AMERICAN investment in foreign mining interests today faces its greatest task. U. S. dollars must make possible the. steady procurement of the minerals our defense effort consumes in huge quantities. The two most vital factors involved in foreign procurement are time and the continued good will of the nations from which minerals are purchased. The Point IV program was formulated to care for the second item, but it has failed to do the job. Its lack of success has not been from intent or from basic failure in formula. Foreign Investment, Four Eras Foreign mineral development, in so far as participation by private capital from the United States is concerned, may be divided into four main chronological categories: First: The period prior to the first World War when people, capital and products moved with relative freedom across international boundaries, and London was the recognized mining seat of the world. By the end of 1919 the United States direct investments abroad amounted to $3.9 billion of which some $900 million were in mining and smelting and $600 million in petroleum. Investment climate throughout most of the world was excellent. Second: The period between the end of World War I, when the international economy had been shaken from its foundations, and the beginning of the great depression of the 1930's, which still further disrupted the world economy. By that time the world mining center had moved across the sea and the United States direct investments abroad had increased to $7.7 billion of which mining and smelting accounted for $1.2 billion and petroleum for $1.1 billion. Investment climate was good in most parts of the world. Third: The period of the depression of the 1930's and the beginning of World War II during which foreign trade was still further disorganized and the international economy collapsed. Nazi barter agreements were initiated in many parts of the world, and Soviet propaganda commenced to make its, influence felt in many countries. During this period United States direct investments abroad decreased to $7.3 billion. Mining and smelting investments during the same period decreased some $200 million, though direct investments in foreign petroleum areas increased an equal amount. Investment climate became less and less hospitable in all parts of the world affected by economic nationalism. Fourth: The period since the beginning of World War II during which total direct investments abroad increased from $7.3 to $13.7 billion. Of this sum, at the beginning of 1950 investment in foreign mining and smelting is reported to have been $1.2 billion-back to where it was in 1929, and in petroleum to have reached $3.7 billion. Investment climate remained favorable in the countries respecting contractual obligations and fair in their treatment of invested capital. [ ] As noted above, the relative freedom of passage across international boundaries by people, capital and products ended with World War I and the situation remains unchanged in a greater part of the world. While this same war upset international economy, the depression of the 1930's caused the collapse of world trade, and exports from all countries fell to an alarmingly low figure. Since my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere— in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection and visit each working

