A self-appointed, committee consisting of J. Waldo Smith, Chairman, Richard S. Buck, J. J. Carty, J. Parke Channing, E. L. Corthell, Alfred Craven, Thomas Crimmins, Gano Dunn, George Gibbs, Alex. C. Humphreys, F. L. Hutchinson, Charles Warren Hunt, D. S. Jacobus, John W. Lieb, William Barclay Parsons, George H. Pegram, Charles F. Rand, Calvin W. Rice, Robert Ridgway, William L. Saunders, Merritt H. Smith, Bradley Stoughton, and William H. Wiley, organized a course of seven free lectures on military engineering, which were given by Captains Thomas M. Robins, Richard T. Coiner, Edward D. Ardery, Corps of Engineers, United States Army, and which was under direction of Major General Leonard Wood. The United Engineering Society presented, without charge, the use of the auditorium for the purpose of these lectures, but the interest proved to be more than three times as much as had been expected, and it was therefore necessary to divide the courses into three parts, one of which was given in the afternoon in the auditorium of the United Engineering Societies Building, one in the evening in the same place, and another in the evening in the auditorium of, the American Society of Civil Engineers. These lectures occurred on Mondays, from Feb. 14 to Mar. 27, 1916. PROSPECTING for oil in Spain has been going on for many years but only in a very haphazard way and without adequate geological or technical advice. Shallow wells have been drilled in several provinces but, for the most part, they have been doomed to failure from the beginning because of unfavorable geological locations, inadequate drilling equipment inexperienced operators, or lack of sufficient capital. Geologists seem to agree that the most favorable chances for commercial fields are in the northern part of Spain where the petroliferous Triassic beds underlie Cretaceous and Tertiary sediments. The prov-vinces of Santander, Burgos, Alava, Vizcaya, Navarra, and Guipuzcoa seem to offer the most promising localities. Several shallow wells have been drilled near Villamartin about 60 Km. northeast of Cadiz. One of these wells produced a small quantity of light oil but was never operated. The Spanish Government has been drilling on a well in this district for some time, using the Russian free-fall drilling system. The present depth is about 3000 meters. Several years ago the Compania Petrolera Franco-Espanola drilled a well to a depth of about 700 meters near Elorrio, province of Vizcaya. A diamond-core drill was used. The well was located on vertical Cretaceous beds near an igneous dike. The same company, in March, 1923, made a new location about 500 meters away from the first well and the same distance from the dike, in beds dipping about 80°, and is now drilling its No. 2 well. The last depth reported was about 200 meters.

During the Centennial year some of our leading geologists in the United States and Canada conceived the happy thought of calling an International Congress of Geologists for the purpose of agreeing upon such important though subsidiary matters as the colors by means of which the different geological formations should be expressed ; the terms that should be applied respectively to these formations; and also upon the far more important problem of the limits and values of these different formations. The first session of this Congress was held in Paris in 1878, the second session in Bologna in 1881, and the third session in Berlin in 1884. The third session found the preliminary difficulties so far cleared away that some definite and tangible results could be attained. After a great deal of free discussion had taken place at Paris and Bologna, during which every one's views were listened to with attention; and a great deal more painstaking scientific work had been accomplished by the International Committees, having before them the objects of unifying the nomenclature of the science, and of preparing a scheme of colors between the second and third sessions of the Congress; and after the provisional results had been subjected to a searching criticism by the Congress in Berlin; it was decided to make an attempt to embody these provisional results in some work which should include as many as possible of the difficulties to

