A fast, easy, and inexpensive method of determining the consolidation of overburden in surface mining operations through seismic analysis has been developed. The method involves use of a refraction seismograph which measures overall consolidation of subsurface materials, including such factors as rock hardness, stratification or lamination, fracturing or jointing, and the degree of weathering or decomposition. It also is possible to determine the thickness of various layers of subsurface materials to depths exceeding 100 ft.

Officials of the State Department have expressed their hope that a considerable number of technical men will take the examination for consular service. The Department recognizes that the interest of the United States will be served best if technical men are made available through these examinations for vacancies at points where their training will be of special value. Industrial engineers who have passed the con-sular examination will be assigned to industrial centers of Europe or South America. Mining engineers, chemists, electrical engineers, etc., will be assigned to industrial centers requiring special training.

The use of point load test data by the authors to estimate rock mass cohesion is a very ingenious approach. It must be emphasized that this estimate is indeed only an estimate since the point load strength index employed to predict the uniaxial compressive strength (and subsequently predict the cohesion) is likewise only an estimate.

During 1941, the total production of crude oil in New York state was 5,185,000 bbl. This represents a small increase over the average for the past five years. From 1921, when the annual production of the state amounted to only 988,000 bbl., there was a regular annual increase in production (excepting one or two years) until the 5,000,000-bbl. mark was reached in 1937, After more than 20 years of oil recovery by flooding methods, it was generally believed, until a few months ago, that the rate of production was nearly at its peak and within a few years the fields would experience a gradual decline as the thicker sands became exhausted and the thinner ones could be worked only at increasing costs. As a result of the present emergency, however, unusual efforts are being made, in spite of higher costs of operation, to increase the output of Pennsylvania grade oil, to which the New York product belongs. Since most of any increased production would be obtained by flooding, and since floods travel slowly, no large increase in production can be expected for some months to come. During the first year, 10 or 15 per cent increase could be obtained, but maximum production, an increase of perhaps 40 per cent, could not be expected until some time during the second or third year. In the Allegany fields, which account for two thirds of the state's oil production, 1246 wells, including water-intake wells, were drilled during the year; 390 more than in the preceding year and 590 more than in 1939. It is evident that much of the best oil territory has already been developed. As producers move toward edge properties and thinner sands, returns will be smaller, whereas costs remain the same or, under war conditions, become higher. It is estimated that at least 60 million barrels of oil is in sight and will be produced from the thicker sands by present recovery methods. In the thinner sands and edge properties, some 35 million additional barrels can be produced at a profit only if prices become higher. In view of the fact that there is little hope of finding new oil pools in New York, one of the future problems of the oil producer will be to obtain adequate returns for increased production costs. The year started with a posted price of $2.15 per barrel of crude. There were five successive price increases until the high of the year was reached at $2.98 on Aug. 14. Eight days later the Office of Price Administration directed that the price be reduced to the June level of $2.75 a barrel, which remained in effect to the end of the year. With rising costs of operation, it is feared that many of the smaller properties cannot continue production unless the Federal price cut is revoked. During the year, Allegany Refiners Inc., a local enterprise founded in 1933, with plant at Bolivar, western Allegany County, increased its refining capacity from 1000 to 1500 bbl. daily. At the same time equipment was added to make the plant a complete lubricating-oil refinery, including facilities for the refining of wax into the finished product. THE Coal Division of Battelle Memorial Institute, during the course of an investigation conducted for a coal producer, carried out extensive sampling of the fine-coal section of a preparation plant. The information obtained during the testing period was used to evaluate the overall plant operation and provided the basis for. recommended changes in the plant flowsheet. Included in the information were data for the results obtained when using a Bird centrifuge to dewater the particular coal being treated. At the completion of the investigation, the coal producer gave Battelle permission to publish the operating data for the Bird centrifuge in order to make this information available to the coal industry. The authors