RICE, Pittsburgh, Pa.-I think it is very wise to point out the greater liability to explosions in certain parts of the year, if there be such difference, with the caution, however, that vigilance be not relaxed at other times. In comparing the figures for the United States with those of Europe, I think we should separate them as far as possible according to cause of origin and means of propagation. That is to say, it would appear to me that the majority of our explosions are due more directly to the ignition of coal dust directly from the flame of explosives, whereas, judging from my inquiries and observations in some of the mines of Europe, the majority of their explosions have been caused by the ignition of fire damp. Now, in the case of fire damp, I do not think that anybody has yet attempted or has been able to find any connection between the seasons and the issuance of methane into mines. One thing must be borne in mind, that if you get a strong explosion of fire damp, dust of a character that might not ignite readily by itself might assist in the extension of an explosion of fire damp through a considerable area in the mine, if not throughout the mine. While it is true we have many lesser explosions in this country attributable to fire damp, it would appear that the majority of all the mine explosions of the country, in considering the means of propagation beyond the locality of the origin, are due to coal dust; and it is the liability to coal-dust explosions that appears to be affected by seasonal changes. Hence the desirability of separating statistically (if it could be done by the inspectors) fire-damp explosions from coal-dust explosions, in order to obtain the true value of the seasonal effect. Nevertheless, in spite of the inclusion of fire-damp explosions with coal-dust explosions, the preponderance of the evidence, as indicated in Mr. Eavenson's figures for American mines, has shown that' in this country there were more explosions in the winter and spring months, when the mines are drier; that is, when the mines are apt to be drier. Whereas, according to the European figures that he has gathered, it seems to be very clearly demonstrated that in France, England, and Belgium, the time when explosions occur has no connection with any particular season. That, I think, is partly due to the point just mentioned, that a majority of their explosions have originated from fire damp. The European mining men have been more careful, generally speaking, with the use of explosives than we have, so that the cause of ignition from that source has been less. In a copper converter air enters the bath in the form of turbulent jets. The interaction of these jets with the molten matte is fundamental to the converting process. In the present study, an equation is derived to describe the trajectory of a gas jet in a liquid. Calculated and experimental results for air jets injected into water are in good agreement. The trajectories of air jets in copper matte are predicted. THE air injected through the tuyeres of a Peirce-Smith copper converter emerges into the bath of molten matte in the form of a highly turbulent jet. The air jets affect a number of chemical and physical processes occurring in the converter: i) Converting Rate. It is generally recognized that the production capacity of a converter is limited by the flow of air which can be injected through the tuyeres and by the oxygen efficiency. In turn, the air flow is limited by pressure drop considerations or by the amount of splashing within the converter. ii) Oxygen Efficiency. This depends on the dispersion of the air jet in the liquid bath, and its trajectory through the bath. iii) Mixing. The jets act as mixing devices by transferring momentum energy to the bath; in this way the heat generated by the converting reactions occurring in the jets is distributed through the bath. iv) Refractory Wear. The proximity of the jets, which are centers of heat generation, to the refractories in the tuyere zone may have an important effect on refractory life. Mixing conditions in the bath will also influence refractory erosion. v) Splashing, and Accretion Build-Up. The energy of the jets is not dissipated entirely in mixing the bath. particles of liquid are carried out kith the gas above the surface of the bath in the form of liquid spouts and droplets. These result in the undesirable build-up of accretions on the converter mouth, and dust losses in the flue gas. Despite the importance of the interaction of the air jets and the matte in a converter, very few studies of the fluid dynamics of converting have been reported in the literature. Metallurgists in the USSR appear to have been more concerned with the subject than their Western counterparts. Deev et al.1 studied the interaction of an air jet with aqueous solutions in a converter model and qualitatively determined the tuyere air velocity and tuyere inclination which produced the most favorable results with respect to good mixing in the bath, and minimum splashing. Shalygin and Meyer-ovich2 also examined the air-matte physical interaction both in models and in industrial converters; they concluded that in conventional converting practice, there was no significant penetration of the air jets into the matte layer, and consequently the converting reactions occurred mainly in a zone adjacent to the tuyeres. The behavior of air jets in a converter bath, and the aerodynamic characteristics of tuyeres are discussed at length in a monograph on converting by Shalygin.3 However, the description of the phenomena occurring in the converter bath is largely qualitative. The side-blown Bessemer converter for steelmak-ing is very similar to the Peirce-Smith copper converter. Among the few investigations of the behavior of air jets in the bath of a Bessemer converter are those of Kootz and Gille4 who studied splashing in the course of an investigation on the effect of blowing conditions and converter shape on nitrogen pick-up in Bessemer steel. They found that during blowing standing waves were formed on the surface of the bath; the amplitude of the waves increased with the depth and angle of tuyere immersion until the whole bath moved backwards and forwards causing heavy splashing. Kazanstev5 used a model of a Bessemer converter to obtain correlations between the axial velocity of a gas jet and distance from the tuyere orifice and the Froude number of the jet. shalygin3 used these results to calculate the horizontal penetration of an air jet in a copper converter; the penetration was defined as the distance in which the axial jet velocity decreased to 10 pct of its initial value. However, the rising trajectory of the jet was not taken into account. In the absence of quantitative information on the fluid dynamics of converting, the design of copper converters has been based mainly on operating experience. Such experience tends to vary widely from smelter to smelter., This is reflected in Table I which is based on data compiled by Lathe and Hodnett.6 Aside from a rough, and perhaps obvious correlation between the total air flow and converter volume, Fig. 1, no pattern emerges from the data. For example, tuyere throat air velocities vary from 215 to 465 ft per sec in converters of the same size, for little apparent reason. The air jet energy input per cubic foot of converter volume, which may be taken as a measure of the amount of mixing in the converter bath, also varies greatly. A recent analysis of converter data by Milliken and Hofinger7 has also revealed unexplained variations in operating parameters. It is believed that by gaining a better understanding of the fluid dynamics of converting a more rational basis may be provided for the design of converters. In particular, it is proposed that if one takes into account the desirable criteria of a high converting rate, high oxygen efficiency and long refractory life, there should be an optimum configuration of tuyere air flow for a converter of a given diameter. The present investigation is concerned with the form and trajectory of an air jet in a converter bath. The general theory of turbulent jets has been expounded by Schlichting8 and Abramovich.9 However, most experi-

