It is now generally recognized that to secure the greatest ultimate recovery of petroleum from a field it is necessary to maintain at all times the lowest possible ratio of gas to oil production. The numerous ways of securing low ratios are not so generally understood or practiced. To many operators, reduction of gas-oil ratio simply means "beaning back" wells, with resultant reduced production rate. This postponement of production is often considered and spoken of as "lost" production, with the result that control of gas-oil ratio is in disfavor with some operators. Various methods are herein discussed by which gas-oil ratio may be reduced, some of which invoLve no curtailment of current production, while others are accompanied by an actual increase of daily production. It is further shown that in cases where rate of production is reduced to conserve gas, the indicated ultimate recovery is generally increased. Principles involved are discussed, and conclusions are illustrated by data from the operation of wells. General Principles The rate and ratio in which oil and gas enter a well are solely dependent, so far as the operation of that well is concerned, upon the pressures maintained in the well opposite the producing strata at various times and at various depths. The method of getting the oil out of the hole, whether by natural flow, gas-lift, or pumping, has no effect upon either rate of production or ultimate recovery except through its effect upon pressures. Oil apparently enters wells according to some such equation as the following: R = KC(Pf - Pw)n Where R = rate of production. K = well coefficient, depending upon thickness of sand, and size and number of pores in the sand. C = fluid coefficient, depending upon viscosity, surface tension, etc.

FRom the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was due entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides, the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was due entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

The lead smeltery at East Helena, Mont., controlled by the American Smelting & Refining Co. since 1899, has been in continuous operation for the past 25 years. Most of the old smelting and roasting practices have been superseded by newer and more modern methods, but on account of the difficulties involved in changing the original construction, some of the methods in use of handling materials are not the most modern. This plant, however, is particularly interesting as being one of the few essentially lead smelteries in the United States. At Federal, Ill., Collins-ville, Herculaneum, and possibly other places, similar work is being done, but it is doubtful whether any of them produces as much lead as the East Helena plant, whose monthly production averages 6,500 tons. The situation, 5 miles east of Helena, is convenient to both the Great Northern and Northern Pacific railroads, while the electric power is obtained from Canyon Ferry, 12 miles east on the Missouri river. Local quarries supply the requisite amount of lime rock, which the contracts require to be crushed to 5 in. Of the 450 men on the monthly pay roll, a census showed 200 Austrians, 110 Americans, and 30 Italians, the balance being made up of miscellaneous nationalities. The ore supply is mainly derived from the Coeur d'Alene mines in Idaho, and consists of crude ore, coarse and fine concentrates, middlings, and slimes. About one-half of the total output of the Coeur d'Alene camp is sent to East Helena. An average analysis of these ores gives approximately 40 per cent. lead and 11 per cent. sulphur. Local shipments, varying from month to month, are mostly highly siliceous gold and silver ores carrying little lead. Small shippers, leasers of old mines, and prospectors are very numerous throughout Montana, and it is the policy of the company to encourage these men by every possible means, including the free sampling and analysis of their ores and aid in the development of their mines and prospects, whenever their results show promise.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 yearn before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages. COAL IN AMERICA In the Americas, there is evidence here and there of occasional use by the Indians. However, the first recorded discovery of coal, in what is now the US, was by French explorers, who reported an outcrop exposure on the Illinois River in 1679. Following this, other discoveries were made by French and British explorers, but the first recorded actual usage was in Virginia in 1702, where a French settler was granted permission to use coal for his forge. Earliest recorded commercial mining was in 1750, from the James River coaEeld near Richmond, VA, a deposit now abandoned. Besides local consumption from this field, shipments were made to Philadelphia, New Pork, and Boston. With each year bringing the exploration of deeper and deeper producing horizons in the effort to maintain production, the problem of lifting the oil to the surface is continually becoming more difficult. Flowing and gas-lift wells eventually decline to such a point that pumping is necessary. The increasing loads on sucker rods resulting from deeper pumping operations are approaching the ultimate strength of the rods with consequent reduction in the factor of safety. With this diminishing factor of safety, the vibratory stresses causing fatigue, crystallization, and ultimate fracture become more important. These vibratory stresses are the result of varied pumping conditions which, if properly understood and investigated, may be eliminated to a great extent. To accomplish this purpose, a recording dynameter has been developed which gives an indicator card showing the actual load on the polished rod at each point of the pumping cycle. Recording Dynamometer The instrument consists of a dynamometer head of the piston and cylinder type filled with castor oil, and a recording device, the movable card holder being connected with the dynamometer through a system of levers and the hollow spring gage connected with the fluid chamber of the dynamometer by a high-pressure flexible tube. The dynamometer head is hung from the beam with an ordinary hanger and lugs on the cylinder, while the piston is attached to the polished rod. The movable card holder actuated through levers moves in a vertical direction pro-portionate to the movement of the polished rod. The recording arm of the hollow spring gage inscribes on the card the pressure at all times. Thus by proper scales, the indicator card gives the load on the polished rod at all points in the pumping cycle. Fig. 1 shows the hookup of the recording dynamometer at a pumping well.

