The market for Pennsylvania grade showed a drop both in demand and in prices, which reacted unfavorably on New York oil production, all of which comes under that classification. The output for the year in New York amounted to 5,045,200 bbl. The production in 1937 was 5,478,000 bbl., the largest in any year for the last half century or more. Falling prices, of course, affected new drilling. They declined from $2.20 a barrel, which was posted at the start, to $1.68 in the final months of 1938. With this came a reduction in the amount of oil that would be accepted by the refineries operating in the New York fields. Conditions therefore have combined to halt, at least temporarily, the growth of oil production in the state, which had experienced a steady gain for the last 15 years or more, the yield having risen from less than 1,000,000 bbl. to the round total of 5,500,000 bbl. in 1937. Practically all the oil now obtained is from old, developed fields. No new pools have been found in the last quarter of a century or more. The larger share comes from flooding the sands. Although there are many wells that still produce without the aid of the water drive, they are small and for the most part are pumped periodically. Of late, new drilling has been restricted mainly to that required to maintain existing flood projects. Because of the high initial cost and time required to put a flood into production, the depressed condition of the market has been a serious handicap financially, and, further, has been an unfavorable influence on the planning of operations to secure the maximum recovery of the oil. Unless market conditions improve, it is certain that the effects will be shown in the yield for some time to come. Gas Developments Drilling was active in the southwestern area, chiefly in Allegany and Steuben Counties, and some notable wells were brought in that tapped the Oriskany sandstone. Altogether 42 holes were put down in the two counties, of which 31 were listed as producers and 11 were dry. The new wells gave an initial daily flow of 239,000 M cu. ft. At the close of

A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals—petroleum included—is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates are not only never intended as a final word but must continually be subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding of what is meant by reserves and that the figures can only apply within the limited time when the controlling factors remain unchanged. It should be understood, further, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves and to leave out of consideration the questionable volume of the probable and possible oil reserves. Such a survey presupposes further a clear distinction between the known amount of oil underground in proven fields at any one time, and the proven reserves: the portion that can be economically brought to the surface and made available for utilization. Only a fraction of the petroleum stored underground in proven fields— usually associated with natural gas—is or can be economically brought to the surface, and not all of the oik brought to the surface is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the well is wantonly blown into the air and wasted. It is thus estimated that in the United States only some 25 per cent of the petroleum stored underground in proven fields is actually brought to the surface; and in actual practice close to 25 per cent of the total gas produced is now absolutely wasted. Although an aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph provided some form of radial-line method is used to determine the true position of images. The slotted-templet method, which is based on the well-established radial-line principle, has made it possible to construct accurate mosaic maps at a cost comparable with that formerly charged for the average mosaic. It makes possible the securing of these results with far less ground control, which is always expensive. It has expanded widely the possible use of aerial photographs for mapping. Although a vertical or oblique aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph. Some ground controls or data are needed, the number and accuracy to be governed by the mapping method to be used and the scale and final accuracy desired in the finished map. Radial-line Control It is essential that the principle of radial-line control in the use of vertical aerial photographs be understood and accepted before any confidence in the slotted-templet method can be gained. A simple sketch and some enlargements showing the Empire Stale Building will serve to illustrate the cause of displacement of an image that is above the datum plane as recorded in the photograph. The top of the tower of the Empire State Building is directly above the base, and when the image of the top is shown almost two blocks away from the center of the base, it is evident that the image of the top of the tower is not the true location, and in this particular case we know where the true location is; namely, over the center of the base of the tower. If the top of the tower were the top of a hill 1250 ft. high, we would have no way of knowing by inspection the true position of the top of the hill, so it is very important to have a method whereby the true location of any such point can be determined, and thereby make it possible to convert the detail of an aerial photograph into accurate information for mapmaking.