FACILITIES and mining operations of the National Lead Co., St. Louis Smelting and Refining Division, near Fredericktown, Mo., are situated in a famous mining area. Copper, lead, nickel, and cobalt have been mined here for more than 100 years, work having been started on a high sulphide copper outcrop in 1847. Lamotte sandstone is characterized by differential compaction on a rigorously eroded pre-Cambrian surface. The Bonneterre formation was therefore a good host for minerals not generally found in mineable quantities in these midwestern areas. Unusually complex minerals, however, make beneficiation difficult, and because of irregular ore thicknesses and elevations many engineers and operators have not attempted to mine the property. Others have tried who failed. This paper deals with economic, efficient, and competitive methods of mining these highly irregular orebodies, as compared to the open-stope, room-and-pillar methods normally used for horizontal-bedded lead deposits. For the purpose of this study it should be understood that the ore is found in two distinctly different types of occurrences, one to be designated as basin ore and the other as contact ore. Mining of basin ore is complicated by many faults, fractures, cross faults, and breaks. Contact ore is complex because it is found on flanks or slopes of pre-Cambrian knobs or highs. The dip of the mining floor for the latter type varies between 18" and 45". Occurrences of both types of ore are complicated by water courses or solution channels which carry unconsolidated shale, lime, sand, and dolomite. This material is also found between the bedding planes of the members of the Bonneterre formation. The water found where there are fractures, faults, and channels makes it very fluid and tacky, see Fig. 1, particularly after it has been blasted and handled by loading and hauling machines. Much of the ore can be wadded and thrown without dispersing. During early operations by the Buckeye Copper Co. in 1861 and the North American Lead Co. from 1900 to 1910, conventional narrow-gage railroad and side dump mine cars were used with hand shoveling. The complications of mining the contact ore, the only type attempted at this time, can be appreciated when it is realized that operators were obliged to use mules for haulage. Haulageways constructed on these slopes were of necessity similar to wagon trails or goat trails up the side of a mountain. In other words, it was merely a matter of going from side to side of the strike length of the slope, gaining a little in elevation on each shuttle trip. Production totaled only one to two tons per manshift. A few years later, about 1913, the property was purchased by combined Canadian interests known as the Missouri Cobalt Co., and the use of trolley locomotives was initiated. Between 1900 and 1928 a land agent using churn and diamond drilling methods prospected scattered sections of the area. In 1928 the first property was purchased by the present company, then operating as the St. Louis Smelting and Refining Co. Check drilling and prospecting was carried out by the company at various times between 1928 and 1939 to correlate the erratic mineralization. Much information about both types of orebodies was accumulated, but it was still questionable as to whether money should be invested to work these occurrences. In anticipation of high lead and copper prices, about the time World War II started, it was decided to develop and bring into production some of this ore. In 1942 No. 1 shaft was put down on the largest basin-type orebody and in 1943 No. 2 shaft was put down on contact-type ore. Operations were expanded when No. 3 shaft was completed in 1943, and progressed further in 1948, when National Lead Co. dewatered and opened No. 5 and 6 mines, old workings of the North American Lead Co. and the Missouri Cobalt Co. Because of the differential compaction of Lamotte sandstone over the pre-Cambrian porphyry, in some instances mineable thicknesses of basin-type ore occurred 20 to 30 ft above the sand. This is the exception rather than the rule, since most of the mineralization starts at the sand and is variable in thickness. The ore was attacked, therefore, by development drifts and crosscuts at the lowest possible elevation, where the ore immediately overlying the Lamotte sandstone could be drained and made accessible for mining. It was planned to connect to the drifts and crosscuts with raises to mine ore deposited 20 to 30 ft higher. The higher orebodies were thus mined as slusher levels. Slusher hoists were used to drag the ore into the raises, which were made into hoppers. The ore was then loaded into 32x32-in. ore cans, hauled to the shaft by battery locomotives, and hoisted by the conventional Tri-State method. The rate of efficiency was 5 to 6 tons per manshift underground. The contact-type ore was attacked in a similar way, except that the orebodies were not nearly so wide, so that they were more flexible for slusher loading into cans. This advantage was offset, however, by haulage complexities, since the railroad was constructed on steep slopes. Through experience and ingenuity, many improvements were made in mining both types of ores. The two levels, so-called, in the basin-type ore-bodies were connected as previously planned, more efficient locomotives replaced the older ones, and a

