The sudden death of Captain Jones, September 28,1889, became known to his fellow-members on the eve of the Ottawa meeting of the Institute; and at that meeting, Mr. Charles Albert Ashburner, of Pittsburgh, expressed with unaffected feeling and unpremeditated eloquence the sorrow of all. Mr. Ashburner subsequently undertook to revise and extend, for in in the Transactions, the remarks he had made at Ottawa; but death surprised him also, in the midst of his labors; and it has become my duty and privilege to prepare from the memoranda he left behind, the present brief and inadequate notice. To me, who knew and loved them both, this task of double sorrow recalls them both, with a peculiar sense of presence and of absence. They seem to speak from another land, not far away, yet not with human voices—like an echo and its echo. William Richard Jones was born in Luzerne county, Pennsylvania, February 23, 1839. His father was Rev. John G. Jones, a Welsh minister, who had immigrated to the United States in 1832. William was the eldest son, and his father's failing health made it necessary for him to begin early the work of self-support. At the age of ten, he was apprenticed to the Crane Iron company, of Catasauqua, and in this humble capacity entered upon the profession in which he was to become famous. Unquestionably, the thorough acquaintance with all details, acquired by working his way from the bottom to the top, was one secret of the conspicuous executive ability which characterized him in the height of his career. According to a letter from Mr. J. H. Geer, Assistant Chief Engineer of the Cambria Iron Company, Mr. Jones entered the service of that company in 1858 or 1859 as a machinist, and continued to work in that capacity until July, 1862, when he enlisted as a private in the 133d Regiment of Pennsylvania Volunteers, in which he afterwards commanded a company. There were 110 important discoveries of either oil or gas in Co1orado in 1935. There was, however, further development of the Price structure in southern Colorado and developments since the first of the year indicate. that an important oil field may be in the making. The discovery of oil in Price structure was made by the Oil City Petroleum Co. late ill Novem-ber, 1934, in its No. 2 Garnett in the northeast corner of lot 3 in the SW.¼ of sec. 25-33N.-2E. This well developed a good showing of oil in Dakota sand at 970 ft. The hole filled up 15 ft. with 40° gravity oil overnight and after standing for several days the oil level was 400 ft. higher. As a result of the discovery of oil by the No. 2 Garnett, three wells were drilled by the William E. Hughes Estate. Two of these wells had good showings of oil and may make good producers but it is doubtful whether they will produce the estimated capacity of 500 bbl. each with which they have been credited. Although the Hughes Estate wells have been completed for some time, they have not been given thorough production tests because of the isolated position of the field and lack of proper facilities. The. first well drilled by the Hughes Estate was located on the west side of the Navajo River on the downthrow side of a fault. It encoun-tered water ill the Dakota sand at 1285 ft, and was abandoned in green shales of the Morrison at 1405 ft. Well cuttings from the Dakota sand showed some evidence of once containing oil, so a 1ocation was selected for No. 2 Fee on the east side of the river and on the upthrow side of the fault. Oil was discovered in Dakota sands ill 1935 by Continental Oil Co. in its No. 3 Hoye, NW.NW.NE. of sec. 34-9N.-78W., on the South McCallum anticline in North Park, Jackson County, Colo., but on account of heavy flows of carbon dioxide gas under high pressure it has been impossible for the company to get an accurate gage of the oil production. The freezing action of expanding carbon dioxide makes the producing of the oil difficult and costly.

At Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 m.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 m.), the width at the lower lobe was about 1000 ft., and the width at the narrows probably 400 to 500 ft. The original depth of water varied from 20 to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the lake. About 1,500,000 tons of mill tailings, composed of sands and slimes, were discharged into the lake's waters previous to 1915. Most of this material

