A certain amount of interest has been indicated recently in the resistance to oxidation at high temperatures of iron-aluminum alloys (rich in iron). Hautmanl published a paper in which some interesting results are given. According to his paper, only alloys containing at least 8 per cent aluminum indicate a marked improvement in their resistance to oxidation. At about this aluminum content, however, alloys become brittle, which considerably reduces their commercial value. About two years ago the author performed a series of experiments, the results of which are presented here. A series of iron-aluminum-carbon alloys was prepared by melting electrolytic iron, aluminum and high-carbon iron alloy in an induction vacuum furnace.2 The list of these alloys is given in Table I. Time and again, lives are lost in underground cave-ins only be- cause there is no quick, sure way of locating the victims. When such accidents happen, rescuers must usually depend on the testimony of eye- witnesses for information on the whereabouts of trapped miners. Seldom is this information reliable. The witnesses themselves have just been through a traumatic experience that has distorted or destroyed their sense of time and place. A far more reliable method of finding men underground has recently been developed by the Coal Mining Research Institute of Ostrava, Czechoslovakia. With this system, a miner can be located with adequate precision even if he shows no sign of life. For the system to work, the miner need only have his electric cap lamp somewhere nearby. The system consists of a minute radio transmitter operated by the lamp battery (Fig. 1). This tiny transmitter continuously emits high- frequency electromagnetic waves that can be picked up by a sensitive direction-finder receiver in case of accident.

An informal meeting of the Conferees of the Development Committees of the four Societies was held in New York on July 2, 1919, at which the scope of the work was considered, and a sub-committee oil Procedure, consisting of the chairmen of the Conferees from each of the four Societies, was appointed to arrange the program for and the time and place of the first formal meeting. The Conference subsequently adopted the name, " The Joint Conference Committee." The Joint Conference Committee convened at the Hotel Montclair, Montclair, N. J., Aug. 13, 14, and 15, and in New York, Sept. 15, 16, and 17, 1919. The Committee has divided its report into two parts, that covering the public activities and that covering the society activities of common interest to the four societies.

One of the greatest deterrents to more widespread use of manufactured lightweight aggregate is the fact that no industry-wide standards for its application exist. It is true that ASTM has specifications covering lightweight aggregate, but they are so broad as to be of little assistance in mix design work. Today even an engineer who has worked with one lightweight aggregate may be faced with re-education on his next light- weight concrete job if he is in an area served by another producer. Manufacture of lightweight aggregates has grown with the country, appearing in the patent literature at least as early as 1875, when a patent was issued covering use of burnt clay aggregate as an admixture in manufacture of artificial stone. The widely known Haydite came into the picture prior to 1920 as a result of work by Stephen J. Hayde, and there have been many others since who have contributed significantly to the growth of the industry and its technology.

THE possibility of using reflected X-rays to produce images of crystals was explored by Barrettl who developed simple experimental procedures for X-ray microscopy and who showed by numerous examples the great range of information that could be made available. In his method characteris radiation is used to produce an image of a limited area of the sample on fine-grained film, this image subsequently being enlarged approximately X100. A somewhat different method will be described here;' white radiation from a fine-focus X-ray tube-"' is used to produce an image of a relatively large area of a single-crystal surface. part of the sample; therefore, white radiation is needed. IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners-all of them cattle ranchers-sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum.

The new OSM regulations for ground water monitoring of underground coal mines have been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level, but are being administered at the state level, considerable confusion still exists within the industry as to what is really required. Based on submission and/or approval of more than 30 monitoring plans for existing mines in Pennsylvania, West Virginia, and Ohio, three basic sections are necessary. They are: 1. background data on the hydrogeologic setting of the mine, 2. the monitoring plan itself, and 3. mining procedures to minimize adverse effects on ground water. Like all of the OSM requirements, ground water monitoring will be a new burden the coal industry must bear, but with proper planning and communication with the regulatory authorities it need not be as bad as originally feared.

