The problem of the measurement of in situ stresses in rock masses has, in recent years, become one of the prime concerns of investigators and researchers in the field of rock mechanics. Numerous instruments have been developed for that purpose and various techniques have been used to determine the absolute values of these stresses at a point.l The "stress-relief" technique has gained the widest acceptance. In its usual application it relies on one of the two following principles: (1) Measurements of the changes in a "solid inclusion" in a borehole,2 or (2) Measurements of the diametral deformation of a borehole with a free boundary." The theoretical development, in the case of the latter, is based upon an evaluation of the deformation of a circular hole in an infinite plate under the action of a uniaxial stress field. Expressions for the deformations may be obtained by using either the plain strain or the generalized plane stress theoretical approach of the classical theory of Elasticity, which assumes that the material is linearly elastic, homogeneous and isotropic. The solution for the case of a biaxial stress field is obtained by the Principal of Superposition. The circular hole becomes elliptical after deformation takes place under the action of a uniaxial or biaxial stress field applied to the plate. WOULD you like to find a large new ore deposit next year? The answer is as obvious as the question is foolish. But perhaps the question does have some merit if we alter it slightly and ask: What are you doing about finding new ore? This one is more difficult to answer. Possibly you are doing nothing about finding new ore because you have proved reserves for many future years of production. Others may be investing some small percentage of time, effort, and money in mineral exploration, and reserves may be currently adequate, or inadequate, in terms of many future productive years. Still others may be engaged in large-scale mineral exploration programs involving large expenditures of time, personnel effort, and money. In whatever category you may be, a final question might well be asked. Is your current mineral exploration program, or lack of program, consistent with the long-range needs and objectives of your organization and of the mining industry as a whole, and is it designed to stimulate the growth of the industry in future years, or is it only a short-range program in response to some current situation?

The quite diverse backgrounds of the authors and their mutual interest in reducing transportation costs has produced some interesting innovations. A few words about their background will tell the reason for this joint paper. . . One is a shipping executive with a background of shipowning, ship management, ship and cargo brokerage and chartering, and most facets of the steamship industry, both American and International. The other is a chemical engineer, thoroughly brought up in the American chemical and mineral industries, with several top managerial positions behind him. They began cooperating when U.S. Borax was contemplating a change in its export shipping program and studying the freight cost for shipping borax from The mines in the Californian desert to Europe, and eastern U. S. markets. In the 20 Mule Team days, borax was exported in 50 pound bags. In 1960 it was still shipped in 50 pound hags. Three main products were shipped: two were anhydrous, and all three were sensitive to impurities. The products were bagged at the plant in the Mohave Desert, and shipped about 150 miles by rail to the port in Los Angeles. From Los Angeles, shipment was made by Conference steamship lines at Conference rates. Anyone who has shipped bagged material to Europe by steamer knows that the tab is anywhere from $20 to $30 or more per ton.

The intermetallic compound Ti2Co was studied by X-ray diffraction and metallographic techniques. The phase occurs off stoickzometric composition, with its greatest variance at high temperature. The solubility limits of the phase have been cletermined, and an amendment to the titanium-cobalt phase diagram is suggested. THE first intermetnllic compound to appear at the titanium-rich side of the titanium-cobalt system was found by Laves and wallbauml to be Ti2Co. They described this compound as isomorphous with Ti2Ni and Ti2Fe, and demonstrated that it had a face-centered-cubic structure with 96 atoms per unit cell. This contention is supported by the work of Duwez and Taylor2 and Orrell and Fontana3 who also determined the lattice parameter to be about 11.30A. Rostoker4 believed that Ti2Co did not exist, and that the phase considered by the other workers to be Ti2Co was Ti,Co20. However, Orrell and Fontana determined oxygen and nitrogen contents and found that their alloys did not contain sufficient of these elements to produce significant quantities of a stoichiometric oxygen compound. The present investigation was initiated to determine the composition limits of the phase Ti,Co.

