HAVING previously described the metals to you, before I proceed any farther I do not wish to fail to tell you, as I promised to do in the first chapter on metals, what I have learned through experience concerning the semiminerals, although this may seem to you outside our proposed subject. Since these are not produced by Nature as all rock or all metal they are called semiminerals by speculative physicians. Many kinds of these are found; those that resemble rocks are earthy, very difficult to liquefy, and much more adapted for adorning paintings than for anything else. Those that liquefy with fire, like sulphur, antimony, marcasite, [22] calamine, zaffre, manganese, and others, resemble the metals almost like brothers. Some others are more watery so that they dissolve in water, although they are fairly dense, and are obtained and reduced to their, perfection by means of water. These are the salts, vitriol, rock alum, and saltpeter. To these, as a watery thing, belongs also quicksilver, as it is commonly called because of its motion. Although it appears. not only liquid, but very liquid, this is not at all similar in its effects to any of the above. Indeed, it retains its same being until its very form is consumed. Since the reasons for its effects are almost impossible to investigate, I do not intend to speak of them here or to enter now this maze of speculation, because I wish to make definitely clear to you what this quicksilver really is. Therefore, leaving aside opinions and disputes, I shall take only those of the said semiminerals that I know are useful. First we shall see the method by which the semiminerals can be found and then how they are to be extracted from their matrices. These, perhaps, have no less need of effort and industry than the metals since they are substances completely hidden in the rocks or in the earth. For this reason some of these that are sought are made use of by means of fusion after they have been mined from their mother mountains, and some others need to be disposed by a certain maturative corruption, now with moisture and coldness, now with dryness and heat, as with waters, rains, frosts, or long baking in the sun, with fire, or even with a strong reheating within themselves. Most of them can finally be brought to the desired end by means of solution with water and fire.

During the boom period of 1928 and 1929, several oil companies took advantage of high security prices to sell stocks, thereby securing money for the company very cheaply. Few if any of those companies realized that the money received was not at all cheap in view of the fact that it was for investment in fixed assets at inflated prices. Suppose a company borrowed twenty millions of dollars to expand its marketing facilities during the boom. It diluted its capital and acquired fixed property which could not earn its interest requirements during the following deflation and therefore consumed income from other company activities. The company also had to stand the deflation in the capital value of all the property it bought. Since the mistaken expansion during the boom accelerated the decline in net income during deflation, the financial position of the company was harmed in proportion to the amount of that expansion. Thus the company was unable to get money to buy fixed assets in the depression when all property is cheap. The same condition holds for the company that sold common stock for the purpose of developing potential production in a newly discovered oil field. Regardless of what the ultimate value of the new field may be, potential production does not increase the net income of the company. The difficulty of meeting the enlarged dividend requirements due to the increased number of shares outstanding impairs the financial position of the company during deflation in some relation to the probability of decreased dividends. This company also is not in a position to expand during the depression when properties and companies can be bought for a fraction of their real value. Expansion of fixed assets during boom times has been the ruin of many otherwise good companies. Some of those which most extensively bought property during the post-war boom have not yet recovered. A number of cases could be cited in sugar, leather, fertilizer and wool. This does not seem to be governed by the quality of the property bought, for examination shows the assets to have been of individual high quality in many cases. When recovery is long deferred it is likely to be true, as in sugar or textiles, that the industry has a large "potential" capacity for overproduction.

