THE technical- advantages of adding oxygen to air and producer gas, or using it as a reactive agent, producing 400 B.t.u. gas instead of. the present 150 B.t.u., with higher flame temperatures and a reducing flame possible, with a smaller volume of gases passing through a furnace, will result in quicker melting, sharp working, and the production of a higher quality steel. Probably electric-furnace quality steel can be produced in an open-hearth furnace using oxygen. A modern, standard, 100-ton open-hearth furnace, with all equipment, costs from $350,000 to $500,000; there are about 1000 open-hearth furnaces in this country. When considering the use of oxygen in the open-hearth furnace, it is necessary to study: (1) The use of oxygen in the present furnaces, such that modification of existing furnaces and equipment cost the minimum, although the full advantages of oxygen are not thus obtainable. (2) The use of oxygen in a furnace designed for its use, producing quality and quantity steel at the lowest possible cost. This entails the junking of approximately one-half the value in existing equipment-writing off $250,000,000. The basis of such an estimate is the present cost of manufacturing open-hearth steel. Objection may be taken to some of the unit prices here given, but while some companies obtain their ores for much less, the prices quoted are -market price. They are used to show the maximum economy obtained by oxygen at that point.

A few years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as a The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous thronghout the world. You ladies and gentlemen who have come from what wc here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of " The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since '' The days of old, The days of gold, The days of '49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $3,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. J.--It requires a good deal of timber to operate, especially the caving systems. An important function in mine operations now seems to be forestry and to operate a timber tract in order to insure a supply of timber. By depleting the timber resources of your section, you only increase your costs later when timber must be brought in from the Pacific Coast or the East. Our experience has been that any square-set method of timbering is the most expensive. Timbering for stoping systems, top slicing if you will, although it uses a large volume of time does not require as expensive timbering as the square-set method; also it does not require as long a life for-the timber, so that such wood as birch and maple, which have strength but not long life under the fungus conditions in the mine, may be used. All the drifts in the orebody are thoroughly timbered, and it has required a lot of timber. If we had it to do over, we would spend a lot more money in the development of rock drifts; as a matter of fact, we must ultimately come to that any way.