The crude-oil production of Germany without Austria during 1938 amounted to 3,864,518 bbl., representing an increase of 21.7 per cent over the 3,173,373 bbl. produced in 1937. Adding the Austrian production, the crude-oil production of the new German Reich totaled 4,259,717 bbl. during 1938, representing an increase of 25.3 per cent compared with the respective figures of the previous year. According to published official data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1938 was as shown in Table 1. A semiofficial publication1 states that the program of the crude-oil industry for the second year (1938) of the four-year plan was successfully accomplished. According to the same source, new drilling developments at the following localities were promising: Reitbrook near Hamburg, Heide in Holstein, Eicklingen-Sandlingen near Celle, Steimbke near Nienburg, Worms in the Rhine Valley, Gifhorn near Braunschweig, Mölme near Oberg, and at other places. The drilling activity for oil is illustrated by the figures in Table 2.

Much of the strip mining in the Appalachian coalfields was done prior to backfilling and regrading requirements, resulting in many devastated areas which also have serious acid mine drainage problems. Economic incentive or justification for reclaiming these thousands of acres of land does not exist unless some value can be attached to the open cuts and weathered overburden piles. In Pennsylvania many of these old strip mine cuts are being successfully used for sanitary landfills and sludge disposal sites, and multiple benefits are realized. Given proper regulatory control, this technique could be beneficially applied to many other areas in the east.

Returning the original soil material to the surface of smoothed mine spoils is a practical means of restoring agricultural productivity. Research has established that high-sodium spoils in North Dakota: (1) must be covered with about 70 cm of soil material to achieve maximum production; (2) top-soil must be segregated and spread separately from subsoil; (3) potential production depends on the quality of the soil material returned; and (4) erosion and upward salt movement must be controlled for sustained production. Erosion is best controlled by reducing final grades as much as possible during the smoothing process followed by prompt establishment of vegetation.

For many years, geologists have inferred a connection between the evolution of the earth's crust and ore deposition, a connection coming under the heading of metallogeny. In recent years the concept of metallogeny has assumed major importance in the exploration planning of Russian geologists in their quest for new mineral sources. As defined by Radkevich, metallogeny is "the science which studies the laws governing the distribution of ore deposits in the earth's crust." However, since it can be argued that metallogeny does not contain enough certitude to be classified as a "science," it would be more appropriately defined as the study of metallogenic provinces, and metallogenic epochs.

The Industrial Board of the Department of Commerce has been formed under the chairmanship of George N. Peek, formerly vice-chairman of the War Industries Board. This Board is to put into practical effect a program for the readjustment of prices for basic materials in such a fashion as to create a firm foundation on which the consumer can base his future purchases, and the producer can form necessary estimates. It has the assistance of the Council of National Defense. One of the first steps off the Board was to call into conference the leaders of industry. At these conferences the general conditions of the country are carefully considered and an effort made to determine and understand the principles that should be applied to permit the successful solution of the problem. It will be the endeavor of the Board to act promptly by consulting and interchanging views with these representatives of industry in the fullest and freest manner possible with a view to aiding and assisting industry in general to resume activities to the fullest practicable extent.

Computer use in mine planning has evolved from theory to practical application at the Bingham mine of Kennecott Copper Corp.’s Utah Copper Division. Traditional mine planning methods have been combined with computer technology to produce a more realistic calculation of ore reserves and mining plans. The techniques used are not revolutionary but are an expansion of previous mine planning methods using the calculating power of the computer. These methods can readily be adapted for planning use by practical mining men.

In the death of Professor Hofman, the world has lost a great metallurgist and a great author of metallurgical literature. Measured in time, his life was not quite seventy-two years, but measured in work accomplished it was much longer than this. He was born Aug. 13, 1852 and died Apr. 28, 1924. It is not surprising that Doctor Hofman became a great scholar, for his father, Karl Hofman, was on the faculty of Heidelberg University, and his early days were spent in those surroundings. In the 1st part of this paper a comparassion of the different methods for determining the modules of elasticity and deformation of hard rock is made. It is found that the plate bearing method has a serious shortcoming. The slit flat-jack method seems to be a mare reasonable technique, which is recommended as a desirable method for in situ testing. In the 2nd part, a new test method to determine the properties of deformation and strength of weak plane in rock mass is recommended. Then the relation of weak plane character to the character of stress-strain curve, the relation of normal stress to the character of shear displacement curve and the yielding criterion of weak plane are discussed.

The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.
