Duquesne Light Co.'s Portal No. 3 mine, in the Warwick group of mines in Southwestern Pennsylvania, was started in June 1965 with battery- powered tractor-trailer face haulage. The area as- signed to Portal No. 3 encompasses over 8000 acres of coal and will be developed by driving a set of main entries through the center of the tract in roughly a westerly direction, and sub mains on a 45º deflection angle in roughly a northerly direction (Figs 1 & 2). In the original planning these sub mains were to be at a 90º angle with the mains, but difficult roof conditions necessitated a change in plans. The entries and crosscuts are driven 18 ft wide in the normal Sewickley seam which varies between 46 and 56 in. high. The mine bottom is a strong shale and in average, cool or dry outside conditions stands up well for rubber-tired haulage equipment, but when the outside conditions are hot and humid, the bottom becomes soft and muddy. This condition lessens as the mine faces are advanced further from the portals because the condensation will then take place principally on the surfaces of intake entries outby the working areas. To aid the situation, an air cooling system was installed and is used as conditions dictate.

This paper describes a comprehensive computer program, developed under the joint sponsorship of the U.S. Environmental Protection Agency and the U.S. Bureau of Mines, that simulates the performance of coal preparation plants. A typical plant configuration may include several different washers, crushers, and screens as well as stream blenders and stream splitters, interconnected in whatever manner the user may specify. The program will predict the mass and energy yields of each unit and the properties of each flowstream (weight, ash, pyritic sulfur, total sulfur, and energy distributions), provided the feed properties and appropriate values for various control parameters are given. The program is used to assess washability characteristics of different coals, to determine the effectiveness of different plant operating conditions, and to compare the performance of various plant configurations. A brief description is given of the methods used to carry out the calculations for each type of unit. Results of some calculations are also presented. These results illustrate the versatility of the program for analyzing both simple and complex plant configurations. The paper concludes with a description of other accomplishments and future plans.

THE CLOSING years of the nineteenth century witnessed a rapid expansion in Phelps Dodge activities in Arizona and other parts of the Southwest and a corresponding decline in its exporting and importing interests in New York. Before the close of another decade, this process had gone so far that the company was committed lock, stock, and barrel to its western undertakings. By 1910 the evolution that began with the tentative investments at Bisbee and Morenci was complete. An enormous increase in the domestic production of iron and copper, which made it increasingly difficult to find markets for imported cargoes of those metals from English mills, accounted in part for this radical shift in Phelps Dodge activities and interests. In the case of tin plate, the change was even more spectacular. In 1890 a seventh of the world's supply of pig tin passed through the hands of Phelps Dodge agents. In 1906, thanks chiefly to the McKinley Tariff of 1890 which imposed a duty of over two cents a pound on tin plate imported into the United States, the company received its last shipment of tin from England, and thus ended a form of