ANDES, lying south of Chuquicamata and north of Braden on the western slope of Chile's cordillera, can best be described as a big well-managed copper-mining enterprise without any peculiarly outstanding features. In point of copper produced, since output started in 1927, it ranks fifth among the Porphyries, being exceeded only by its two Chilean contemporaries and by Utah Copper and Morenci in the United States. Even so, there is little to distinguish it from other properties. It does not have the phenomenally rich ore (better than 2 per cent copper) that characterizes Braden; and it is not in the same class as Chuquicamata whose ore has the excellent tenor of around 1.7 per cent, nor has it Chuqui's immense tonnage of proven ore reserves and potential ore resources. One might say the operations are standard in that there are no basic or radical departures from established practice. A letter from New York supplying me with sundry pertinent facts for which I had asked, makes this comment regarding the answer to one inquiry: "omitted because it is the ordinary equipment found in any well-run mine." The substance of that remark applies generally to the other operations, plants, and facilities. One interesting fact that helps explain this situation should not be overlooked. Until the "new" Morenci in 1942, Andes was the last of the Porphyry copper mines to come into production. It did not do much pioneering because other companies had, of necessity, charted the way in many particulars. Vibrating wire stressmeters (VWS's) and borehole deformation gages (BDG) were deployed in two in-situ heater experiments at Stripa, Sweden to determine the thermally induced stress changes in the rock mass. The heater experiments ran for 18 months, including a six- month cool-down period after the heaters were turned off. Gages were installed in both horizontal and vertical boreholes and were subjected to temperatures ranging from 10°C to 120°C, depending upon the distance of a gage from the central heater. Most gages operated in a moist environment because groundwater flowed into many of the instrument boreholes during the experiments Of the 36 VWS's installed, six failed. Failures were attributed to corrosion of the vibrating wire due to moisture entering the gage body. Of the 30 BDG's installed at the beginning of the experiments, 22 failed, also as the result of water entering the gage body. Modification and reinstallation of the gages eliminated the problem of water infiltration, but much data from early stages of the experiments was lost due to gage failures. Calibration of the VWS in blocks of Stripa granite showed a lack of repeatability. Variability in calibration results are attributed to seating effects, to variations in the elastic modulus of the rock, and to changes in temperature. These three effects combined to produce an error judged to be approximately ±33% of the stress changes measured at Stripa. In contrast, the major source of error in determining stress with the BDG appears to be the uncertainty in rock modulus and thermal expansion coefficient. The method described is a modification of Schutzenberger's whereby the solution in titrations and the standards are protected from the atmosphere by a layer of kerosene. Indigo-disulfonate is the indicator and sodium hydrosulfite the standard. The method is rapid and delicate. It has been tried on a variety of mill solutions and mill men have found the method of value. THE important part that dissolved oxygen plays in the cyanide treat-ment of gold and silver ores is commonly recognized by most metallurgists and mill men.. But heretofore there has been no simple method on which the mill man could rely for determining the amount of oxygen in the various mill solutions. A few methods are adaptable to the, laboratory, such as the gasometric1 determination by actually measuring the oxygen. Winkler's2 iodometric method, and Schutzenberger's3 method, which depends on the reducing action of sodium hyposulfite on a blue solution of indigo carmine; but these are not readily adaptable to the needs of the mill man and cannot be applied to cyanide solutions without modification. The gasometric method is the most accurate but it takes too long to complete a determination. White's' method (a colorimetric method that depends on the degree of coloration imparted to a solution of pyrogallic acid in the presence of caustic soda) although much more rapid than any of the methods named, often gives misleading results on account of grading of colors of different solutions, which nearly always contain various kinds of salts. The method herein described was devised for the use of the mill man, the aim being to develop a simple, practical, accurate method. The production of oil in Mexico during 1929 was approximately 45,000,000 bbl., or 5,000,000 bbl. less than in 1928. The production of the fields near Tampico showed a decline of over 10,000,000 bbl. for both the light and heavy crudes, which was partly offset by an increase of over 5,000,000 bbl. in the production of the fields in the Isthmus of Tehuantepec. During 1929 the retrenchment policy followed by practically all the companies was continued and no material improvement should be expected until the unsatisfactory conditions that brought about this situation are remedied. A new administration has just assumed control in Mexico; it should remain in power for 6 years, and the progress of the oil industry during that time will depend primarily on the policy pursued by the new government with respect to oil development. Development During 1929, there were drilled 214 wells as compared with 371 in 1928 and 583 in 1927. The percentage of producers in 1929 was 47.2 as against 34 per cent. in 1928. The new wells did not show water as quickly as in 1928, particularly in the Cacalilao field, where the greatest number of producers was brought in, their average initial daily production being 380 bbl. The flush daily production per well in the Southern fields was 1730 bbl., while the wells in the Isthmus of Tehuantepec came in with an average of 770 bbl. Development is summarized in Table 1. In the Southern fields 63 wells were drilled in 1929, of which 23 were producers, the best being drilled in Paso Real. This development tends to show that the southern extension of Dos Bocas-Alamo fault from Alamo to San Isidro terminates at San Isidro. The two wildcat wells completed in 1929, one in Magiscatzin and the other in Xicotencatl, were failures, and at the end of the year there were eight wildcat wells drilling and material was being hauled for two more.

THOUGH coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence sand foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals.; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869-70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, "though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. The purpose of this paper is to review the more important developments in the production of petroleum during 1930 in Texas, excluding the Panhandle and Gulf Coast districts, giving emphasis to trends rather than to statistics. Outstanding Developments Aside from increasing curtailment of drilling operations and general prorating of production by state authority the most noteworthy developments for the year appear to have been: 1. Demonstrations of the fictitiousness of potentials as shown first by Darst Creek pool, rated at 180,000 bbl. and having actually 78,000 bbl. daily, and especially by the Hendricks pool of Winkler County, with potential of about 1,000,000 bbl. daily in mid-year and production of only 52,000 bbl. daily when opened to continuous full production in December. 2. Rapid development of the Darst Creek pool under competitive drilling. 3. Orderly and highly successful development of the Van pool under unit operation. 4. Failure of several highly rated structures southwest and northeast of Van. 5. Extension of the deep Simpson production at Big Lake and increased interest in these pre-Mississippian pays in North Central Texas and West Texas. 6. Discovery of prolific wells in northwest Rusk County from sands of Upper Cretaceous age, portending a rapid and extensive development campaign around the northwest margin of the Sabine uplift. North Central Texas It appears logical to discuss the new developments by districts as set out by the American Petroleum Institute, but North Texas and West Central Texas districts will be treated together. This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