The Parral mining district is located in the southern part of the state of Chihuahua in north-central Mexico, in the border area of the physiographic provinces of the Mesa Central and the Sierra Madre Occidental, at an average elevation of 1700 meters. This is one of the most highly productive lead-zinc districts of Mexico. The principal operating units are the Prieta, Santa Barbara and San Francisco mines. The Santa Barbara-San Francisco del Oro area is located 25 kilometers to the southwest of the Prieta mine. It has a system of generally narrow veins in fault zones, entirely in the shale series. The Santa Barbara veins follow long, persistent fractures, while the San Francisco del Oro veins are in relatively short fractures. The Veta Colorada structure, located 5 kilometers to the northwest of the Prieta mine, was a major producer of high grade silver ore with low lead-zinc content during the eary 1900's. It follows a major north-south fault zone in andesite and is noteworthy for a number of wide oreshoots of limited vertical extension along its 10 kilometer length. The Palmilla and Esmeralda mines are on the south end of the Veta Colorada structure. Numerous smaller mines are operating in the Parral area. Six different samples of anthracite, each a firm compact lump, were finely pulverized and immediately put in bottles. Portions of these were weighed and placed upon an ordinary water-bath and dried for one hour; the average loss was 1.24. The same portions were then placed in a hot-air oven, and for two hours kept at a temperature of 285° F., and, after cooling in a dry chamber, were again weighed, when there was found a further average loss of 1.22, making a total so far of 2.46. They were then immediately returned to the oven and for two hours more kept at a temperature of 530° F. and cooled and weighed again, when no further loss was found, but an average gain of .55 upon the previous weighing. The same portions were a third time placed in the oven and for about ten minutes kept at the last-mentioned temperature, and then, while still hot, were poured into one-quarter inch glass tubes, each with a bulb at one end, and heated over a Bunsen burner at a temperature below a red heat, when more water vaporized and condensed in small clear globules on the cold parts of the tubes. Fresh portions of the coals were then taken, and the total amount of water determined, and the average was found to be 3.04, or 1.80 more than was found at the temperature of the water-bath, which was perhaps a little below 212° F., and .58 more than at 285° F. During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

THE manufacture of pig iron for conversion into steel by the Bessemer and open-hearth processes, is now one of the most important industries of the United States. It is necessary that iron intended for this purpose should be very pure, and especially must it be comparatively free from phosphorus. Great care must therefore he exercised in the selection of proper ores, flux, and fuel. Only such ores as are practically free from phosphorus can be used, and pure fuel is as much a necessity as pure ores; though hitherto iron men have paid comparatively little attention to this point. During the course of my work as chemist for the Second Geological Survey of Pennsylvania, I had occasion to examine some of the bituminous coals of the State for phosphorus, and the results obtained are so interesting that I venture to present them to the notice of the members of the Institute. The coals are arranged in geological order according to the different beds, and the table shows the percentage of phosphorus in the coal and also in the coke. The greatest number of specimens have been selected from the Pittsburgh bed, because it is the principal coal-bed of Southwestern Pennsylvania, and most of the mineral fuel which is mined along the Youghiogheny and Monongahela rivers, to be used in the coke ovens of the Connellsville region and in the blast furnaces and mills of Pittsburgh and its vicinity, and to be shipped to Western and Southern markets, comes from this bed. To open the Fisher Hill mine of the Republic Steel Corporation, it was necessary to sink an inclined shaft into the rock and excavate stations, drifts, and ore pockets. This inclined shaft, or slope, q ft. 8 in. high by 28 ft. 2 in. wide, has compartments for two 5-ft. gauge ore-skip tracks of 120-lb. rail, one 5-ft. gauge man-skip track of 60-lb. rail, a concrete stairway, and service pipes consisting of a 12-in. compressed-air line, an 8-in. pump-discharge line, and a 4-in. water-supply line. When we were requested to investigate the work, the progress being made (by another organization) amounted to only 2 ½ ft. advance in 24 hr. We reported that progress of at least 6 ft. per day could be made. As a result, the Defense Plant Corporation, through the Republic Steel [ ] Corporation, entered into a contract with us to sink the shaft. The contract contained a penalty and bonus clause predicated upon an advance of 150 ft. per month. The average advance was 7.8 ft. per day; that in the best six-day week was 60 ft. and that in the best month, 215.5 ft. in 25 working days. The drilling was performed by 3 ½ -in. wet drifter drills mounted on five 8-ft. columns (see accompanying illustration). Even though a full-face drilling and mucking operation is customarily desirable, the steep slope, with the accumulation of water and fine debris at the face, made a modified heading and bench operation preferable. I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