BLAUVELT, Anaconda, Mont.: Mr. Stetefeldt's comparison of the producer-plants at Aspen, Colorado, and Park City, Utah, is of special interest at this time, when the attention of all western metallurgists is so forcibly drawn to the necessity of reducing expenses and losses. The fact that wood was used at Park City before gas was introduced, for firing the Stetefeldt furnace and dryer, offered an excellent opportunity for showing the economies resulting from the adoption of gas in place of wood, as well as a comparison between the two gas-plants. Some time ago Mr. Stetefeldt contributed an article to one of the technical journals, in which the economy obtained by the substitution of gas for wood at this plant was shown quite in detail. I regret not being able to quote from his article at length, but, remember that the total saving effected would pay for the producer-plant in about one month. This is a striking instance of the advantages to be secured by the adoption of the best methods of using fuel in our metallurgical works. In comparing the figures from the Park City and Aspen plants, the difference of over 20 per cent. in the fuel used in the Stetefeldt furnaces, seems remarkable, even considering the larger amount of sulphur in the Aspen ore, and the greater rapidity with which it was roasted. It would be interesting to have Mr. Stetefeldt's, opinion as to the cause of so great a difference. The inferior economy of the revolving dryers at Park City might be overcome by lengthening them, or so arranging a second one above

In any process wherein materials must be pelletized, a crucial period exists during the interval between the manufacture of the green pellets and their subsequent heat treatment. The pellets must possess sufficient strength and plasticity to withstand conveying and sizing. Also, they must be neither excessively brittle nor excessively plastic when placed in a bed on a traveling grate for heat treatment. An acceptable pellet, in the event sufficient forces are applied to cause its fracture, will merely split into two or three large fragments which would not drastically alter the permeability of the pellet bed. However, when brittle pellets are broken, they shatter so that the resultant fine particles either decrease the perimeability of the bed or become entrained in the gas stream and thereby cause dust problems. On the other hand, excessively plastic pellets may not break at all but may merely flatten. This would seriously hamper bed permeability. In the past, pellet evaluation has usually been left to the creative and artistic talents of the balling operators. A multitude of techniques have evolved, of which the most common is the simple compression test. For this test a hand-operated device loads single pellets to fracture, but reliability is strictly operator- dependent. Probably the next most common test is the drop test, which is conducted according to several different procedures. This is an important quantitative test for estimating the amount of handling a pellet will withstand. There are many other tests, such as pinching a pellet between the thumb and index finger, but none are capable of producing reproducible results.

Now that low-carbon steel is manufactured successfully in large quantities by the Bessemer process, and threatens to displace wroughtiron for nearly all purposes, it becomes interesting to find how its Specific gravity compares with that of wrought-iron. The general name "steel" is retained in this paper to designate that metal made by the Bessemer process, which might be more properly called " ingot iron." But the former name seems to be quite firmly established in the iron trade. This steel offers many inducements to the manufacturer of architectural iron, by reason of its hornogencity, and the large masses in which it may be readily moulded. The steel from which these determinations have been made, was produced in four-ton heats and cast into ingots of about 3100 Ibs. weight, having an average section 14'' by 14". These ingots were rolled in a blooming-mill to a section about 24" by 14", cut into slabs and rolled in a plate-mill to a plate .065" to .165" thick, and about 1411 in width. The specific gravity was obtained from pieces of this plate. The metal showed by analysis .10 to .12 per cent. carbon,.33 to .45 manganese,.060 to .072 sulphur,.075 to .082 phosphorus, and .010 silicon. The samples were not annealed, but were brought to a bright surface with a file. All figures given are averages of not less than three determinations on separate pieces from the same plate. The variation in the figures from which the averages were made in no case exceeded .015.