W. F. Hosford, (Massachusetts Institute of Technology) —evelopment of methods for predicting the plastic anisotropy of textured metals is an important step toward the improvement of properties by texture control. The engineering value of the present analysis is indicated by the good agreement between prediction and experimental findings. The purpose of this discussion, however, is to point out the weakness of the assumptions on which the analysis is based. The authors state that "the relative width and thickness strains are believed to depend only on the slip direction" and accordingly they disregard the orientation of the active slip plane. where E,, cW, and et are the tensile, width, and thickness strains, A,, A,, and At are the angles between the tensile axis x, the width direction w, and the thickness direction t, respectively; and G,, GW, and 4 are the angles between the slip-plane normal and x, w, and t, respectively. Therefore, the ratio of width to thickness strains resulting from slip on a single system would be These relations hold regardless of whether the slip plane is a crystallographic plane of the {110}, (1121, or (123) type or whether noncrystallographic slip occurs. If noncrystallographic slip occurs, it might be reasonable to assume that the effective slip plane is the most highly stressed plane containing the slip direction. The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. THE Hayden mill of the Ray Mines Division, Kennecott Copper Corporation, is now equipped with two 9 by 12-ft. rod mills having a daily capacity of 6000 tons of coarse-crushing plant product from the mine. These two mills crush a ¾ -in. product to approximately 19 per cent on 14 mesh, with only one pass through the mills. Each rod mill has taken the place of four sets of 42-in. Garfield rolls with their attendant screens, and is making a product for the fine-grinding department comparable to that formerly made by rolls in closed circuit with screens. The rod mills are lined with wave-type liners of white iron, varying in thickness from 2 to 3 in. The shell and end liners last approximately 600 to 700 days. Manganese-steel lifter bars, 3 5/8 in. thick, are used, spaced about 11 in. apart, and they give a life of 350 to 450 days. Fig. 1 shows the general design and thickness of the wave-type liners and lifter bars; 1 ½ -in. liner bolts are used to fasten the lifter bars to the shell. The shell liners are held in place by the tapered lifter bars. A 3/4-in. wood backing is used between the shell and the liners. The rod-mill scoop has removable manganese-steel lips, which last 250 to 300 days. The scoop proper has shown some wear in spots, and these spots have been protected by rubber bolted over them. Water and milk of lime are added to the elevator feeding the mill, but not enough water to cause a pounding of the rods against the shell. Roughly, the water added amounts to 25 to 33 per cent of the ore. Additional water is added to the mill discharge to facilitate distribution to the classifier bowls in the fine-grinding department. Rods are charged to the mill once every four days, the mill being down about 20 min. for this purpose. Other delays are negligible, and usually are due to a loose liner bolt or possibly power trouble. However, these occasions are extremely rare. In charging the mill, a crane is used

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To mention one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prevalent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base positive statements. Production of petroleum increased again during 1929, thus maintaining the steady growth inaugurated by the bringing in of Royalite No. 4 in Turner Valley, Alberta, towards the end of 1924, prior to which a decline over a number of years had been experienced. The growth has been confined to the Province of Alberta, the older production in New Brunswick and Ontario showing declines, although in the latter case considerable activity in the search for new gas structures was maintained and during the last six months two wells were brought in, one at Howard in the Trenton at a depth of 1250 ft., giving 5,500,000 cu. ft., and the other at Tilbury in the Guelph or Salina at 750 ft. giving 9,000,000 cubic feet. As has been the case during the past five years, interest in the search for structure and in the following up and development of areas already recognized has centered in Alberta and adjacent portions of Saskatchewan. This was due in the first instance to the striking of wet gas in the Palaeozoic limestone (Madison) of Turner Valley, some 30 miles south of Calgary, in Royalite No. 4 in October, 1924. The bringing in of other wells of similar importance late in 1928 and in the spring of 1929 which extended the productive area 3 miles southwards led to greatly enhanced drilling activity throughout the structure and adjacent areas and in other parts of Alberta. As a result good strikes of heavy crude oil have been recorded during the year at Ribstone, Oyen, Skiff and Coutts, in each case at moderate depths and in sufficient quanitity to justify prolonged testing. The prospects of a satisfactory production of this grade of oil are very encouraging. Actual oil production in the west is still confined to the Province of Alberta and for all grades of oil totaled 997,359 bbl., which compared with previous years shows a gratifying increase. To this increase the naphtha obtained from the wet gas of Turner Valley has proved the principal contributant, heavy crude also showing an improvement, while the light crude, the product of the Cretaceo-Jurassic sands overlying the Paleozoic of Turner Valley, remains unchanged. Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.