The electrical methods for surface-prospecting have been well developed in the last 20 years. The method involves, in the classic form, the sending of an electrical current into the soil, by means of two electrodes A and B, and studying the potential distribution at the surface, by measuring the difference of potential between pairs of points such as M and N. The points M and N are usually placed on a line between, and equidistant from, A and B. By increasing the distance AB, the current sent into the Earth, and likewise the distribution of surface-potentials, become influenced by regions of greater and greater depth below the surface. By varying the form and dimensions of the electrode-arrangements AMNB, called a "quadripole," one may make valuable deductions concerning the nature or thickness of beds, if one knows the electrical properties of these beds. On the other hand, if the form and dimensions of the electrodes AMNB remain fixed, the depth of penetration of currents in the Earth remains, so to speak, almost constant, although it tends to increase where the subsoil is more conductive, and conversely. Therefore, if one moves the constant-dimension quadripole over all the terrain to be Investigated, one achieves approximately a horizontal exploration. This permits a study of tilted beds or faulted horizon-tal beds. When the particular problem becomes deep, of the order of 2000 meters, or more, it is ne-cessary to Increase the distance between the current-sources AB to a length such that the work 'comes very troublesome, especially if the region is wooded. At the same time, the separation the points M and N must be likewise great (for example, one km) in order to obtain differences potential which are not too small; the measurement of potential differences across MN is then difficult because of the presence of parasitic potentials, due to a flow of telluric currents in fourth, and the order of greatness of these currents may exceed the quantities to be measured.

A shale layer, buried beneath two or three thousand feet of strata, in some instances, will upon folding become thicker in the synelines and thinner on top of the anticlines. This can be accounted for, in part, by the stretching on the crests of the fold and the compressing in the troughs; but this will by no means account for all of it, as is shown in the example herein set forth. It is my firm belief that the rest of the thickness is due to flow. What causes the movement, however, does not concern us here, SO long as there is movement, for this article purposes to show its effect upon the producing area of different sands. It is the author's hope, in this way, to drop a hint or two that may be valuable to the oil geologist, in making estimates of future productions and values of oil properties. An example will be given from property in the famous Gushing Pool in northeastern Oklahoma, where the author has had occasion to make a detailed study before recommending some property to his company, and has then been able to watch the results of this work. The author never mapped the surface structure in this pool, as this had been done by Frank Buttram when he was with the Oklahoma Geological Survey. We are using, therefore, a section of his map in this article for our surface contours. The main east dip comes farther east than this section shows. From the 10-ft. contours in Fig. 1, it will be seen that the surface folding is very slight, but in the contour map of the Bartlesville sand (Fig. 2), which was the greatest producing sand, we see much more complex folding. It seems that the folding becomes greater with the depth. Folding may have started in Middle Pennsylvanian times and continued through the Upper Pennsylvanian which is found at the surface. This may, or may not, have been the cause of the increase of folding with depth. However, the fact that mostly concerns us is the interval of shale between the Bartlesville sand and the Tucker sand. The Tucker is the next productive sand below the Bartlesville. Not enough wells have been drilled to the Tucker sand to make a contour map of it, but