Dear Sir: In connection with the official notice of Dr. Raymond's unanimous election by the Directors as Secretary Emeritus, we wish to place upon record certain statements concerning his services to the Institute which we think have not been published., and may not be generally known to the majority of our fellow-members. When the Institute was formed in 1871, Dr. Raymond acted as Secretary of the Founders' Meeting, and became the first Vice-President of the Institute, and, by request of the aged and beloved David Thomas, who was the first President of the Institute, Dr. Raymond discharged all the duties of the office of President, to which he was later formally elected in 1872, and which lip held for three years. During that time, he visited Europe, and through his acquaintance and reputation abroad, established those international relations of the Institute which proved so important in later years. He also enlisted the support of the mining engineers and metallurgists of the Pacific Slope, who would not otherwise have been disposed to join a society originating in the East. And for twelve years he attended; at his own expense, nearly every meeting of the Institute, wherever held, giving to it without remuneration his best service, and sacrificing for it many professional and private interests.

The plan recently started for the organization of a Division of Re-search and Statistics in the American Petroleum Institute will probably shortly be consummated. It is proposed to expend $500,000 annually for this research work. The organization's work, as now outlined, pro-vides for a Technical Director, who is to be in general charge of all the work. He is to be assisted by Consulting Technical Experts, who are to be distinguished specialists in the industry and are to serve without pay. In addition, there is to be an advisory committee made up of one representative from the Bureau of Standards, Bureau of Mines, Geo-logical Survey, American Institute of Mining and Metallurgical Engi-neers, Society of Automotive Engineers, National Automobile Chamber, of Commerce, American Society for Testing Materials, American Chem-ical Society, and the National Research Council. This committee is to meet regularly to discuss the problems of the petroleum industry. An engineer and chief economist are to assist the Director.- The econ-omist is to be in charge of statistics, economic phases of the industry, and publicity. It is the intention to centralize in the Institute all infor-mation that may be required by the States or Federal Government, which would be of value to members of the Institute. This includes prices of crude oil, refined products, and natural gas. The engineer of the division is to coordinate the research work to be undertaken by, the subdivisions of production, chemical engineering, utilization, and special research. The Institute assembled in the library of the Sheffield Scientific School at 8 o'clock, Tuesday evening, February 23d. Prof. G. J. Brush greeted the members present on behalf of the Government of the Sheffield School in a few words of cordial welcome, to which President Raymond responded. Dr. Raymond then delivered an address on the History of the Relative Values of Gold and Silver. Transit A light weight, totally enclosed theodolite, especially designed for mining, has been placed on the market by Askania Werke, A. G. The instrument weighs only 41/4 lb and measures 51/8 x 71/2 in. without tripod and in a waterproof aluminum hood. It may be mounted on tripod or bracket without removing the protective hood. [ ] Standard equipment includes diagonal eyepiece rotating in all directions which eliminates need to be in line with scope for sighting and makes an auxiliary scope unnecessary for steep sights. The transit reads direct to 1 minute and may be estimated to 6 seconds by means of optical micrometer on both horizontal and vertical circles. The telescope in vertical position serves as optical plummet, sighting through an opening in the base. The instrument is shown above mounted for attaching to a pin driven in timber or rock, eliminating tripod or set-up bar in cramped quarters. The chain clamp in the lower picture is used on timber or steel ground supports. DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pumping process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. THE methods of mining talc are simple, and in western North Carolina are almost entirely by open cut and quarry. The larger part of the talc of this section lies in various-sized "veins" inclosed in quartzitic walls, the majority of which have by folding been thrown into a perpendicular position, or nearly so, and the exposed edges of which have been covered by debris from erosion of the mountain above. This covering of loose rocks and earth is from 5 to 25 ft. thick, and in most cases has to be removed because it is difficult to support. Sometimes the covering is heavy enough to "catch" and timber successfully, and in this case the talc can be worked out by the usual method of following the "vein," using stulls for holding up the walls until the vein is worked out, and then allowing the cut or drift to fall in. In some cases it proves more convenient to sink shafts and run drifts, following the talc "veins" until exhausted. The talc deposits of this section are badly broken and faulted both laterally and perpendicularly, and in some cases are found many feet below the level of drainage, necessitating pumping at considerable expense. . My own experience in mining talc has been that the chief point is to get a reliable "vein," and that then the mining is not as difficult, or any more so at least, than that of any common ore. If the. "veins" are pure talc it is simple; if the talc is admixed with foreign matter, such as tremolite in excess, or stains of iron or manganese, as is often the case, one had better abandon the deposit.