The value of the earth resistivity method in groundwater studies in Illinois has long been recognized. Owing to the sharp electrical contrasts between sand and gravel deposits and glacial till, alluvial silt or underlying shale, much of the earth resistivity prospecting has been of a relatively elementary nature and has been highly successful. Approximately 90 pct of earth resistivity interpretations by the State Geological Survey have been accurate for practical purposes. Four studies involving fairly simple geologic situations are presented in this paper as typical cases. FOR the past 20 years electrical earth resistivity exploration has been used in Illinois in many phases of study undertaken by the State Geological Survey, chiefly in locating and outlining deposits of water-bearing sand and gravel from which to obtain ground water for municipal and industrial supplies. At least 43 municipalities in the state derive their total water supply from deposits of sand and gravel discovered by resistivity methods. These deposits occur in both Quaternary and preglacial valleys and within much of the glacial drift which covers a large portion of the state. In recent years there has been much demand from rapidly growing municipalities for help from the Illinois Geological Survey to extend existing well fields. Water supplies for many and varied industries constitute a considerable portion of the Survey's studies. The diminishing need of water supplies for railroads has 'been accompanied by an increasing demand by the oil industry for water for secondary recovery programs. The instruments used by the Illinois Geological Survey follow closely the commutated direct current circuits developed by O. H. Gish and W. J. Rooney' using the Wenner2 electrode configuration. More recently replacement of the hand-driven commutator by a synchronous vibrator has led to increased ease of operation and accuracy. Continuing improvement of equipment and technique has led to many changes in the instruments, but the operating theory remains the same. In the field operation at a selected station, four electrodes are set at equal distances in the ground 6 to 10 in. deep, in a straight line. Jenks, of Boston, one of the owners of this interesting mine, I am enabled to lay before the Institute a suite of specimehs, illustrating its peculiar formation and the paragenesis of mineral species which it presents; and a recent brief visit and rapid reconnoissance of the locality permit me to supplement this exhibition with a general description, based upon personal observation. The mine is situated upon the Culsagee Fork of the Tennessee River, in Macon County, North Carolina, a few miles from Franklin. The most practicable route by which it can at present be visited is by wagon (or preferably on horseback) from Seneca City, S. C., a station on the Charlotte and Atlanta Air Line Railroad. The itinerary is as follows: to Walhalla,* nine miles; Walhalla to Highlands, twenty-nine miles; Highlands to the Culsagee, fourteen miles. By passing the night at or near Highlands, the mine can be reached and examined and the return to Highlands made on the second day; and the round trip, if performed in the saddle, can be completed in three days from Seneca City. It is not easy, with due regard to steed and rider, to do it in less time. The rough and precipitous mountain roads do not permit rapid travel; and the journey is at best a fatiguing one. But its slight hardships are overpaid by the stimulating effect of the climate and the great beauty of the scenery, both of which are destined to become more widely known than at present, to seekers for health and pleasure. Indeed the town of Highlands, already named, is almost entirely made up of northern immigrants, attracted by these advantages and by the inducement of cheap land for agriculture and stock-raising. The Culsagee or Sugartown fork of the Tennessee traverses the belt of ancient crystalline schists on the west flank of the Blue Ridge. This belt abounds in valuable minerals. Sodium sulfite as a zinc retarding agent in the selective Hotation of complex lead-zinc sulfide ores was discovered by the writer in the summer of 1919 in the testing laboratory of the U. S. Smelting, Refining & Mining Co.'s gravity concentrator at Midvalc. Utah. It proved to be the first reagent to give consistently good results in the laboratory on the cornpanj's Bingham ore. In December, 1919, C. A Lemke, concentrator superintendent, recommended that a flotation unit be added to the existing gravity mill to handle the mill slimes, using sodium sulfite as the zinc depressant Owing to the poor lead and zinc markets and the unfavorable royalty schedules offered by the Minerals Separation Co., the project fell through at this time. In 1921, a number of laboratory tests were made at Midvale. on other ores, among them ore from the Sunnyside mine at Eureka, Chlo. Both sodium and calcium sulfites were used with succcss on this ore. Early in 1923, further tests were made at Eureka, shortly after the Sunnyside company had resumed operations after a two-year shutdown. AS a consequence sodium sulfite was given a trial in the mill. The results showcd sufficient improvement over previous work as to warrant continuous use of this reagent in the lead circuit Exeept for a week