IT IS increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh-that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed .them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. FLOTATION PRODUCTS RECEIVED At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent. lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent. moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent. moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades : I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. It is a fact which many of you can certify to, that we are wasting fully one-ha f of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop-moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one-quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. Discussion of the paper of GRAFTON M. THRASHER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 106, October, 1915, pp. 2129 to 2138. RICHARD MOLDENKE, Watchung, N. J.-Mr. Thrasher is to be commended for developing a very interesting comparison between high- and low-carbon and silicon malleable cast irons for an equal degree of chill. His deductions are unquestionably correct, though the application to daily practice is open to serious criticism, from the standpoint of the man who receives the castings, as will be shown later on. Running over some of the points which affect the tests in question: Mr. Thrasher admits that the temperature of pouring has a serious influence on the degree of chill shown in the test plugs he made. This is a well-known fact, and I would like to add that another serious trouble comes from oxidized iron when the heats have been unduly prolonged. Such metal always shows more chilling action for a given silicon and carbon content than normally melted iron. Indeed, the test piece quoted giving the extreme of the chill line (1.07 per cent. Si and 2.47 per cent. total carbon) was such a poor heat, a ferro-silicon addition never "doctoring" up the metal sufficiently to show normal good strength. In spite of these irregularities, which would simply change the curve slightly, I take it that Mr. Thrasher's results can be accepted as reliable enough to establish the relationship of silicon and total carbon as shown. When, however, the claim is made that silicon and carbon can be substituted for each other in mixture-making (a claim which may be perfectly correct metallurgically), a very important factor is forgotten, causing the purchaser of the castings much annoyance. This is the contraction (erroneously called shrinkage) of the castings. They will no longer be true to pattern. The lower the total carbon is allowed to drop, the greater the contraction, and increasing the silicon correspondingly will not correct this trouble. No wonder that recently, in revising the Standard Specifications for Malleable Castings it was necessary to increase the variation of castings from requirements considerably over what was formerly found sufficient. The habit of running up the proportion of silicon and escaping danger from grayness of the metal by copious steel additions was evidently too tempting to manufacturers, as their molding losses were thus kept down and a very soft malleable iron resulted. The customer, however, got serious variations in his work, which was not the case when the total carbon was kept between 3.25 and 2.75, and the silicon held as low as possible without undue cracking of the hard castings.

IN 1882, Peckham put forward a provisional hypothesis to account .or the distillation of petroleum.1 He did not formally state the hypothesis, but in a discussion of facts drawn from many fields he made it clear that he regarded petroleum, and especially the petroleum of the Pennsylvania fields, as a "fractional distillate produced under high pressure and consequently at a comparatively high temperature.?2 He quotes James Hall on the geology of the Appalachians and says:3 It is not necessary here to discuss the nature or origin of metamorphic action. It is sufficient for our purpose to know that from the upper Silurian to the close of the Carboniferous periods the currents of the primeval ocean were transporting sediments, sorting them into gravel, sand, and clay, forming gravel bars and great sand beds beneath the riffles and clay banks in still water, burying vast accumulations of sea weeds and sea animals far beneath the surface. The alteration, due to the combined action of heat, steam, and pressure, of the formations of the Appalachian system from Point Gaspe in Canada to Lookout mountain in Tennessee, involving the Carboniferous and earlier strata, distorting and folding them, and converting the coal into anthracite and the clays into schists along their eastern border, could not have ceased to act westward along an arbitrary line, but must have gradually died out farther and farther from the surface (source?). The great beds of shale and limestone containing fucoids, animal remains, and even indigenous petroleum must have been invaded by this heat action to a greater or less degree, and that "chronic evaporation" of Prof. Lesley must have been the inevitable consequence. From an investigation of the relations between coal and petroleum, White has" more recently concluded as follows: (1) Petroleum is a product generated in the course of the geodynamic alteration of deposits of organic debris of certain types buried in the sedimentary strata. (2) The quantity and characters of the oils generated are determined by: (a) the composition of the organic deposit at the beginning of its dynamo-chemical alteration; (b) by the stage in the progress of the dynamo-chemical alteration of the organic substances; (c) by the elimination, under certain conditions, of the heavier and more' viscous hydrocarbons through filtration incident to migration.