EVERY intelligent and practical investigator of minerals says that copper ore is found in various regions of the world and that among others Italy is very rich in it. But very little is mined there, perhaps because of a cowardly Italian avarice which has the power to make us lazy and indolent in carrying out those lofty and fine designs which should reasonably make us proceed swiftly, or perhaps because we are not prone to attempt extraordinary profit but only undertake those enterprises in which we are certain of a return on our investment. The reason for this might also be found in the meager possibility of success, which, since these things are not easily attempted because they are enormous undertakings of doubtful outcome, cools the spirit of men and in place of enthusiasm introduces the fear of loss, the fear of having to sacrifice not only time but also the work and money invested; then they think of the difficulty [II] of discovery, of the impossibility of full ownership, and of the necessity of excavating the mineral marrow from the hardest bones of the mountains with the brawn and efforts of men. To this is added the fear common to many that in attempting such things they may be called fools by certain ignorant and dissolute persons, and it seems better to them to be praised for becoming rich through usury and by many other infamous and illicit methods than to lay themselves open to the danger of censure from such as these. But there are those who deserve still greater censure, particularly princes and all rich and powerful persons, and theirs is an even more useless error than that of those who refrain for the above reasons. If the occasion and means present themselves for both attempting and continuing such a profitable and laudable affair as mining ores and if they hesitate solely because of cowardice or because they give ear to the bayings of ignorant hounds, or if because of their own willfulness they wish to remain prisoners of a detestable and ugly avarice, then this is their own loss.

THE success of a coal-mining venture as relates to operations at the gob or break-line, such as the drawing of pillars or the working of long-faces, depends upon the control of face conditions. The measures required to control the latter are dependent upon the action of the coal seam, roof and floor at and in the vicinity of the faces, but the manner in which these will act is dependent upon the rate of face movement as well as upon the face characteristics and upon the forces exerted. Yet the merits of a method of working-the practicability of controlling face conditions and the means required for such control when applied to any particular case-are usually judged only upon a consideration of the characteristics of coal seam, roof and floor, and the manner in which they have been observed to act. Practically every coal-mining man knows that face conditions are influenced by the rate of face movement, but few have appreciated that this is as much of a factor in the control of face conditions as are the face characteristics and the forces exerted. Fewer yet have recognized or taken advantage of faster rates of face movement as one of the principal means of establishing control of face conditions or of securing more favorable face conditions. Seemingly inherent difficulties, particularly in the control of roof conditions, but also in the control of conditions of the coal seam and floor, are frequently mitigated or disappear when the rate of movement of the faces is sufficiently increased. The characteristics of the coal seam, roof and floor and the forces exerted upon them do determine the general trend or tendency of face action, but the manner in which the coal seam, roof and floor will act and be acted upon and the magnitude of the action during the time the site of mining operations remains at any particular point is very largely determined by the rate of movement of the faces.

AT THE beginning of February the British Government announced acceptance of the American terms for funding the war debt, the main features-being as follows: Interest rate of 3 per cent. for the first 10 years and then 3 ½ per cent. up to the final extinguishment of the debt at the end of 62 years. The interest from the time since the loans were made to the actual beginning of the funding arrangement to be recomputed at 4 1/4 per cent. instead of the 5 per cent. rate now in effect. Congress ratified the contract respecting the British debt. The ship subsidy bill was relegated to the rear, which is indeed an end to the project. The natural consequence of this will be a liquidation of the Govern-ment's shipping business. The joint committee on the reorganization of Govern-ment departments made its report to the President. In general this seems to offer a well-considered plan for the coordination of Government service. The pro-posals respecting the bureaus that are particularly associated with the mining industry may be subject to criticism. According to the committee's plan, the Geological Survey remains in the Department of the Interior, but the Bureau of Mines and the compilation of the statistics of mineral production are transferred to the Department of Commerce. The Lausanne conference among the European powers came to an end early in February, without any treaty having been signed, owing to the refusal of the Turks to accept the ultimatum of the Allies. Theoreti-cally this left conditions in a state-of war between the Allies and Turkey. However, no actual movements have resulted. The French and Belgians continued to hold the Ruhr district of Westphalia, extending their lines and administration of the region. The Germans adhered to the policy of passive resistance. In the Parliament of Great Britain the French and Belgian policy was plainly declared to be unwise and dangerous. French and Belgian industries, moreover, were troubled by strikes among their own coal miners for higher wages. The Poles and Lithuanians engaged in border war-fare;. the civil war in Ireland continued. The rest of the world was quiet insofar as military operations are concerned.

Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

Oil production in north Louisianat in 1939 was 25,249,640 bbl., a decrease of 11.2 per cent from 1938. The only important increases in production were in the Cotton Valley and Shreveport fields, but Caddo, Homer, Sligo and Zwolle also made slight gains. Greatest decreases were in the Lisbon and Rodessa fields. Xatural gas production of 313,333 million cu. ft. was an increase of 5.6 per cent over 1938. The increase was accounted for in the Monroe field, while all other fields showed only minor variations from the production of the previous year. Well completions in 1939, as compared with 1938, were as follows: The decline in number of completions was due entirely to lack of proved areas for drilling, and would have been greater except for a revival of interest in the old Caddo shallow field. A majority of the wells completed during the year were in various old, shallow fields, so the average depth of drilling was much less than in several preceding years, notwithstanding a few very deep tests. No new fields were discovered, the only wildcat well reported as a producer being a very small oil well in northwestern De Soto Parish, which is of no apparent commercial importance. Deep gas-distillate production in the Cotton Valley formation was opened at Lake Bistineau and Lisbon, and oil at Shongaloo, but all these wells were too small to encourage additional drilling. THE application of electron-microscopic techniques to the study of high-temperature alloys has met with considerable success.' This is due, in part, to the submicroscopic nature of the phases present in this type of alloy making high resolution methods necessary. Among the newer electron-microscopic techniques, the extraction replica technique' has proven to be of great value. This method allows phases to be examined in situ in the microstructure and permits their identification by means of electron diffracticn. This technique eliminates the main disadvantage in using electrolytic extraction of residues as a means of phase identification; that is, the uncertainty of relating constituents identified in the residue to what is observed microscopically. In the course of work relating microstructure to physical properties in high-temperature alloys, it was found that the formation of grain-boundary carbide phases and intragranular precipitation of an age-hardening phase greatly influence strength and ductility at high temperature. In particular, it was found that the formation of a unique type of precipitate in Nimonic "80" (a nickel-chromium-aluminum-titanium type superalloy), termed cellular or discontinuous precipitate, at grain boundaries generally results in poor ductility at high temperature. However, this mode of precipitation can be avoided by proper heat-treatment. It was assumed that this precipitate was either a carbide or age-hardening type of phase. Using various etching procedures with the extraction-replica technique, it was found to be possible to extract the carbide and age-hardening phases preferentially in this type of alloy. Water supplies dependent upon induced infiltration can be developed by vertical wells, by infiltration galleries, or by horizontal water collectors. Each method is described and the advantages of water obtained by induced infiltration with respect to cost, chemical quality, and temperature are shown by specific water supplies. THE subject of ground water in industry is assuming increasing importance as new processes and new industries are developed. Industrial specifications of chemical quality and temperature for process water and for cooling purposes are becoming more rigid, and water must now have many properties to meet these requirements. As ground water is usually more constant in quality and temperature, many industries are turning to ground-water supplies to satisfy their growing need. As many published articles have stated during the past several years, the ever increasing demands have caused shortages of water supply in many localities throughout the United States. Although such shortages are generally of a local nature, they have given rise to many attendant problems, such as increased pumping costs, salt water encroachment, and rising ground-water temperatures. One partial solution to the problems of overdevelopment of the ground-water reservoirs in many areas can be accomplished by developing ground-water supplies that are dependent upon induced infiltration and by planning the use of underground reservoirs. These reservoirs can be filled during periods of excess precipitation and stream flow and can be emptied during periods of drought, in a manner similar to the use of surface reservoirs. In this way water that otherwise would be wasted into the oceans is salvaged during periods of excess. The development of water supplies dependent on induced infiltration is a relatively new concept and should be defined. When a well is pumped, the water level around the well is lowered in the shape of an inverted cone or cone of depression. As pumping is continued, the cone of depression will continue to expand, horizontally and vertically, until the quantity of water crossing the perimeter of the cone plus the recharge within the area of the cone is equal to the quantity of water being pumped.

