Equations of the form of the Mott and Jones equations for the absolute thermoelectric powers of metals are derived primarily from a thermodynamic approach. The behaviors of transition thermoelements in common use are then examined and compared with this simple theory. MOTT and ones' derived a general expression for the absolute thermoelectric behavior of metals and alloys using the approach of the solid state physicist. This expression was then applied to specific cases.1,2 The present work develops equations of the same form principally by a thermodynamic approach. These relationships are then employed to gain some insight to the behavior of the transition thermoelements in common use. I) DERIVATION OF AN EXPRESSION FOR ABSOLUTE THERMOELECTRIC POWER First consider a metallic conductor which is maintained in a temperature gradient with no current flowing. Three years ago we attended the V International Mining Congress in Moscow. This year we attended the VI International Mining Congress in Madrid. By almost any criterion, this was a most successful convention. There were 1717 registrants, not counting the ladies. I don't know how many of the latter there were, but they certainly made a welcome addition to the group. Once again, the International Organizing Committee put together a very impressive technical program which the Spanish National Committee backed up with a brand new Palacio de Congresos admirably equipped with simultaneous translation devices and an organization that provided an excellent social program, a tremendous set of post- meeting excursions, and very impressive opening ceremonies, entertainment and closing ceremonies. There was also an exhibit on the subject of Spanish and Spanish American mining history in the Palacio de Congresos.

The primary purpose of the Institute is to advance the technologic and engineer-. in- arts embraced by it through inter¬change of knowledge. This can best be clone by the presentation and discussion of technical papers by its members. Short " practical papers are especially welcome. California’s Monterey Peninsula, noted for its beaches, resort hotels, and beautiful homes, also harbors a pioneering beneficiation operation. Here for more than 35 years the Del Monte Properties Co. has provided sand products from large dunes, some over 300 ft high, located in the Del Monte Forest. Raw material-the dunes derived by wave action from Santa Lucia granite of Jurassic age-has unusually consistent chemical and physical composition. Coarse crystalline feldspar is the principal constituent, followed in abundance by quartz, with some biotite, ilmenite, garnet, zircon, and monazite.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

PREPARED BY THE PETROLEUM DEPARTMENT OF THE BOARD OF TRADE, LONDON THERE is very little to add to the report printed last year by the Institute as no developments of importance have taken place during the year. The following is a brief note on the various countries: GREAT BRITAIN The United Kingdom is a very small producer of petroleum, practically the whole output being derived from the oil-shale deposits of the Lothians of Scotland. The crude oil produced by distillation of shale in 1922 amounted to 180,000 tons, and the estimated production for 1923 is 207,000 tons. Because of the recent- decline in the market value of petroleum products, the production of oil, from shale can no longer be regarded as remunerative, and the future outlook for the industry is serious unless prices recover. As regards naturally occurring petroleum, the drilling operations undertaken by the Government have now been closed down. Out of the eleven borings undertaken only one, that at Hardstoft in Derbyshire, proved to be a producing well; its output was 125 tons in 1922 and 136 tons in 1923.

THE integrated intensity X-ray method of meas-uring retained austenite concentrations in hardened plain carbon or low alloy steels as proposed by Averbach and Cohen1,2 has the advantages of being a highly sensitive and precise quantitative method. The various phases of this method have been studied and several modifications have been developed which aid not only in reducing the time required per determination, but which also increase the possible accuracy of the method. A fundamental step in the original calculation procedure is to plot V.A(?) curves for austenite and martensite and to obtain VM/VA ratios from these curves.' In taking this ratio the absorption factor A (8) drops out since it is constant for a. given diffraction angle 8. The reason for eliminating A(?) in this manner is because it is apparently assumed

As Mother Nature arranged it, the hottest potential mineral target in the country today, the Stillwater complex had to occur in a spectacular natural setting-the north margin of the Bear Tooth Mountains of Montana. What more appropriate backdrop for the August 17-18 field hearings of Senator Frank E. Moss (D-Utah). His subcommittee, on Minerals. Materials and Fuels, heard 37 witnesses ponder the value of minerals vs esthetics or other uses of federal lands. On August 17, four Army Hueys swept the senatorial party, the press, Forest Service Officers and such distinguished witnesses as Montana Governor Forrest H. Anderson over the Custer-Gallatin National Forests, besting the thin air of 10,000 ft p1us, they set down on Iron Plateau.

The Oil Shale Corp. (TOSCO) is investigating the application of its oil shale retorting technology to coal processing in its 25-tpd retorting pilot plant. Low temperature char, with a high heating value, plus tar and gas have been produced from high moisture content, low heating value, subbituminous coal. The process, which has been named the TOSCOAL process, uses heated ceramic balls to provide the heat for retorting the coal. One ton of as-mined, subbituminous coal produces approximately 1/2 ton of char, 1/2 barrel of tar, and 1600 standard cubic feet (scf) of gas when the retorting is conducted at 970°F. Properties and yields of the products are presented and compared with Fischer assay yields.