wish to take this opportunity to express their appreciation to this company and its officials for their willing cooperation in the matter of publication. Description of Preparation Plant: The preparation plant on which the data were obtained is primarily a jig plant. The coal being washed is a low inherent moisture, friable, Pocahontus-type. The washed coal from the jig is dewatered and sized at 1/4 in. by a Parrish-type dewatering and sizing screen. The minus 1/4-in. coal and the underflow water from the shaker screen flow to a sludge tank where, after the coal settles, the coal is conveyed by a flight conveyor into a pump sump. The pump, a 300-gpm sand pump, delivers a mixture of fine coal and water to a Bird centrifuge which produces a dewatered cake and an effluent. At the time when the investigation was made, the centrifuge effluent was returned to the sludge tank and the cake product was mixed with a coarser size of coal prior to loading into railroad cars. The semiclarified water from the sludge tank overflowed into a pump sump from which it was pumped to the jig. As originally designed, the preparation plant was intended to operate with a closed water system but it was found, soon after operations started, that for various reasons this could not be done. In order to provide for removal of excess water from the system and to aid in maintaining the desired minimum percentage of solids in the circulating water, the plant was operated to provide from the sludge tank a continuous overflow of water and fine solids that was sent to waste. The centrifuge feed represents approximately 35 tons per hour of minus 1/4-in. coal in the form of a pulp averaging 38 pct solids. Sampling Procedure: In order to obtain basic data for determining the relationships existing in the fine-coal section of the preparation plant, samples were obtained for: (1) the centrifuge feed, (2) the centrifuge cake, (3) the centrifuge effluent, and (4) the circulating water. The sampling was arranged to start on a Monday, in order to begin operations with a sludge tank full of fresh water, and was continued long enough to allow sufficient time for fine solids to build up within the water system or for a two-day, four-shift operating period. Ventilation of all types of coal mines is fundamentally the same, in that sufficient air must be provided to properly dilute and remove dangerous and obnoxious gases and leave the oxygen content of the air not under 1 9 per cent in all places where men and animals must work. Perhaps animals should not be mentioned, as the speed of mechanical loading leaves livestock behind and outmoded. Since this paper has to do with the influence of mechanical loading equipment on ventilation, the problems will be confined to the splits and the coal-producing places of the mine. The removal of coal dust from the air, or its rapid transmission to the return air courses; the possible increase in the liberation of gases by the multiplication of cuts in the coal made during one shift or multiple shifts; and the additional electrical equipment at the faces, are the factors that cause the added importance to good ventilation in the permissible equipment area of gassy bituminous coal mines. Ventilation tor Mechanical Loading in Gassy Mines In gassy mines, the air currents must be maintained across the faces in such a way as to prevent short cuts to the returns and leaving pockets in which accumulation of gas might occur. To do this, two or more doors are required on almost every entry containing a track to the face, so located that in no event will a trip of cars block open the doors and permit the air to bypass some place or places on the air-approach side. This method frequently requires the use of unusual lengths of duplex cables to reach the mechanical equipment at the faces, particularly where the distances between parallel working places are 100 ft., as at the Nemacolin mine. Fig. I shows a pillar section being worked with mechanical loaders. This layout requires carrying the air in on the right and releasing it on the left, because the track clearance is on the right side and the line brattice is built on this side from the last crosscut to the face. Thus, the air travels to the face with greater velocity and gives more assurance of sweeping out the gas that might be exuding from the crevices of the coal. All working places, in driving through solid coal, are thus treated alike. They are all potentially gassy and must be swept clear of whatever may contaminate the air. Once the air starts into the working section, it is not released until it does a good job. Of course the volume of air must be large enough not only to dilute the gases but to carry away explosive fumes and fine coal dust quickly. Mechanical loading entails cutting and drilling of the coal during the same working period as the loading when two-shift and three-shift operations are employed, and all three processes create finely pulverized coal, which in itself is hazardous if not controlled by some means. AS these annual occasions in honor of Henry Marion Howe continue through the years: there is progressively less likelihood that the lecturer will have had personal knowledge of Dr. Howe. The present speaker is one of those