A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated (Ref. 1). These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 million tons (163.3 x l09 kg) per year and the careful phasing of additional public services with population growth effectively reduce the social and environmental impacts of coal development. The alternative involving the addition of 43,000 megawatts of electrical generation capacity has very significant adverse social and environmental impacts on the region.

In-situ fracture toughness experiments have been performed with a scanning electron-microscope. The rock, Stripa granite, was loaded both in tension and three-point bending using the same size notched plates. Observations, which included crack extension measurements as a function of load, are presented in the form of R-curves. The data does not sup- port the proposition that R-curves can be regarded as independent of specimen configuration for this granite. Typically crack extension was seen to begin at loads of 70-80 % failure load. Tensile specimens showed considerably greater sub-critical crack growth than the bend specimens. Evaluation of the approximate fracture toughness Km for both specimen types produced as expected erroneously low estimates Of KIC, being worst in the case of the tensile specimen. Some crack extension data for Stripa granite using the indirect methods of compliance calibration, fluorescent dye penetrant and acoustic emission are compared. In a material such as Stripa granite it is considered that no single method is without its limitations.

IT is recognized that ingot structure is important in determining the quality of finished steel. Such elements of ingot structure as the size, shape and distribution of primary crystals; the size, shape and distribution of shrinkage cavities; the degree and kind of segregation (both macro and micro); the distribution of nonmetallic impurities and gas cavities are each the result of solidification phenomena. These structural features vary with variations in ingot practice: Their control requires a knowledge of their correlation with the variables of ingot practice. The structures of full-sized commercial steel ingots have been studied extensively by the Steel Ingots Committee of the Iron and Steel Institute.1 This work has contributed much to our knowledge of ingot structure and the factors that control it. These investigations of necessity have been limited in scope because of their costliness and the great amount of time required. Studies of the structure of small steel ingots have not been very satisfactory because of the rapid rate of freezing of the ingots. Their structures are thus difficult to resolve and to interpret. Medium sizes of steel ingots in the ranges of 150 to 500 lb. do offer opportunity for study, but their cost also becomes greater and their use less expeditious. Experimental models for the study of steel-ingot structure have been made of nonferrous metals. Gathmann2 used lead-tin alloys and reported that they were satisfactory for determination of the location of the major shrinkage cavities and the "planes of weakness" resulting from the pattern of crystallization. Certain features of mold design have been illustrated by these results. Bezdenezhnihk3 has used copper and aluminum ingots similarly and has shown the effect of mold-wall thickness on the depth of columnar grains. These studies of nonferrous models have been useful, but their results have been limited because the analogy with steel ingots obviously is not a close one. Model wax ingots have also been useful in pointing out important features of mold design. Gathmann4 watched the solidification of wax ingots, through a glass-walled mold, and has reported the effects of mold type on the location of the shrinkage cavities. Segregation was simulated by using a mixture of paraffin and stearine and adding a red dye that on freezing segregated preferentially to the stearine. Brearley5 also used wax models to determine .the effects of some of the principal features of mold design. Carlsson and Hultgren6 used stearic acid to show that the columnar crystals of ingots tend to slope upward progressively from the mold wall toward the center of the ingot. DEADWOOD and the Black Hills were familiar names to me from childhood, for. I had an uncle who was among the earliest eastern investors there and I used to hear of the Uncle Sam mine and its rich ore back in the eighties. The spring of my junior year at college, in 1893, brought me an offer of summer work at the Deadwood & Delaware smelter, in Deadwood, and full of the thrill of the long journey from New Jersey, I went out as chemist and stayed four months. Within a week or two of my arrival, I went through the tragic experience of seeing an associate drink cyanide by mistake and die within a few moments. I shall never forget the horror of feeling that my lack of knowledge of an antidote might be responsible for his death, but I found later that the solution he drank was so strong that nothing could have been done. A year after graduation, when I had settled down to chemical research work in New York, an offer came to go back to the smelter in Deadwood, and within a few days I was again tramping down "the Gulch" with my lunch bucket and putting in the standard assay office shift of that day, from 7 a.m. to 6 p.m., with a half-day off on Sundays. During my absence East, the D. & D. smelter had been changed from a pyritic smelter, using native pyrite, and Homestake concentrate to matte the siliceous gold ores, into a copper-matting smelter using copper ores brought from Butte, over the newly-completed Burlington rail-road. The work was interesting, and the laboratory offered many opportunities for making improvements. I remember also undertaking experiments at home on a new method of gold precipitation for the chlorination process and leasing a mine in Strawberry Gulch that promised great things, but soon petered out.

