The Institute assembled in the metallurgical lecture-room of Pardee Hall, Lafayette College, at 7 o'clock P.M. on Tuesday evening, October 21st. The session was opened by the President, R. W. Raymond, with an address on Mining Industry as illustrated at the Vienna Exposition. The second session was held on Wednesday morning. The thirty-ninth meeting of the Boston Section was held at the Engi- neers? Club on Monday evening, Dec. 4, 1916. Thirty-three members and guests sat down to dinner; There were present as section guests; Dr. L. D. Ricketts, and Prof. Bradley Stoughton, President and Secretary of the parent society, and each was called upon to speak. Mr. Stoughton spoke of the growth of the Institute during the past year and described the very numerous and important activities, of which the junction of the American Society of Civil Engineers with the other three societies is perhaps the most important. Dr. Ricketts, the advertised speaker of the evening, spoke on Recent Progress in Mining and Metallurgy of Copper Ores. In discussing the improvements in mining, he traced the mining methods from square- set mining to the modified Ohio System now so successfully used at Inspiration: In metallurgy, he described the growth of reverberatory-smelting ant1 allied problems such as the utilization of the waste heat for generating steam. The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and at the New York meeting, February, 1916, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. ALBERT SAUVEUR, Cambridge, Mass.-The author expresses the belief that steel will not fail under fatigue when subjected to ultimate stresses unless the stresses exceed the elastic limit or the limit of proportionality. I think this statement is contrary to the evidence. It is conceivable, however, that a stress ever so small does produce a permanent set, although so slight that we cannot detect it with the instruments at our disposal. Nevertheless the repetition of this small stress a great many times will finally break the piece and the nearer, we approach what we call the elastic limit, the quicker will the piece break under fatigue. THE following experience in rebuilding a furnace crucible while in blast may not be wholly uninteresting to some, notwithstanding its purely practical character. Few are aware of the frequent calls made on a furnace manager's skill and ingenuity, to meet the irregularities which present themselves with kaleidoscopic variations in the operations of furnaces. Unfortunately the methods pursued in overcoming these practical difficulties are too seldom recorded, and much valuable information is lost that could not fail to be of value to many, and to none more so than the educated technical manager, with a limited practical experience, who, without a literature or record of any kind to refer to, finds himself, in times of emergency, dependent and looking for assistance from those whom it is his province to instruct and direct. With positive data, however, that like difficulties have been successfully overcome, he can confidently resort to similar expedients, with such modifications as the circumstances may demand in his particular case, and pull through seeming impossibilities in the face of ignorant prejudice. The President was authorized to appoint. a liaison committee to cooperate with the American Mining Congress in respect to the establishment of a Secretary of Mines and Mining in the President's Cabinet. He appointed Edwin Ludlow, Chairman; Mark L. Requa, and J. E. Johnson, Jr. It was resolved to accept the invitation from the Chicago Section to hold the. 120th meeting of the Institute in Chicago during the week of Sept. 15, 1919. The action of the Executive Committee in appointing Past President E. Gybbon Spilsbury as representative of this Institute to visit France upon the invitation of the Société des Ingénieurs Civils de France was approved. The final budget for 1918 was approved. Tile President was authorized to appoint a committee, of three members, on the Development of Activities of the Institute. The committee was requested to report at the February meeting of the Institute, and the Secretary was requested to invite each local section to have a member present to discuss the subject. The President appointed J. W. Richards, Chairman; P. N. Moore, and Allen H. Rogers. Thirty-six members, ten associates, and five junior associates were elected; one change of status from associate to member was granted; two members were reinstated; and eight resignations were accepted. An extension of time was granted to nine members. The dues of eight members were suspended on account of their being in active service.

The Wheeler Condenser & Engineering Co., of Carteret, N. J., is now building a line of horizontal and vertical shaft centrifugal pumps for general services, as well as for condenser work.. This company has been building centrifugal pumps for over 20 years, most of them being used, however, in connection with condensers. The new line of pumps is suited for all services. A small motor-driven unit for tank or stand pipe operation is shown in Fig. 1. Referring to the sectional illustration (Fig. 2), it will be seen that this pump conforms to the most recent advances in centrifugal pump construction, having a two-part divided casing, with the suction and discharge nozzles in the lower half. The impeller is of the closed double-suction type, protected by labyrinth wearing rings. The shaft is protected from the water by bronze sleeves, which screw on to the shaft and extend clear through into the bearing bracket boxes. Bearings are of the ring-oiled type, and in the outboard bracket, is a ring-oiled thrust bearing, which is a refinement not usually found in double-suction

Reed, Jr. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, "Method for producing metallic iron powder from iron ore concentrate," July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing "super"-concentrates prepared from magnetite or "blue dust" into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloys to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential. ?

I am much pleased by your presentation of my article and flattered to the extent that the cover design refers to it. Incidentally, as between folks who like to work with words, refer to line 6, second full paragraph, page 773 (August Mining Engineering) Would "for" preceding technological have changed the percentages in lines two and three of the bold-face heading on page 770? The intent was coequality among three, (studies of mankind, of science, and of technological empirics). Thirty-three pct for "man" studies is a pretty big bite for engineering schoolmen; 50 pct they won't even examine, let alone nibble at. Arthur F. Taggart For those of you without a copy of the August issue handy, the sentence referred to read: The plea herein is to make the overall time allotment for studies of mankind coequal with those, for science and technological empirics.... PEARL starch, a corn starch prepared with a minimum of alteration, is a good selective depressant for iron oxide minerals.1 From what is known of the complex chemistry of corn starch, there is evidence that it consists of a mixture of saturated giant polymeric molecules, both straight and branch- chained, the constituents consisting of glucose units with hydroxyl radicals as active or polar groups. To add to the existing knowledge of the chemistry of the flotation process, it is desirable to ascertain the effects on the corn starch as an iron oxide depressant when some of the hydroxyl radicals are replaced by other active groups that are common to flotation reagents. The ideal way to carry out this investigation would be to test reagents containing different active groups derived from corn starch. The preparation should be such that the reagents possess the same degree and location of substitution and are ac- companied by little or no degradation of the starch molecules. This, of course, is almost impossible to realize, as it is difficult to control the degree and location of substitution as well as to prevent degradation of the starch molecule during preparation.

