William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. With the extensive deposits of potash minerals which have been discovered in the southwestern states, and their rapid development, a permanent American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situatiori makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry. Ceramic Products Ceramic products are essentially solid materials containing one or more oxides such as SiO2, Al2O3, CaO, MgO, FeO, K2O, Na2O, TiO2, which are the oxides of greatest abundance in the earth's crust. The typical ceramic process is that of firing or burning the batch, and the product may be glassy, crystalline or mixed. In the glassy or vitreous group come glass, porcelain enamel and glazes; in the crystalline group, refractory materials such as silica brick, or chromite or magnesia; and in the mixed group, porcelain, chinaware, stoneware, tile, brick, etc., which contain both a vitreous and a crystalline phase, in variable proportions. The ceramic industry of the United States is a billion dollar industry, and is important not only because of its magnitude but also because of the key position occupied by certain ceramic products in the whole manufacturing structure. COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. WILLIAM H. KOBBÉ (communication to the Secretary*).-I have read with much interest the discussion of my paper by Arthur Knapp and I. N. Knapp published in the March Bulletin. These discussions apparently assume that my paper advances a. number of ideas that are not intended: 1. That the total sandbody or pay is to be removed. 2. That upon bringing this sand and oil to the surface 100 per cent., or perfect separation, can take place. 3. That this tremendous quantity of sand is then hauled away in wagons and distributed as road material. The paper raider discussion is not a theoretical treatment of the subject but is the result of actual experience in oil production under the conditions mentioned.. That wells that produce sand produce in ore oil, and the best operating methods to bring this about are fully treated. It is, of course, impossible to remove all the oil sand underlying a property, but the greater the amount removed the greater becomes the production of oil. As stated in my paper, the surface disposal of this large volume of sand is a problem and the only use to which it can be put is road surfacing; but I did not intend to convey the idea that all this sand was thus used. Only a very small quantity was required on the company's roads, and two wagons only were employed for this purpose. The remaining sand accumulated in the numerous "washes" and sumps. Although this sand contained sufficient oil to stain the hands, it was, surprisingly dry and could be easily shoveled. As stated in the paper, "the piles of sand are gradually freed of their oil content and a crust forms on their surface which will bear the weight of a man." I consider this a high degree of separation. A small amount of oil necessarily remains in the sand and is held there by capillarity. Otherwise it would be useless as a road binder, and, furthermore, to recover such oil special processes of treating are required. Arthur Knapp says, "of the total volume produced by pumping, not more than 4 or 5 per cent. can possibly be sand." I cannot agree with this statement as I have managed many properties where the wells were so operated that the amount of sand produced was five times this figure.

The need for geophysicists to adopt a uniform mode of expressing the electrical resistivity of geological formations has been stressed by Dr. A. S. Eve.1 The present paper is to emphasize the point he raised, to bring the weight of disinterested authority to bear on the matter, and to urge the adoption henceforth, save in exceptional cases, of a standard expression for resistivity; all in the hope that the needed reform will thus actually be brought about. The general definition of the resistivity of a material is the resistance in ohms between two opposite faces of a unit cube of that material. No account need be taken here of the cases in which the unit volume is not a cube, and the units of length and cross-section are different, encountered principally when dealing with metallic conductors such as wires. The idea of the resistance of a unit volume of earth or rock has found expression in geophysical literature in a number of forms and with a variety of units. Fortunately, the metric system has been adhered to in most cases, so ordinarily the meter or the centimeter, usually the latter, has been the measure chosen. The resistivity is then the resistance of a cube of the given rock, or soil, one centimeter on an edge. This is far from always being the same thing, however, as the resistance of a cubic centimeter. A long thin wire could contain a cubic centimeter and have a high resistance, whereas the same volume formed into a flat plate would have an entirely different, and quite low, resistance between faces. Consequently, it is not proper to express resistivity in ohms per cubic centimeter, inch, etc., as has been done occasionally by some writers. In an effort to emphasize the idea of cubic volume, some geophysicists, the writer among them, have used the phrase, ohms per centimeter cubed. This is a graphic way of picturing the measure, but is not in favor among highly qualified authorities. In this connection, an appeal was made to the U. S. Bureau of Standards for advice, and the Director, George K. Burgess, kindly replied in detail as to the practice adopted by his Bureau: 'I.., such expressions as 'ohms per centimeter cubed' or any similar expressions are objectionable, because they certainly carry the implication that the resistivity is found by dividing ohms resistance by the volume in cubic centimeters." It is increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh—that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. Flotation Products Received At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent, lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent, moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent, moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. The fundamentals of human nature don't change much from generation to generation, or even from century to century. Except for the spur of necessity and the lure of reward and ad venture, few of us would bestir ourselves unduly. The general welfare has little appeal to the average individual. Its promotion comes about mainly as a by-product to individual efforts directed at more personal benefits and satisfactions. In discussing incentives for the mining industry, we really are talking about incentives for people who devote their energies and resources to mining. The vigorous and productive mining industry as we have known it was the product of the varied incentives we have known in the past: the lure of great financial reward if you struck it rich; the thrill of romance and adventure in the search for mineral wealth, usually along the frontiers 'of civilization; the satisfaction of developing a great, productive enterprise by the application of skill, courage, and determination in the face of obstacles. Back of the prospector and engineer were other venturesome persons willing to take a flyer with their savings in a grubstake, or in stock in a promising mining venture, hoping for large returns, but reconciled to take a loss and try again with the next opportunity. It is free enterprise-a chance for high profits, but a chance also of total loss-that created the great mining industry of this country and of the world. Free enterprise has given us, in the United States, the greatest productive system in the world, the highest standard of living, the most abundant life. The lure of gold-whether from the ground or merely incidental to the discovery and development of our mineral resources-pushed our frontiers westward across the country and northward into Canada and Alaska far in advance of the staid course of agriculture and commerce. No one guaranteed success to our forebears as they risked life and fortune in developing a new country. Self-reliance was the backbone of our economic and spiritual Progress and achievements. Our neighbors had little time to spare from their own problems. And though there was a willingness among the pioneers to help one another, they didn't lean too much on one another.

