THE Directors of the Institute at the May meeting voted to take a referendum of our members on the subject of licensing engineers. At the June meeting, this action was rescinded, it being felt that the proportion of the members of this Society who would respond to such a referendum at the present time would not be large enough to give the data for which the referendum was intended. It was deemed advisable in its place to publish in this issue of Mining and Metallurgy arguments in favor of and against licensing. Two arguments by proponents of the movement follow. Many articles against licensing have appeared in these columns, in the last two years, covering most of the arguments on the negative side so that the sole contribution herewith is a summary of a referendum taken by the Mining and Metallurgical Society in 1920-21.-EDITOR.

The occurrence of twins in a iron, generated during cooling through the ?-a transformation, is well established,1-8 but this phenomenon has been nearly ignored during the past 20 years. It is the purpose of this note to call attention to the prevalence of such twins and to illustrate their appearance. The work of paxton7 and Kelly8 has demonstrated beyond reasonable doubt that for Neumann bands (mechanical twins) in a iron the twinning plane is (112) and the twinning direction <III>. The agreement with McKeehan&apos;s earlier work4 on transformation twins indicates that both types of twins in ferrite follow the same twinning law. There is little doubt of this conclusion, but it could be strengthened by a microbeam X-ray determination of the orientation relationship between a single ferrite grain and a transformation twin within that grain, as in the technique used by Kelly8 on Neumann bands. STRUCTURAL steels containing chromium have become widely used in the last 20 years. In the earlier part of this period the major applications were in chromium-molybdenum aircraft tubing and similar special high-strength steels. During the past 10 years there has been a notable expansion in the use of chromium-bearing steel for structural purposes when welding was utilized for fabrication. The chromium-bearing steels introduced by Saklatwalla1 (chromium-copper), Kinzel2 (chromium-manganese-silicon), and Schultz3 (chromium-copper) are being extensively used at the present time.

DURING the past few years the block coal of Indiana has been talked about and written upon to such an extent, that almost every one at all interested in such subjects, has been made acquainted with the area and geographical position of the field, the quality and peculiar properties of the coal, the thickness of the veins, the manner of mining, etc. The writer, therefore, taking for granted that to those present all this is familiar ground, desires more especially to call attention to the position this coal takes in the market, and at those points of consumption where it is brought in direct competition with rival fuels. THERE are 19 pct fewer undergraduate and graduate mineral engineering students enrolled in the ECPD accredited schools of the United States this year than there were a year ago. The figures are: 8727 this year and 10,674 last year. The entire engineering group in both countries numbers 171,070, as compared with 184,547 last year and 252,250 in 1947-48, the peak year. This is a decrease of 7.3 pct since last year, less than half as much as the decrease in the mineral engineering group. These figures on engineering enrollment for the current year, 195.1-52, in colleges of the United States and Canada were prepared jointly by the U. S. Office of Education and the American Society for Engineering Education. The seriousness of the situation is shown. by the reported demand for 60,000 to 90,000 engineers this year for civilian and defense industries and only 35,800 will graduate next June. The uranium deposit of Gunnar Mines Ltd. is on south shore of Crackingstone Peninsula in the Beaverlodge area of northern Saskatchewan. The property spans St. Mary&apos;s Channel, a narrow waterway separating the mainland from a group of islands in Lake Athabasca. The mine property, consisting of 12 claims and 7 fractions, was staked in July 1952 by A. O. Zeemel and W. J. Blair. Diamond drilling commenced in the fall of that year and continued until the spring of 1954. In that interval, some 70,000 ft of drilling outlined an orebody plunging from the surface south-ward to a depth of 1000 ft below the shore of St. Mary&apos;s Channel. The last 9000 ft of drilling was through lake ice, and when this was interrupted by spring breakup, sufficient ore reserves had been established to warrant the present operation. Surface drilling was therefore terminated.

The strength of a natural serpentinite gouge was measured at 400°C and an effective pressure of 100 MPa. The strength of the gouge decreased with increasing pore pressure to 50 MPa and then was nearly constant between 50 and 125 MPa. The samples at 50-125 MPa pore pressure slid stably, whereas those at 3-25 MPa pore pressure showed stick-slip behavior. Lengthening the pre-heating time to 72,000 s of samples at 100 MPa pore pressure led to increases in both the strength and the likelihood of sliding unstably. With still longer pre-heating times, the strengths decreased again and sliding once more became stable. The strength of the gouge at 3 MPa pore pressure was unaffected by changes in pre-heating time. A possible explanation for the results is that excess pore pressures are being generated in the gouge, causing the true effective pressure to be lower than the apparent value.