Graham Macfarlane, Louisville, Ky. (communication to the Secretary*):—In the paper by S. Whinery under the above caption mention is made of the occurrence of Clinton iron-ore in Kentucky and Tennessee. I believe that this is really a ferruginous limestone in what the Tennessee Geological Survey calls the Fernvale formation. In Davidson and Sumner counties, Tennessee, this occurs at about the horizon stated by Mr. Whinery. The maximum thickness of the deposit is from 10 to 12 ft., but it averages between 6 and 8 ft., lying practically horizontal. The Red River Furnace Co., under my direction, opened a mine in the Fernvale " red rock" near Goodlettsville, Tenn., several years ago. When it was first found we assumed it to be Clinton ore, but the absence of the characteristic Clinton fossiliferous structure and other evidence satisfied us that it is really limestone saturated with iron oxide. I think the very low ratio of SiO2 and Al2o3 to iron content as compared with the usual ratio in the Clinton ore is also evidence in favor of its being the Fernvale. The Tennessee Geological Survey states that at outcrops where this ore has been leached it carries about 44 per cent. of iron; under cover, from 20 to 25 per cent. of iron and from 3 to 6 per cent. of silica, the remainder being chiefly calcium carbonate. Its phosphorus content is irregular and generally rather high for a foundry-iron mixture. Since it is more than self-fluxing, we have at times operated with a mixture of brown hematite and red ore with no limestone.

This paper discusses the results of a laboratory testing pro- gram to determine the validity of hydraulic fracturing stress measurements in salt. Tests were performed on 15 cm diameter samples loaded under hydrostatic stress conditions to determine the influence of time, confining pressure, flow rate, borehole diameter, and packers on breakdown pressure. Tests were also performed in a polyaxial loading frame to determine whether or not hydraulic fracturing could be used to measure non-hydrostatic stresses. The test results indicate that the breakdown pressure is not affected by time delays of up to 64 hours between the application of load and fracturing the rock. Breakdown pressures were found to fall short of predicted elastic values at higher confining pressures for the hydrostatic tests. The ratio of the horizontal stresses in non-hydrostatic tests had no effect on breakdown pressures. Flow rate and borehole diameter variations were found to have a marked effect on breakdown pressures. Shut-in pressure values, which are generally used as an indication of the minimum stress value, exceeded the applied minimum stresses by 10 to 60% depending on the method of determination used. The lack of a relationship between breakdown pressure and horizontal stress ratio may preclude hydraulic fracturing from being used in salt as it is conventionally applied in brittle rocks.

I desire to state briefly my views respecting the great practical value of the Watertown testing-machine, and the necessity that exists, for an able permanent commission to supervise its operations, in order that the results of all tests made thereon may be properly worked out and rendered available for public use. It is doubtless known to the Institute that this machine has, for the past two years, been placed at the service of the public upon payment of a per diem charge. It was my privilege to be among the first to use the testing-machine, and the results of my first experiments were of such importance, owing to the great capacity and extreme accuracy of the machine, that it has since become my practice to have tests of all materials used in constructions that came under my charge, made at Watertown. As a conseqnence, nearly one hundred tests have been made on my account directly, and some two hundred and forty additional for work built from my designs. It may be confidently affirmed, that the factor of anxiety on all these structures is exceedingly small .m far as the quality of material is concerned, and it is undoubtedly a very great advantage for parties interested in construction to have

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed. to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars.