IT Is well known that the Cottrell process is more easily applied to certain kinds of smoke than to others. The successful Cottrell installations are those treating smokes that carry dust of a mechanical nature; also smoke carrying fume dust that contains an excess of sulfuric acid over that required to combine with the oxides in the dust. But up to the present time the process has not reached a satisfactory economical basis of operation, in the treatment of smoke' containing basic dust. It is not impossible to make a smoke containing basic dust suitable for the process by. humidifying or acidifying. A number of Cottrell plants use these two methods of conditioning smoke previous to Cottrell treatment, which are quite successful, but the use of either results in expensive operation and a substantial loss in metals.. For these reasons, I would say that the baghouse process has not been replaced by the Cottrell process in the treatment of smelter basic smoke. Basic smoke must be given a. preliminary conditioning treatment because the dust is not a conductor of electricity; the water or acid treatment imparts some conductivity to the dust.. The rate at which dust is recovered depends on the proportional amount of power transmitted to the, treater and on the rate at which the smoke passes through; therefore to maintain a maximum constant amount of power across the electrodes of the treater, the same degree of conductivity should prevail, at all times between the surface of the electrodes. For all practical purposes, in the application of this process to lead and copper-smelter smoke, we can consider that the conductivity of the gases is a .constant. The variations in temperature of the smoke have a much greater effect on the solids than on the gases; the only instance where the temperature of the gases plays an important part in the process is at plants using humidifying: The temperature does not affect the conductivity of mechanical dust because such dust has natural conductive properties. However, in the case of smoke carrying acid-fume dust, where the conductivity is imparted to the dust particles by coming into contact with the acid fumes, the temperature is of importance.

This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. Bethlehem, Pa.-I regret that the author has overlooked the great usefulness of the electric furnace for the melting of ferromanganese in the manufacture of manganese steel. WALTER S. (communication to the Secretary*)-In an article as brief as mine it was not possible to .fully cover the metallurgical field; this accounts for my not mentioning the electric furnace for the melting of ferromanganese in the manufacture of manganese steel, although the advantages of such an apparatus are fully appreciated by me. FREDERICK LAIST, + Anaconda, Mont. (communication to the Sec-retary?).-Manganese steel has proved very serviceable in our plant.. We are using manganese steel for the jaw plates on the 5-' by 15-in. crushers in the concentrator instead of cast-iron jaw plates which we formerly used. The manganese steel wears five times as long as the cast iron. We are also using manganese steel in our 8- by 20-in. crushers. In our primary crushers, which are 12 by 24 in., we still use cast iron because the manganese-steel plates wore unevenly and left shoulders which caused trouble in setting up the crusher. Another reason for preferring cast iron in these crushers is that they grip the ore better on account of wearing of the rougher surface. The surface of the manganese steel becomes polished and large pieces of ore fail to be drawn in. We recently tested 8- by 16-in. manganese-steel elevator buckets working on 2-in. undersize against malleable-iron buckets and found that manganese-steel buckets lasted two and one-half times as long as the malleable-iron buckets. We use manganese-steel screen plates on our 2-in. trommels and have found that they last about five times as long as cast iron. We also used manganese-steel wheels and rails under the 20-deck round table in our slimes-treatment plant. We first used cast-iron rails and wheels and found that these wore badly at the end of two or three weeks, while the life of the manganese steel seemed to be almost indefinite; we never had occasion to change any of the manganese steel rail sections or wheels in the year and nine months that the plant was in operation.