The mines of southeast Missouri&apos;s Lead Belt have been in operation since 1864, almost 100 years. During this period about 10 pct of the total ore available has been left in place as pillars, and this now represents the best ore reserve left to the older mines. St. Joseph Lead Co. has been investigating various plans of pillar recovery for several years. The example to be described is only one possible approach under a specific set of conditions. Conditions vary greatly in the different areas within the Lead Belt, and the same approach would be entirely in- adequate in certain other areas, but there are important sections where this system is clearly applicable.

THE central washing plant of the Colorado Fuel & Iron Corp. was first operated in 1918 to furnish coal for two 60-oven batteries of Koppers design. Prior to that time the coke for the blast furnaces had been secured from a number of beehive operations, some with their own washeries. The original washery had four Elmore jigs, which did not do as well as had been expected. In 1923 the jigs were taken out and replaced by Deister Plat-O tables, with various changes in auxiliary equipment. In 1936 the throughput of the plant was considerably increased by the installation of vibrating filters for recovery and drying of fine coal, thereby reducing a large recirculating load of fine coal which passed through the screens of the Carpenter driers.

If you will be patient, we will explain how our plans to research the fishing possibilities of the Buffalo River following the SME Fall Meeting turned out, in general, to be an extension of the main theme of that meeting and, in particular, to confirm an astute observation on research made by Australian T. R. A. Davey in his Award-acceptance address at the Pb-Zn Research Luncheon. Buffalo River State Park is reached via Yellville where we tried without success to find one Odie Tollett who had been recommended as a boat liveryman. However, Mrs. Leon Dodd, in the Park, outfitted us nicely with a 17-foot aluminum canoe. Rain had dominated the recent weather of the Ozarks in northwestern Arkansas. So, under a leaden sky and intermittent showers, we stood on the bank of the turgid Buffalo demonstrating to our spouse, Sylvia, how to cast. Of course, with the water up and the sediment, the outlook for catching fish was bad. Sylvia said, however, "Oh, I get it. Let me try. Umm, like this I got one!" Sylvia reeled in a pretty ten-inch brown trout. "The poor thing, let&apos;s throw him back."

The recently completed modifications and additions to Reserve Mining Company&apos;s taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located microprocessor based control system connected to a central control room. Operation of each micro-processors can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

The fault zone of south central Texas showed renewed activity during I940 along a trend roughly paralleling the old established Balcones fault-line group of producing fields. This was a result of the new discoveries in the Wilcox (Eocene) formation in southeastern Texas and Louisiana. As of the end of the year, one new field producing from the Wilcox formation had been discovered on the Washburn ranch in La Salle County, along the southwestern limits of the district, and several projected tests into that formation were under way. In the western part of the district, par-titularly in the part of the Rio Grande embayment that is in Dimmit, Webb and Zavala Counties, there has been renewed leasing activity with the shallower sands in the Navarro-Taylor formations (Upper Cretaceous) as the objective in several projected tests for the early part of 1941. Three new fields have been discovered along the old fault-line trend, but these have been comparatively small, producing either from Dale lime, Austin chalk or Buda lime. No new fields were discovered during the Year in the Edwards (Lower Cretaceous) lime horizon. Approximately 260 wells were drilled in the district during 1940, which resulted in four new oil fields. Twenty-seven new wells were completed in the Proven Edwards lime fields of Darst Creek, Luling and Salt Flat and seven were added to production in the Pearsall field. Approximately 160 wells in 18 counties were completed as failures during the year. The district produced 7,659,634 bbl. during 1940, which was a 9 per cent decrease under production for 1939. In all, 3559 wells were producing at the end of I940, compared with 3562 wells producing at the end of the previous year; 104 new producing wells were completed and 163 wells were abandoned in the producing fields of the district. During 1940 considerable exploratory work was carried on along the Wilcox trend within the district, particularly by major companies employing various types of geophysical methods, and leasing activity increased considerably. At the end of the year, the total number of acres of nonproducing leases held by major companies in the district increased about 10 per cent. It is anticipated that this activity will continue into the first part of 1941 and will be supplemented by several exploratory test wells. New Fields B,, Creek, Caldwett County.— . R. Ogden NO. 2 Talley, discovery well of the Bee Creek field, in the northeastern part of Caldwell County, was completed on March 16, I940, in Dale lime from 2091 to 2238 ft., pumping 85 bbl. per day, 39° A.P.1. gravity. The discovery of this field can be credited to a combination of subsurface geology and magnetometer work, which indicated the presence of a serpentine intrusion. At the end of the year, ,3 producing oil wells had been completed and the field has produced a total of 47,050 barrels.