In contrast with the previous year's activity, the California oil industry for 1938 showed a decrease in drilling, market demand, and discovery of new oil reserves, although there was an increase in oil production. Although additions to reserves from new fields and extensions were less than withdrawals during the year, reappraisals of discoveries in 1937 added to new discoreries during 1938 amounted to over 300,000,000 bbl. The following comparative statement shows the important changes in various phases of the industry: Throughout the year the storage situation became progressively more acute, owing principally to less Pacific foreign demand, and increased potential from drilling the newly discovered fields and pools (Fig. 1). California storage increased approximately 32,000,000 bbl. during 1938, most of which (approximately 18,000,000 bbl.) was heavy crude and residuum. The market demand for the year was around 600,000 bbl. per day. Because of the trend toward Diesel power for heavy transportation, the non-gasoline-bearing crudes arc fast becoming a drug on the market. New discoveries were instrumental in increasing the potential production of the state from 1,076,000 bbl. per day in January to an all-time high of 1,420,000 bbl. per day at the close of the year; although the indicated reserves of these new discoveries were not equal to the yearly withdrawal of 249,000,000 bbl. As of the end of 1938, the state was voluntarily curtailed about 58 per cent. As a result of prospecting during the year, six new fields were discovered, three fields were extended, and deeper zones were reached in five of the older fields.

Oil.—During the year 1938, there were 434 oil wells drilled in the Texas Panhandle, increasing the daily initial production by 192,706 bbl. —that is, 229 fewer oil wells drilled than in the previous year, with a decrease in total daily initial production of 129,626 bbl. The total daily potential of the field on Dec. 1, 1938, as determined by the Texas Railroad Commission, was 1,250,645 bbl., an increase of 210,663 bbl. over the previous year. On Dec. 1, 1938, the daily allowable of 82,466 bbl. was assigned to the field to be produced from 3931 wells. The total amount of oil produced for the year was 23,227,170 bbl. The total proven productive area includes 148,298 acres. This is 30,248 acres more than for last year, and represents a more accurate calculation of the areas and not new discoveries. Gas.—There were 103 gas wells drilled during 1938, having a combined open flow of 3,166,300,000 cu. ft.; that is, 65 less than the number of wells drilled in 1937, with a decrease in the open flow of 3,144,488 cu. ft. per day. Pipe-line Gas.—The pipe-line companies withdrew 230,307,854,000 cu. ft. of gas (a daily average of 630,980,000 cu. ft.). The total withdrawals by pipe line decreased 5,624,481,000 ft. from that of 1937. Natural Gaso1ine.—Throughout the greater part of the year, 46 gasoline-extraction plants processed 1,376,186,000 cu. ft. per day, a total of 502,308,010,000 cu. ft. for the year. This gas yielded about 275,875,000 gal. of natural gasoline. The total daily capacity of all the plants is 2,519,500,000 cu. ft. During the latter part of 1938, one of these plants was shut down, leaving 45 plants operating at the close of the year. Carbon Black.—Thirty carbon-black plants operated during 1938, burning 266,881,000,000 cu. ft., or a daily amount of 731,180,000 cu. ft. This produced approximately 400,000,000 lb. of carbon black. During the year one plant was dismantled and two plants were shut down.

As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.