THE introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the, difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and there-fore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. Of course a portion of this loss is due to the friction of the air through the pipes, and will always occur however effective the machine used maybe, but the chief cause -of the

Those who are familiar with working gas furnaces will perhaps admit that the ordinary producer is the least satisfactory feature of the- whole system, chiefly by reason of its great waste of fuel, both above and below the fire. The waste of fuel in cleaning the fire has not, as fdr as I am aware, been carefully measured ; it has been roughly estimated at various works as averaging twenty per cent. to twenty-five per cent. The coke that falls into the ash-pit is largely mixed, if not stuck together with clinker; when this coke is not recovered and utilized (and where coal is cheap it does not pay to recover it), the waste is certainly as high as above estimated. Cleaning a fire on a grate (especially a fire of dirty coal, like much of our Western coal), by inserting a few temporary grate-bars, then withdrawing the regular grate-bars and letting the whole lower part of the fire tumble into the ash-pit, must necessarily be wasteful of fuel, but it has been found to be the most practical system. The fire under a boiler should be thin, to insure perfect combustion; hence it may be moved from one side to the other, so that .the clinker and ashes may be uncovered and removed. But a producer fire should be so thick that carbonic oxide only shall rise from it; a thick fire cannot be thus manipulated. In several of the French works the ordinary producer without grates is employed ; the whole body of the fire rests on the floor of the ash-pit. It did not seem to me that less fuel was wasted here than with grates in cleaning fires. The bottom layer of the fire had to be drawn out with hooks, and there was nothing to prevent much coke from coming away with the clinker and ash. A producer shaped like a cupola furnace has many advantages, but if grates are employed the waste of coke in cleaning is not lessened. But the waste at the bottom of the fire is only a part of the waste in the ordinary producer. Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. SOMEWHAT more than a year ago the writer collected some extensive notes on metal-mine fires and a paper on metal-mine fire prevention and fighting, a summary of these notes, was hastily pre-pared, with the assistance of G. Chester Brown, chief mining engineer, Industrial Accident Commission for the National Safety Council meeting. This summary, which is admittedly incomplete, is submitted in the hope that it will evoke some discussion that may result in a reduction in metal-mine fire hazard along the line. To accomplish such a reduction does not require the application of complicated scien-tific data. The use of just a little care, a small amount of thoughtfulness and a bit of common sense will work wonders. UNDERGROUND FIRE FIGHTING There may be some interest in a short list of con-clusions of a rather general nature that were reached in connection with some recent mine-fire fighting opera-tions. No effort has been made to cover the field; the items have been jotted down loosely, and very hastily, in the order in which they occurred to the writer. Originality is claimed for, only a few of them. 1. Temperature readings and analyses of mine-air samples, systematically taken, are invaluable aids to effective metal-mine fire fighting and recovery opera-tions. The analysis of the return-air samples fre-quently gives a surprisingly accurate indication of conditions existing underground. 2. Employees must be thoroughly trained in the use, of mine rescue apparatus, because a relatively slight difference in the amount of training makes a vast difference in the amount of work they can per-form under oxygen. In general, slender, wiry men make better apparatus men than those of heavy, more muscular physique, although there are frequent excep-tions to any such general statement. 3: Surprisingly high temperatures, up to 165° F. or 170° F. pan be endured for short periods by wearers of mine rescue apparatus if the air is dry, but lower temperatures, 135° to 140° F. are almost unbearable if the air is very moist.

The introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and therefore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. Of course a portion of this loss is due to the friction of the air through the pipes, and will always occur however effective the machine used may be, but the chief cause of the

