retained of presenting somewhat fully the elementary prin¬ciples of the science upon which the mineral characters depend; this is par¬ticularly true in the department of Optics. The effort has been made to give the student the means of becoming practically familiar with all the modern methods of investigation now commonly applied. Especial attention is, therefore, given to the optical properties of crystals as revealed by the micro¬scope. Further, frequent references are introduced to important papers on the different subjects discussed, in order to direct the student&apos;s attention to the original literature. The Descriptive part of the volume is essentially an abridgment of the Sixth Edition of Dana&apos;s System of Mineralogy, prepared by the author (1892). To this work (and future Appendices) the student is, therefore, referred for fuller descriptions of the crystallographic and optical properties of species, for analyses, lists of localities, etc.; also for the authorities for data here quoted. IN my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sand-stones, according to Brooks and Pumpelly, overlie unconformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw) ; and the whole together, including the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. Thus the sandstones which at Thunder Cape overlie the Animikie group are by Logan placed in the midst of the Upper Copper-bear-

WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day&apos;s wages, however poor or good his day&apos;s labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.