The North Texas district, as herein defined, includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita, and Wilbarger. This area covers generally the crest and south flank of a system of buried mountains known as the Red River uplift. The oil and gas accumulations along this feature arc in traps, which, although localized by structures incident to the regional uplift, are usually modified by stratigraphic changes in the sediments. Excepting the fields in southeastern Baylor, southern Archer, and southwestern Clay counties, all the fields within the district are on this Red River uplift. These exceptions, which have the same type of oil and gas accumulation as the other fields, are on the extreme north end of the Bend arch, which is a broad anticline plunging northward from the Llano uplift in central Texas to Archer County. The larger part of past oil and gas production has come from Pennsylvanian strata, with less important amounts from the Permian, and minor but increasingly important quantities from the Ordovician. Developments during 1939 With the later stages of development being reached in the K.M.A. field during the first half of the year, some 400 fewer producing wells were drilled in North Texas in 1939 than in 1938, when some 1750 wells were drilled. Despite this decrease in activity, production in 1939 increased about 3½ million barrels over 1938 figures, and at the end of the year the oil reserves were somewhat larger than on the first of the year. As is usually characteristic of the district, this resulted from the discovery of a large number of relatively unimportant fields. Owing principally to no appreciable abatement in wildcat drilling, more new fields and extensions to old fields were discovered this year. Although none of these discoveries was of such magnitude as to be important to the oil industry, the new developments in Montague and Cooke Counties portend greater and probably more important operations in these areas.

"In the spring of 1927, six members of the American Institute of Mining and Metallurgical Engineers met for dinner at the Chemists' Club in New York to discuss the possibility of setting up a committee within the Institute to further the current interest in the science of steelmaking. Attention to this subject had been crystallized by a symposium held by the Faraday Society in 1925. After a prolonged discussion, ranging from thermodynamics to slag conditioning, it was decided to approach the Institute with the request that a standing committee on "The Physical Chemistry of Steel Making" be set up. This committee proposed to promote scientific and practical papers on the subject, and was designed to cooperate with the Open Hearth Committee of the Institute in bringing scientific developments to the attention of open-hearth operators throughout the country. . . . "As the life of the [Physical Chemistry of Steelmaking] Committee lengthened and general interest in the technical phases of steelmaking grew, it .became evident that there was a distinct need for a book that might serve the open-hearth interests to better advantage than standard texts whose scope is necessarily wide and whose detailed exposition of the open-hearth process is, therefore, somewhat limited. With this thought in mind, the Committee, after some years of consideration and debate, embarked on the venture of writing a manuscript on 'Basic Open Hearth Steelmaking'." The foregoing paragraphs, taken from the introduction by C. H. Herty, Jr. to the first edition, well describe the circum- stances which led to the publication of “Basic Open Hearth Steelmaking” in the spring of 1944. The book consisted of nine- teen chapters contributed by twenty-three authors and edited by the staff of Alloys of Iron Research and T. S. Washburn, H; M. Larsen, and J. S. Marsh with Frank T. Sisco as consulting editor. The Engineering Foundation and the Open Hearth Steel Committee of the Iron and Steel Division, AIME, made financial grants; steel companies and other organizations supported the publication by contributing time and expenses of staff members in their capacity as authors or editors. SECONDARY fertilizer minerals include borax, gypsum and sulphur and such compounds as the sulphates of copper, magnesium, manganese and zinc; also the carbonate and oxide of magnesium. Potash, phosphates and nitrogen are generally considered to be primary fertilizer materials. The growing plant, under the average conditions of growth, is able to get from the soil the mineral elements required for the completion of its life cycle. The elements taken up are numerous and the vital functions of some of them yet remain to be determined. However, in the commercial growing of the plant (farming) something much more than the mere completion of a life cycle is required. There the maxi- mum possible growth of plant or yield of seed or fruit are the objective and for that objective the average soil is deficient in some elements, and additions from artificial sources are desirable. Commercial fertilizers (15,000,000 tons in 1946) are designed to supply those deficiencies. Long experience has taught that nitrogen, phosphorus, and potassium are the elements most apt to be required and in a greater degree, and to supply them is the-basic function of the fertilizer industry. Thus nitrogen, phosphate, and potash are designated as the major plant-food materials. But other mineral crop nutrients may likewise be deficient in varying degrees as determined by diagnostic techniques, soil tests, plant analysis and foliar symptoms,3 calling for their addition from artificial sources if maximum crop yields are to be obtained. Because used in lesser amounts and frequently in relatively minute amounts as compared with the major three, they are designated either as "minor elements," or, if used in larger amounts, as "secondary elements." Thus, included under the two designations, in alphabetical order, are: borax; copper sulphate; magnesium carbonate, oxide and sulphate; manganese sulphate, and zinc sulphate. Obviously, the sulphates of the metals copper, manganese, and zinc cannot be considered as "industrial rocks," but they are given brief mention for whatever interest may pertain there to.