The new potash refinery of Duval Sulphur & Potash Co. produced its first tonnage of muriate of potash in November 1951. Full capacity was attained in early 1952. Excellent extraction efficiency is being obtained by the process, which is basically froth flotation. System temperature control is practiced and has proved to be of great metallurgical value through high potassium recovery and. low reagent cost. WHEN Duval Sulphur and Potash Co. recently entered the established potash industry, the vast amount of pioneer work essential in an entirely new endeavor was unnecessary. Thus it was possible to screen and assemble proved techniques into a highly efficient process based on the combined knowledge of the industry. It is hoped that the refinements Duval has added to these cumulative achievements will contribute to the rapid advance of the potash industry and related enterprises. The process selected utilizes as raw material syl-vinite ore typical of the Permian Basin. This ore is principally comprised of interlocked crystals of potassium chloride, about 40 pct, and sodium chloride. Also there is as much as 1 1/2 pct of dispersed clay slime which, because of its nature, highly complicates beneficiation of these ores. The refining method is basically flotation in which the mineral sylvite is floated away from the halite-clay gangue to produce a 60 pct K,O muriate of potash product for the plant-food trade. Four, general methods have been used in the study of the decomposition of coal. The first has been directed toward the processes of coal formation, the second has been by means of microscopic studies, the third from the data of destructive distillation, and the fourth has made use of various solvents. Applying these methods to the sulfur of coal, it has been found that the organic sulfur of plant and animal life enters into the formation of coal and remains in organic combination in the final product. The inorganic sulfur is almost entirely combined as iron pyrites and marcasite. The infiltration of hydrogen-sulfide waters is doubtless a large factor in these combinations. Sulfates are found in very small quantities except where free oxygen has entered the coal strata. The mechanical mixing of detritus with the early coal material is another source of sulfur. In this case the sulfur is distributed in microscopic particles throughout the mass. In destructive distillation, a part off the sulfur comes off as hydrogen sulfide and various thiophen compounds, but this furnishes little information as to the nature of the sulfur compounds in the coal itself. The use of solvents has given valuable data concerning the sulfur compounds in coal. Fremy1 and later E. Guignet2 noted the action of alkaline solutions on coal after treatment with nitric acid and Anderson and Roberts3 showed' the presence of large quantities of organic' sulfur in the extract so obtained. In a study of the phenol extract of coal, Parr and Hadley4 found organic sulfur in the soluble organic material. These investigations proved the presence of organic sulfur in coal in addition to the inorganic forms, such as iron pyrites and sulfates. T. M. Drown5

A heavy development campaign progressed during the year 1936 in South Texas1, following up important discoveries made in 1935. Oil and gas wells completed during the year were 1473 against 704 in 1935. The drilling program reached its peak of operations in June in consequence of offset requirements made necessary principally in Duval County in the Seven Sisters, Loma Novio, Lopez and Cole fields. There were six new fields discovered during 1936 as follows: Rhode in McMullen County; Peters, El Mesquite and North Kohler in Duval County; Wood in Starr County and Colorado in Jim Hogg County. No discovery of unusual consequence was made during the year. The pools mentioned above are simply in the primary stages of development. The most intensive exploratory work during the year was in Duval, Webb and Zapata Counties. Considerable activity also prevailed in Starr and Brooks Counties. Much significance is attached to the California Company's discovery in the Alta Mesa field in Brooks County, which is considered to be a deep-seated salt dome. The Comitas field, in Zapata County, developed some surprisingly good production in a shallow sand at 900 ft. and is being followed by a heavy wildcat campaign throughout that area in search of like production. In Starr County an active wildcat campaign is in progress in a continued effort to find new fields northwest of the Sam Fordyce field, in Hidalgo County. This play continues in a northerly direction through Starr and Jim Hogg Counties. New Fields Rhode.—The Rhode field, in southeastern McMullen County, was opened in May by the Magnolia Petroleum Co. with a gas well in the Whitsett (Upper Jackson) sand at a depth of 1810 to 1822 ft., this test is located in the southeast corner of sec. 86 on the Rhode ranch. Four gas wells have been completed, proving up a gas area of 1000 acres, more or less. Development will be slow because of lack of market for the gas.