Seventeen members of the Board were present, and the Secretary of the Institute. During part of the meeting, seven other Members of the Institute were also present as guests. After extended discussion, the Board approved the general principles embodied in the War Minerals bill, and recommended the passage of a bill embodying these principles. The vote stood 14 in favor and two opposed, one member not voting. On motion, duly seconded, it was RESOLVED, that in connection with the appointment of the proposed War Minerals Administrator, the attention off the War Minerals Committee be called to the importance of selecting a man trained in the mining and metallurgical industry, but having no pecuniary interest in these industries. John V. N. Dorr was elected Director to fill the vacancy caused by the election of Robert M. Raymond as Vice-President. Charles W. Goodale was elected First Vice-President. George C. Stone was elected Treasurer. Rossiter W. Raymond was appointed Secretary Emeritus. Bradley Stoughton was elected Secretary. The following committees were elected: Executive Committee, Finance Committee, Committee on Papers and Publications, Committee on Membership, Library Committee, Committee on Nominations, Committee on Safety, Sanitation and Welfare. John V. N. Dorr was appointed Chairman of the Committee on Increase of Membership.

TWO very interesting sessions on mine ventilation were held on Monday. George S. Rice, chairman of the Mine Ventilation Committee, presided at the morn-ing session. Formal reports from two subcommittees were presented, as well as two technical papers. Daniel Harrington, for the subcommittee on metal mining, gave a most interesting report, devoting most of it to a review of the literature that had appeared during the past year, to the cooling of mine air, and to a discussion of mine fires. In the absence of Dr. R. R. Sayers, chairman of the Physiological subcommittee, Mr. Harrington gave a resume of that report. The main points covered were in connection with silicosis but some attention was also paid to the associated prob-lems of air cooling and humidity. The paper by Prof. W. S. Weeks on the "Air-Current Regulator" was briefed by Prof. A. C. Callen. Pro-fessor Weeks brought out the fact that the common application of Murgue's equivalent-orifice formula to regulator problems was incorrect, inasmuch as the dis-charge from the regulator was not released into the open air but into a slow-moving current beyond the regulator. He applied the shock-loss theory of Bordoni to the problem and worked out a formula for solving regulator problems, giving coefficients of contraction he had determined experimentally.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, lnc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in. the property. Although eight new fields were discovered along the south central fault-line district of Texas during 1938, only one can be considered as of major importance. and as a whole the year was one of no very great development. Several prospects, particularly two, were condemned through drilling, which had been considered important for probable Edwards limestone production. The oil produced was approximately the same as during 1937; namely, about 9 million harrels. This, of course, does not represent potential production but that allowed under proration. The year witnessed the very rapid decline of operations and interest in Austin chalk production. It has been found that only in rare instances mill chalk production pay for itself, because the wells decline extremely rapidly and the recovery per acre, formerly estimated at 2500 bbl., is now considered to he around 1000 barrels. There was an intent interest in the drilling arid producing of edge and abandoned properties in the three Edwards lime producing fields; namely, Luling, Salt Flat and Darst Creek. Many good wells were completed on properties formerly considered below the water level or produced beyond the economic limit The Edwards is penetrated only a few inches and a very small charge of acid is used. The Institute maintains a dual reltionship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 60 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Post-graduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in. June. With his regular dues, each Student Associate is entitled to receive during the year his choice of MINING AND METALLURGY, METALS TECHNOLOGY, MINING TECHNOLOGY, PETROLEUM TECHNOLOGY, or two "classes" of Technical Publications; and on payment of an additional fifty cents. he can have both MINING AND METALLURGY and any one of the others. He is accorded the privilege of getting special publications such as "The Porphyry Coppers" and "Elements of the Petroleum Industry" at the reduced prices applicable to Members; he has the privileges of the Engineering Societies Personnel Service and the Engineering Societies Library; and he is not only invited but urged to attend all meetings of the Institute, its Divisions and its Local Sections. The Institute wants, to extend the hand of professional fellowship to students following mineral industries curricula.

It is estimated that world consumption of petroleum, its products and related fuels during 1935 will reach an all-time peak of 1,592,000,000 bbl. —about 5.4 per cent higher than in 1934. Demand increased within the United States approximately 6.1 per cent during 1935 and in foreign countries about 4.1 per cent. The figures in Table 1 indicate that during the past five years world's production of crude petroleum and related fuels exceeded demand every year and that the aggregate difference is approximately 239,000,000 bbl. The supply in the United States exceeded consumption by some 134,000,000 bbl. over the same five-year period, while outside the United States the excess over demand is shown to be 105,000,000 bbl. Table 2 combines the excess production in the United States with its favorable balance of exports over imports, showing that the United States has reduced its storage over the five years by about 132,720,000 bbl., and indicates that, including its excess of imports from the United States, the rest of the world may have an unfavorable balance of some 371,000,000 bbl. over the five-year period. Such difference in foreign countries is largely due to increase in stocks, and partly at least remains in our imperfect knowledge of consumption statistics as an unfavorable balance. Table 3