THE question, what is the best proportion among weight, fall, and speed of stamps, is one which has not yet received thorough and systematic examination. In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally, the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The safest experiments are those made in the same mill, by changing first one and then another condition of working; but this is seldom possible for such conditions as weight and lift of stamps, and only within narrow limits for their speed. We may eliminate questions of friction, transmission, and generation of power, in the case of stamps, by measuring the power actually developed by their fall. Thus, the weight, multiplied into the fall in feet, and the number of drops per minute, gives us exactly the number of foot-pounds exerted by each stamp. Dividing by 33,000, the number of foot-pounds per minute in one-horse power, we have the horse-power per stamp, from which the effective power of the whole mill may be obtained. Dividing the amount of rock crushed daily by the effective horse-power, gives us the daily amount per horse-power; and this is the best measure that can be obtained for the effectiveness of the stamps. A complete discussion of the subject would require us to determine the exact influence of the discharge, etc., and the exact resistance offered by different classes of rocks, for both of which points the data are wanting. The response of calcite to flotation with saturated fatty acids and alkyl sulfonates of various chain lengths is presented. The amount of collector re-quired for flotation is shown to decrease systemati-cally with increasing carbon content from 8 to 12-carbon atoms per molecule. This systematic flotation response is correlated with the solubilities of the calcium-collector salts, which were established with a nephelometer. The 14-carbon collectors deviate from this systematic behavior, and no flotation is possible with the 16-carbon homologs. As determined by infrared analysis, the mechanism of collector adsorption involves a specific chemical reaction be-tween the collector and the surface. A reaction of the form CaCO3(s)+ 2 RCOO"=*=Ca(RCOO)2(s) + C03= is suggested. The pH of the system is also shown to be a most important parameter as it controls the carbonate, calcium, and collector ion concentrations in solution and thus controls flotation response. The importance of hydrocarbon chain length of collectors was recognized early, and various studies have been made on this aspect of flotation. Wilkinson, ' for example, noted that as the chain length of alkyl xanthates is increased, the amount of collector required for flotation of sphalerite is decreased. The same effect has been shown in the flotation of galena.2 Similar results were obtained when malachite3 and calcite4 were floated with various fatty acids. DeBruyn5 has shown that a similar phenomenon occurs when quartz is floated with amines at constant pH. Recently, Fuerstenau, Healy, and Somasundaran6 correlated this phenomenon with the van der Waals cohesive free energy of association of the hydrocarbon chains. It seems unlikely, however, that chain association could be involved in the sulfide and carbonate systems with the collector additions employed, especially with the short-chain xanthates. Rather, it would seem that the decrease in collector concentration with increase in chain length noted for flotation is related to the solubility of the metal-collector salt. The purpose of this investigation is to verify this premise and also quantify this phenomenon if possible. Calcite was selected for study with both alkyl sulfonates and saturated fatty acids as collectors. EXPERIMENTAL MATERIALS AND METHODS The collectors used in this investigation ranged from 8 through 14 carbon atoms per molecule. The fatty acids had a reported purity of greater than 99%. THE technological study of the treatment of gold and silver ores has been largely responsible for the phenomenal strides which have marked the progress in this branch of metallurgy during recent years. In no other application of science to industry is system more imperative at every stage; correct formulation of result is only second in importance to efficiency of operation. Progresss in method has been largely the result of individual initiative, aided by the work of technical journals and metallurgical societies. There still remains a field for profitable discussion, and it is my intention to deal with some inconsistencies of expression common to a number of writers on the subject; and also to draw attention to the false impressions created by a statement which may, possibly, be only unintentionally misleading. I also take the opportunity of tracing the source of both metallurgical and economic result; and to question the desirability of the methods usually employed in arriving at a final statement. In the first place, I wish to deal with the question of extraction. This term may mean anything or nothing, and it is often used to mislead. In a report of a mining engineer as to the result of operations subsequent to the remodeling of a treatment plant prominence was given to the statement that the extraction had amounted to 91 per cent. On examination it was found that only a small percentage of the so-called extraction was calculated on actual bullion return, a proportion being figured from the gold left in the zinc boxes, and not recovered. In addition to this, a proportion of the extraction was said to be due to gold in concentrate. As there was no concentrating apparatus on the property and as concentration did not form a part of the scheme of treatment the matter was investigated, with the result that the concentrate, of lower gold content that the original ore, was found to be the result of an inefficient pumping system which failed to provide for the whole of the battery product delivered to it. The balance was stacked and, although itself of no marketable value, the gold content was allowed to form a basis of extraction figures.

It is my purpose to give some of the results obtained by an experience of nearly seven years in working ores by the method frequently called the Washoe Process, and in several mills of which I have had charge, but principally in the Owyhee Mill, at Silver City, Idaho, which had twenty 650-pound stamps, and sixteen pans. I shall discuss here merely the mechanical details for working ores generally, subdividing the subject as follows : 1. Preparation of the ore for the stamps; 2. The crushing in the battery; 3. The settling of sand or pulp in vats or tanks; 4. The treatment in the pans; 5. The results obtained in settlers, agitators, and concentrators; 6. The straining of quicksilver, cleaning of amalgam, and retorting; 7. The saving of slimes and their subsequent treatment; 8. The loss of quicksilver. For descriptions of the various kinds of orebreakers, stamps, tanks, pans, settlers, etc., I must refer to the various works on these subjects, prominent among which are the reports of the United States Commissioner of Mining Statistics,and the volume on "Mining Industry," the third volume of the United States Geological Survey on the Line of the Fortieth Parallel through the gold and silver bearing regions of the great West, undertaken under the able guidance of Clarence King, assisted by Mr. James D. Hague and others. In this discussion it will be assumed that the general arrangement of the quartz mill is understood; and the question will be treated how to secure, from such a mill, the greatest economy in working, combined with the largest results. This place seems fittest for a single preliminary suggestion—namely, that there should be double "floors" throughout the mill, so that nothing can sift through and be lost.