In contrast with the previous year's activity, the California oil industry for 1938 showed a decrease in drilling, market demand, and discovery of new oil reserves, although there was an increase in oil production. Although additions to reserves from new fields and extensions were less than withdrawals during the year, reappraisals of discoveries in 1937 added to new discoreries during 1938 amounted to over 300,000,000 bbl. The following comparative statement shows the important changes in various phases of the industry: Throughout the year the storage situation became progressively more acute, owing principally to less Pacific foreign demand, and increased potential from drilling the newly discovered fields and pools (Fig. 1). California storage increased approximately 32,000,000 bbl. during 1938, most of which (approximately 18,000,000 bbl.) was heavy crude and residuum. The market demand for the year was around 600,000 bbl. per day. Because of the trend toward Diesel power for heavy transportation, the non-gasoline-bearing crudes arc fast becoming a drug on the market. New discoveries were instrumental in increasing the potential production of the state from 1,076,000 bbl. per day in January to an all-time high of 1,420,000 bbl. per day at the close of the year; although the indicated reserves of these new discoveries were not equal to the yearly withdrawal of 249,000,000 bbl. As of the end of 1938, the state was voluntarily curtailed about 58 per cent. As a result of prospecting during the year, six new fields were discovered, three fields were extended, and deeper zones were reached in five of the older fields.

Oil.—During the year 1938, there were 434 oil wells drilled in the Texas Panhandle, increasing the daily initial production by 192,706 bbl. —that is, 229 fewer oil wells drilled than in the previous year, with a decrease in total daily initial production of 129,626 bbl. The total daily potential of the field on Dec. 1, 1938, as determined by the Texas Railroad Commission, was 1,250,645 bbl., an increase of 210,663 bbl. over the previous year. On Dec. 1, 1938, the daily allowable of 82,466 bbl. was assigned to the field to be produced from 3931 wells. The total amount of oil produced for the year was 23,227,170 bbl. The total proven productive area includes 148,298 acres. This is 30,248 acres more than for last year, and represents a more accurate calculation of the areas and not new discoveries. Gas.—There were 103 gas wells drilled during 1938, having a combined open flow of 3,166,300,000 cu. ft.; that is, 65 less than the number of wells drilled in 1937, with a decrease in the open flow of 3,144,488 cu. ft. per day. Pipe-line Gas.—The pipe-line companies withdrew 230,307,854,000 cu. ft. of gas (a daily average of 630,980,000 cu. ft.). The total withdrawals by pipe line decreased 5,624,481,000 ft. from that of 1937. Natural Gaso1ine.—Throughout the greater part of the year, 46 gasoline-extraction plants processed 1,376,186,000 cu. ft. per day, a total of 502,308,010,000 cu. ft. for the year. This gas yielded about 275,875,000 gal. of natural gasoline. The total daily capacity of all the plants is 2,519,500,000 cu. ft. During the latter part of 1938, one of these plants was shut down, leaving 45 plants operating at the close of the year. Carbon Black.—Thirty carbon-black plants operated during 1938, burning 266,881,000,000 cu. ft., or a daily amount of 731,180,000 cu. ft. This produced approximately 400,000,000 lb. of carbon black. During the year one plant was dismantled and two plants were shut down.

Mr. ASHBURNER's paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner's paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:

