Mining of the Freeport and Pittsburgh coal seams in the Pittsburgh vicinity dates back more than 100 years, and Consolidation Coal Co., or its predecessor, Pittsburgh Coal Co., has been actively mining in the area since 1900. Over the years, Consol has acquired good legal title to the coal lands purchased from individual farm owners, with broad mining rights, and in 98% or more of its title holdings, the company has a complete waiver of surface damage or the right to subside the surface land. (Titles in Pennsylvania can be in three forms: title in fee; title to the mineral; or mining rights permitting the removal and extraction of the mineral with or without waiver of surface damage.) In the early history of Consol, individual farms overlying the seams were purchased from land owners. Many of these titles severed the coal estate from the "in fee" title, and mining rights with waiver of surface damage were conveyed in the original severance deed. In this manner, Consol was able to put together its large mineable coal reserves. Consol has practiced "full recovery" mining as far as practical from its early years of hand loading to the recent era of mechanization.

Outcrops of coal have been discovered in many localities in the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various cod-bearing areas, but so far as known, the largest and most promising fields are found: (1) in northern Cebu; (2) in the small island of Batan, a part of the province of Albay in southeastern Luzon; (3) in the somewhat larger island of Polillo, off the east coast of Luzon, and (4) in southern Mindoro, near the small coast town of Bulalacao. Northern Panny, south-central Cebu, and various localities in southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet been proved. The general position of these islands and districts is shown on the map of a portion of the Philippine Islands, Fig. 1. Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

The stress-strain behavior of zinc single crystals was measured over a strain range of 10-6 to 10-2. The phenomenon of macroyielding was observed in detail and plastic strains were detected at almost zero-stress. Closed hysteresis loops were observed during loading and unloading in the strain region of about 10-5. From the hysteresis a frictional stress on the dislocation of about 6 psi was obtained. A preliminary analysis indicates that impurities are primarily responsible for the friction. Nonelastic Strains as much as 10 -4 were recovered depending on the amount of prior deformation. Part of the recovered strain occurs instantaneously upon unloading and the remainder occurs at zero stress. The time dependence of the recovered strain was measured. THIS investigation is concerned with the details of plastic deformation preceding the ordinary yield point as measured with the usual strain sensitivity of about 10-4. The approach leads to internal friction observations in the hitherto neglected frequency range below 10-1 cycles per sec. It is believed that if the phenomenon of macroscopic yielding is to be understood, then the stress-strain curve in the neighborhood of the macroyield point should be greatly magnified. It may then be possible to determine whether macroscopic yielding is a unique event or whether it is a process which begins gradually at a lower stress. In the case of low-carbon steel a unique event obviously occurs at the macroscopic yield point as indicated by a drop in the load, but copper appears to exhibit a gradual transition from the elastic to the plastic state. In zinc the yield point is rather abrupt although the data indicates that some plastic deformation precedes large scale yielding.' One of the purposes of this investigation is to determine whether there is an abrupt transition from the preyield microstrain region to the region of macroscopic deformation. Such a rapid transition would support the concept that there is a critical stress for yielding. The concept that yielding is a unique event associated with such phenomenon as activating a Frank-Read source, freeing the dislocation from solute atoms, dislocations cutting through dislocations, or dislocations moving freely by one another, has been expounded widely on theoretical grounds. It is hoped that highly sensitive measurements of strain in the neighborhood of the macroscopic yield point will shed some light on the event known as the "Yield Point". EXPERIMENTAL METHOD 1) Specimens—High-purity zinc was cast into spherical graphite moulds in air and grown into spherical single crystals by the Bridgman method under a positive pressure of Argon gas. Spectro-graphic analysis of cleaved sections from four crystals showed a purity of 99.994 pet Zn. The specimens were acid machined with an 1/8 in. gage section in a form similar to those used by Parker and co-workers.2 Bausch type grips were fastened to the specimen by Epon VI adhesive. The specimens were oriented so that only [1120] (0001) slip occurred. Fig. 1 shows two of the specimens in the grips. Prior to each test, the gage section of the specimen was given a concentrated HNO3 chemical polish followed by alcohol rinsing and air blast drying. 2) Test Method- The shear tests were performed on an Instron testing machine and the experimental set-up was made very "hard". Strain could be measured to a sensitivity of 10 -6 by means of a capacitance gage extensometer. The design and calibration of this type of extensometer to measure microstrain, as applied to pure shear and tensile tests of metals, will be the subject of a separate paper—therefore, only a brief account will be presented here. The No. 2 unit of the West Mill of the Bunker Hill & Sullivan Mining & Concentrating Co., which went into commission Apr. 17, 1912, is structurally a twin of the No. 1 unit, which was started Nov. 9, 1909. Up to the point where the ore enters the concentrating-de-partment, it follows precisely the process described by G. Cae-tani in his article entitled, Milling of Lead-Silver Ores,' under the heading, Preparation of the Mill-Ore. The process from this point forward, in the No. 2 section, is outlined on the accompanying flow-sheet. In describing it I shall attempt to analyze the products of each separate process. The constancy of the tonnage and the uniformity of the quality of the feed render this practicable. No. 1.—550 tons of feed, all having passed 30 mm., is washed into two 15-mm. trommels, 4 ft, in diameter, 60 in. long, 17 rev. per min., 1 in. slope, 3/8-in. gauge steel.