The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

The rate of cementation was determined by measuring the time required to consume a thin electrodeposited layer of the cementating metal as indicated by a sudden increase in the electrical potential. The diffusion controlled cathodic current of the more positive metal was measured by conventional electrochemical techniques and compared with the cementation rate under the same experimental conditions. Micrographs revealed different types of crystal growth in different surroundings e.g. dendritic growth in acidic solutions.

CONDITIONS at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, but to drive a slope on an inclination of 17 1/2°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly.

The Meggen mine and the concentrator plant of the Sachtleben Bergbau GmbH are located in the southern part of the Ruhr district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was started up in January 1963. The Meggen orebody is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonian age. The average thickness of the deposit is 3 meters and due to an intense folding of the area, the mineralized zone dips steeply at 80º towards the north.

A short study has been made of the underground mining potential in the Plains region, the Province of Alberta, Canada. Particular reference is made to the possible application of longwall mining: Presently underground mining is limited to small scale room-and- pillar methods. The problems anticipated with large scale mining at shallow depths (30 m) are examined. Production factors based upon longwall retreat mining utilizing shield supports are also considered.

OBSERVATIONS have been made that the substitution of antimony for bismuth in Bi2Te3 leads to anomalies in some of the electrical and magnetic properties of the Bi2Te3-5S2TeS alloy system at the composition ratios 2 Bi2Te3 : 1 Sb2Tes and 1 Bi2Te3 : 2 Sb2Te3. Airapetiants and Efimova1 have reported the peaking of the nondegenerate hole mobilities, at these compositions for sintered materials and ascribe the peaking to the formation of ordered alloys. Oil production in north Louisiana in 1938 was 28,442,910 bbl., a decrease of 225,160 bbl., or less than 1 per cent, from 1937. The principal increases were at Cotton Valley, Lisbon and Zwolle. The greatest decrease was at Rodessa, with small normal declines in production of the old settled fields. Natural gas production from gas wells declined 15.9 per cent from 1937, but casinghead gas increased, so the decline in total production was only 6.9 per cent. Decline in completions was due to lack of proven areas for drilling, as well as price and marketing difficulties; and wildcat activity mas also less than in 1937. The increase in number of dry holes was due chiefly to shallow drilling in the old Caddo and Zwolle fields. Most important events in 1938 were the discovery of the Shreveport deep oil and gas field, extension of the Logansport gas-distillate field into Louisiana, development of oil production in the Bodeaw zone on the flanks of Cotton Valley, opening of deep gas-distillate production at Shongaloo, and completion of one well in a deeper horizon at Bluc Lake (Zwolle field). Geological Notes The deep drilling done in 1938 did not cause any important changes in geological correlation and nomenclature of the formations below the Upper or Gulf Cretaceous. DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by Froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each or clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.

Engineering research consists, broadly speaking, in the investigation of the effect of the variations in a number of factors on some property of a product or characteristic of a process. The unambiguous description of the product or process requires that the property or characteristic be expressible in quantitative terms. For the purpose of practical control, it is likewise desirable that the independently variable factors governing the product or process be quantities, although this ideal goal is not always attained. Maximum efficiency—i.e., the attain- ment of the maximum amount of reliable, useful information relating to the influence of, the factors on the property of the product or characteristic of the process, for the least expense—is an important requirement for the satisfactory operation of a research organization. Obviously, a necessary condition for the attainment of maximum efficiency is an adequate knowledge of the specialized field in which the experimental research lies. While necessary, this condition is not sufficient. Proper attention must also be given to the general principles of experimental design together with the modern methods for the analysis and evaluation of experimental data. The Present discussion is confined to a single design, the so-called "factorial" design.
