HENRY FAY, Cambridge, Mass. (written discussion *).-Mr. Rawdon has made a distinct contribution to our knowledge of wrought iron, and .perhaps of steel. It will undoubtedly lead to more careful scrutiny of high-phosphorus steels, with perhaps important results. In view of his results, it would seem to be unprofitable to push further any propaganda on the use of higher-phosphorus low-carbon steels until further information is available. As is well known, and as Mr. Rawdon clearly shows, the process of solidification is a selective one, and there is abundant opportunity for those portions of the melt last to solidify to become rich in phosphorus, and the diffusion of this phosphorus-rich area is slow. Hot work does not help the situation appreciably and only serves to concentrate the low-melting material. It is undoubtedly true, as some writers have recently claimed, that the specifications for steels as they. now exist eliminate some perfectly good material. Higher phosphorus in steel may be perfectly safe provided all of the phosphide is completely and uniformly, diffused in the solid solution. If, on the contrary, it is not evenly diffused, and there is a reasonable chance for it not to be, it makes the steel unsafe. Until our knowledge: of the rate of diffusion of phosphorus in steel, and the effect of other elements upon the rate, is more complete, it seems to me unwise, in view of Mr. Rawdon's experiments, to listen to the recommendations for the use of higher-phosphorus steels.

The area that produces Pennsylvania grade, which includes New York, Pennsylvania, West Virginia and a part of Ohio, increased its production in 1942 about 1,580,000 bbl. over that attained in 1941. Such an increase is substantial for this area, and measured in terms of increased output of lubricants, for which the crude is particularly suitable, it represents a needed arid worth-while addition to the lubricant resources of the United States. The year 1942 was a difficult operating period for most of the petroleum-producing areas in the United States, but the Appalachian region, owing principally to its location, type of operations, and crude value, suffered less from war influences than other areas. The state of Pennsylvania produced 17,823,870 bbl. of crude oil, which is approximately 63 per cent of the total production of Pennsylvania grade in the entire area. Production Bradford Field The Bradford field, which produces almost wholly by water-flooding methods, increased its production nearly 4000 bbl. per day over 1941 despite a very slight reduction in total number of wells completed. Well completions in the Bradford field (in both New York and Pennsylvania) includc both producing oil wells and water-intake wells. About half of the well completions are producing oil wells and the remaining half are water-intake or injection wells. About 10 per cent of the total well completions of the Bradford field were in Cattaraugus County, New York. No segregation of well completions is available, so that precise statistics cannot be given for New York and Pennsylvania.

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

On July 15, 16, and 17, 1918, through the good offices of Secretary Stoughton, and the courtesy of War Department officials, Columbia Section was able to secure a series of moving pictures which were presented under the auspices of the Spokane Engineering and Technical Association.. The title was "The Way Out," representing the activities of individuals who had lost an arm, a leg, or both, yet whose apparent misfortunes were made the stepping stones to advancement in various human activities. The exhibitions were given at Natatorium Park in the evening, each of the three performances being attended by 1000 per-sons. Later the films were shipped to Kellogg, Idaho, where they were shown in the principal playhouse one evening to a full house. On July 31, 1918, the Columbia Section participated in the luncheon and other entertainment in honor of Alfred D. Flinn, Secretary of the Engineering Council, who made a trip through the country to meet different classes of engineers, members of the National Societies, for whom he had a message. The entertainment was under the auspices of the Spokane Engineering and Technical Association, Mr. Peter Mogensen presiding. The luncheon was held in the Elizabethan Room, Davenport Hotel, at noon, 35 engineers being present, of whom about one-third were our members.