The opening session was held on Tuesday evening, October 23d. Mr. J. F. Lewis, on behalf of the local committee of arrange ments, made a short address of greeting to the members assembled, and then introduced Gov. A. H. Holley, of Lakeville, Conn. Gov. Holley addressed the Institute as follows: Gentlemen, we give you cordial welcome to a mining, manufac turing, and agricultural country, of which we are not a little proud. We welcome you as an association, and as individuals. We invite you to an inspection of our resources, and to our methods of im proving them. We appreciate the results of your efforts in past years, and we anticipate good from your advice and counsel in the future. You are in the vicinity of some of the oldest mining and manufacturing operations in iron in our country. It will be our pleasure to conduct you to a mine which was worked for more than a half century before our country achieved national inde pendence, and to point out to you the spot where the products of this mine were wrought into cannon and shot during the progress of our Revolution. We can show you also a far larger area of mining country than was supposed to exist in this vicinity at that early day. There are, within a radius of thirty miles from this spot, ten mines at least that have been extensively worked, and there are as many more that have been occasionally worked, with a fair degree of success. All the mines that are wrought to any extent produce excellent qualities of iron, while many of them in various combinations produce as good material for the manufacture of steel, car wheels, axles, and many other purposes, as can be found in ally country. The old Salisbury iron retains its reputation for tensile strength unsurpassed, when made entirely from the ore of the old mine. The progress that has been made in the development of these mines since the days of the pickaxe, when the product was trans ported in pounds upon horseback, to those of the steam-engine, which now moves hundreds of tons per day, presents, indeed, a

The old Telegraph mine lies on both sides of Bear gulch, a short branch of Upper Bingham canon, and nearly in the center of the group of mines called the Bingham Mines, about twenty-seven miles southwest of Salt Lake City. It is considered, by local miners as the most important mine of the district. The geological formation consists of Weber quartzites, with subordinate conformable limestones and shales, alternating with porphyritic rocks. These widen towards and connect with the massive backbone of the Oquirrh mountains, while the quartzite develops itself on the slope broken through by Bingham canon. The porphyry not only runs between the strata, but also cuts across them, isolating large portions near the mountain mass, and again on a smaller scale it penetrates some joints in the quartzite. It is a crystalline felspathic rock, containing variable proportions of quartz, mica, hornblende, chlorite, and iron pyrites as accessories. In places, it takes a less distinct or almost uniform fine-grained structure. It has a gray or greenish, and, when much altered, also a reddish or even white color. The quartzite is a fine-grained or almost compact grayish-white or bluish or reddish quartz-rock, containing in places fine scales of mica and grains of iron pyrites as accessories. The raised, folded, or broken masses show well-defined bedding-joints, and their general dip is 35 to 50 degrees towards north or northwest. In the porphyry occur metalliferous veins with a prevailing N.E.S.W. strike. These are in general narrow veins; their principal contents are not dissimilar from those of the other deposits; but there is considerably less oxidation near the surface and the ore is mostly richer in silver and gold. In the quartzite the ore-deposits generally occur on the joints of bedding. The more important deposits occur either in clearlydefined contact-veins or, more often, in somewhat vaguely-defined mineralized zones, that could be called contact-zones. These comprise several masses of more or less altered or decomposed rocks and the newly-distributed products of their mechanical and chemical decomposition, such as breccia and clay in seams or in more irregular bodies..