or so in 1926 and for several weeks in April, 1927, when sodium cyanide and zinc sulfate were given trial runs in this mill. sodium sulfite has been used ever sinee.. Sodium sulfite was chosen rather than the calcim sulfite brcauscl of its gre1ater sollubility, making it possitdr. to introduee the reagent as a solutiun. This Solution is introdueed into the Marry ball mills along with the original feed of ore,. WHEN dealing with a new reagent, one is concerned with three principal factors: available supply, cost, and results. The atmosphere contains an inexhaustible supply of oxygen mechanically mixed with nitrogen (omitting rare gases and minor impurities) in the proportions of one volume of oxygen to four volumes of nitrogen. (All figures are based on slide-rule precision and minor impurities are neglected.) Expressed in terms of weight, 1 ton of oxygen represents a volume of 22,500 cu. ft. and is contained in a volume of 112,000 cu. ft. of air. Water, also an inexhaustible supply, is a chemical compound containing 89 per cent. oxygen and, 11 per cent. hydrogen. Of the hundreds of schemes proposed for the enriching of air or separation of oxygen, nothing of value has yet appeared. From the standpoint of mechanical separation, liquefaction followed by rectification is the only process that has been developed to a really commercial stage. Theoretically, it should be a .simple matter to separate the mechanical mixture of nitrogen and oxygen; but fractionation can be performed only by converting to the liquid phase and this phase can be obtained only at lower than critical temperatures. The problem, therefore, is not so simple and the cost of the actual operation bears no relationship to the theoretical simplicity of the process. The largest single unit of the required apparatus so far placed in commercial use will handle only 60,000 cu. ft. of air per hour through a compressor which operates at a little over 250 lb. per sq. in. After this apparatus has operated continuously for 14 to 18 days it must be shut down for 6 to 8 hr. to be thawed out, have accumulated impurities removed and again cooled down for production. The cost of such a unit erected in batteries, with necessary spares for maintaining production, and including prime movers, hoisting and all auxiliary equipment, will be about $125,000. To produce one ton of oxygen per hour requires two operating machines of this size; and if the production is to be absolutely continuous a spare unit must be provided. To operate a plant of two units requires 10 or 11 men, excluding boiler attendants, if steam is generated in the plant.

This paper is a discussion of the extremely valuable one of Mathewson and Phillips, The Recrystallization of Cold-Worked Alpha Brass on Annealing,1 which not only gives us a wealth of important data reached with great intelligence, but also shows both uncommon powers of imagination and a perfectly fair spirit. Let me try to analyze some of their results, and to enunciate some of the laws to which these results point. For brevity I refer to them as "The Authors." The page numbers in parentheses refer to their paper. 1. The Visible Aspects of Recrystallization.—Plastic deformation in a single direction, as in cold-rolling, draws the grains out in that direction, that is, inequiaxes them, without destroying their apparent individuality. Each grain seems to endure the drawing out without changing either its volume or its orientation materially, for the etching tint of each grain seems to be as uniform after as before the drawing out, save for the "etch bands,"2 shown in Figs. A to D of the Authors' Plate I. As the drawn-out metal is heated progressively, on reaching a certain "disintegration temperature" these old grains seem to break up, probably into submicroscopic fragments, and this apparent disintegration is followed by a coalescence of these fragments, so that their number decreases and their size increases, till they may become very much coarser than before the drawing out. Ruder3 coarsened the grains of silicon steel in this way till single grains reached an area of 50 cm. (7.75 sq. in.). The deformation itself probably breaks each grain up into many very small fragments, but the fact that each grain continues to have a uniform etching tint different from that of its neighbors indicates that these fragments retain the initial common orientation of the grain. The apparent disintegration which we observe, then, is rather an abandonment of community of orientation for individuality of orientation, by the fragments formed earlier during the deformation. Secretary's Note.—Mr. Bramwell was born in 1846, at Liverpool, England, his father being English, and his mother American, of Scotch ancestry. Brought to the United States in early childhood, he was educated at the public schools and graduated from the College of the City of New York. He subsequently studied his profession as a mining engineer at the Royal School of Mines, Berlin, Prussia, and was for a short time in the service of the Prussian government at Konigs hutte. Returning to this country in 1871, he was employed during succeeding years as mining engineer, chemist, and manager at various fnrnaces and iron works in Pennsylvania and the Southern States until, in 1883, he became actively engaged in the development of the Flat-Top coal-field of southwestern Virginia, in which region the town of Bramwell was named after him, in recognition of his services as a pioneer of the great industry which he did so much to promote. After prolonged and fluctuating ill-health, he died, July 13, 1894, at Paris, France. At the opening session of the Bridgeport meeting, the Secretary announced his death, and Mr. Pechin, being called upon, made the remarks reported below.