The outcome of these tests has been twofold. They have served to demonstrate that the tiltmeter is a useful and dependable instrument which could prove to be of significant value in reaching the goals of landslide prediction and control, and they have raised a good many more questions about the mechanism of slides than they have answered. It seems likely that many of the old concepts and assumptions will be modified or discarded as more knowledge of actual field phenomenon is gained. Safety and economy are paramount concerns in determining slope stability. These two considerations govern the feasibility and character of slope construction from start to finish.

Abstract-The Swirl Cyclone developed in Japan, although based upon the same principles as the standard cyclones for heavy-media or water-only cyclones for cleaning coal, is novel in that it is invested with the apex on top, discharging rejects at the top, and clean coal at the bottom. It also uses a variable air vent tube for controlling the vortex. Tests conducted indicate that its efficiency is not only as sharp as standard cyclones but it also performs using a much coarser grain magnetite, promising higher magnetite recovery. The author describes the results of tests conducted in Japan on a very difficult coal.

US 4,195,426-Manganese nodules are recovered from relatively great depths on the ocean floor using a self- propelled remote-controlled vehicle having a V-shaped tubular structure with a system of crawlers at its apexes. Underneath each side of the V-shaped structure is a scraping system for gathering nodules and directing them into a tubular conveying system for elevation to the surface ship. WALLACE MCKEEHAN, Douglas, Ariz. (communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must be secured, but they do not agree as to how this can best be done.

With a growth of 718 per cent in the petroleum industry from 1901 to 1931, there was a corresponding increase in the demand for technically trained men in the industry. This was first met by increasing numbers of college graduates from the old established courses in chemistry, geology and engineering. However, a need began to be felt for scientists and engineers specially trained for the petroleum industry. In 1912 the University of Pittsburgh established the first department in any university in the world that offered major work in petroleum engineering and petroleum geology. In Europe, the first major work in petroleum engineering was offered in England in 1913 at the University of Birmingham. The University of California and Stanford University offered major work in petroleum engineering in 1915. Since that time at least 10 other American universities and colleges have offered major work and at least 12 others are now offering some courses dealing with petroleum and the petroleum industry.

SIDERFIN The semi-annual meeting of the Montana Section was held at the Silver Bow Block, Butte, Mont., on Friday evening, Oct. 8, 1915. An informal, subscription dinner, at $1.50 a plate, was enjoyed inn' the early evening, by 62 members and guests. After dinner a technical session was held, and a paper entitled Preliminary Outline of Paper on Mines in the Boulder Batholith was presented by J. A. Grimes, who is joint author of the paper, with Paul Billingsley. The paper elicited a lively and interesting discussion, in which a score of members took part. One of our members, in Colombia, has written the following interesting account of his experience in trying to remit his dues to the Institute. "Last year I was away at the end of the year and on my return I was unable to obtain a draft in Honda until April, I believe. To avoid delay this year I remitted cash, early in January, to a friend in Bogota who I imagined could sell or procure for me various small drafts to cover my annual subscriptions. After many weeks' delay, I was informed that he could not get them for me and was remitting the cash to Honda where they were obtainable. After another long delay, I was informed that no one in Honda would sell drafts or checks for small amounts. Eventually I found a friend who was willing to oblige me in the matter and at once forwarded the amount."

OFFICIAL Washington is gravely concerned over the adverse military situation caused by the all-out intervention of the Chinese Communists in Korea. What the policies of the United Nations and the United States will be in the new crisis is unknown. However, Stuart Symington, chairman of the NSRB, set the general pattern for mobilization in the near future when he said that this country would move from a "light gray to a dark gray mobilization." The implications of accelerated mobilization for the mining industry are particularly apparent with respect to the manpower situation. Revised policies recently initiated for the recall of reservists may be abrogated, in which case key personnel in the mining industry may face calls to active duty with insufficient consideration given to their indispensability to national defense in their present positions.

Probably the outstanding feature of the oil industry in the Argentine, during the past year, was the increase in production from the Comodoro Rivadavia field. This increase was accounted for by the discovery of a deeper producing horizon in the old coastal field (zone A). The oil, derived from the deeper sands, served not only to balance the natural decline of the upper sands and increase the yield from the area, but also provided a product of comparatively superior quality. While great strides have been made in the machinery for mining rock on the surface of the land, comparable advances have not been made with underground equipment. In fact, excavation of underground openings has actually declined in importance. On the other hand, surface mines are getting deeper and approaching the economic limits at which they can be worked. In the face of these approaching limits and the added problem of escalating labor costs, James Boyd, President of Copper Range Corp. and AIME, has suggested that "science and engineering must come to grips with the need for making subsurface openings more quickly and cheaply.

A SERIES of awards for men and women in indus-try who by their inventions, heroisms, vision, and powers of mediation are contributing daily to the life and well-being of America in a substantial way, will be given by the Harmon Foundation. The series, to be known as "Awards to Honor Men in Industry," consists of two cash prizes, $1,000 and $500 each, accompanied by a gold and silver medal respectively, and 100 bronze medals. No one above the rank of foreman will be eligible. Because of the diversity of .American indus-try, the Foundation is planning to confine its awards during the first year to the following branches of man-ufacturing: automotive, building, electrical, metal and textiles, including clothing. The Harmon Foundation invites the general public, newspapers, organizations and employees to bring to its attention such persons as they may deem worthy of the award.

There arc still ample reserves of phosphate in Florida and Tennessee, but the richest low-cost areas have been exhausted. The miners, by the introduction of more efficient equipment, have succeeded in preventing material increases in production costs. Further mechanical improvements could not be expected to keep up with the factors tending to increase costs. While the conventional phosphate "washers" are capable of recovering practically all of the plus 1.5-mm. phosphate from the matrix, approximately 50 per cent of the phosphate values are in the minus 1.5-mm. sizes. Flotation now affords an economical and efficient means for recovering the fine ( — 1.5 mm.) phosphate formerly discarded to waste dumps. Through the reclamation of dumps and recovery from current washer wastes, flotation has doubled the reserves of Florida and Tennessee. By doubling recoveries from the matrix, flotation reduces capital investment requirement and substantially reduces production costs. It definitely improves the grade of the total production and provides a flexibility of operation that cannot be obtained by any other known means.

Personal gain seems to be the most powerful incentive to economic progress. One of my first exposures to this phenomenon was the comparison between company stopes and leaser's stopes in a vein gold mine. The company stopes were 4 to 6 ft wide, whereas the leaser's stopes were so narrow that in some places one could not turn around. The company leased only that ground it felt was marginal to mine with day's- pay miners, but by skillful, careful and energetic mining, the leasers managed in most cases to make money for themselves and the company. The Hurting Truth This capitalist system, which puts a premium on successful risk taking, is under attack. Not that it hasn't been under attack all along. What hurts and angers us at this time is that the attack comes from the children of the system-its youth. Such blasphemy should, of course, be eradicated, root and branch. Or should it? Are we hurt in part because some of the things they say are true?

FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.
