On Aug. 20, 1913, the following 30 members of the Institute residing in Montana made written application to the Board of Directors of the Institute for authority to establish a local section of the Institute to be called the Montana Section, with headquarters at Butte, and having such territory as may, later be determined on. This petition was granted by the Board at its meeting in Butte, Mont., Aug. 20, 1913. The committee named at the head of this paragraph was appointed to' arrange for permanent organization of this section.

In vol.33 of the Proceedings of the Institution of Civil Engineers, London (part 2, for 1870-71), may be found a statement of the cost of two blast furnaces, together with a somewhat detailed description. The attempt will he made in this note to restate these items of cost, so that the information may be rendered perhaps more accessible to our members than in its present place of record, and also in order that the items may be more intelligibly compared among themselves, or with similar items in other cases.

The Society of Automobile 'Engineers is planning to hold its Annual Meeting on Jan. 11, 1917. The Society extends a cordial invitation to the members of the Institute to attend a technical session on the afternoon of that day, in the auditorium of the Engineering Societies Building, and to take part in the proceedings. Papers are being prepared on the subjects of high-speed engines, dynamics of the automobile and electrical equipnment. It is also expected that important papers will be presented on aerial navigation over water, and the use of motor boats in war. Captain V. E. Clark of the Signal Corps is to give a paper on the requlrements of aeroplane design particularly as regards the experience of the Army in using aeroplanes in Mexico

In explanation of the delay, which may have been noted by members of the Institute, which has affected both the Bulletin and Volume .59 of the Transactions, we may mention that our printers, in common with nearly all publishing concerns in the country, have recently been overwhelmed with work on text books and similar technical matter required in connection with the education of the student-army recently inaugurated by the Federal Government. Although we regret the delay in the issuing of our periodical, we cannot help feeling- that our publications are perhaps second in importance to the needs of the army. It is to be hoped that the present excessive demand for printing of- this sort will soon be passed, after which we shall resume publication with more punctuality.

Two career employees of the US Dept, of the Interior, in a recent study, indicated that by the end of 1974, 73% of all public lands had been entirely or partially closed to exploration and development of essential resources for leasable minerals and 67% had been similarly restricted for locatable minerals.1 This has come about because of the lack of coordination within the executive branch and between the executive and legislative branches of the federal government and without regard for the cumulative, depressing effect on future domestic mineral production. Much of the withdrawn land is felt to have great potential for discovery of significant mineral deposits.

Anticipating the increasing importance of establishing working conditions on a scientific basis, the Department of Labor created the Working Conditions Service. This service is distinct from that performed by the Mediation and Conciliation branch, which deals with working conditions and industrial relations as controversial issues between employers and employees. The work of the Service is conducted through three coordinated divisions; Division of Industrial Hygiene and Medicine, Division of Labor Administration, and Division of Safety Engineering. The Division of Industrial Hygiene and Medicine will develop standards of sanitation and medical practice in industries. The personnel of this Division is detailed from the United States Public Health Service. The Division of Labor Administration will advise employers as to employment systems and labor management policies, and assist in putting into operation standard policies.

The outstanding development in the Rocky Mountain region for 1937 was the discovery of oil on the Wilson Creek dome in Rio Blanco County, Colorado, in the Morrison formation of Jurassic age. This discovery opens up a vast territory to exploitation and definitely establishes the western slope of Colorado as one of the region's more important oil areas. In former years, a large number of structures on the western slope were tested dry in Upper Cretaceous rocks but are now believed to hold possibilities in older formations, and a number of such structures are in line for drilling in 1938.

Apropos of metals low in the series illustrated by Dr. Butler's Table II, it is interesting to note that Cress and Feldman reported traces of platinum metals in several samples of alunite. They found, chemically and spectrographically, several traces of platinum, palladium, and rhodium in alunite from Sugar Loaf Peak, near Quartzite, Ariz.; silver, platinum, and rhodium in alunite from Rio Grande County, Colorado; and traces of rubidium and gallium in various samples of alunite. These authors stated that the platinum metals appear to be present as oxides and suggested deposition by hydrothermal solutions under near-surface conditions.

RECENTLY, much interest has been generated in materials that undergo martensitic phase transformations on straining.')' While it is undoubtedly true that a large amount of ductility can be obtained at rather high strength levels, the question of the general way in which the phase transformation affects the plane strai fracture toughness, as measured by the parameter KIC, has yet to be answered. Let us consider a material that contains a sharp crack as shown in Fig. 1, and is subjected to a tensile stress 00. Slag and matte, in lead and copper smelting, are, for convenience of removal, tapped into pots of small capacity, usually of paraboloid form, of cast-iron, weighing 275 to 300 pounds, and holding the same weight of slag. As in many smelting districts one ton of ore makes a ton and a quarter of slag, a large number of pots is needed to equip an ordinary plant. Every 12 minutes, a cable operated skip car appears from beneath the desert surface of Arizona's Papago Indian Reservation. The Papagos have become quite used to the car, particularly those whose paychecks depend upon its regular appearance. The 24-ton capacity skip or tramcar hauls copper ore out of the North Decline of Hecla Mining Company's new mine about 30 mi south of Casa Grande. While there's nothing particularly glamorous about the skip itself, the railroad system upon which it travels is interesting because of the unconventional way it was built.

According to published reports, controlled production from the Masjid-i-Sulaiman and Haft Kel fields for the year 1934 was as follows: No new development of major importance in either of these areas is reported. Owing to the increasing- demand in North Iran, particularly for gasoline and kerosene, it has been arranged that this market shall in future draw its supplies from a newly constructed refinery at Kennan-shah. This refinery is connected by a 3-in. pipe line, 145 miles long, with the Naft-i-Shah field, on the borders of Iraq and Iran. The crude oil will pass through a topping plant at the field and the products will be stored and pumped to the Kermanshah refinery in such proportions and quantities as are demanded by actual market requirements.

ADVANTAGES OF LIFE MEMBERSHIP The Institute calls the attention of members to the following advantages of obtaining life membership: 1. One payment avoids the trouble of future payments. 2. The interest on $150 is less than the annual dues. 3. Provision is thus made early in life for the less productive years. 4. Section 3 Any Member or Associate not in arrears may become, by the payment of one hundred and fifty dollars at one time, a Life Member or Life Associate, and shall not be liable thereafter to pay annual dues.