Competitive growth of recrystallized grains into striated single crystals of zone-refined lead produced preferred orientations of the coincidence type after annealing at 175°C, but not at 300°C. This preferred orientation development was found to result from the higher mobility and lower energy of large -angle coincidence boundaries compared to large-angle noncoincidence boundaries. These mobility and energy difference provide a useful basis for explaining many cases of preferred orientation observed in annealed metals. DURING a study1 of the mobility of grain boundaries in zone refined lead, it was observed that the temperature dependence of the grain boundary migration rate is smaller for large-angle, coincidence-type grain boundaries than for large-angle noncoincidence ("random") boundaries. This observation is illustrated schematically in Fig. 1, which shows log rate of grain boundary migration vs reciprocal absolute temperature for two large-angle boundaries. The upper curve refers to a coincidence-type boundary of the sort discussed by Kronberg and Wilson.2 While the mobilities of these two boundaries are similar at 300°C, the coincidence-type boundary has a greater mobility, by a factor of about: four, at 175°C than does the noncoincidence boundary illustrated in the lower curve. The observation described above suggested a simple experiment for testing the role of grain boundary mobility in the development of preferred orientation in annealed, high-purity lead. On the basis of this observation, it would be expected that if a large number of grains of different orientations are growing competitively, and if relative grain boundary mobility is a controlling factor, then the specimen procluced by boundary migration will contain crystals having random orientations if annealing is done at 300°C, while preferred orientations of

THE most important process in a gypsum mill is calcining the crude mineral. There seems, however, to be little progress or change in calcining methods. This would not be surprising if the industry was not, in other ways, developing. The demand for gypsum in its various forms, however, is growing rapidly. The output has more than doubled in six years, while the value of gypsum products, through the introduction of higher priced specialties like wall board, has nearly trebled in the same period. In other industries, under somewhat similar conditions, calcining in rotating cylinders, either by direct or indirect heat, has replaced the method that still prevails in gypsum mills. Efforts were made to use rotary calciners in manufacturing plaster of Paris in the early days of the industry in America; 25 years ago rotary calciners were in use in Germany. At that time there was great diversity of opinion in regard to their merit. In 1923, the output of calcined gypsum in the United States was 3,101,378 tons. About nine-tenths of this material was calcined in kettles, the remainder in rotary calciners. The ratio was about the same 10 years ago. During these 10 years, rotary calcining made rela-tively no gains, and there were no important changes in the construction of kettles. In their manipulation, the only change of consequence was in connection with the length of time that the gypsum is left in the kettle. For wall-plaster purposes, all producers who had not previously done so changed from second-settled to first-settled calcined gypsum, thereby reducing production costs and improving the plasticity and sand-carrying capacity of their plaster. Nevertheless, in the few mills in which they were installed, rotary calciners continue to operate, with possibly one or two exceptions, and to be highly successful. In these 10 years, the Cummer type of rotary calciner has disappeared. All rotaries now used are of the cement-mill type with a diameter of 6 or 7 ft. and length of 80 to 120 feet.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. THE stresses which initiate deformation processes in metals are fundamentally important in the study of the mechanical properties of metals. A point of inflection in the load-elongation curves obtained for single crystals1 has been rather too readily interpreted as a true yield point, and the critical resolved shearing stress on the plane of slip taken as a material constant. Even early work showed that the stress at this point varies with rate of loading, but it has not been generally appreciated that creep tests under static loads alone are suited for determining the existence or nonexistence of a yield point.2 It has now been shown by Miller that single crystals of zinc3 when loaded statically begin to yield at loads too small to measure; as a result there is no case now known, apart from that cited in the present paper, in which a true critical stress for yielding has been demonstrated for single crystals of metals. The case of iron has especial interest: the existence of an upper and lower yield point and of an elongation at the yield point in ordinary iron and steel marks this substance as unusual, though the effects have been found to a very minor degree in other metals and alloys. ‡ Most alloys do not show such marked phenomena when appreciable yielding begins, and accordingly modern practice is to speak of the yield strength of such materials, a stress read from the load-elongation curve after elongation has begun, rather than yield point. The special behavior of iron suggests that it is more likely that single crystals of iron should have a true yield point than other metals. The study of the mechanical properties of metals and alloys requires a determination of the crystallographic mechanism of deformation, whether deformation proceeds by slip, twinning, or cleavage, or a combination of these, and a determination of the stresses that induce these modes of