Almost beyond doubt, the most important contribution to the assaying of copper yet made, is that of Mr. Eustis (Bans., xi., 120) on the " Comparison of Various Methods of Copper Analysis," which indicates in a manner for which the assayer cannot but feel grateful, how a copper sample ought to be treated from the moment it enters the laboratory until the copper is finally weighed. Admitting, as the present writer is inclined to do, that this paper establishes, as the official standard, the method of electrolysis, we may note as one of the few details which it does not finally fix, the kind of battery most desirable for precipitating the copper upon platinum. In this respect each assayer appears to be a law unto himself, while all feel more or less " shaky " as to the results. Classsen seems to suggest a remedy when he directs the measuring of the -gases liberated by the battery employed. But, in fact, that measure is not a constant in the Bunsen elements which he prescribes for copper determination. Furthermore, measuring gases necessitates more machinery and labor than the average assayer has a stomach for. It is, however, but just to Classen, to whom we owe so much, to reeall that he wrote more especially for students in the schools.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

In southwestern Pennsylvania 151 wells1 were completed during 1938, a total of 61 less than the preceding year. Of this number 81 were gas wells and 28 oil wells, which shows a considerable decline from 1937, when 108 gas wells and 64 oil wells were completed. However, 42 dry holes were drilled during 1938, which is two more than the previous year. Shallow Development—Gas No new extensions to old pools, or new wells that would indicate any substantial reserves, mere found during the year. However, a number of commercial wells and many dry holes were drilled to the Big Injun sand in Menallen township, Fayette County. One well had an initial open flow of 6 million cu. ft. In Rich Hill township, Greene County, one well producing, from the Big Injun sand, 2 million cu. ft. was brought in. Several other gas wells were completed in Shaler township, Alleghany County and Center township, Greene County, both of which had initial open flows of 1 million cu. ft. from the 30-ft. sand. Another well, in Aleppo township, Greene County, had an equal volume from the Gordon Stray sand. Oil Development has proceeded at a retarded rate because of the low price of Pennsylvania-grade crude. A total initial of only 205 bbl., an average of 7.3 bbl. per well, was developed. This is 1785 bbl. less than during 1937 and no new repressuring operations have been contemplated to prevent the declining production. The average price received for oil was $1.56 per barrel, with a high of $1.88 and a low of $1.34. This oil costs $1.94 per barrel2 to produce. The average price paid for Bradford

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-clays, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about .55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, acid the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

THE Hollinger gold mine is in the Porcupine mining division, District of Cochrane, in the northern part of the Province of Ontario. The adjacent town of Timmins, with a population of 25,119, lies 490 miles by railway north of the city of Toronto. GEOLOGY The property is situated on the northwest limb of a major syncline, which pitches northeast at approximately 50°. The principal rocks of the Hollinger area are of pre-Cambrian age and consist of altered, schistose, Keewatin lava flows intruded by stocks of schistose, quartzfeldspar porphyry generally assigned to the Algoman period. The structure of the Keewatin series is extremely complex as a result of close folding and some faulting. The schistosity, trending north 70° east and dipping steeply to the southeast, is most highly developed along a subsidiary anticline in which the major porphyry bodies occur. The ore bodies, which exhibit three principal structures, consist of quartz veins and associated pyritized wall rock. Some lodes are composed of en echelon veins, others exhibit a main quartz body with branching stringers and a third consists of a single definite lead. Gold, in a coarse visible form, may be confined to quartz in some ore bodies but in others it is finely divided and is found not only in quartz but also associated with pyrite in the adjacent wall rock. In many veins the distribution of gold is such that there are several ore sections, separated by areas of low-grade material, in the same vein although its physical appearance remains unchanged. The veins form a very complex pattern in an ore zone which in places attains a length of 6000 ft. and a width of 4000 ft. They are most abundant in the Keewatin lavas in the neighborhood of the porphyry bodies. Few of the veins are persistent for long distances, though some

Consumption of fluorspar in the United States in the last ten years has doubled to 1.34 million tons. One main, reason for the increase has been the use of the basic oxygen furnace to produce steel which requires considerably more fluorspar than the open hearth. The increasing consumption of aluminum and fluorocarbon chemicals will require more fluorspar, Since 1964 domestic fluorspar prices have advanced over 70%. Maximum prices were attained in 1971 and remain stable. These higher prices have brought about the expansion of production capacity at many of the present mines and mills. Exploration has been intensified, resulting in new discoveries, which are being brought into production. Many deposits, heretofore considered uneconomical, are being reappraised for possible development. Companies who have not previously mined fluorspar are actively seeking and acquiring new properties. The outlook for the continued health of the domestic fluorspar industries is favorable at present prices; however, it is doubtful that production will be greatly increased. New production will have to come from presently inaccessible areas of much greater distance from consuming centers. Prices will have to be higher to support this production. Domestic fluorspar production meets only 20% of domestic consumption. Thus, reliance on imports on fluorspar in the future will become increasingly more critical.