In1950 studies concerning mining and milling of the approximately 17 million tons of ore remaining at Outokumpu revealed the surface facilities for economical treatment were inadequate. The two shafts would soon be too far from the mine workings. Moreover, in spite of several extensions, mill capacity was insufficient and recoveries were not satisfactory. Therefore it was decided in 1951 to sink a new shaft and to build a new mill and auxiliary surface buildings around the shaft. The new shaft was sunk near the center of the remaining orebody, about 650 ft from the ore to the footwall side. This location placed the main part of the shaft as well as the crusher rooms and the ore bins around the lower end of the shaft in the firm and strong mica-schist.

Key elements of open-pit design fixing the ultimate pit limits are stripping ratio, pit slope angle, and grade cutoff. Results of exploratory and development drilling should be reduced to horizontal sections corresponding to level spacing. It is advisable to interpolate the actual drillhole values to a uniformly spaced 50-ft grid system. Vertical sections can be and are used to approximate the fixing of pit limits, but horizontal sections must be used to optimize a pit design. To develop a pit design requires the establishment of the break-even stripping ratio. This ratio is applied only at the surface of the final pit and must not be confused with the over-all ratio, which is always less; otherwise there would be no profit in the operation. The basic concept of tunnel boring has not changed since the late 1800's. R. Stanley of Great Britain obtained a Canadian patent as early as December 1891. Mr. Stanley's machine was a device that consisted of a rotating wheel equipped with drag-type teeth; it had a means of thrusting the cutterhead against the face or heading; it had a means of clamping or gripping the machine in its bore; it had a means of collecting and depositing the cuttings into a screw-type conveyor located near the invert of the tunnel. It even had a means of varying the speed of the forward motion of the machine to suit different hardnesses of rock encountered. This description essentially fits the latest tunnel-boring machines being built today. In short, there has been no significant advance in the basic concept in 70 to 80 years. It may well be that no significant change can be expected for some time into the future. Today's machines, while still basic in concept, offer many advances aimed at faster tunneling. Among these are 1 ) improved cutters, 2) guidance and steering devices, 3) dust-control devices, and 4) mechanisms to aid in installing tunnel supports. CUTTERS The most important part of a hard-rock tunnel borer is the cutter. If the cutter can cut the rock, it is a boring machine. If the cutter cannot cut the rock, no other part of the machine can. When Jarva, Inc. decided to build a machine, the first problem was to find a good cutter. In our search, we looked at most of the cutters on the market. We selected Reed Drilling Tools' cutter because the design of their cutter was aimed at hard-rock tunneling. We feel that they build the best cutter available and provide the best possible service to their customers. As tunnel-boring machine design advanced, the transition from drag bits to roller bits was natural because harder formations required a roller bit, and it is the goal of all mole users to bore harder formations. WHEN a molten zone traverses a long, solid ingot in a level, open boat the ingot becomes tapered. While the taper may be slight after one zone pass, it can be appreciable after repeated zone passes, even to the extent of causing an overflow of matter at the end of the boat. It will be shown here that such matter transport by a molten zone arises from the volume change on melting and that it corresponds in magnitude and direction to the magnitude and sign of the volume change. It will be shown also that the mechanism of matter transport is basically similar to that of solute transport by a molten zone, which has been discussed elsewhere,1,2 and that the two processes can be described by similar equations. Finally it will be shown that matter transport can be prevented by inclining the ingot at a critical angle. Contraction on melting results in forward transport, that is, transport in the direction of zone travel; expansion on melting results in reverse transport. The way in which forward transport arises from the contraction on melting may be seen as follows: At the starting end of a solid horizontal ingot of uniform rectangular cross section of height h., form a molten zone of length 1, as shown in Fig. 1. The height h of the liquid will be h. where a is the ratio of density of solid to that of liquid. Advance the molten zone, at constant length, a distance dx. The volume of solid melted will be hdx; the volume of solid frozen will be Izdx, because the height of the freezing solid will tend to be equal to that of the liquid. The resultant change, dv, in liquid volume will be the difference in these quantities multiplied by the density ratio. THERE are two distinct methods of combating corrosive conditions. The first and most popular method is to choose a surface or material which will give adequate service under the specific and general conditions which are present. The second is a control or modification. of the corrosive conditions to the end that metals and materials which would be attacked and corroded without such control or modification may be used. Under the first method of attack of the corrosion problem may be grouped such devices as the selection of metals or alloys which offer great resistance or the use of protective coatings such as paints, lacquers or metallic coatings. Such procedures are exceedingly useful. It is, undoubtedly true that most of the problems of corrosion will be solved by recourse to this first method of attack. However, it must be remembered that there are many conditions in which metals are used where the choice of the particular metal to be used must depend upon other factors than corrosion behavior. Some of the factors which may govern the selection of metals for specific use are the physical and mechanical properties of the metals. But there is another factor which is of prime importance and that is relative price. It is the pressure of these factors of mechanical properties, physical characteristics, and relative price that has acted as the stimulus for the second method of combating corrosion. The producer and user of various metals is confronted with the fact that because of mechanical properties, physical characteristics, or price, the use of a particular metal is desirable even though the corrosion conditions are adverse to the use of the metal. In many cases, the successful use of the metal may be made even though it is impossible to protect the metal by coatings. This is rendered possible by control or modification of the corrosive media.