In 1945 tests were made in the coal washery of the Colorado Fuel and Iron Corporation, at Pueblo, Colo., to determine the value of the Humphreys spiral. So far we have demonstrated that it is of definite value to us in rewashing a portion of our table middlings; and we are fairly certain that this is not necessarily the only place in which it can be used to advantage. Because of manpower and material shortages, experimental work has been discontinued for the present. Three of the spirals are being installed for use in rewashing the middlings, and testing and experimental work will proceed when this installation is completed. All evidence secured so far points to the fact that the spiral call make an effective separation of heavy material below 8-mesh; but that it is ineffective in removing larger, heavy material. This, of course, will limit its use to fine coal or a classified feed containing no heavy material larger than 8-mesh. In considering the results of our tests, it should be noted that the feed was our table middling, and that any real separation of this material is a "moral victory)" as there is little material that could be properly called coal and practically no heavy rock, the consequence being that previous attempts to clean the middlings have not been at all successful. Several articles dealing with the spiral and its use in treating heavy minerals have already been published,&apos; but for the benefit of those who have not seen these we include a brief description of the spiral and of the way it operates, taken from Bulletin 4 of The Humphreys Investment Co.: The Humphreys Spiral Concentrator consists of a spiral conduit of modified semicircular cross section. Ore pulp is fed to the top and, as it flows downward, the heavier particles concentrate in a band along the inner side of the pulp stream (Fig. I). Outlets for removal of products are located at the lowest points in the cross section of the conduit. Wash water, added at the inner edge of the stream, flows outwardly across the concentrate band. The width of concentrate band removed at the outlets is controlled by adjustable splitters. Concentrate is usually removed from the upper portion of the spiral and middling from the lower portion. Tailing is discharged from the lower end. Tests are usually made in closed circuit, since this provides a maximum of information with a minimum amount of sample. Fig. 2 shows the spiral set up for closed-circuit testing, and gives a good idea of the general arrangement of such an installation. The small cyclone separator is used to provide clean wash water without introducing additional water into the circuit.

Because of the many conflicting opinions regarding the functioning of the ball load and the characteristics of ball wear in ball-mill grinding, the following résumé of reports covering recent tests conducted at the Hayden plant of the Kennecott Copper Corporation is submitted with the view of pointing out certain salient features that should throw additional light on the subject. Mills Used Cylindrical drum mills with trunnion feed and discharge were used. The discharge trunnion was 13½ in. in diameter. Dimensions inside the lining were 6 ft. 6 in. in diameter and 9 ft. 6 in. long. The mills were Britannia-lined and nine lifter bars projected 2 in. from the lining. The mill speed was 162/3 r.p.m. Feed to the mill was 9 per cent on 10-mesh, 85 per cent on 100-mesh, 77 per cent solids. New balls measured 2 in. in diameter and the approximate weight of the ball load was 40,000 pounds. Initial Test During a test that was being conducted to determine the relative economic value of standard cast balls vs. forged steel balls in the local &apos;grinding operation, certain observations were made in regard to the functioning of the various ball sizes and the characteristics of ball wear, which warranted a supplementary test for the purpose of confirming such observations. For the initial test, the necessity for developing a graduated load of the new forged balls before the test could be started was realized, but the time required to obtain a graduated load and the functioning of the various ball sizes was not clear. No advantage could be seen for starting out with a full load of forged balls, as this initial load, at the least, would have to be completely ground out and replaced by daily additions of balls before the graduation could be complete and a normal static condition of ball sizes reached. For a considerable period prior to exhaustion of this initial charge there would be an unusual quantity of worn balls of a certain size, which would not be typical of a normal charge and could influence the characteristics and functioning of the entire load. Therefore, it was decided to start by daily addition of the forged balls to a mill that contained a normal operating load of cast balls. After 88 days of operation the mill was shut down for inspection. By that time the load consisted of a mass of forged balls functioning around a large core of the residual material of the former cast-ball load. This core of cast slugs, locally referred to as "the kidney," was well defined from the forged-ball load.

SPECULATION as to when and under what conditions mining may be resumed in Russia by foreign interests is becoming more interesting. Circumstances have changed so completely that all new projects must give careful consideration to the conditions as they exist at this time. For example, it is now estimated that a certain copper company in Russia can produce copper and put it on board ship at seaboard for 8 1/2c. per lb., crediting the copper with the value of precious metals contained. It is further estimated that in some places gold can be produced at a cost of about one-half of its value; platinum can be produced even more advantageously. Transportation, which is absolutely necessary for mines of coal, iron or manganese ore, as well as for an industry consuming either coal or coke, is not so essential for the operation of a gold or platinum dredge when the dredge has once been put into operation; after that, food is the principal material for which transportation must be provided. During 1922 the operators in the Urals, who had combined in a so-called platinum trust, expected to produce about 2340 lb. of crude platinum but the amount actually recovered during that season was reported as only 1620 lb., most of which came from hand workings; Nicolo Pavda had the principal dredges in operation during that year. In preparation for 1923 operations, about $400,000 worth of repair parts were obtained in England. At least two American-built dredges and one Putiloff dredge are reported in operation at Nicolo Pavda and it is supposed that most of the better dredges in the platinum district are now working.