— R. W. R. Widely as Joseph Herbert Bramwell was known, I. think I knew him somewhat better than any one else. After finishing his studies abroad, he came to this country, a very young man, seeking an engagement. This was about the beginning of 1871, as I remem ber, and I was then trying to make iron at Dunbar, at the foot of the Allegheny mountains, in Fayette county, Pa. His engaging manner and charming personnel, combined with his letters of intro duction, made me more than satisfied in securing his services as my chemist. At the outset we lived a sort of pioneer life, and for many months he was practically a member of my family, and the affection then formed remained unbroken to his dying day. I vividly recall the circular of April, 1871, signed by Eckley B. Coxe, R. P. Rothwell and Martin Coryell suggesting a meeting at Wilkes-Barre, Pa., for the purpose of forming the American Institute of Mining Engineers. At the last moment, prevented from going, I sent Bramwell; and I am more than glad that his name appears among those whose sagacity established an Institute that has become illustrious by reason of its numbers, the character of its members, its invaluable papers and its enormous influence for good

We will reply to Dr. Pitsch's discussion by 1) presenting in greater detail the single surface trace analysis which we performed on the reversed austenite plates in a single parent plate of martensite of known orientation, 2) relating the results of our analysis to the conclusions which Dr. Pitsch makes on the basis of our data, and 3) examining the validity of our selection of twenty-nine individual traces from the over 200 austenite plates which were observed in a surface of this single martensite plate. Fig. 7 shows a standard (001) projection of the martensite plate from which the austenite-martensite interface traces were taken. The traces are plotted on the projection as the small solid circles, and the great circles corresponding to the loci of plane normals which could contain each trace or could intersect the surface plane along the measured directions are also plotted. It can be seen that these great circles intersect at a point which corresponds to the normal of the surface plane on which the traces were observed. Also rate which occurred only at particularly low heating rates, see Figs. 1 and 3 in the paper.2 Since in this case the interpretation of Jana and Wayman is plausible and since we have no alternative to this interpretation, we would like to state only that the existence of a diffusion-controlled reversal at low temperatures seems to be not yet proved beyond any doubt. Some time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might .be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wroughtiron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right' angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows:

The waters of many oil fields have been regarded as buried sea water which has been retained in the sediments since the time of their deposition. The preservation of connate water through geological time has seemed improbable to only a few geologists, but there is room for doubt that buried sea water could remain in the strata during their periods of deformation and during the many subsequent epochs of the circulation of meteoric ground-water. Some have even suggested that the calcium chloride water in the deep mines of the Lake Superior region is ancient sea water buried in the Algonkian lavas, but it is hard to understand how such water could be derived from the highly sodic and sulphatic water of the sea. It would seem more plausible to connect the calcium chloride with the highly calcic magmas of the greenstones in which it is found. Chemical analyses of waters associated with oil differ widely from the composition of sea water, requiring extensive alteration of the latter, if the former is truly its derivative. The first notable difference is the general absence of sulphates from oil-field waters, but this has been explained satisfactorily through reduction by hydrocarbons and organic matter. Oil reduces sulphates with the production of hydrogen sulphide (or sulphur), water, and carbonates (or carbon dioxide). The second striking difference is in the high ratio of chlorine to sodium. An examination of the analyses of chloride waters from oil fields shows that they contain a large relative excess of chlorine over that in sea .water. -Moreover, there is difficulty in finding chemical reactions that are probable in nature, by which sea water could be converted into anything like the chloride waters of oil fields. In the latter a large part of the chlorine occurs as calcium and magnesium chloride. This condition might be produced by the removal of sodium carbonate, which, however, cannot be precipitated in the presence of much calcium or magnesium.