who unfortunately had no opportunity to come under the inspiring presence of this great metallurgist. A review of Howe's work shows it to cover a comprehensive range of interests and to evidence an impressive richness of detail. Not only was Howe at home in the laboratory, but he was familiar with the processes of iron and steel making and had a real understanding of them. His writings include much that is descriptive of processes with a wealth of material that is becoming of increasing historical value. He recorded his studies of the theoretical aspects of processes and published at least two process classifications, one in 1890 that was lengthy and somewhat theoretical, and a second in 1906 that was more of a practical listing. Wide as Howe's field of interest was, it is significant of the circumstances of his time that he gave- little consideration to raw materials or to their effect on iron and steel making processes. In 1933, Waterhouse, Howe lecturer for that year, presented a descriptive summary of the major steel making processes, and in 1946 Joseph discussed the blast furnace process. Otherwise Howe lectures have not dealt with processes as major subjects. In today's lecture, with no effort to describe the mechanical arrangements of iron and steel making facilities, it is proposed to examine the essential technological elements of the processes, to explore the inter-relation of these elements, and particularly to seek recognition and understanding of those factors which determine why certain processes are or are not used. The discussion of this lecture will deal with the major well-known large tonnage processes, with only such attention to processes of minor tonnage and special character as may be warranted for explanation by contrast. Subject to the errors of generalization and the shortcomings of condensation involved in presentation limited to a single hour, it is proposed to examine broadly but intensively those operations which convert raw materials into steel. It is an innovation for a Howe lecturer to discuss the raw materials of the iron and steel industry, but the changing circumstances of passing years intensify the influence of raw materials on processes and require the metallurgist to be alert for the process adjustments that may become advisable or mandatory. For a half century the metallurgical processing of iron and steel has followed a surprisingly straight path, but this does not necessarily mean that there are no curves in the road ahead. In this paper the effect of natural ventilation pressures is considered a part of the mine resistance and it is shown that their effect on the mine resistance is not the same as the total natural ventilation pressure of the shafts if the mine has several levels. It is shown that increasing the fan pressure causes the division of the air to approach the condition that would obtain if there were no natural ventilation pressure present. It is shown that if an appreciable difference in pressure is maintained between the beginning and end of a group of splits, the value of the integrated effect of the natural ventilation pressures on the individual splits does not change substantially with moderate changes of this pressure. A method is outlined for determining the resistance factor of the mine and the value of the effect of natural ventilation with the fan operating; also a method for determining this factor when circulation is caused by natural ventilation alone. Natural Ventilation Pressure Natural ventilation pressure (N.V.P.) is caused by the difference in weight of the air in two similar columns between two horizontal planes, and the difference in weight is caused principally by the difference in temperature of the two columns. The fan pressure causes some variation in density, but, since it is usually small and affects both columns, its effect is relatively unimportant. It has been suggested that "N.V.P." be called "stack effect"; but, since the term N.V.P. was used in a previous Institute paper,' applied in exactly the same manner, the term will be used. Frictional Resistance The frictional resistance to flow in a mine without natural ventilation may be expressed as RQ2 where R is a constant for a given air density and Q is the rate of flow. This frictional resistance plus the effect of velocity changes will be called the F pressure (F.P.) and a curve of F.P. against Q, the F characteristic of the mine. If a pressure is applied to a mine by a fan, the air flow so adjusts itself that the drop in pressure through any path from entrance to exit of mine, due to frictional resistances and velocity changes, is the same as that in any other path. The mine resistance varies as the square of the quantity. The air distribution without N.V.P. will be called "normal." Natural Ventilation Present When N.V.P. is irregularly distributed in a mine, it is more convenient in analysis to consider the N.V.P. as a part of the duct resistance. If it is so considered the resistance no longer varies as the square of the quantity, and if N.V.P. exists between levels the distribution of the air is no longer normal. The total N.V.P. of the mine is the pressure caused by the full length of the shafts. If a mine has several levels, N.V.P. exists