The Institute is one of the five national societies that joined in organizing the Congress, the others being the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers, and the Society of Naval Architects and Marine Engineers. Each society has pledged from its general funds or some special fund a certain sum to guarantee the success of the Congress. To this the engineers resident on the Pacific Coast added $13,000, the total guarantee fund amounting to $37,000. It is hoped that this money, iii part or in whole, can be repaid to the guarantors of the Congress. The sums necessary to conduct the latter and to publish the proceedings, are to be derived from membership fees paid equally by all participating. A member of the Institute as such is not a member of the Congress and will not receive any of the publications of the latter. He is eligible to become a member of the Congress and it is hoped that he will do so. The membership fee is $5, and this entitles one to receive the introductory volume of the Congress containing the proceedings; a digest of the other volumes and a general index. It also entitles the member to one other volume of the transactions, to be chosen as he will. For moderate sums he can buy additional volumes, the whole set costing delivered, $30 or less. On Jan. 12 the total membership was 2,350, of which only 290 were recorded as mining engineers. Full details regarding the Congress have been sent to every member of the Institute, and the failure of the members to take a more active interest in the matter is believed to be due to some misunderstanding of the situation.

Diversion of the American Falls of Niagara to permit investigation of ways and means to stabilize the falls while retaining or improving its natrual attractiveness is the geoengineering work that has received greatest public attention this year. The falls are re- treating slowly as rock falls occur while talus de- posits at the base have increased in size. One of the noteworthy questions is whether the talus should be removed-i.e. is it providing support to the base, and so what will happen if it is removed? Certainly the appearance would be improved if the talus were taken away. Geoengineering studies involve mapping of joints, stress measurements, core work and rock sampling and testing, Present work will provide data and interpretation for design of a long term stabilization system, Once basic information is obtained, water will be returned to the normal channel until such time as the detailed design is decided upon. The falls will then be diverted a second time while necessary work is performed. A number of site-environmental studies were carried out for the location of nuclear power plants. These projects involve geology, foundation engineering, hydrology, seismology, meteorlogy, marine geology (in some cases), rock mechanics and occasionally blast monitoring. In one case (investigated by Dames & Moore) the site area was underlain by caverns in limestones at shallow depths but with no surface expression. The geotechnical problems consisted of determining proper spacing of drill holes to locate caverns. Spacing was dependent on the smallest size of cavity that could constitute a support-stability problem for the plant. The finite element method of analysis was used to determine stress conditions around cavities of various size and depths, to assist in determining critical parameters.

SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute. THE Philippine Islands. have produced no oil commercially, nevertheless, oil is known to be present at various places in the islands.1 Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. a subsidiary of the Standard Oil Co. of California) and a syndicate, headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines as such data have already been published. The five serpentine masses exposed within the northern half of Riley County, Fig. 1, constitute a major part of the few exposures of igneous rock in Kansas. Although not many subsurface data are available for this part of Riley County, six deep wells indicate that the basement complex lies between 2500 and 3000 ft below the earth's surface. A northwestward-trending ridge in the present basement surface, which extends across the northern half of Riley County, is indicated on Mettner's contour map. The serpentine masses lie in a region that was active during Pennsylvanian and Permian time along two main tectonic trends, which may, in part at least, have developed contemporaneously. One trend is northeasterly, as evidenced by the Nemaha anticline, the Abilene anticline, the Voshell anticline, and many other smaller northeastward-trending folds. The other trend is northwesterly, as evidenced by the central Kansas uplift, the Salina basin syncline, and smaller northwestward-trending folds. The area of the Abilene anticline was actively deformed during much of this time, and the present surface rocks, for the most part Permian in age, show many normal faults

THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-We have had in California a great deal of trouble from the breaking. off and collapsing of well casings from shifting sand, and it is quite true with us as indicated in the paper, that no casing has been found sufficiently strong to withstand that. I know of wells in which casing that has not been in the hole over 2 or 3 days has collapsed and when that casing has, been pulled out it has been just as flat as your hand. I am also familiar with swelling bed rock in the gold drift mining ground of California. It does swell and keeps on swelling and never seems to stop. Just as long as tunnels are kept open in that kind of material there has to be a gang going through the tunnel constantly cutting out and easing up. They have put in timbers 24 in. in diameter in an effort to hold that kind of ground and it has always filled. The only way to succeed is to keep a gang of men busy all the time cutting out and easing down as it squeezes in. C. NARAMORE, Washington, D. C.-My experience has been very similar to yours in, the same field in the matter of breaking off of casing. I had charge of one well, in which I put in reënforced casing, anchored it in place and got 1 day's production, 150 bbl., out of it. The following morning my lease foreman telephoned that it had broken off. I thought at that time we would have more evidence, so I drove out to the well without ordering a new shoe joint. It had been customary to merely start from town with a new shoe joint, pull the pipe, take off the crooked bottom joint, start the casing back and sometimes never touch any iron (lost casing)- when redrilling the well. (communication to the Secretary*).-When asked to discuss Mr. Feild's paper, I felt most highly complimented to have the privilege of commenting on such a worthy and needed piece of apparatus. In consideration of the importance of the viscosity of blast-furnace slags and the relation existing between the' melting point of a slag and its viscosity, the introduction of this apparatus should be a welcome means or assistant in the study of the physical properties of a slag. Up to the present time, it is A fact that this side of the practical working of the blast furnace has been sadly neglected by those investigating slags. It is easily seen that the fluidity of a slag is of as great importance as its melting point. It is not necessarily true that a slag having a low melting point will have a correspondingly low viscosity or be highly fluid. For example, a slag having a melting point of 1,100° C. may have to be superheated to, say,1,300° C., in order to have as high a fluidity as another slag whose melting point is, say, 1,250° C. The latter in this case would be the more economical. This point has been brought out very nicely by Mr. Feild. Before discussing this paper further, I think it will be well to outline some of the points, a discussion of which may be in order:

THIS topic was discussed at the meeting in St. Louis in September, 1917, and at the meeting in New York in February last, but in the interval the war has accentuated in measurable degree the necessity for considering human relationship, not only as between nations, or in the treatment of our returning soldiers, but with respect to the relations between labor and capital in industry. It is my firm conviction that no other subject will have so large a place in industrial and political life during the next decade as this. Heretofore, the employer has been so engrossed with the financial, mechanical, and technical aspects of his business that he, has been willing to muddle through 'his relations with labor as best lie might and, on the other hand, the laborer has been so engrossed in his endeavors to secure a livelihood under whatever living and working conditions might be offered him that he has given little thought to his relations to his employer, until some misunderstanding has ended in disagreement and strike. No thinking man doubts that were the machinery available for friendly, personal, face-to-face consideration of the problems confronting employer and employee, there would he fewer disagreements, fewer strikes, and a better and more settled industrial situation. The necessity for some such medium for exchange of views has resulted in the organization of labor and, in some measure, of capital. Each party, engrossed only in defending its own viewpoint, has generally tried to gain its point by might rather than by right. Gradually, however, the representatives of both elements are beginning to appreciate that when the machinery for bringing them together in friendly communion is available their differences frequently settle themselves. There remain yet vast numbers of employers and of employees who are not organized and to whom the opportunity of friendly discussion of differences is not available; for these the machinery should he provided.