THE milling of silver ores has arrived at a great degree of perfection in the mining districts of our Western States and Territories, and I have thought the record of the practical results obtained at the present time, in a few of the principal districts, would prove of value and interest to many of our members, both at home and abroad. An American silver mill is composed, in descending order from where the ore is dumped, of: 1st. A rock-breaker, usually of the Blake or Alden pattern ; 2d. The battery of stamps, the number of which varies from 5 to 120, generally in batteries of 5 or 10 heads, so arranged that a single battery may stand while the others are running; 3d. The tanks where the crushed ore settles (if it is a wet stamping-mill), or of a drying-floor if the crushing is done dry; 4th. Amalgamating pans ; 5th. Settling pans ; 6th. Agitators or pans in which mercury escaping in the tailings is caught; 7th. Blanket sluices, over which the tailings run, and where mercury and unamalgamated sulphides are saved. A reference to the engravings (see plate), which show one of the latest forms of an 80-stamp silver-mill run by a turbine water-wheel, will show clearly the arrangement of the several parts. THE ONTARIO, UTAH, SILVER MILL. One of the best examples of a silver-mill, and at the same time one of the most successful concerns in the West, is the mill of the Ontario Silver Mining Company, near Salt Lake, in Utah. This mill treats the ore from the Ontario mine, ore which at present is very base, being composed of zinc, lead, and silver sulphides and silver chloride in a quartz gangue. This ore has become baser as the mine attained greater depth, though the vein holds its own, or rather increases, both in thickness and richness. THE objects of this paper are: 1. To give cost data on drilling obtained at the North Star mine in California; 2. To describe the methods of testing drills employed there, giving the results of shop tests, and the correlated data obtained underground; 3. To demonstrate that these tests form a satisfactory basis upon which to judge rock drills. The rock at this mine is either close-grained diabase in the upper levels, or tough grano-diorite in the lower levels. The vein, which has an average dip of 23°, consists of about 5 ft. of "formation" lying between walls of unaltered country rock. Of the 5 ft., solid quartz and stringers make up 18 in. of pay ore. The formation, which consists of but slightly altered country rock, is almost as hard as the unaltered walls. From 4 to 42 ft. is sent to the mill. One-third of the holes are drilled in the quartz; two-thirds in the formation. The holes are about 42 ft. deep and break on the average of 1.15 tons per hole. The average number of holes per stope drill shift is at present 5.65. The number of drill shifts throughout the mine in 1913, was 18,679, and the cost of labor for drilling, power, supplies, upkeep of machines and air lines, tool sharpening, and distribution, amounted to 33 per cent. of total mining expense. To do this work there are in commission 43 No. 12A, three No. 17V and eight No. 16V Waugh stopers, three Jackhamers, two Waugh pluggers, and 17 No. 8 ,and two No. 7 water Leyners. For the past three years a record has been kept of the repairs on each machine and number of shifts operated by it. The figures given in Tables I and II for the cost of repairs per drill shift have been taken from this record. The underground air pressure is about 90 lb. The air consumption per drill shift was measured by, aerometers. The leakage of pipe lines between compressor and meter is not included. From the number of pieces of steel sharpened for each type of drill during the year the average used per drill shift has been ascertained. It may seem to be almost unnecessary to occupy the time of the Institute in further consideration of a question which has been so comprehensively treated in papers already on file in our own Transactions and in those of the American Society of Civil Engineers. Unfortunately, however, the results of these concerted efforts have not been materially to increase our stock of Knowledge in the direction sought for; and as the necessity for this information is becoming.more and more apparent as the demand for structural materials increases, it is believed that by continuing the agitation by means of discussions in this and kindred societies, whose members are vitally interested in obtaining reliable data as to the properties of the materials they are called upon to work with, public opinion may be educated up to the importance of exerting such an influence upon the law-makers of the country as will result in the formation of a competent board, with adequate means at its disposal, to carry out this great work in a manner alike acceptable to the makers and users of the materials in question. It may be proper in the first place to glance briefly at what has been attempted thus hr, then to indicate some of the more important lines of needed investigation, and finally to consider reasons why government aid may with propriety be sought for in carrying on the work. At a convention of the Society of Civil Engineers held at Chicago June 5th, 1872, it was, on motion of General William Sooy Smith, resolved, that, " Whereas, American engineers are now mainly dependent upon formula for the calculation of strength of the different form of iron and steel, not based on experiments upon American materials and manufacture; and " Whereas, There differ greatly in many of their ch~racteristics front thoae of foreign production, both in their nature and forma: therefore,