Percolation infers the passage of a liquid through, the interstices of any material or materials permitting it. Leaching is the process of extracting soluble matter by percolation. Lixiviation is analogous to leaching. Percolation and leaching may occur simultaneously. A filter may be used either to strain suspended or finely divided matter from a liquid, when it is known as a clarifier, or to separate a liquid from a solid. Clarification usually infers the addition d: some settling or flocculating agent which permits the decantation of the clear supernatant liquor. The simple separation of solid from liquid, such as occurs when a thickened flotation concentrate is filtered, is usually termed dewatering. The word filtration is used more to cover the complex process of separating, as far as possible, solid from liquid by vacuum or pressure, removing the residual solution by wash, and at the same time leaching any recrystallized, absorbed, or undissolved matter, by percolation with the solvent. The final product of metallurgical treatment should be reported as a recovery when the yield is refined metal. When the metallurgical operations are incomplete and a concentrated but not refined-product is obtained, the metal content should be reported as an extraction.

UNITED States Steel Co.'s Tennessee Coal & Iron Div. Wenonah mines present definite materials handling problems arising from the natural features of the operation. Trackless equipment went a long way toward supplying the answers-but at the same time gave birth to several new posers. Machines-trackless or otherwise-require maintenance and Wenonah's experience may do much to add to the body of information already available on this type of equipment. Let's look at the mines themselves. Ore is of sedimentary origin, extending over an area of several square miles. A thickness from 8 to 14 ft is mined. Bed dip varies from the horizontal to 20 pct in local rolls. Practice is to mine across the dip at 14 pct or less. A parting forms a smooth footwall in some of the mines while in others the footwall must be blasted smooth. Ore weighs 215 lb per cu ft in place and is extremely abrasive.

The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

Occasionally it is good to consider the past, assess the present and project the future. Curriculum, enrollment, matriculation of graduates and changes in industry which influence mineral education are all relevant for determining what changes will be needed in educational institutions to support growth and development in the United States. It would appear likely that with environmental pressures, energy needs with present stress in fossil fuels and general societal needs for metals and minerals that mining and metallurgical engineering faces a period of growth and may be on the threshold of a new era with a vitality that has not been enjoyed for several decades. The following information is based on material obtained through questionnaires received from twelve schools accredited in mining or mineral engineering (out of 18 in the U.S.), 2 not accredited and 5 which no longer have mineral engineering disciplines. The schools presented do not include the smaller nor larges of the undergraduate programs in mining engineering.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has 'now been changed to one which more nearly reflects the real function of the corporation. Still another shadow was cast over coal's largest market-the electric utilities-when President Johnson signed into law the Federal Clean Air Act of 1967. Air pollution-sulfur reduction-was thus brought into sharper focus as one of the central problems of the coal industry. Industry executives testified in both Houses of Congress to enable the lawmakers to develop a workable and economic law. The new legislation calls for the Secretary of Health, Education and Welfare to establish air control regions. After the regions are outlined the Department will publish air quality criteria on pollutants. Anticipating this legislation, the coal and utility industries have for the last several years been involved in extensive research programs to develop solutions to the air pollution problem. Even though the coal industry has been under strong attack for its part in adding contaminants to the atmosphere, it is by no means the major contributor.

[ ] ST. JOSEPH Lead Co., is entering the oil business. Andrew Fletcher, St. Joseph president, stated that plans call for a contract with the Continental Oil Co., to drill 11 exploratory wells. Six will be in Texas, one in southern Louisiana, one in northern Louisiana, and one each in California, Oklahoma, and Montana. St. Joseph is also negotiating a contract with the Zephyr Drilling Co., for wells in Wyoming and Colorado. St. Joseph is planning to drill another well on a 6000 acre plot in southern Illinois. Proxies issued before a special meeting of the board, said the new venture is not intended to change the general character of the company's business, or to involve a significant part of its resources. If gas, oil, or minerals are discovered in paying quantities, the company will develop and operate the deposits and dispose of the products for the joint account of Continental Oil and St. Joseph Lead. The mining company will contribute a proportionate share of the cost, but will have definite limitation of its obligation. The amendment to St. Joseph's certificate of corporation, passed by the board meeting, also extended the power of the company to include mining operations of all kinds.

The article by Benavides and Schuster provides an in-depth study of this transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway system, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated m the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway system that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

New plant construction for pyrolysis and agglomeration during 1969 has been relatively quiet in the North American scene. U.S. pellet capacity approximates 52 million long tons and that of Canada 25.3 million tons. The foreign scene, however, has been extremely active during 1969, and this is expected to continue for the next several years. Changes in sinter practice have not been reported, other than a few changes towards increased bed depths and the increased use of screening facilities to size the product more closely. Interest in the field of briquetting in fields other than iron ore is high with a new fluorspar briquetting plant under construction at Brownsville, Texas. Considerable research appears to be pointed towards solving the problem of reclaiming steelmill waste products (flue dust, BOF dust, mill scale) by means other than sintering.

IT is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.
