The mines of the country are called upon to bear a very large part of the enormous taxes to be raised for 1917 and later years. The Internal Revenue Bureau, which is charged with the assessment and collection of these taxes, desires that the taxation laws shall be administered in a fair and business-like way. The application to mines, however, which have wasting assets, involves questions of particular complication and difficulty. To meet this situation, there has been established in. the Income Tax Branch, a Section of Mine Valuation in which these specific problems of the industry will be handled by competent engineers. But it is realized that something more than this is required for the satisfactory application of the tax laws to the mines, namely, as complete understanding as possible between the Government and the taxpayer, a spirit of cooperation as between the two and every possible assistance and advice from mine owners and mining engineers.

It has occurred to me that if in this connection your society would take up the matter of the shape or section of steel rails and the form of joint, and be able to arrive at such form for difEerent weight of rails as you could recommend to the railroa~ls of tbis country with a view of obtaining uniformity, it would be, in caseof adoption, of great value both to the railroads and makers of wils. As part of its program to conserve domestic mineral resources through advancing mineral resources technology, the US Department of the Interior, Bureau of Mines, conducted investigations to determine the feasibility of recovering high-grade barite concentrates, suitable for use as well-drilling mud, from current and old waste pond materials and materials bypassed in present mining operations. Flotation studies of waste pond samples from Missouri and Nevada yielded barite concentrates containing over 95% Bas04 with recoveries of 86% and 96%, respectively, of the barite in the flotation feed. Flotation studies of a hard-rock sample from Georgia, currently bypassed in mining, yielded a barite concentrate containing 97% Bas04 with an attendant recovery of97% of the barite.

Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.

The program for the Annual Meeting to be held in New York, Feb.17 to 20, 1919, inclusive, has been nearly completed. Besides the usual meetings for the reading of technical papers, the social features are being given special attention. They will probably embody the following: On Monday evening, a lecture by one of our fighting airplane pilots, to be illustrated by lantern slides and moving pictures. To this entertainment the ladies will be invited, as well as members. On Tuesday evening, a Smoker at which some very startling features are promised for the entertainment of members. On Wednesday evening, the usual banquet, at which it is hoped to have some very interesting speakers. The usual luncheons will be served in the Engineering Building and other features will be offered for the entertainment of the ladies during the day. No definite plans for the Thursday excursion have yet been formulated, though it is probable that something interesting will be offered the members.

The Motor Truck Sections of the 20th Annual Automobile Shows of 1920, to be held in the 8th Coast Artillery Armory, New York, Jan. 3 to 10, 1920, and in the International Amphitheatre, Chicago, Jan. 24 to 31, 1920, will he the largest and most comprehensive exhibitions of the kind ever held. Approximately 125,000 sq. ft. of exhibition space has been alloted at each place and upward of seventy makes of motor trucks, together with trailers, pacts and accessories will be dis-played. In conjunction with these expositions, Highway Transport Conferences will be held, with sessions each afternoon and evening. Every important phase of highway transportation will be discussed by men recognized as qualified authorities. Various talks will he il-lustrated by motion pictures and stereoptican slides. Occurrences and associations of natural tellurides are constrained by the relative fugacities of Te, in specific mineralizing environments. Some are rare (e.g., FeTe2) and others absent (e.g. MoTe , ZnTe) m nature because high f-Te2/f-S2 ratios are rare or unattainable , whereas others (e. g . , Ag2Te,HgTe) require lower ratios and are common. Complex and seemingly chaotic sulfide-telluride associations are, in fact, highly systematic and depend both on temperature and fugacity ratios. Some older sulfides act as buffers via reactions such as PbS + Te2 = PbTe + S2, thereby affecting the deposition and paragenesis of younger tellurides and the combined or uncombined mode of occurrence of precious metals. Thermochemical calculations of telluride-sulfide-oxide equilibria can have pragmatic value. The thermochemical approach tells us little about the Te "source", but is beginning to unravel the systematics of telluride mineralogy and controls at the precipitational end of the line.

The unit-train for moving mineral raw materials is considered by many railroad men as the most significant contribution toward reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling, results in the maximum utilization of equipment. For example, before the unit train was placed in service on coal hauled to one of Mid-Continent Coal and Coke Company's customers, about 900 cars and 9 locomotives were needed to move its coal requirements, compared with 250 cars and 6 locomotives currently used. If unit-train economics are to be achieved, coal companies cannot use railroad cars as small storage bins on wheels to accumulate their coal in train-load shipments, instead, these companies must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time.