Although the term "spalling" has long been known, Norton l first referred to its usage for the fracture or disintegration of materials subjected to rapid temperature changes. Spalling of ceramic materials at high temperatures has received attention in the past.2-4 Removal of the char formed during ablation in reentry of space vehicles has been referred to as mechanical spalling.5 The first experiments to evaluate the process of rock fragmentation by thermal spalling were conducted by Stoces6 using a series of gasoline burners on the quartz veins of the Zinnwald deep mines in Germany. After the development of rocket-jet burners, the principles of thermal spalling combined with high fluid momentum found wide practical application in rocks. The well-known jet piercing process for drilling blastholes in taconite and for jet channeling in the quarrying of granite are among the more notable of these application.7 For the purposes of this study, thermal spalling or spallation of rocks is defined as progressive failure caused by thermal stresses induced by a sudden application of heat from a high temperature heat source. Gray observes that the size of the spall is dependent on the pattern of induced thermal stresses before failure. The spallability or the relative susceptibility of rocks to failure by thermal spalling is a complex but potentially useful parameter for qualitative comparisons. Fundamental differences exist in the degree of spallability among different types of rocks. Accurate prediction of spallability of any particular rock has so far not been possible. Measurement of the state of stress and temperature in the rock during the rapid thermal spalling process poses difficult problems that must be solved. ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the. Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country's oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world's oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of. a few scientists and technologists whose devotion to science has superseded their personal inclinations, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oilfields of which the. city of Baku forms a center, oil is pumped to Black-town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian, Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

The importance of the conservation of the waste heat contained in copper reverberatory furnace gases was realized very early by those in charge of operation at Anaconda. The first attempt to utilize it was in preheating the air used for combustion of the coal. This was done by forcing the air through ducts surrounding the flue-gas downtake and continued down beneath the furnace hearth to the firebox. Any small advantage gained by the heat transferred from the flue gases was more than offset by the losses sustained in cooling the hearth, therefore this process, after several trials, was soon discarded. It was first used at the Old Works as early as 1893 and again for a comparatively short time on the original furnaces at the Washoe smelter, or present works. Water-tube boilers came into general use very rapidly after 1890. Their adaptability for waste-heat steam generation, as well as the saving to be effected by the production of cheap steam from this source, was soon recognized. The first waste-heat boiler to be used in connection with a matte furnace at Anaconda was installed in September, 1900, at the "Old Lower Works." It consisted of a 100-hp. "Cook," vertical water-tube boiler. This boiler had 65 small perpendicular tubes arranged in concentric circles around a 10-in. tube in the center. These tubes were expanded into 4 ft. 4 in. inside diameter cylindrical steel top and bottom drums which served as the steam and mud drums respectively. This boiler was set in a cylindrical brick housing into which the furnace gases entered just above the mud drum and thence circulated upward around the tubes and steam drum to the stack. This installation proved unsatisfactory, presumably on account of difficulty with dust, and was soon abandoned. However, the possibilities for steam generation were undoubtedly encouraging for shortly afterwards (December, 1900) a 300-hp. Stirling boiler was installed, to be followed by two more in the spring of 1901. The choice of the Stirling type of boiler for application to copper reverberatory furnaces was particularly fortunate, as the arrangement of the tubes appears to combine to a great extent the maximum contact of the gases with the heating surfaces of the boiler and at the same time