The results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and 11. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a 2 inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston," to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solutiou as he states in his description of the apparatus, as many as 50, and sometimes GO, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to canse any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge.

In the analysis of a set of interesting furnace-products belonging to the metallurgical cabinet of the School of Mines, I placed in the hands of one of my students a sample of litharge which gave the results quoted below. The collection of specimens from which this was taken, represents the products obtained in the blast-furnace treatment of argentiferous lead ores, also samples from the zinc process, and those from the cupellation of the enriched lead. The sample, when received, was marked "bismuth litharge," and was that obtained during the last stages of cupellation. It gave upon analysis the following : Per cent. Lead,.......85.36 Antimony,.......06 Bismuth ,........20 Copper,.....49 Iron,...... 69 Zinc,......18 Nickel,.....01 Silver,....2.94 Lime,.....36 Magnesia,....03 Silica,.....12 Sulphuric anhydride,. .32 Carbonic anhydride,. 1.25 Water,.....24 Oxygen,..,.7.80 99.95 At present I wish merely to call attention to the large percetage of silver present (equal to 857 ounces Troy per ton of 2000 pounds avoirdupois), and also to note two or three determinations that I have recently made, with a view to ascertain, if possible, the condition in which this silver exists. If I mistake not, it is usually assumed that silver exists in litharge in the metallic state; and it is, indeed, in the analyses of litharge, rarely expressed otherwise. This method of reporting the silver is, no doubt, due to the accepted statements that the oxides of silver are reduced to the metallic state at a temperature of 300' C. or less. The following experiments lead me to believe that silver exists in litharge, not entirely in the metallic state :

During the past two years the writer has been traveling in the Lewis and Clarke timber reserve, locating the boundaries and reference-monuments for the Geological Survey. The Lewis and Clarke reserve lies in northwestern Montana. The region is very mouutainous, the main range of the Rocky mountains passing through it, dividing the waters of the Columbia and Missouri rivers. The mountains do not rise in one important and well-defined backbone, but in a series of parallel ridges, striking nearly northwest and southeast. Between these ridges, and, in general, parallel to them, are the drainage-systems. Beginning at the west, the rivers are the Swan, emptying into the Flathead lake, the South fork and the Middle fork of Flathead river, both emptying into the main Flathead river, which, in turn, empties into the lake of that name. The continental divide passes through the reserve from the southeast corner to the middle of the northern boundary, and the stream of most importance east of it is the Sun river, which heads well toward the north, and flows southeasterly and then eastward, and, emerging from the mountains, flows across the great plain of' the Missouri river. The southern boundary is drained by the Big Blackfoot river, flowing westward; the northern boundary, by the several branches of the Flathead river. The accompanying map (which is only a sketch, and does not represent the final work of the Geological Survey in this forest-reserve) shows clearly the parallel systems of drainage and ridges. WITH portions of two coal basins within its borders and a few scattered fields already developed, the question arises: What is the future of Ken-tucky as an oil-producing State? Is the long list of failures due to lack of 'commercial pools, or unintelligent prospecting? A study of its beds and irregularities of structure points not only to a large waste of development money on unpromising areas, but also to the presence of a few structures well worthy of development. The surface rocks of Kentucky show in succession more than 4,000 ft. of Paleozoic sediments and more than 2,000 ft. of Cretaceous, Tertiary, and more recent deposits. Folding and erosion have brought these beds to the surface, where they have been observed and studied: in detail by my associate, James H. Gardner, myself, and others. This has given opportunity to observe the beds offering suitable reservoirs and having the proper impermeable covering; also the mapping of outcrops and outcrop lines, taken in conjunction with available well records, indicates that certain areas are worth testing, and with even greater definiteness shows areas which should be excluded, as devoid of possibilities. West of the Tennessee River, Cretaceous, Tertiary, and Quaternary sediments occur so that all trace of ancient folding is obliterated, the sediments overlapping unconformably Mississippian rocks. This area embraces 2,000 square miles, or one-twentieth of the area of the State, the Paleozoic rocks covering the remainder. Since there is nothing upon which to base the location of tests for oil and gas in the Cretaceous-Tertiary beds of Kentucky, the Paleozoic area will be chiefly considered.

IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. THE Section on Aerial Geologizing of the American Institute of Mining and Metallurgical Engineers convened on Monday afternoon, Feb. 17, 1936, during the Annual Meeting of the Institute. Mr. Theodore Marvin presided. CHAIRMAN MARVIN.-We hope to get through with the papers on the program in time so that you can examine the instruments that are dis-played here, and also the photographs and air views brought by the Fairchild people. This is what we might call the first bread and butter session "of the Aviation Committee. The group, as many of you know, was started at the request of the Board of Directors two years ago. We have had two sessions since then, both of them of a somewhat general nature, their pur-pose being to point out the reasons why mining and petroleum engineers should be more interested in the facilities of aviation. Today we have two papers. The first is one by Mr. Eliel, of the Fairchild Company's California branch. In Mr. Eliel's absence, Mr. Gale, of the Fairchild Company, will read it. C. H. GALE.-Before I begin to read Mr. Eliel's paper, I would like to point out two instruments that he mentions. One is what he calls the solar-navigator, a new type of aerial navigating device which he has developed for use in flying cameras in aerial surveys. Flying a camera at high altitudes over unfamiliar territory is a very difficult procedure and only a few pilots in this country can do it. So far as I know, this is the first time this device has been discussed in public. Another facility I want to refer to in advance is the use of the stereoplanigraph in making contour maps from photographs. This is an extremely interesting procedure, which we are appreciating more than ever at the present time.

In recent years there has been interest displayed in the precipitation phenomena occurring in austenitic alloys based on the binary Fe-Ni system.1'2 Previous communications have been extended covering the kinetics of clustering in the Fe-Ni-Ti system and the effect of cluster size on subsequent mechanical properties.3'4 To a great extent the question of coherency, which has a dominant role in determining the mechanical properties, is dictated by the degree of misfit between the precipitate and matrix. Thus, the change in lattice parameter of the matrix with composition is an important variable that should be examined. The lattice parameter, ao, of austenite was determined for Fe-29.75 Ni-1 to 6 Ti and Fe-27 Ni-1 to 10 Ti alloys in this study. The alloys used in this investigation were melted in a vacuum induction furnace from a starting stock of plast iron (99.95), electrolytic nickel (99.9), and ti- tanium sheet (99.5) in a MgO crucible. The alloy compositions in atomic percent are given in Table I and their relative position in the Fe-Ni-Ti ternary is indicated in Fig. 1. The chemical analyses were taken from the homogenized bulk materials treated in a manner related earlier.3 A diamond file was used to obtain powder from the bulk. THE manufacture of ferromanganese in the blast furnace having been the subject of considerable attention in the Institute, I beg to put on record a contribution to the discussion from a quarter hitherto not directly represented, namely, the St. Louis furnaces, near Marseilles in France, belonging to a company of which M. Jordan, a member of the Institute, is Managing Director. These furnaces commenced in 1862 to manufacture specular pig (fontes à facettes) containing from three to six per cent. of manganese. In 1864 the regular production of spiegeleisen (fontes miroitantes), containing seven to ten per cent, of manganese, was inaugurated. At that time the Rhine was the only locality of this manufacture, and the Bessemer works of England and France obtained from Germany all their spiegel. From 1864 to the present time, the St. Louis furnaces have been advancing steadily the percentage of manganese in their product. From ferromanganese of thirty per cent. they had arrived, about two years ago, at a product containing seventy to seventy-five per cent., and for some time past they have been turning out what, as M. Jordan remarks, may fairly be termed fonte de manganese, or manganese pig, instead of iron, since the percentage of iron it contains is not more than 8.5, while the percentage of manganese is 85, or ten times as great. This very high grade material has a peculiar appearance, entirely different from that of ordinary cast iron or spiegel. It is granular, and steely gray in color. The following analyses, communicated to the Société to des Ingenieurs Oivils, by M. Jordan, show the composition of various products of the St. Louis furnaces :