THE Athens mine is in the city of Negaunee, Mich. It is one of the larger producers of soft hematite ore on the Marquette iron range. The property is held under lease by the Athens Iron Mining Co., and is operated by the Cleveland-Cliffs Iron Co., which is a partner with Pickands, Mather & Co. in the Athens company. The mine was opened in 1913, and shipments of ore commenced in 1918, the total reaching 3,063,711 tons up to Jan. 1, 1932. Diamond-drilling from surface, together with a knowledge of geological conditions in neighboring properties, gave a comprehensive picture of the location, size and shape of the orebody before shaft-sinking started. Striking east and west, the orebody entered the east boundary of the property at a depth of about 1500 ft. below surface. A pitch of 15° to the west carried it down to about 2500 ft. on the west boundary, about double the depth of that of any soft-ore property heretofore worked on the Marquette Range. The width of ore averaged close to 500 ft., and the thickness 300 feet. The depth of the deposit and its size, together with an overburden of quicksand, which in places reached a thickness of 150 ft., presented unusual mining problems. The use of a caving system made surface drainage into the orebody inevitable, because the north boundary of the deposit was a vertical diorite dike 200 ft. wide, and the south boundary a northward-dipping impervious slate. S. R. Elliott, manager of the mining department of the Cleveland-Cliffs Iron Co., who was super-intendent of the mine at that time, conceived the idea of starting at the bottom of the orebody and working upward, reversing the usual mining procedure. This innovation divided the Athens orebody into a series of steps, or blocks, the first of which was adjacent to the western boundary, and therefore in the lowest portion of the deposit. Top-slicing was to start under the capping in this first block by raising from the bottom level, and development and mining were to progress upward in successive blocks to the east. IT IS impossible to speak in exact terms of the effect that selective flotation has had, is having, and may have on the State of Utah. Its results enter into the economic structure of the state in so many ways and its ramifications are so widespread, that every line of industry is affected. Some effects can be definitely determined; others can be reasonably approximated; but the effect as a whole can not be set out in exact figures. Utah is essentially a mining state; mining is its basic industry and always will be. Agriculture, equally a basic industry, and of course, equally vital, can be practiced on only 6 per cent. of the 85,000 square miles of its area. It follows, therefore, that the economic future of this state depends upon a development of its natural resources. About 6 or 7 years ago, the mining industry in Utah was at a low ebb. This condition was caused partly by postwar conditions and other temporary causes, but prevailed also, which was most important, because the direct-smelting ores of the state were being rapidly exhausted and the cost of treatment of complex ores was almost prohibitive. Furthermore, the wet concentration of low-grade ores was unsatisfactory and did not result in producing a good smelting product. On visualizing this situation, one of the large smelting companies in the valley had the courage, ability and faith to develop and expand the principles involved in selective flotation of complex ores. This example has been followed by other smelting and reduction companies and the result has changed the entire aspect of the mining industry in Utah. The utilization of the zinc in the low-grade, lead-zinc-silver ores was the principal problem to be solved. The average yearly production from the State of Utah for the 10 years beginning 1914 and ending 1923, was something less than 10,000 tons of zinc concentrates. This period includes the world war, when abnormal prices stimulated production. In 1924, selective flotation began to be practiced on a considerable scale, replacing concentration by gravity and bulk flotation which had been used generally until this time. This paper deals primarily with the advantages realized from the adoption of methods more suitable than those previously used. The improvements noted include: (1) modification of practice in shrinkage stoping, (2) use of sublevel caving over grizzlies, (3) improved haulage and loading, (4) use of contract wages wherever possible. The Washington mine is on Jonestown Hill, one mile south of Oxford, in northwestern New Jersey. It is producing 16,000 tons of concentrates a month, which are being shipped to the Alan Wood Steel Company's furnaces at Swedeland, Pennsylvania. History The first settlement in this region is reported to have been in 1735, and the magnetite ores were recognized immediately. The first furnace, built in 1741, began operation in 1743. During the Revolutionary War the output was chiefly used for making cannon balls, which, owing to the sympathies of the community, without doubt found their way into the hands of the British. This old furnace is still standing. Several important veins were soon developed, including the Martin, Strayley, McKinley, Adelaide, Welsh and Lanning. Mining was carried to a depth corresponding to the capacity of the pumps available. When these became inadequate, the workings were abandoned, and another vein was opened up. The Washington vein was probably discovered about 1850, and the first shaft started in 1854. In 1879, William H. Scranton made the first complete magnetic survey of the district and serious exploration of the deposit was begun. Rather indifferent success attended the earlier efforts of the many companies that attempted to mine and smelt the ore. In 1929 the property was leased by the Warren Foundry and Pipe Co. to the present operators, and the modification of practice then inaugurated is described in this paper. Geology