GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

Discussion of the paper of W. J. SHARWOOD, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1671 to 1675. FREDERIC P. DEWEY, Washington, D. (communication to the Secretary*).-Even if the data given should be considered sufficient to support properly the empirical rule as stated, this rule would be of extremely limited application in miscellaneous assaying. Tile fixed conditions must include equality of gold and silver where mixed beads are concerned, owing to the wide variation in the specific gravity of gold and silver. Also, the fixed conditions must include the presence of the sane amounts of other base metals besides lead. Such an agreement is .often lacking even in the beads from two fusions of the salve ore. In practical work it is sufficiently general to be called universal that cupellation beads are not pure precious metal. An apparent loss in cupellation is an algebraic sum and in many cupellations the gains exceed the losses, especially with large beads where tile gains lie so completely in the judgment of the cupeller. For several years I have been engaged in an investigation into the conditions affecting the accuracy of gold-bullion assaying, and have just completed an examination of cupels which included the assaying of 10,000 used cupels. The grand result of the cupel work is an emphatic warning against drawing rigid conclusions regarding cupellation. It is so easy to say "If all other conditions remain the Same," but it is extremely difficult, and in practical work impossible, to maintain equal conditions. Cupel absorptions, which constitute such a large proportion of cupellation losses, and in many cases the only loss, may vary considerably in different parts of the same row of cupels, even in carefully regulated work.

Discussion of the paper of HOWARD R. HUGHES, presented at the Now York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 629 to 635. I. N. KNAPP, Ardmore, Pa.-The claims made in the paper for the Sharp & Hughes cone bit are modest. I have used it with satisfactory results. It is a wonder for eating through hard, brittle rock; it will drill through iron pyrites that the fish-tail bit cannot enter. Soft ground is apt to contain concretions that are much harder than the containing ground. ?We have at times in drilling with a fish-tail bit thought the hole was partly in such hard material and partly in soft, thus making a difficult place to drill past in the ordinary way. By changing to a Sharp & Hughes cone bit such obstructions were easily overcome. This cone bit has greatly widened the range of work that may now be profitably accomplished by the hydraulic rotary method of drilling. It is not, however, adapted to drill soft or sticky ground, the old fish-tail bit being better for such purposes. The fish-tail bit usually scrapes its way through the material drilled, but not always. I believe at times it cuts and chips in soft friable rock. That is, the bit seems to bite into the rock, and when sufficient torsion is put on the drill stem it breaks its hold and jumps around and chips the rock from the bottom of the hole, like a stone cutter's chisel, and then takes another hold. This condition occurs only in friable material when the bit is sharp and the feed properly controlled. The Sharp & Hughes cone bit is a most valuable -tool for the rotary driller.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. So export tax is payable upon petroleum. Stability of taxation

The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expression for the composition (6) of the liquid-to-solid transfer at each temperature has been derived: d= Zlxl(xl - P) + Zsxs(P - xs)/Zl(xl - P) + Zs(P - xs) [1] where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, Xl and 28 are the compositions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under consideration. The 6 equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid- to-solid transfers if the corresponding equilibrium diagrams are known. The d-versus-temperature curves for two alloys P1 and P2 are shown in Fig. I. In each case, the liquid-to-solid transfer has the same composition as the stable solid phase only at the temperature of the beginning of solidification, and has the same composition as the stable liquid phase only at the temperature of the completion of solidification. At each intermediate temperature, the composition of the liquid-to-solid transfer differs by a finite amount from those of the two coexisting phases. Therefore, during equilibrium cooling, the transfers must merge into the solid phase from the liquid without forming a transition phase; otherwise the condition of equilibrium would be violated. The classification and correlation of water analysis data presents many problems which can be solved by graphic methocis. The pattern system, a new type of graphic procedure described in this communication, is believed to have several advantages over older methods. Examples of the application, of the pattern system to the solution of problems encountered in petroleum production are given. INTRODUCTION Several graphic methods for presenting analytical water data have been developed and are now in use.1,2,3,4 It is believed, however, that a recently developed type of graph called the "pattern" offers several advantages over other methods. This system presents a better picture of the total salt concentration than is usual in such graphs. The effect of dilution or concentration has been reduced to a minimum, and at the same time distinction between various types of water has been improved. The system is extremely versatile, yet so simple it can be plotted on ordinary graph paper and adapted to almost any type of filing system. DISCUSSION The essential feature of the pattern system is the graph shown in Fig. 1. Horizontal lines extending right and left from a vertical line at zero form the graph. Positive ions are plotted to the left while negative ions are plotted to the right. The figure immediately beneath each ion gives the scale. Most oil field waters can be plotted on a scale where 100 milli-equivalents of sodium and chloride and 10 milliequivalents of each of the other ions are represented by one scale unit. In all, 210 wellst were completed in southwestern Pennsylvania during 1939, which is 59 more than were drilled during the preceding year. Of this number, 137 were gas wells, which is a considerable increase from the 81 completed during 1938. Only 25 oil wells were completed, as against 28 in the previous year, and 28 dry holes, 6 more than last year. Shallow Development—Gas The increase in the number of gas wells is largely the result of a search for additional gas in Armstrong and Indiana Counties. Although a considerable number of wells were drilled in the latter county, the majority of them produced less than 100 M cu. ft. initial open flow. In Armstrong County, a new pool was opened in Cowanshannock township, producing from the third Bradford sand. Several large wells were obtained there, one of which produced an initial of nearly 12 million cu. ft., with a reservoir pressure of 1100 Ib. However, the productive area has been fairly well outlined by further drilling and shows that the pool covers only about 800 acres. The sand is 20 to 30 ft. thick, and probably has 5 to 6 ft. of pay. Thus this reserve is not an important one. Several wells were found in Menallen township, Fayette County, where the Big Injun sand has been having a play for the past three years, but the activity there is much less than a year ago. Oil On the west side of the Bradford sand gas pool, Cowanshannock township, Armstrong County, a well was drilled which flowed 100 bbl. the first day from the Tiona sand. The probability is that this well is a freak, as the Tiona has been drilled within a fairly close distance on every

(written discussion*).-The possibility of storing natural gas in the sands f exhausted gas pools might be, in many cases, a, good engineering proposition, but it cannot be considered a practical business proposition tinder the usual competitive leasing and operating conditions that exist in the natural-gas business. Under the usual conditions of diversified land ownership and leasing with all lack of cooperation, various operators drill into the same pool or reservoir and drain out the gas under each other's land. To attempt to use for storage purposes the depleted sands f any one pool having such various competing ownerships would be highly impractical, considered from operating and business standpoints, unless there was cooperation with the interests owning adjacent wells and leases or the purchase f the same. Also, it would be very difficult to find out whether all old or abandoned wells in any pool had been properly, plugged and thus prevent the waste of gas brought from a distance for storage. Another objection to Mr. Panyity's proposition is the probability that no lease made in the past contemplated the use of a gas sand for storage purposes. Very likely, then, the operator would have a lawsuit on his hands for the unlawful use of a lease if he attempted the storage f such gas without first obtaining additional lease rights. In some instances salt water could not be pumped from a gas well in the customary way of pumping oil wells on account of the deposition of salt in the pump valves or in the working barrel or tubing. Very ingenious compressed air jets have been devised and arranged with suitable piping to blow out such salt-water accumulations. In many pools it would be impracticable to drill a water pocket below a gas sand, as suggested, since such deeper drilling would probably. intensify water troubles.

Almost every mining engineer who has had charge of extensive underground workings will have observed how often directions as to course and levels, deduced from careful theodolite measurements, have been slighted or disregarded by mine-foremen and shift-bosses, and how often these tedious measurements had to be repeated, even for minor works, such as ventilation-drifts or winzes, in order to carry them on with the required or desirable regularity. Besides the time and care absorbed by theodolite surveys, there is still another inconvenience, namely, the interruption of transportation during the time of observation, and, in heavily producing mines, the loss consequent upon such interruption. In proposing a subsidiary instrument to the theodolite, it is my purpose not to present a new one, but simply to recommend to the consideration of American mining engineers one which has been in use in nearly all the prominent mines of Europe for many decades, and has there fulfilled its purpose admirably. I refer to the mining or hanging compass (Fig. 1). At my urgent request, the firm of Keuffel & Esser, of New York, have lately constructed this instrument in a form which adapts it better to use in this country. By the addition of the trigonometer, the banging compass becomes at once an instrument which will prove of value even in the hands of foremen and practical miners, who have little or no knowledge of trigonometrical calculations. Probably many will say that me have no use for needle-instruments ; that our modern theodolites are of such perfect description, and leave so little to be desired, that the introduction of a compass would look like a step backwards compared to the fine results obtained by angle-instruments. TWENTY-FOUR of the 28 local sections and the two divisions of the Institute were represented at the meeting. Three sections failed to appoint delegates and two of those appointed failed to attend the delegates' meeting proper. Four sessions were held, two on Monday and two shorter adjourned ses-sions on Tuesday and Wednesday. Even at the end many things remained to be said and, in view of the amount of time the delegates lost from technical ses-sions the feeling was general that next year it would be advisable to hold their meeting the day before or day after the general meeting. Every part of the country was represented from Boston to Los Angeles and Seattle to Washington. All phases of Institute work and policy were taken up in the most informal way and the delegates will carry back to the sections, as they brought to headquarters, many ideas that will prove useful and stimulating. The time was divided between reports by the delegates on section activities and reports by officers of the In-stitute and of the various joint activities on the work at headquarters : A. D. Flinn told of the work of Engi-neering Foundation; W. V. Brown discussed the Em-ployment Service; J. A. Sohon explained what the Library is doing; T. T. Read told how the sections could help MINING AND METALLURGY ; H. Foster Bain discussed Institute affairs in general and asked and answered questions. An interesting new feature of the meeting was the appearance by request of Directors Turner and Smith of the U. S. Bureau of Mines and U. S. Geological Survey to answer inquiries as to the needs and work of their Bureaus. So much attention had been paid this year by the western sections to the diminished funds made available at Washington for research on mining problems that many questions came up. The accom-panying figures epitomize the answers.

INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. He doubts, however, whether Great Britain can offer America, in this respect, as much as America can offer her. Prof. Lane, though, is quite sure that, especially for geologists, there is much to be

Gach-Saran.—The most important development of 1937 has been the successful completion of initial exploratory wells in the Gach Saran (formerly known as Gach-i-Qaraghuli) field, about 125 miles southeast of Haft Kel. Two of these wells are rated at 33,000 bbl. per day at flowing pressures exceeding 800 lb. Drilling is proceeding with the object of delimiting the structure. Exploratory drilling is also being undertaken in several areas within the company's concession. In the producing fields the policy of controlled production has been maintained as in the past, and drilling has been limited to that required for maintenance of production and general control of the fields. Acid treatment to increase production when desired has continued to be successful in most cases. The policy of returning, as and when necessary, surplus products to the reservoir has been maintained. Haft Ke1.—Drilling to explore deeper formations has been undertaken, but has not progressed far enough for conclusive results to be drawn. Gasoline retention in the crude by means of multistage pressure stabilization has been continued as in past years. Separation pressures are as follows: well-head separators, 500 lb.; central battery, 190, 85, 40, 20 and 10 lb. per sq. in., respectively. The stabilized crude is delivered to pipe line at atmospheric pressure, or ex the 10-lb. stage, in accordance with refinery requirements.

Fox some years the prejudice against basic open-hearth steel for casting has been gradually decreasing. Yet many consumers and engineers still cling to acid steel for castings, because of their alleged greater freedom from blow-holes and sponginess. Acid steel has been used for this purpose much longer than basic steel; and the melters in acid practice had it well in hand when basic steel was first tried. Then the necessity of learning a new set of laws for the production of satisfactory basic open-hearth steel for castings became evident. The first of these laws, in my opinion, has to do with the furnace construction. The heat should be melted down as speedily as possible so as to prevent excessive oxidation. I have described in another article ' some furnaces designed by me, and having as one of their features the promotion of quick melting. Size of the Furnace. The hearth of the furnace, however, is a decisive factor in the production of solid castings. The manufacturer should know the size of the heats he intends to make constantly, and should have his furnace built for that size of heat. The hearth should differ in dimensions from that of a furnace making ingotr steel. That is, the bath should be deeper and should have less surface-area. A shallow bath permits the slag to come out soon after the steel commences to flow, and thus prevents the additions from going into the steel, or from becoming uniformly distributed in case they have been put in hurriedly. Under this head comes the very poor practice of making small heats in hearths of a much larger capacity. THE object of this article is to point out the experimental relationship which exists among contact angle, adsorption density, zeta potential, and flotation rate data. In each of the experiments discussed in this article, the surface properties of quartz, as a function of pH, were measured in solutions to which constant quantities of dodecylammonium acetate were added. Morrow1 and deBruyn2 worked with solutions containing 4.08x10-5 moles per liter, whereas Fuerstenau3 and Seele worked with solutions containing exactly 4x10 moles per liter, but this difference is not significant. The pH of the solutions was regulated with HCI or NaOH in all cases. In each case, the addition of collector was constant, but the concentration of dodecylammonium ions decreased because of the formation of dodecylamine at higher pH values2 Contact Angles: Gaudin and Morrow1 presented data for the contact angle of quartz in solutions containing 4.08x10-5 moles of dodecylammonium acetate per liter between pH 2 and pH 10.15. Using the same captive bubble techniques, the writer measured contact angles on quartz in solutions containing 4x10-5 moles of dodecylammonium acetate per liter at pH values ranging from 9.9 to 13.2. Both sets of data are presented in Fig. 1, in which the contact angle in degrees is plotted as a function of the pH of the solution. From pH 2 to about 8, the contact angle increases slightly with increased pH, but further increase in pH causes a sharp rise in the contact angle to a maximum of about 80º. At pH values above 11.6, the contact angle drops sharply, reaching zero by pH 12.6.