With returning prosperous conditions in all industries, oil-refinery engineering has found opportunity for the more extensive application of improvements developed during the several years of depression. The year has brought out little of an entirely new nature, but much in wider application of previous worth-while developments. The greatest volume of work done has been in modernizing the distillation and cracking units of existing refineries, particularly by substitution of combination skimming and cracking units for older equipment, and the installation of cracking plants in smaller refineries where formerly only skimming was practiced. A number of entirely new refineries were installed during the year, two of the most important being the 20,000-bbl. refinery by the Atlantic Refining Co., at Atreco, Tex., and a 12,000-bbl. plant by the Wilshire Oil Co., at Norwalk, Calif., these two embodying some of the latest developments in cracking and treating. Total refining capacity for the United States is now reported as being something over 4,000,000 bbl. per day, but a movement is on foot looking to a complete revision of these figures, as experience has indicated not only some overstatement of capacity of equipment but that considerable equipment is included which because of obsolescence and location will probably never be run again. The 3,000,000-bbl. figure which the industry reached during the year's high consuming period required the operation of probably 95 per cent of the country's efficiently usable capacity. Cracking and Polymerization There were no new outstanding developments in the cracking field, progress being made largely in the further refinement of known principles. Improvements in furnace design and operation have been largely in permitting closer control of the heating curve through the cracking-tube system, assisting in more uniform yield and in the lessening of coke deposition, and permitting longer trouble-free operating time as well as reduction in furnace-maintenance cost. Actual operating polymerization capacity has been increased little during the year, but a number of projects have been started, some nearing completion, the production from which will be available during 1937.

The sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific investigation, both knew what work was needed, arid how to do it so that it needed not to be done again. The older members of the Amierican Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends, who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19,1842, at Philadelphia, Pa. His parents were natives of New England; and he was the youngest of their three sons. NOT being a scientist, an engineer or a metallurgist, I consider it a very great honor indeed to be asked to address the American Institute of Mining and Metallurgical Engineers. Your program indicates that any lack of intricate and technical knowledge on my part in the field of metals will be well taken care of by others. Therefore, I believe any remarks that I have to make might well be devoted to the practical side of metals in railroad service and to the general railroad situation as I view it today. The experiments now being conducted on the railroads with so-called streamlined, light-weight trains and cars would not have been possible had it not been for scientific and engineering research in the past that made these lighter weight metals available. The railroads now have approximately forty units of these new trains in operation. Experi-ence with them will no doubt be a guidepost for future construction in that direction. While the best known experiments are in the passenger service, they are being extended into the freight service. Within the past three years there was constructed for the Association of American Railroads a new standard box car of ordinary carbon steel, in which, by reason of superior design, weight was reduced by 3500 to 4500 lb. under that of existing cars of like capacity. The Association is now testing a box car that weighs approximately six or seven tons less than practically all of the box cars of like capacity in service today. If these tests are successful a very large field for the use of lighter weight metals will immediately be opened, provided the costs of such metals are not too high. The fact that various experiments are being carried on with other classes of equipment constructed with so-called light-weight and non-corrosive metals no doubt will have a considerable effect upon the rebuild-ing of old equipment. The question then will be: How much can we afford to spend on the rebuilding of an old car weighing six to seven tons more than a new car constructed with the latest available materials?

When coal is deposited on the decks of pneumatic tables, all fine particles clinging to the larger pieces are blown free by the air. Inasmuch as the air retains an appreciable residual velocity after passing through the bed of coal, it is capable of suspending particles of goodly size. This velocity is dissipated gradually and, unless confined, can readily extend beyond the limits of the plant. Today the ideal in the design and operation of pneumatic cleaning plants is not that they be no dustier than the ordinary tipple, but rather that they be as clean as an office or shop. This degree of perfection may not yet have been attained in any commercial plant, but it is not impossible of achievement. Not until recently has the recirculation principle been applied to pneumatic separating plants. In the writer's estimation, it has not yet been proved entirely satisfactory in commercial installations. A serious obstacle lies in the fact that it is practically impossible to provide a truly closed circuit. The air circuits must be interrupted at certain points, if only for the introduction of raw material and for the recovery of the finished product. It is feasible to prevent the escape of polluted air at these points, but this can scarcely be accomplished without admitting additional air into the circuit. These additions of air are cumulative, which necessitates means for emitting to the atmosphere the excess while still carrying its objectionable burden, if provisions are not made for conditioning. If it must be provided at all, conditioning is frequently simpler and more economical if applied to the entire volume of air involved. This procedure eliminates the extra initial cost and operating expense of the closed system. Crane Cheek Experiments The first noteworthy commercial installation of pneumatic equipment was made in 1922, at the Crane Creek plant of the American Coal Co. of Allegheny County, at McComas, W. Va. Six tables for cleaning coal between the limits of and 3 in. comprised the initial installation. Dust was collected by hoods connected by a system of ducts to exhauster fans. In this installation the unit dust burden was small, owing to the removal of fines from the feed by vibrating screens.