The year 1955 was a busy one for mining geologists, for the expanding world-wide business activity kept the demand for mining products generally high, stimulating operators to develop local ore reserves and to expand their efforts to find new deposits. The uranium rush was still on, although probably past its maximum rate of climb. Prospecting was also stimulated by the increasing demand for rare metals, and this created new and fascinating targets for exploration. On the whole, it was a boom year when the prospector's chronic optimism found few repressions.

Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

ON Coal's Horizon one development rises above all others. That is the swift expansion of output to make Soviet Russia the largest coal producer on earth next to the United States. Few Americans are aware of the speed and extent of that expansion nor of the accompanying creation of a strong, resourceful mining machinery industry, nor of the extent and character of the mechanization of Soviet coal mining. Two initial clarifications are necessary for better understanding. First, we must keep in mind the sharp distinction between the Russian people and the communist Soviet dictators who rule them. The great mass of the Russian people are not members of the Communist Party as people here are Republicans or Democrats. They are not permitted to be members. There are, by various estimates, only 2 to 4 million members of that party in all Soviet Russia. The other 196 to 198 million are the victims of their tyranny and their terror. It is the activity of the Soviet rulers that concerns us here.

THE raw materials of the ceramic industry are mostly clays. This raw material is ground, water is added and the mixture pugged into a moist, plastic, rather stiff mass. From this mass the desired units of manufacture are made (bricks, hollow building tile, sewer .pipe, etc.). These units are dried; then placed in kilns and heated until the desired degree of vitrification is obtained.1 For firing ceramic ware, two distinct types of kilns are used; namely, periodic and continuous tunnel. PERIODIC KILNS Periodic kilns are those ordinarily seen in a brick plant. They are either round or rectangular. The raw, dried, formed ware is piled or set in the kilns to depths frequently exceeding 10 ft. The kiln is heated until the ware is matured, then gradually cooled sufficiently to allow men to remove the ware; then the cycle is repeated. The time duration of the cycle may be more than two weeks.

Long-Chained aliphatic amine salts have been used for the separation of sylvite (KC1) from halite (NaC1) by flotation. It is puzzling how these two minerals, which are so similar chemically and crystallographically, can be separated by this method. Gaudin as postulated that the difference in floatability of halite and sylvite with salts of primary amines depends on ionic size: In the case of amine flotation, the cation would attach itself to the chloride. I have a speculation there, which I cannot prove, that the ammonium group, that is the –NH3 group in the amine, floats potassium chloride because the dimensions of this group as it has been measured in other compounds is almost identically the dimensions of the potassium ion, quite different from the sodium ion, and so it fits where potassium had been, in place of it and not attached to it.