A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

GWILLIAM H. CLAMER* (Philadelphia, Pa.).-Sulphur is not so detrimental in its effect if oxygen is also present, so that in sulphur-carrying bronzes and brasses, it is advantageous to maintain a certain percentage of oxygen. As a matter of fact, it would be possible sometimes to correct difficulties by actually adding oxygen. If the cathodes were charged directly into an electric furnace in a neutral or reducing atmosphere, a very high grade of copper would result by a simple melting operation. This would very largely eliminate the loss occasioned by melting in a reverberatory furnace. In such a furnace a large amount of slag is produced during the oxidizing stage of refining. Notwithstanding the fact that melting in an electric furnace might be somewhat more expensive than melting in a fuel furnace, the ultimate result would be a saving and the production of a very high grade of copper.

The tabular statement accompanying this note shows the money cost in each of the three departments of manufacture, of 17 leading items, and also the proportion (expressed in a clecimal fraction) which each of these items bears to the total cost. The statement can hardly be taken for more than an average illustration of the clear showing of ratios and of results which may be made by such an arrangement, for not only will these items vary from month to month in any given works, but the methods themselves of manufacture differ widely in different works. It is obvious that such a statement, however useful it may be, must be submitted with but exceedingly little explanation or discussion, or with none at all, for the reason that to enter at any satisfac-

The next meeting of the Institute, the 113th meeting, will be held in Arizona in the latter part of September, 1916. All papers to be presented, at this meeting must be published in the September Bulletin or previously. Manuscripts must, therefore,' be in the hands of the Secretary of the Institute not later than July 1. In case manuscripts are given by authors to members of technical committees, or others, they must be in the hands of such persons sufficiently in advance so that they may be actually in the hands of the Secretary of the Institute by the date mentioned. In the past, the Secretary has received urgent requests for special consideration regarding manuscripts that come in after the closing date. In view of the obvious unfairness of this, the Committee on Papers and Publications has instructed the Secretary not to accept for presentation at the Arizona Meeting any papers received later than July 1, 1916.

DURING my stay at Raposos, State of Minas Geraes, Brdzil, I had the opportunity of making some observations, which, in the shape in which I am able to lay them before the Institute, are only to be considered as an experience which may possibly have important consequences. The ore-bodies worked there for gold are exclusively chimneys, mostly cylindrical, following the dip of the argillaceous slates (about 45° E.), without any visible connection with each other, without veins, and only exceptionally with some small stringers along the stratification, pinching out at short distances from the chimneys. They are composed of quartz with about 8 to 10 per cent. of pyrite and pyrrhotite, and different iron oxides.

Efforts were made to determine the amount of increase in the drying rate which could be obtained through acoustic treatment of ultra fine coal under various conditions, and to test the feasibility of using a rotary kiln and multitiered vibrating screens as a means for continuous drying of coal fines. Introduction of acoustic energy during the rotary kiln experiments increased the drying rates from 10-40%, depending upon the experimental condition. The use of a drying assembly consisting of multitiered vibrating screens produced better results than the rotary kiln and has definite possibilities of providing an effective means of drying coal fines in relatively large quantities.

WALLACE E. PRATT, Wichita Falls, Tex. (written discussion *).-The age of the oil in the southern Oklahoma fields, Mr. Powers concludes, is Pennsylvanian, or in part, possibly, pre-Pennsylvanian. In a later paper,1 he recognizes the Ordovician age of the small production from the Bullhead A. Daney, No. 14, in the Healdton field. But nowhere does Mr. Powers admit the possibility of oil of Permian age in southern Oklahoma. Yet shallow oil in the adjacent north Texas fields. (Electra, Burkburnett, and Petrolia), which are generally conceded to be closely related to the fields of southern Oklahoma in geological aspect, may very well be of Permian age. A MEMBER :-I would like to call attention to the fact that the speaker has failed to indicate where is the center of gravity of the membership of the Institute, while he is dealing with this map. MR. PARKER :-I think you will find that a little further east. CHAIRMAN JAMES F. KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.