This discussion concerns fitting an ellipse to angle, where the permeability k is measured for a series of plugs cut from varying angles in the horizontal plane. The conclusions and procedures given by Greenkorn, et al. are in no way affected by these comments, since the degree of anisotropy (ratio of maximum to minimum permeabilities) they found is generally quite close to one (see their Table A-1). However, since large anisotropies may arise, I feel that the comments should be made. Both Marcusl and Scheidegger2 have shown that there are two limiting expressions for the permeability of an unbounded anisotropic media. If the permeability is measured in the direction of the pressure gradient, the result is equivalent to the author's Eq. 11. This is the equation used to find kl1 and k22 from the experimental data. If, however, the permeability is measured in the direction of flow, then the resulting equation for the measured permeability is From these equations it follows that plots on angle will be ellipses. The principal axes will correspond with the major and minor permeability axes. The question arises as to what permeability is actually being measured on an anisotropic sample in the laboratory. An overall pressure gradient and a gross flow rate are determined and a permeability calculated by Darcy's law. The details of the macroscopic flow within the sample will be determined by the boundary conditions of the sample and the orientation and magnitude of the major and minor permeability axes. The situation is shown in Fig. 1 for the two-dimensional case. Using the method of conformal mapping, Marcusl has solved the problem of determining the overall apparent (or measured) permeability for this experiment for any condition of W-L ratios and orientation and magnitude of the principle permeability axes. For W-L ratios approaching zero, the streamlines are all forced by the boundary conditions to be in the direction of the measured permeability which is equal to kg. In low temperature phase diagrams, liquidus curves below about 1500°C are relatively easily established, e.g., by thermal analysis or separation of coexisting solid and liquid phases, followed by chemical analysis. Experimental difficulties increase considerably at higher temperatures and in systems involving more reactive metals. Although there are now thermocouples available for use from 1600" to 2400°c, as summarized by Caldwell,' the need for frequent calibration, aging, and contamination problems, and unavailability of suitable protection tubes has sharply limited their use at higher temperatures. Many of the high melt- ing metals are found to react with refractory oxides. TO avoid such problems, a frequently used procedure is the diffusion and saturation method, as described by Spedding et a1.' for the system La-C. This technique involves the annealing of one metal or a suitable alloy in a crucible of the other element at a temperature above the melting point, followed by chemical analysis of the center of the melt, after equilibrium is established. Further, if an alloy system is to be investigated employing the electron microbeam probe, and calibration charts have been established, it may be possible to measure the alloy concentration at the center of a cored as-cast structure, and to conclude from this points on the liquidus curve in a manner similar to the one to be described. It is known that in phases with a broad homogeneity range the rapidly cooled, cored, as-cast structure of an alloy presents concentrations having different lattice constants; this spread of lattice constant values contributes to the broadened lines of a powder pattern for the as-cast condition. The region of the crystal which is first to solidify will then correspond to the edge of the lines if the change of the lattice parameters with concentration is monotonous. This study of engineering education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. The committee had gathered so much material that it decided the work could best be carried out by some one trained in applied' science, who would devote his entire attention to the study.. The Carnegie Foundation therefore asked Prof. Charles R. Mann, of the University of Chicago, to undertake the work. After making a thorough study Prof. Mann has made a most comprehensive report. In it he says: The engineering schools of the United States began their work upon a definite teaching plan and one that had at least pedagogic consistency. But during the past half century the course of study has been overlaid with many special studies intended to enable the student to deal with the constantly growing applications of science to the industries. As a result, the load upon the student has become so heavy that there is a feeling that the students fail to gain a satisfactory grounding in the fundamental sciences and do not fulfil the expectations of engineers in d manufacturers in dealing with the practical problems with which they are confronted on leaving school. At present 60 per cent. of those who enter the schools fail to graduate, still many of them persist in engineering and make a success of it. It is evident, therefore, that the present systems of admission are not satisfactory. If a group of schools will take up the careful study of their entrance systems and experiment with objective tests and records of the students' youthful interests and achievements, the percentage of elimination can be reduced to at least a fourth of its present size, with an enormous saving of time, energy, and money for both student and school. The number of required credit hours per week should be less than eighteen, preferably sixteen. The few experiments that have been made indicate that college students do their best work when not more than five subjects are studied at a given time.

Pebble phosphate mines of Florida have been established from south of Hardee County to north of the Georgia state line, a distance of over 200 miles. Mining has been carried out on an ever-increasing scale since 1885, but phosphate deposits that can be mined on the economical standards of today, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate usually occurs as rounded pebbles, ranging in size from about 1 in. down to approximately 400 mesh. The phosphate may vary from well-defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white "salt-and- pepper rock." The screen size distribution varies considerably between locations; the recoverable phosphate may extend down to the 400-mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures.