THERE is a growing demand for pure and cheap material for fine open-hearth steel ; a material not only very free from phosphorus, but from carbon and silicon; so that it may he rapidly converted into steel. Iron and steel scrap are not trustworthy as to quality, and they are often dear. There are three methods of purifying cheap materials for the open hearth. 1. Mechanical puddling, as done at Creusot, which removes 90' per cent. of the phosphorus from the pig iron. 2. Krupp's washing process (the conduct and results of which I fully described in a former paper*), which eliminates 70 to 80 per cent. of the phosphorus and most of the sulphur and silicon from pig iron. Neither of these processes would sufficiently purify, for very fine steel, those very impure pigs which are cheapest in many parts of the United States: 3. The process of producing directly from the ore an iron which is practically pure chemically, although mechanically mixed with the impurities of the ore. This is the oldest of iron processes ; one form of it, the Catalan forge, employed to produce charcoal blooms, is still in use, but its great cost is rapidly throwing it out of competition. Among the modern attempts to produce iron direct from the one, on a large scale and at a cheap rate, several have been in various respects successful. Dr. Siemens's process of treating a ton and a half or more of ore and the coal to deoxidize it, in a rotating gas furnace, and bringing out, in some four hours, a ball of chemically pure iron so soft that the fluid and impure slag may be squeezed out of it, is the most attractive and the most highly developed of all the modern direct processes. I have watched it, from time to time, since 1874, and have noted a steady improvement. It may now be said to have passed the experimental stage, although, like older processes, it must be adapted by practice to special materials. The cause which has been more potent than all others, including the defects of the best direct processes, to bring these processes into disrepute, is the waste-ful treatment of the direct product. I have no beitation in saying, that if the students have been previously instructed in the theoretical part of thrir studies, by lectitras and practice during the winter, the plan would be an admirable one. " Yours, sincerely, The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof ss might be necessary, was voted for the experitneat. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that year (1877). The Pennsylvania Legislature, on March 13, 1837, passed an act authorizing the Lehigh Coal & Navigation Co. to construct a railway to connect the North Branch Division of the Pennsylvania Canal with the slack water navigation of the Lehigh River; the navigation company accepted this act on May 10, 1837. Edwin A. Douglas, chief engineer for the navigation company, located the route for this railway from White Haven to Wilkes-Barre, which was called the Lehigh & Susquehanna Railroad. The object was to transport coal from the Wyoming Valley, of Pennsylvania, to the Atlantic seaboard. This railway was considered a marvelous piece of engineering, as it included a tunnel nearly 55 mi. long, and a series of inclines, or planes, up which the cars laden with coal were raised from the vicinity of Ashley to the summit of the mountain near Solomon's Gap, whence they were taken to White Haven by rail. There the coal was transferred to canal boats. In June, 1862, floods almost completely destroyed the upper division of the canal, so on March 4, 1863, the Pennsylvania Legislature passed an act prohibiting its restoration, but granted a charter for the construction of a railway from White Haven to Mauch Chunk to connect with the line from White Haven to Wilkes-Barre, previously built. On March 16, 1864, a supplementary act was passed extending the Lehigh & Susquehanna Railroad to Easton, Pa. This completed a direct all-rail route from Wilkes-Barre to the New York harbor (by way of the Central Railroad of New Jersey). Up to this time, all freight and passenger traffic passed over the planes, but in 1866 and 1867 there was constructed what was known as the "back track" down the mountain side between Solomon's Gap and Ashley over which all the passenger traffic and empty cars thereafter passed; it is now known as part of the main line. For the handling of the heavy coal traffic, however, this would have involved a continuous climb from Ashley, 170.27 mi., from New York, to Solomon's Gap, 157.8 mi. from New York, or a distance of 12.47 mi., and a total ascent of 1013.75 ft., composed of grades 95.61, 83, and 51.4 ft. per mi., respectively, and

INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. LITTLE new oil was found in West Virginia, during 1923, but there were important discoveries of gas. Most of the large oil producers have contented themselves with pumping old wells or in drilling only enough new wells in defined territory to maintain a fairly constant production, the attitude being that no, profit is made in producing high-grade oil at a low price and that an eventual loss is sustained by draining the reserves of a limited commodity that, at some more favorable time, will be of much value. The representative of one large company said: "We have done nothing but pump old wells during 1923 and we have made no plans for 1924." Careful attention to producing wells has been the rule, there having been few abandonments; the belief is prevalent that small wells will eventually become profitable under more favorable marketing conditions. In natural gas, the opposite point of view prevails. Because of the vast capabilities of the state for producing gas, its output being ahead of all others, great systems of transportation and distribution into the markets of four adjoining states have been built and a demand has been created that no present, or apparently potential, production can satisfy. This demand has become so great that large distributing companies not only discourage new applications for service but advise old customers to install coal furnaces for auxiliary fuel; some have requested public-service commissions to grant higher 'rates against large industrial consumers than those allowed for domestic heating. The response to this known market has been a rapid increase in price, both at the well mouth and at the door of the ultimate consumer, and the industry has become so stable that the only uncertainty, or hazard, appears to be the question of the presence of gas in fair quantity in a given territory under consideration. Several oil companies have now forsaken their policy of selling gas, wells outright when drilled and ;have organized gas departments to drill for gas and to dispose of the daily output by meter to distributing corporations. With such companies and with other producers whose interest is chiefly gas, the year has been busy and profitable. Some new territory of apparently large value has been proved and deeper producing sands in old fields have been tapped.