IT has been suggested that: "Insofar as the hardening due to a solute depends upon the increase of lattice parameter produced by it, it is reasonable to suppose that this hardening might be related to the resistance which the pure solvent would offer to increase in its parameter."1 It was further suggested that this hypothesis might be examined by comparing the hardnesses of analogous silver and copper alloys, since the stress necessary to produce a given lattice expansion is quite different in the two metals. Suitable data 2,3,4 are now available on these alloys, and we shall proceed to an examination of the hypothesis quoted above. HARDNESS, LATTICE PARAMETER AND IONIC OVERLAP Increase in ultimate Meyer hardness has been plotted against increase in lattice parameter in Figs. I and 2, It is believed that most of the values are accurate within the limits indicated by the rectangles, These data are also presented in Table I. Ultimate Meyer hardness, Pu, is defined by the equation: [P" - D2] where L = load, D = diameter of an impression having the same diameter as the testing ball, which in this case is 4 mm. Increase in lattice parameter is defined as the difference between the lattice parameter of the solid solution and that of the pure solvent. The curves in Figs. I and 2 are based on equal solute concentration and an equal degree of plastic deformation pro¬duced by the testing ball. Hardnesses are corrected to a constant grain size for copper and silver alloys, respectively, and these two grain sizes are approximately equal. Furthermore, all solutes are from the same period of the B subgroup of the periodic table as their solvent. WHEN examining a coal property it is customary for the engineer to take channel samples at several coal faces. In doing so the extraneous matter, or partings, which can be removed by hand, or mechanically, with the facilities at hand, or proposed, is rejected. Where there is doubt concerning a stratum it is usually rejected from the main sample but part is taken for separate analysis. The samples are forwarded to a chemist for proximate analyses and determination of British thermal units, and, sometimes, ash fusion. Consideration is given all available commercial analyses but frequently the owner presents only the favorable ones. From the results thus obtained a general evaluation is made, monies are loaned or expended, markets are determined, and realization is estimated. In many instances, such grades are not substantiated and it is time we looked deeper for a basis which will prove more practical. Institute committees are working hard on analytic and use classifications and much valuable information has already been assembled and distributed. However, no single grade can be applied to any particular bed or region. Much study has been given the Pittsburgh No. 8 seam, yet that bed is subject to material differences in a single section; i. e., some strata of a face may differ from others in structure and analysis, particularly in sulfur content. From some localities it yields a good carbonization fuel, while in others it is chemically unfit for such use. Traveling south to the Logan, W. Va., field we find the Cedar Grove (Island Creek) seam a hard, gray splint coal. In the same field, and not far distant, the same bed changes, both structurally and chemically, and consists of excellent gas coal. In Illinois the moisture content of a bed may vary greatly in different localities. We have seen mines in which part of the coal is excellent for special purpose use but is spoiled by the product from another part of the same mine.

BLAST-FURNACE flue dust is one of the most troublesome operating factors in the iron and steel industry. It is usually involved in all the unpleasant phases of blast-furnace operations. It adds to our aggravations until we are willing to spend large sums of money to keep it out of our stoves and boilers acid more money to handle it again and again on one scheme or another to induce the furnaces to retain it without bad after effects. Several successful operators claim that it is useless to recharge raw flue dust because the furnace would never have blown it out if it had been suitable material for blast-furnace consumption. Most of us who have made persistent efforts to return raw flue dust to the furnaces have decided that it is very often false economy to do so. Yet some remarkable results have been attained at the Ohio Works of the Carnegie Steel Co. through recharging raw dust. The plant comprises six modern blast furnaces. Up to 1909, about 300,000 tons of flue dust had accumulated in stock piles. During the last 10 years, there have been recharged into these furnaces all of the flue dust recovered from the furnace operations, the entire stock pile of flue dust, and nearly 80,000 tons of dust shipped from other furnaces of the Carnegie Steel Co. The results obtained are shown in Table 1.