The area described herein is situated on what is known as the Arches Fork anticline in Roane and Calhoun Counties, W. Va. When the area was first mapped, it was felt that well records would give a more intimate idea of conditions, both structural and lithologic, than could be expected from surface horizons. The surface formations are chiefly members of the Monongahela series, though northward the hilltop outcrops are those of the Dunkard. Neither series offen a key horizon sufficiently definite to be satisfactory, although the structure as determined from well records was later checked against two of the more persistent surface sandstones. In mapping the subsurface structure, the top of the Big Lime (Green-brier) was employed as the key horizon. The average depth to the top of the Big Lime varies from 1600 to 2000 ft. (487 to 609 m.), while the average thickness as indicated by well records is 113 ft. (34 m.). The oil-producing formation is the Big Injun, lying just below the Big Lime. In two instances, well records show the Lime and Injun separated by a few feet of "break." The Big Injun is recorded as having a variable thickness. Seven logs report it as missing and one gives it the maximum thickness of 105 ft. (32 m.), while the entire average for thickness is 19 ft. (6 m.). Relation of Structure to Thickness of Big Injun The seven wells reporting the Big Injun as absent were located near the anticlinal axis. Moreover, the general tendency is a thickening of the Injun on the flanks of the anticline, increasing with distance from the axis. Manifestly, this apparent anomaly has no stratigraphic basis, as the actual thickness of the Big Injun and the overlying Big Lime was determined by original deposition which no amount of subsequent folding could appreciably alter. Fig. 1 is a skeleton map of structure based on the top of the Big Lime; Fig. 2 is a cross-section showing the thickness of the Big Injun.

Barite deposits are of widespread occurrence in Nevada but there are few pro-ducing properties; most of the latter are in northern Nevada. The production of the state is small at present-in the neighborhood of 15,000 tons annually-but is steadily increasing. The barite occurs in veins and also as replacement deposits in lime-stone. The bulk of the production has come from the replacement deposits. It is thought that the barite was deposited from rising hot waters similar to-and probably contemporaneous with-those responsible for some of the metallic ores of the state. This paper discusses only the deposits in northern Nevada. THE commercial mining of barite did not begin in Nevada until 1916 but although the production has been small there has been a rapid increase in tonnage during the past several years. Barite is widely distributed in the state and production comes from at least nine of the seventeen counties. Apparently this is not generally known, as only two counties are mentioned in a recent publications dealing with barite. The increase in output is due largely to recently discovered barite deposits in northern Nevada. The principal production has come from the northern portions of Lander and Eureka counties; smaller amounts from Elko County. The discussion in this paper is confined largely to the deposits in these counties. Most of the producing area is tributary to the Western Pacific and Southern Pacific Railroads, whose tracks lie along the Humboldt River. Barite is known from other northern counties but so far the production has been small. The output has come entirely from veins and replacement deposits, the latter largely in sedimentary rocks. In general, the barite from veins is white; that from the replacement deposits usually is dark gray to black, although some is light gray or white. Most of the veins contain sulphides and many barite-bearing veins have been worked for their content of base or precious metals.

REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes
