During 1980-2000, the Florida phosphate industry will deplete its central Florida Polk County reserves. As a result, new mines will be built in the so-called southern Florida reserve areas. These mines will require new mining, beneficiation, and tailings disposal technologies since southern reserves have different characteristics than have been encountered in the central Florida deposits. Furthermore, government regulations will necessitate development of new tailings and clay disposal methods. This paper reviews these challenges for the Phosphate industry and how these opportunities can be expected to effect plant design and plant operating practices.

Los Angeles may well be host to one of the most historic gatherings of AIME members Feb. 16 to 19, 1953, when the 175th General Meeting is scheduled to take place. Plans in the formulative stage indicate that the meeting will be one of the largest ever held by AIME. Headquarters will be the Hotel Statler, now nearing completion of construction. The hotel will be one of the most modern hostelries of the century. The first technical session, of which there will be more than 75, will take place Monday, February 16. Mineral Industries Education Div. and the Board of Directors meet Sunday, February 15. Sessions will end with a meeting of the Council of Section Delegates on Thursday. Deadline for papers that may be preprinted for presentation at the meeting is Sept. 15, 1952. However, division program committees may list papers for presentation after that date if they choose. Various committees are engaged in formulating final plans for the meeting. Developments will be announced as progress is made.

Successive changes have been made in stoping methods at the Magma mine. Factors that have made these changes advisable are: vein width, heavy and swelling wall rock, abnormal rock temperatures, ventilation, labor costs, timber costs, mining speed, and labor-saving mechanical developments. Additional localized conditions, such as low angle post-mineral faulting and selective mining, have also made changes necessary. A stoping method with enough flexibility to meet most of these conditions has been in use for the past ten years. The Magma Copper Co. was organized by the late William Boyce Thompson in 1910 and acquired by purchase and location several groups of contiguous claims, among them the Silver Queen property. The Hub and Irene claims acquired in this purchase cover the apex of the vein, and all stoping done up to 1920 was from these two claims

Recently the U.S. Bureau of Mines has undertaken a research project to develop the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems for underground coal mines, based on the characteristic responses of bolted mine roofs to a prescribed external loading system. Two preliminary experiments of the test method were conducted in the Bureau's Safety Research Coal Mine (SRCM) at Bruceton, Pa., and further trials are underway. The fundamental concept of the test method, the design of test rigs, and the experimental results are summarized in this progress report.

The School of Mineral Industries is dedicated to education in mineral conservation and research by which the means may be found to make conservation effective. This includes diligent search for mineral truths and the energetic discovery, complete recovery, and maximum utilization of irreplaceable mineral resources. Standards of living depend upon two factors: human resources-intelligence, imagination, initiative, know-how, work; and natural resources-plants, animals, and minerals, including water, air, soil, heat and light from the sun, and all other such resources that are useful to man. Human relationships have not kept pace with scientific achievement; as a result man, in desperation, wittingly, premeditatively sacrifices freedom for security. Many natural resources, through overproduction, mismanagement, and greed, have definitely moved over into the exhausted or exhaustible category. The United States cannot maintain present standards of living on an agricultural economy alone, and serious harm can ensue if there are marked disproportions in numbers and relationships between city and rural populations. The most materialistic New Yorker must see virtue in bucolic loveliness. The United States is rated wasteful and inconsistent most of the time. It does not make sense to dole out through the keyhole what a wage earner can bring through the open door; to raise wages to lower the cost

This coal area, and the coal from a limited portion of it, has been known for a long time. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the reports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddorw and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. Macfarlane's work, Coal Regions of America, published in 1873, under the head of " Triassic Coal," chapter 27, gives what is known from existing publications of the position, geology, and production of the field, making

Many flotation plants practicing pyrite depression, mills leaching gold and silver ores, blast furnace facilities, and many metal plating shops share at least one common waste-water constituent of particular environmental concern-cyanide. In free or complexed form, cyanide ion is an emotionally and technically problematical reagent whose removal from water deserves attention. The initial consideration of the fundamental nature of soluble cyanides is followed by a discussion of decomposition or removal options for simple cyanide species. Complexed cyanide reactivity is discussed as it relates to ongoing or proposed methods for the decomposition or removal of soluble cyanides. New approaches to cyanide removal are discussed.

Placer gold-bearing gravels of interior Alaska and the Yukon are, for the most part, permanently frozen, and are described as permafrost. The first step in preparing these gravels for dredging is to strip by bulldozer the surface layer of tundra, brush, and scrub timber, and to expose the ebony colored surface of the frozen mud at the grass roots. This mud varies from a frozen, muddy ooze to a sandy silt and locally may contain layers of peat. The whole mass is intercalated with ice dikes and lenses. The thickness will vary from a few feet up to 100 ft, depending upon local conditions. A freshly exposed surface will thaw to a depth of 4 in. per day during the summer season. Common practice is to expose a large surface of this mud to the sun and each day's thaw is then swept off by water and carried away in suspension.

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on milling and metallurgical subjects; to determine the existence of mining maps, arid to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

THE title of this article is descriptive, but not complete, for psychological evaluation is almost as important as rigid economic evaluation. This refers to those human traits that cause people to be too optimistic about the projects they are sponsoring, to overlook obvious weaknesses, to base decisions on incomplete and inaccurate data, and to gloss over embarrassing problems. Investment of capital in a new industrial mineral project is warranted only after rigorous economic analyses based on unquestionable facts. A plunge into production cannot be justified solely because these minerals have been deposited in the ground and are therefore free. There are no specially favorable economic laws that make the business of industrial minerals more attractive than any other. The factors of supply and demand, marketing, technological changes, taxes, competition, and fluctuating prices apply as much to industrial minerals as to other business enterprises. What is more, industrial minerals are subject to the higher risks that all mining enterprises face.

A SHORT and accurate method for the estimation of manganese in iron and steel is of great advantage to Bessemer works, and I think it may be of interest to some of the members of the Institute to give in detail the process in use in the laboratory of the Edgar Thomson steel works. The process is based on the reaction first described by Beilstein and Jawein.* The steel, spiegel, or iron is dissolved in strong nitric acid, sp. gr. 1.4. Evaporation to dryness is not necessary, unless the amount of silicon is large, as in the case of certain pig irons. Then, as a clogging of the filter in the subsequent filtra¬tion is apt to follow, dissolve first in a dish in hydrochloric acid, quickly evaporate to dryness, redissolve in the strong nitric acid, boil, and while boiling throw in crystals of chlorate of potash from time to time. It is well-known1-4 that Fe-Si alloys from approximately 9 to 27 at. pct Si show an ordered structure of the Fe3Si type at room temperature. Recently Meinhardt and Krisement,' through an investigation of Fe-Si alloys at room temperature by neutron diffraction, discovered that at 10.8 at. pct Si ordering of the FeSi type occurs while above this composition the normal Fe3Si-type superstructure appears. This FeSi type of ordering was also found by Davies8 as indicated by X-ray diffraction measurements on an Fe-8.7 at. pct Si alloy. Meinhardt and Krisement7 extended their neutron-diffraction work and determined the phase-boundary temperatures for both FeSi- and Fe3Si-type ordering. The old single-jack may have been portable- but it left much to be desired in drilling speed and depth of hole. Portable compressors for drilling can be snaked into tough spots. However, that calls for more men, equipment, and money, with corresponding loss of mobility. The drills listed in this notebook sheet meet three requirements: They are light. They are self-powered. And all are reported proven in practice. Undoubtedly there are other units filling the requirements that are not listed. Extreme mobility for far-flung exploration teams is always an acute need. The drills listed here help solve the problem. Canadian Longyear, for instance, reports that the Porta drill has been parachuted into wilderness spots and helicopters have lofted light core drills onto mesa tops in the Colorado Plateau uranium country.

Corneille S. Ek (Assistant Professor in Ore Dressing, University of Liege, Liege, Belgium) — This is a very valuable paper, in that it shows how it is possible to take care of a multitude of laboratory routine tests, and derive from them successful modifications of flowsheets or of operating methods. The author and the Company appear to be test-minded and this is best seen through the case histories described. There are however some corrections to be made, and questions arise when one studies the paper. If all the equations are to be homogenous, one obviously has to write Eq. 4 On the other hand, it is difficult to accept the definition put on Eq. 7, for that equation, which represents the factor of transformation from tpd of solids to cu ft per min of pulp in Eq. 6, has nothing to do with conditioning. It is evidently assumed here that conditioning means, as Gaudin calls it,' modulation of collection. One would prefer, for Eq. 7, the appel-ation "pulp conversion factor". The history of surface mining is essentially that of mining coal, copper, and iron ores and the non- metallic minerals, i.e. clays, gypsum, phosphate rock, sand, gravel and stone. The accompanying table comparing world production with that of the U. S. indicates that two thirds of the 8.8 billion tons of ores mined throughout the world come from surface operation. Assuming that the stripping ratio for surface mining in the U. S. applies equally to world production, then over 21 billion tons of waste, or a total of nearly 27 billion short tons of material are mined annually in the world by surface methods. Several factors are significant indicators of economic and technologic trends in surface mining. Among these are increasing production, a shift in emphasis from underground to surface mining, a decline in the grade and quality of some crude materials and, with few exceptions, an increase in the productivity of labor.

There were present eleven Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests. The Secretary, Bradley Stoughton, was appointed the representative of the Institute on the Board of. Directors of the American Bureau of Welding. A communication from a member of the Institute regarding simplified spelling was laid on the table. The following appropriations were made for the year. 1919: $250 to the Institute of Metals Division, $250 to the St. Louis Section, $100 to the Columbia Section. An invitation was received from the Western Society of Engineers to the Institute to use the facilities of that society during the A. I. M. E. Meeting in Chicago. The Bulletin of the Institute was presented to the French Congress of Engineers. There were elected twenty-eight members, eighteen associates, and three junior associates. The status of one member was changed from junior associate to associate. Four members were reinstated. An extension of time was granted to one member for payment of dues. The dues of four members on active military duty were suspended. Dues were remitted of four members who have been paying over thirty years, and who are each over seventy years of age.

A Definition: An ore feeder is a mechanical device that, by virtue of its motion, causes ore to be supplied or carried forward at a desired metered rate to other milling equipment. From the viewpoint of economics there can be little question, even for small tonnage operations, as to the advisability of using mechanical feeders in the place of manual labor. Only a few short years ago, it was common practice to employ crusher men for the feeding of crushers, thus eliminating the capital expenditures required for mechanical feeding equipment. Having been a crusher man in several instances, the author does not favor such practice. The high cost of labor today eliminates the crusher man, and feeders become an economical capital expenditure when considered against the importance of obtaining maximum production efficiency from all the machines in a process flowsheet.

The literature of paper technology contains a number of articles having reference to developments in the field of coating and filler clays for use in paper manufacture. Much of this information has not been included in mining publications and has therefore not been readily available to all in the mineral industry. Recent developments in this field, including spray drying of clays, are presented here. U. S. Bureau of Mines figures for 1952 indicate that the paper industry consumes more than 50 pct of all kaolin produced and sold in the U. S. As most of the kaolin used by the industry comes from Georgia producers, the fraction of their output destined for paper use is thus appreciably higher than 50 pct. Small wonder that the kaolin industry, especially in Georgia, is highly sensitive to the quality requirements of paper mills and must respond promptly to technological developments in paper manufacturing.