CORNWALL, a Mecca for metal miners the world over, is easily reached from the southern coast of England. Passengers who land at Plymouth or Southampton can connect with a fast train from London called the "Riviera express," which traverses the beautiful counties bordering the English Channel. In Cornwall the traveler soon notices the pits and stock-piles of white china clay, and the metal mines, both placer and hard rock. The deposits are associated with granite batholiths, of which there are four principal ones, each a few miles in diameter. Tin mines are especially worked in the granite near its borders and also in the immediately surrounding Paleozoic slates. Copper and lead are no longer of importance here but tin is being produced steadily from several mines, with arsenic and tungsten as by-products. At the close of the war the man-power available. for these mines had been reduced to one-third of normal, and only now is it again reaching full strength. As mining in Cornwall antedates the Christian era, even a Nevada prospector would have to admit that "she's a permanent camp." SUB-TROPICAL CORNWALL Redruth and Camborne are industrial centers of the tin mining industry, but more tourist hotels are found in neighboring resorts such as St. Ives, a quaint fish-ing town on the Atlantic-side of the peninsula of Corn-wall, where the numerous cats descended from those mentioned in the ancient riddle-rhyme about St. Ives now occupy every doorstep and wall. Another charm-ing resort. Penzance on the shore of the English Channel, is known by name to the public through the opera "The Pirates of Penzance," but is of especial in-terest to students of nature for its palm trees and other subtropical plants, which thrive owing to the nearness of the gulf stream, although the latitude is that of northern Newfoundland, Winnipeg, and the northern end of Vancouver Island. Among the industrial plants at Camborne are those of Holman Brothers, Ltd., where drills and other forms of mining equipment are manufactured. At the Corn-wall School of Mines, which specializes on the district, the staff has assembled excellent collections of local ores, which repay study by a visitor.

UP TO June, 1923, the Park-Utah mine had shipped about 94,000 tons of a direct-smelting ore of a gross value of $4,200,000, or about $45. a ton. These values were in gold and silver only, although the ore carried small amounts of lead, copper and zinc. Freight, treatment and deductions had averaged $15.40 a ton. At the expiration of the Pittman Silver Act there was in sight about 30,000 tons of a similar ore with a gross value of about $15 a ton in gold and silver, and a large body of partly developed lead-zinc ore of a gross value of about $20 a ton, 40 per cent. of which was represented by the lead-zinc content and the balance by the silver and gold. Mine costs had been high during the life of the Pittman Act, but as a large part of the profits had gone into equipment of the mine and the orebodies were large and had good walls, we knew that mine costs could be greatly reduced. We were therefore faced by the necessity of getting lower freight and smelter rates or of concentrating the ore. We did obtain better freight rates on lower grade ore, and a favorable smelting rate on the small tonnage of siliceous silver-gold ore, but this smelter rate could not be applied to the lead-zinc ore with any profit to ourselves. The Judge mill of the Park City Mining & Smelting Co., with which we were affiliated, was running to capacity; if we built our own mill it meant a 5-mile freight haul to a satisfactory millsite and a year's delay. Fortunately, the International Smelting Co. had just inherited a mill at Tooele which, with some changes, was about double the capacity required for its own ores. Flotation tests were run on Park-Utah ore and a contract entered into with a low base treatment charge per ton, the tariff being largely fixed by the metallurgical deductions. This contract has been admirably calculated so that the miner can follow a lean orebody to its limit. Such a procedure has no doubt made it difficult for the smelting company at times, but it has resulted in finding ore extensions that otherwise might have been missed, so in the long run it has profited too. A flat rate per ton would have been like mining up to the claim endlines in a great many of the stopes. In order to offer such a contract it can be inferred that the smelting company must have been able to make high recoveries and high-grade products on a very lean ore.