These veins, like most eastern deposits of magnetite, are formed from, or are contemporaneous with, pegmatite intrusions into a gneissic country rock. The Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting as a part of this report the second of a series of maintenance cost comparisons. The committee's purpose is to assemble maintenance costs on all equipment connected with mechanical operations at the face of coal mining and to arrange these costs by districts so that comparisons can be made between districts and within districts. The committee, this year, sent 35 questionnaires to representative coal companies who either reported last year or had advised specifically of the inability to report to last year's questionnaire primarily because of limited time. The response to the questionnaire this year as not as good as last year, only 20 of the 35 selected companies returning a completed questionnaire. This year's data have been compiled and combined with last year's data to present a comparison of the 1945 and 1946 costs of loading machines, shortwall cutting machines, universal cutting machines, service locomotives, shuttle cars, and mine cars. The same tabulation by districts is used as was used for 1945. As was indicated by last year's report there is considerable variation in the in cost of mining machinery in the various coal mining districts and due to this high variability it was not felt practical to attempt to arrive at weighted averages. Consequently, all average figures used in this report are straight averages. An analysis was made of companies reporting both this year and last year in an attempt to determine the trend in maintenance costs for different classes of equipment. Ten representative companies are used in this computation. Table I shows the average cost for 1945 and 1946. It is felt that the negative trend in the maintenance cost of universal cutting machines probably represents the effect of the purchase of a relatively large number of new machines in 1946 with little maintenance cost appearing during the first Year of operation. The grand total figure indicates an upward trend amounting to plus 18.7 pet. However, this figure is viewed with some suspicion because of the effect of the universal cutters decreasing maintenance cost and it is concluded that direct application of percentage increase should be made to types of equipment. It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals—petroleum included—is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates are not only never intended as a final word but must continually be subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding of what is meant by reserves and that the figures can only apply within the limited time when the controlling factors remain unchanged. It should be understood, further, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves and to leave out of consideration the questionable volume of the probable and possible oil reserves. Such a survey presupposes further a clear distinction between the known amount of oil underground in proven fields at any one time, and the proven reserves: the portion that can be economically brought to the surface and made available for utilization. Only a fraction of the petroleum stored underground in proven fields— usually associated with natural gas—is or can be economically brought to the surface, and not all of the oik brought to the surface is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the well is wantonly blown into the air and wasted. It is thus estimated that in the United States only some 25 per cent of the petroleum stored underground in proven fields is actually brought to the surface; and in actual practice close to 25 per cent of the total gas produced is now absolutely wasted. HENRY TRAPHAGEN, * Toledo, Ohio (written discussion t).-The occurrence of flakes in steel is a perplexing problem, if we consider this condition as a disease rather than a symptom. But if considered as an exaggerated phase of a common disease, flakes will be recognized as old and well-known enemies. I have frequently found flakes in open-hearth steel, converter steel, and even electric steel; and not only in the so-called alloy steels but in dead soft 12-point carbon castings. In fact, I have some twenty flaky test bars that came from a foundry that manufactures converter steel castings. The physical characteristics of such material are striking in their constancy, for the yield point and elastic limit are always high, the elongation is variable, and the reduction of area is nearly always negligible. Soft steels of this kind can easily be bent to an angle of 150° and the only bad symptom is the appearance of incipient cracks on the surface; when the carbon exceeds 30 points, the bending qualities are seriously affected; and when the carbon reaches the neighborhood of 50 points, the bars are generally pulled short. The elongation is peculiar in that it seems to take place along the whole length of the bar, giving a crinkly appearance such as is found in cast brass and monel metal. Of course, this elongation only takes place in the softer varieties of steel. I have stated that flakes in steel represent exaggerated symptoms of a common disease, and that disease is the presence of higher oxides of iron. In every instance that has come to my attention, this condition is coexistent with the presence of oxides in some form. In open-hearth practice when this condition occurs, almost invariably it will be found that the metal has been loaded with ore or that tons of rusty turnings were being melted. In converter practice, one of three conditions is nearly always present: bad cupola practice, the use of oxygenated pig iron, or faulty tuyeres. With the electric furnace, my experience is quite limited, but the few examples of flaky electric steel that have come to my notice were made from a charge of turnings and low-grade light scrap.
