COPPER ore from Kennecott Copper's Ray mine, about 60 miles southeast of Phoenix, Ariz., is concentrated at the company's mill at Hayden, some 18 miles south of the mine. The Hayden mill is currently treating 16,000 tons of ore per day by flotation, using raconite, a crude butyl xanthate, as a collector for the sulfide copper minerals and lime as a pyrite depressant.1 The ore contains significant amounts of nonsulfide copper minerals, but recovery of these values has been low. The Hayden mill is now being modified to provide for treatment of future ores by leach- precipitation-flotation (L-P-F). This modification, costing about $5 million, is expected to reduce the loss of nonsulfide copper values and improve overall copper recovery by an additional 2 lb per ton of ore.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

The United States Employment Office of the Department of Labor, of which the division of engineering and education, under the direction of A. H. Krom, maintains an office at 29 La Salle Street, Chicago, Ill., is engaged in a classification of engineers in order to make their services more readily available in case of need. We have received a form used by this division, on which it requires only a very little time to indicate one's particular line of work, his experience and the salary that he desires. We have been asked to impress upon members of the Institute the distinct advantages that come through registration. Filling out the blank entitles an engineer to free employment service, provides him with direct contact with the Government, supplies him with information in regard to engineering affairs, and helps him to become successful in his profession. The Government wishes every technical man to register, so that it may know the strength and location of the engineering reserve. It is therefore the duty of every patriotic engineer, whether he needs a position or not, to register at once. Blanks can be obtained by addressing the office above noted.

THE annual meeting of the Arizona Section was held at the Pioneer Hotel in Tucson on Dec. 10, 1951. Registration and ticket sales for the social functions started at 8:00 am and lasted throughout most of the day. There were 489 registrations, consisting of 216 members, 64 students, and 209 guests. Chairman Harrison Schmitt opened the Mining Geology Div. meeting and a short business session was held at which Dr. Charles Anderson of Prescott, Ariz. was elected chairman and Seton Williams of Tucson was elected secretary for 1952. Dr. B. S. Butler was program chairman with R. B. Mulchay as co-chairman at the technical program. Eldred Wilson spoke on Oxidation and Water Levels at Some Arizona Mines. George Kiersch spoke about Economic and Engineering Significance of Ground Water Localization in Limestones - Big Bend Country, Texas. Harrison Schmitt gave The Definition and Use of Terms in Mining Geology. These talks were followed by discussions. E. N. Pennebaker, A. D. Wandke, and H. Schmitt gave informal talks on foreign trips made during 1951, the meeting was then adjourned.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. The Republic mine, situated forty miles from Marcus, a station on the Spokane Falls and Northern Railroad, in the northeastern part of the State of Washington, was located in 1896, but no development-work was dolie until the spring of 1897. While much of the ore mined since then has been rich enough for shipment to smelters, a method of locally treating the lower-grade ores soon became a matter of prime importance, because only about 40 per cent. of the values could be recovered by plain amalgamation, even with ores assaying 4 to 5 ounces of gold per ton. Experiments with cyanidation, in various ways, led to the adoption of the Pelatan-Clerici process and the erection on this system of a 10-ton experimental plant, which was later increased to a capacity of 35 tons per day. Detailed engineering information covers installation, maintenance and lubrication of chains for drives, conveyors, and sprocket wheels. The book covers selection of drives to meet both standard and special installations. (17) LABORATORIES: The Fisher Scientific Co's. line of 21 basic units of standardized steel laboratory furniture is described in catalog no. 25. The Unitized line was designed to combine the advantages of custom installation with the convenience of selection, delivery and continued flexibility that goes with ready-made units. (18) PUMPS: Two similar, but functionally different types of vertical centrifugal wet-pit pumps; a heavy duty bilge pump for handling solids-free liquids and drainage; and a screenless sewage ejector, constructed to handle sewage and solids carrying liquid; are illustrated in a bulletin from Yeomans Bros. Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J. Parke Channing was elected a member of the Engineering Council for a period of three years, to succeed himself.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action, in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RE¬SOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

The One Hundred Eighteenth Meeting of the. Institute was held at the Milwaukee Auditorium, on Tuesday,. Oct. 8, to Thursday, Oct. 10, inclusive, 1918, under the joint auspices of the Committee on Iron and Steel (Chairman, Prof. J. W. Richards), and the Institute of Metals Division (Chairman, William M. Corse), and simultaneously with sessions of the American Foundrymen's Association and of the. American Malleable Castings Association. It was preeminently a war meeting. It was attended by 104 members of the Institute. The social features, so far as the members of this Institute were concerned, were slight, but generous and appropriate entertainment was offered to the ladies, consisting of automobile sight-seeing trips, reception, concert and dance on Tuesday evening, a theatre party Wednesday evening, and -a banquet in-the Auditorium Thursday evening, at which the speakers were Charles M. Schwab, Director General of the United States Shipping Board Emergency Fleet Corporation, Major A. Radclyffe Dugmore, and W. H. Blood, Jr., Assistant to the President of the American International Shipbuilding Corporation. A joint session was held on Tuesday morning, at which an address of welcome was delivered by Hon. Emanuel L. Phillipp, Governor of Wisconsin, with a response by Benjamin D. Fuller, President of the American Foundrymen's Association, and the following addresses: Activities of the Army Ordnance Department, Especially as Applied to Foundry Matters. By C. S. The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The Duluth Engineers' Club was formally organized on the evening of Aug. 5, 1918, at a meeting .attended by over l00 members of the several engineering professions. W. G. Swart, a member of our Institute, was elected the first President of the Club. At the organization meeting, an opportunity was given, to Alfred D. Flinn, Secretary of the United Engineering Society, to outline the assistance that is being rendered to the Federal Government in the present contingency by members of the engineering profession. Membership in the Duluth Club is to be open to mining engineers on the iron ranges as well as to the residents of the city of Duluth.

In light of the present energy crisis, coal appears now as the only reliable source of energy. The production of coal is expected to regain a rising trend after the latest slump. Aside from the competitive price with natural gas and oil, the other retarder of coal production is its environmental pollution effect. Gasification of coal has been advanced as the partial solution to the energy-ecology crisis. All the Advantages In situ gasification of coal may be considered a further step in this direction. It carries all the advantages of normal coal gasification as a stable source of energy; it is clean to handle and nonpolluting of the environment. It partially and sometimes fully does away with mining, makes uneconomical low grade coal and lignites economical and places some formerly unworkable seams within the scope of modern technology. The seams posing problems for mining due to tectonic disturbances may be converted into gas in situ. Low grade coals, such as lignites, which otherwise would be left in nature as uneconomic wealth, may be exploited by underground or in situ gasification. Thus, in situ gasification is likely to increase the exploitable reserves of coal and may reduce the cost of production. An additional merit of this method is that coal substance never reaches the surface and there is no problem of cinder disposal.

Trend-surface equations are proposed for volumetric coal estimation in collieries of Sydney Coalfield, Nova Scotia. The statistical technique was first tried on Harbour coal in #20 Colliery investigating resulting residuals for abnormalities. The trend model is accepted as probably being correct as a result of that investigation. Indeed, higher degree polynomial trend- surfaces account for over 80% of the total map variability; these are encouraging statistical results, backed-up by geological knowledge about the coal seam, suggesting that the trend model has economic significance for an off-shore colliery developed to exploit the Harbour coal several kilometers east of #20 Colliery. Specifically, the need for additional offshore drill holes for the new colliery (excepting quality assessment holes) should be considered in light of a developed estimating model for the new colliery. The trend model also finds application in coalfields structurally more complex than Sydney Coalfield.