In the year 1874, when the price of pig-iron was still high, that staple product became the subject of discussion in the newspapers and among those philosophers who are determined to know the "reason why" for all things. The object of the inquiry was to find out Why iron did not fall in price as much as some other things had fallen. Indeed, there seemed to be an impression that iron and gold ought to move on nearly parallel lines, for the fact was constantly brought forward that iron then cost twice as much as it did before the war, though gold had returned to within twelve or fifteen per cent. of its former value. After some time the papers, by what seemed to be nearly unanimous consent, reached the conclusion that the maintenance of high prices was the work of the furnace proprietors, who, as the result of their shrewdness, were pocketing enormous profits. No proof was given to support this opinion, and the figures of cost and sale that were produced were of the most general kind, and used in the most vague manner. Visiting the president of the Thomas Iron Company, whose great works at Hokendaqua and Catasauqua, in Pennsylvania, are so well known as the largest and among the best conducted in America, I found him quite willing to meet the vague suspicions of the newspaper wiseacres, by a publication of the figures contained in the furnace-books of his company. These were accordingly given to the world through the Engineering and Mining Journal, and attracted the general attention they so well deserve. Though my own name became connected with these statistics, from the fact that I used them as the basis for the first attempt ever made to calcalate the furnace economy of an American works, I can, without the suspicion of egotism, say that the statistics referred to are the most valuable contribution the literature of American blast-furnace work has yet received, for their interest is independent of personal considerations, and due entirely to the fact that they represent faithfully the details of practice in one of the most prominent American works. They are an exact transcript of the furnace-books, and form a body of accurate information of the greatest value to the metullurgical student. Their importance is shown by the fact that though the theoretical conclusions which I based upon them have been several times attacked, not one of my critics has made the slightest contribution to

AT the present time, the coal industry is greatly interested in any method or machine that will cut the cost of producing a ton of coal, while at the same time producing a product of quality and grade suitable to the customer. Comparatively new and, as yet, little known, auger mining is proving a profitable method of coal recovery. It may be used for the production of low-cost, high-quality coal with equal success from both the hard-to-mine seams, those with banded impurities and bad roof conditions, and the more easily mined seams as classified according to conventional mining methods. A number of units are now in operation and production information is available that should be of particular interest to coal operators and of general interest to anyone associated with the coal-mining industry. Auger mining refers to coal extraction with large size augers capable of drilling to great depths and having a high capacity. Consideration of the equipment and methods used in drilling an ordinary shot-hole will give a picture of auger mining on a smaller scale. At present, auger mining is used largely for recovery of coal from the highwall after strip mining becomes uneconomical because of the type and the thickness of the overburden which must be moved. Coal augers have many of the advantages of present continuous mining machines, along with many more. The four distinct operations of conventional mining-—cutting, drilling, shooting, and loading— are eliminated and replaced by the combined operation of boring and conveying of the coal. The coal recovery auger is an adaptation of the horizontal rock drill used for drilling shot-holes to shatter and loosen overburden in strip mining operations. During the war the Becker County Sand and Gravel Co. of Summersville, W. Va., experimented with drilling coal with 6 and 9-in. rock augers. The results led to the successive development of the 20, 24, 30 and the 36-in. machines, the latter having appeared in the coal fields within the past six months. At the meeting of the Board of Directors of this Institute on Feb. 16, 1915, the 14 members of the Board present unanimously elected Professor Kemp an Honorary Member. The nomination of Professor Kemp was signed by 21 members of the Institute, none of whom are members of the Board of Directors, and recited his qualifications for Honorary Membership in the following terms: Professor Kemp graduated from Amherst College in the class of 1881, and from the School of Mines, Columbia University, in the class of 1884. After serving as instructor in geology in Cornell University for a few years he was called back to Columbia as adjunct professor in 1891, was made full professor the following year, and has since filled that office with dignity and honor. Among the first to recognize they importance of igneous rocks in the formation of orebodies, his studies have contributed greatly to that increase of knowledge of economic geology in which the Transactions of the Institute has had an influential part, and he is recognized both abroad and in this country as one of the most distinguished scholars in geology which America has produced. This recognition is evident in the honorary degrees of Sc. D. conferred on him by Amherst College in 1906, and LL. D. conferred by McGill University in 1913, as well as by election to membership in the National Academy of Sciences, and a corresponding member of the Academy of Sciences of. Christiania, and the Geological Society of. Stockholm. Professor Kemp was a Manager of the American Institute of Mining Engineers from 1896 to 1898, Vice-President from 1903 to 1904, a Director from 1905 to 1912, President and President of the Board of Directors in 1912, and Past President since that time. During these years he has labored loyally for the upbuilding of the Institute, serving on many committees, as well as in the offices enumerated. He has also served as President of the American Association for the Advancement of Science, the New York Academy of Sciences, and on the governing board of the Geological Society of America and the New York Botanical Gardens. His service is not confined, however, to these labors for the good of the profession and his contributions to exact knowledge of geology. In his almost 25 years as a professor in Columbia University there have come under his influence a great group of young men in whom he has inspired unflagging zeal in the search for truth, and to whom he has set an example of unselfish service. The value of such a service cannot be overestimated and in electing him to Honorary Membership the Institute would officially recognize the measure of appreciation which his professional colleagues have long accorded to him.