The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. In addition to projects such as those reported in parts I and II above, the Section of Geo-physics of the Federal Government has undertaken a considerable amount of fundamental research. Two such field-projects may be mentioned, one a magnetometric study in the Comstock Dis-trict of Nevada, and the other a resistivity-study of snow and ice. In addition to the field-problems, there have been two classes of research of a mathematical type. One of these has been the preparation of tables, scales, and charts for the important geophysical functions already known; the other has been the extension of the relations involved in the resistivity-problem. The magnetometric study at Spring Valley, in the Comstock District, was made for the pur-pose of determining the value of the magnetometer in extending the knowledge of a region, as ob-tained by purely geological means. The variations in the vertical magnetic intensity were mea-sured with an Askania balance at intervals of 20 feet, along lines as shown in Figure I.. Since World War II we have all been treated to repeated public and private evaluation of the population explosion. Improvements in medicine and agriculture have brought greater life expectancy and a decreasing infant mortality rate. This has brought boom conditions to some areas-and pressures everywhere for the amenities of life: a little elbow room, a tree or a pot of flowers, space to hike or swim with some freedom have all become premium commodities. With this wish for privacy and attractive surroundings, people are being forced to move to once sparsely populated areas. Suburbs expand or sprawl, depending on the point of view. New country is touched by a freeway and houses and stores spring up overnight. Entire new cities are born to meet the increasing mobility of industry and its work force.

Studies have been made of the method of propagation of yield in iron single crystals in the range of 205' to 295OK by microscopic and X-ray techniques. 'The results show yielding in two stages, of which the second corresponds closely to the Lüders extension in polycrystalline iron. IRREGULAR macroscopic markings On the polished surface of a polycrystalline mild steel test piece during the lower yield extension were first observed by Liiders.' In its many forms, the turbine has greater latitude of application than any other mixing device. It is readily adaptable to all tank shapes, from the shallow pan to the tall and narrow stovepipe. Although turbine mixers can be adapted to most tank conformations, experience has shown that there is a preferred shape for optimum efficiency in each service. In the accompanying drawings this relationship is illustrated by the shallower tank for slurry suspension. The taller tank is preferable for continuous staged systems, or maximum retention of the gas phase in absorption. No single turbine covers the entire range of these applications with maximum efficiency. The back-sloped blade offers maximum power economy. The straight blade develops a higher discharge velocity for the dispersion type of service requiring localized shear. The same high shear environment is provided by the back-sloped impeller with stator ring assembly, which permits the most positive discharge control, Fig. 1. Positive stream control is critical in solids suspensions.

WHILe engaged, in the year 1856, in determining the oil-bearing properties of some bituminous coals from Western Kentucky, by subjecting them to dry distillation in an iron retort, which held about a pint;, and to the neck of which were attached several bottles, for collecting the carbon oils, and washing and measuring the gas, I observed that there was a very great gain in the weight of coke thus made, over that obtained from the same coal when charred in a platinum crucible, as is usual in the laboratory for making the proximate analysis of coal. It was thought at the time that the increase of coke, by the former mode of treating the coal, was due to the pressure which the retarded gas exerted upon the solid carbon, and the possible fixing of a portion of the carbon from the volatile hydrocarbons. For the purpose of obtaining a more definite idea of the effects of pressure on the coking of coals, a series of experiments were made this spring under my direction, by my assistant, Dr. G. M. Levete. The results are highly instructive and full of interest, since they point out some peculiarities in the nature of bituminous coals which

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

Plastic deformation of the germanium adjacent to the re-growth material has been observed after alloying single crystal germanium with tin. Of several solder alloys investigated, plastic deformution was observed only in the germanium samples in contact with a tin-doped regrowth material. Dislocations were observed to move on a viewed (111) plane following thermal cycling of tin-doped regrowth material on germanium. OBSERVATION of germanium samples to which solder had been fused indicated that plastic deformation, as evidenced by slip arrays of dislocation etch pits, occurred during the fusion of the solder alloy, Figs. 1, 2. The samples had been prepared by placing the solder in contact with the germanium and heating the assembly to approximately 575"C, followed by cooling to room temperature. During this process, the solder first melts, and then as the temperature is further increased, dissolves a portion of the germanium with which it is in contact.