AT the Wednesday morning session on Mine Ven-tilation, D. Harrington's report of the committee on metal mine ventilation was presented. He said the only paper which had been received was one from Nevada, although a number had been promised. Mr. Harrington gave instances from his experience where it had cost less to operate ventilating fans during idle periods in mines than the expense of replacing timber, which was destroyed by fungus during the period when the mines were not ventilated. He referred particu-larly to a metal mine in Michigan and a copper mine in the Southwest where this condition had been found in parallel tunnels, one of which had been ventilated after work had ceased and the other had not been. Mr. Harrington also referred to the fumes after blasting operations in mines operating in large bodies of sul-fide ores. By installing mechanical ventilating devices, these conditions had been greatly improved. He re-ferred also to a recent instance where an ignition of sulfide ore-dust had resulted in an explosion which killed three men and burned a fourth severely. Methane had been found in some gold mines and also in tunnels for city water-supply, and as a result coal-mine inspec-tion methods had been adopted. In one instance the contractor had changed from 40 per cent gelatine ex-plosive to a permissible explosive. A daily gas sample was taken. Nitrogen had been found in some of the mines, and CO, gas had been found in some of the Cripple Creek mines where a fan had been installed to maintain pres-sure on the working faces. It was found by experiment that the oxygen was absorbed by the rock particles, which led to a relatively greater percentage of CO. Coal-mine splitting ventilating methods had been used in some places. Miners' consumption had been made compensable in Ontario, and there is a large threat-ened charge now standing against metal mine oper-ators in the Province of Ontario. Mr. Harrington re-ferred to some of the literature, especially the recent book on ventilation by W. S. Weeks of the University of California. He suggested, however, that a better title for the book would have been "The Physics and Mechanics of Metal Mine Ventilation," since it was especially valuable in this field.

Peru produced approximately 17,466,620 bbl., of oil during 1937, or slightly less than the record high of 17,593,700 bbl. established during 1936. As in 1936, the entire output of the country was derived from the La Brea-Parinas, Lobitos-Restin and Zorritos fields in the northwestern part of the country. Outside of the proven areas, drilling was 'continued by the Peruvian Government in the northern province of Tumbes on the reserved zone at Zorritos. Drilling was carried out on three locations, two of which are understood to have been abandoned during the year. In southern Peru, further attention was given by Government engineers to the Pusi and Saman districts and plans are being worked out for the commencement of drilling operations in the near future in the vicinity of Pirin. Activities in the montaiia region in eastern Peru were continued by the Compafiia Petrolera El Ganso Azul. This company acquired the interest of the Selden Breck Co., and holds some 90,000 acres along the Pachitea River a few miles above its confluence with the Ucayali. During the year, the preparation of a landing place, the cutting of a 12-km. (71/2-mile) road from the river to the drill site, and the construction of a camp were undertaken. Equipment for drilling on this company's concessions has already arrived in South America. La Brea-Parinas Estate.—Production of crude oil on the La Brea-Parinas Estate of the International Petroleum Company Limited amounted to 14,722,754 bbl. during 1937, a decrease of 403,736 bbl. from the all-time high reached during 1936. The total production from 1890 to Dec. 31,1937, was 178,390,767 bbl. During 1937, a total of 141,653 ft. was drilled, 129,516 ft. in new wells and 12,137 in deepening existing wells. In all, 57 wells were completed, 47 of which produced oil, 2 were gas wells and 8 dry. holes. Twenty-nine wells were cleaned out or deepened during the year. The average depth of new wells completed during 1937 was 2367 ft. compared with 1984 ft. for the new wells completed during 1936. There was an increased use of rotary tools during the year and this method is now used to a greater extent than the cable-tool method, which formerly predominated. The major portion of the production of the Gulf Coast area, represented by South Texas and South Louisiana, comes from the flanks of well-defined salt domes. This oil, containing an excellent lubricating stock, ranges from 17° to 28° Be. gravity. Some lighter oil is encountered but the life of such fields is, in general, an open question. In fact, there are few light-gravity fields which have proved of much value. In all of the fields water encroachment, or, more properly, water produced with the oil, is a vital factor. After the first head of high-pressure gas is removed, ever-increasing percentages of water appear, and naturally the life of the wells is materially affected thereby. The sands are, as a rule, extremely fine, very soft, and must be carefully excluded from the hole by the use of fine screen to prevent sanding up. All sands are tipped at such extreme angles as to make coring essential for the location of water strata, oil-bearing sands and important shale. beds. Even with modern coring, the correlation of logs is a difficult problem. Due to the fact that the bulk of the oil is refined for its lubricating properties, little attention has been paid to losses by evaporation in the field. This is largely influenced by the fact that the major companies have set a price schedule, showing but two grades, "A" and "B." The average oil company, therefore, does not attempt to use the gas-lift but relies primarily on the air-lift and then only on wells considered to be particularly adapted to its use, namely those capable of producing large quantities of fluid and yet not having sufficient "kick" to flow. Furthermore, as the gas contained in the reservoirs is mostly ricthane such gas being very quickly vaporized and produced in large quantity in the early life of the fields, there is little gas left after the first flush flowing period of the wells. In fact, it is very generally conceded that gas is a precarious fuel to depend on in any of the coastal fields. This situation largely accounts for the fact that air, as the lifting medium, is almost universally used.