While all of the Southwest Texas fields lie within the Gulf Coastal Plain this area may be divided into three subdivisions—the Coastal Plain zone proper, the Reynosa Escarpment zone, and the interior zone. The Coastal zone includes that strip adjacent to the Gulf of Mexico and . extending inland for a distance of about 60 miles and includes the Palo Blanco, Palangana, Piedras Pintas, Kingsville, Agua Dulce, Saxet, White Point and Refugio fields. The Reynosa Escarpment zone includes a Pliocene overlap over older Tertiary sediments lying west of the Coastal zone. The western margin of the Reynosa formation forms a more or less well-defined westward facing escarpment with which the so-called Reynosa Escarpment fields are indirectly related. These fields include those in eastern Zapata, eastern Webb, western Jim Hogg, western Duval, McMullen, Live Oak, Bee, Goliad and Victoria counties. The interior zone includes these fields west of the Reynosa Escarpment which are not in any way related to it and are on separate types of structure. Production data by fields and wells are shown in Table 1. Roma.—During 1928 the Texas Co. completed two small gas wells at 198 ft. on the Roma Structure near the town of Roma on the Rio Grande in Starr County. This gas is of no commercial importance but was used for fuel in drilling other deep tests on this structure. Three dry holes ranging from 3600 to 4200 ft. were drilled; then their No. 4 Guerra, the fourth deep test, was completed during December as a small producer of 37" Bé. oil from a sand at 3560 to 3590 ft. No production was marketed during December but arrangements were being made to handle the output from this well during 1930. This is the first commercial producer in Starr County. Driscoll.—In 1929, Robert Driscoll discovered gas on his Santa Rosalia Ranch in Duval County while drilling water wells. Two sands were developed, one at 2400 ft. and another at 2936 ft. and several gas wells were completed in each, ranging in volume from 15,000,000 to 40,000,000 cu. ft. and in reservoir pressure from 500 to 1,000 Ib. Early in January of 1929, Mr. Driscoll's No. 14 Fee was completed as a 50-bbl. oil producer at 2894 ft. Two other oil producers were completed early in 1929. Lucien Eaton, Ishpeming, Mich. (communication to the Secretary *):—I began to use water Leyner drills at the Cliffs Shaft mine at Ishpeming, Mich., over four years ago, and now have over 20 in use. The ore in this mine is hard specular hematite, and is mined by the room-and-pillar system, the rooms being driven as breast stopes. For many years only 3 1/4-in. piston drills were used in the mine, each machine ordinarily being able to drill from 15 to 25 ft. of holes in a shift. In the hardest ground, however, it was often, impossible to drill more than 2 or 3 ft. in a shift. When water Leyner drills were used the footage drilled was materially increased, especially in the hardest ground, but it was found that in very hard ground the breakage of machine parts, and especially of drill steel, was very high. At this time round steel with lugs forged on the shanks was used, and most of the breakage occurred at or near the lugs. Many experiments were made in an endeavor to overcome this breakage, and it was finally decided to do away with the lugs altogether, and use hexagonal steel. Accordingly I designed a chuck to use hexagonal steel without luge, a tappet being interposed between the hammer and the shank of the' drill steel. When the National Forests were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claims in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment work on a mining claim, but, of course, patent to the ground cannot be obtained in this manner. If mineral were discovered on the land covered by a Special Use Permit, it would ordinarily be the policy to cancel the permit if it were clearly

INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

WHEN bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag maybe incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal. When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not mixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below. In a foundry melting 50,000 to 80,000 lb. of bronze per day, a week's accumulation of furnace slag and ladle skimmings amounted to 16,500 lb.-over three times as much as the foundry superintendent estimated before the accumulation was made. Two tons of this material was taken as representative of the lot. This was ground through a thoroughly cleaned ball-mill and concentrated over a Wilfley table. The

Evaluation of Ellenburger reservoirs in West Texas has been an uncertain matker at best because of the lack of cores and suitable core-analysis method. Large amounts of oil arc produced from sections from which sample cuttings are obtained that contain litile porosity and no oil saturation. It has long been realized that the formation in some areas contained numerous fractures and solulion cavities that probably contained the major part of the oil present but the magnitude of the porous system conltaining oil has been unknown. Diamond coring cquipmene, used in the mining industry lor many years, has been developed for oil-field use to obtain high core recovery in fractured dolomite that is not possible with conventional coring equipment. A 36ft section of the core recovered from a fractured Ellenburger reseivoir waS analyzed by a unique but simple method to obtain the first defmite evaluation of one section of the producing formation. The cores and the method of analysis used are described and the results arc discussed in some detail. Discussion The first successful known analyses of cores recovered from the Ellenburger formation in the Permian Basin area were made on cores recovered with the use of diamond core heads. Conventionul coring methods previously used have had lour core recovery and standard methods of analysis have proved to be inadequate for evaluation of those cores that were recovered. Core Descriplion The Ellenburger formation to be dis cussed was cored using diamond core heads and oil-base drilling fluid. Of the total 103 ft cored to a depth of 8893 ft in the Ellenburger, 99 ft or 96 pct was recovered. The dolomite cores were described as gray to white, crystalline to coarscIy crystalline, with chert and calcite inclusions. Occasional shale partings ? to ¼ in. in width were noted. A small amount of green clay was found in some of the coarsely crystalline material. So intergranular porosity was found by inspection in any of the cores. The core urns highly fractured over most of its length with not more than two continuous feet that failed to contain fractures. The fractures Were nearly vertical and varied in width from those harely visible to as much as one millimeter. SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. HAVING been associated with the operation of the de Vooys process for coal, which has treated 13,000,000 tons per annum, and recognizing the process as of value in ore sorting, Huntington, Heberlein and Co. Ltd. (Great Britain) in 1936 made an examination of all other existing methods. In none of the pioneer applications had recognition been given to the necessity for maintaining certain conditions that are essential for sorting certain ores if a truly efficient separation by gravity alone is to be assured. Consequently, in 1936-1937 Huntington, Heberlein and Co. Ltd., with Pearson, employing certain ideas connected with the de Vooys application, commenced the development of a separator that would allow conformance with optimum conditions in the zone where separation is effected. Later, Holt and Wade added to the value of the original application by Wuensch, Rakowsky and others, whose conceptions are being successfully operated today. Meantime, Trostler had enhanced the value of the original H-H. process by improvements that are now embodied in operating plants, and today the process incorporates an improved apparatus and a stable medium that produce the optimum conditions for separation. These conditions are: 1. Elimination of disturbing currents in the separating zone; 2. Reduction to a minimum of medium-density differences throughout. the separating zone; 3. Stable medium of minimum viscosity to permit the unretarded fall of mineralized particles; 4. Removal of products of separation with minimum disturbance to the separating zone. DESIGN OF SEPARATOR The H-H. sink-and-float separator consists of a pyramidal tank in which the separation actually takes place, connected at the bottom with an inclined bucket elevator. The tank and the elevator are filled with medium to within a few inches of the top of the tank. Medium is fed into the separator at a variety of points, according to the type of ore being treated, and it is withdrawn from the separator at two points: (1) together with the float product, by means of a variable-speed paddle, at the surface of the medium, and (2) by flowing over an adjustable weir cut in the side of the elevator casing. The prepared ore is fed onto the surface of the medium. The intermediate paddles, which revolve at a slow speed of 2 to 5 r.p.m., move the floating ore across the bath from feed end to float-discharge end. The ore, which is heavier than the medium, sinks below the sweep of the paddles and reaches the boot of the bucket elevator, which discharges it without disturbance of the separating zone.
