No records have been found of coal in the old Spanish documents, although some mention of it probably exists in manuscripts. Coal was found in Mt. Diablo, in Contra Costa County, about five miles south of the San Joaquin River in 1852, but the first mine, the Teutonia, was located in 1858. The deposits are located on both sides of a high ridge, and vessels of 1,000 tons burden could ascend the river to the nearest point to the mines.1 In 1854, coal was found about four miles from Oroville, on the Feather River, in Butte County. Development work was started and in 1856 a mine was opened. From the description the coal was likely a variety of lignite and probably never amounted to anything commercially, as it does not appear again in the records 2 The more valuable mines at Mt. Diablo were opened in 1859 and 1860. By 1867 there had been 11 mines started and at that time five were in operation. The seam conditions were much disturbed and lack of knowledge of them caused much waste of effort and money. All of the coal excepting that used locally and in nearby towns, was shipped to San Francisco, and largely used for steam purposes. The first receipts were in 1861-6,620 tons. A railroad to the river had been constructed and opened in February 1866. The Corral Hollow field in Alameda County was found and prospected to a small extent in 1862. Two mines were opened but little work was done and the field was then abandoned. Good exposures were rare and the cost of underground exploration was then prohibitive. The Commercial mine produced coal in 1869 and 1870, but a fire in the latter year destroyed the tipple and communications to the mine. The Livermore mine was abandoned after 18 months operation in 1875 and 1876 and no other work was done here until the nineties. The purposes of this statement are to define a problem that exists in regard to the estimation of developed petroleum reserves, to analyze the problem in an abstract manner, and to discuss it as an introduction to certain papers that follow. The problem is to devise and develop a suitable procedure to permit more accurate estimates of developed petroleum reserves. Part of the problem is to make such estimates available earlier in the life of any particular pool. The problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became acute, some of the more prominent reasons being as follows: 1. The standard method of estimation depended on production-decline curves. This method is inapplicable while curtailment prevails and available methods arc insufficient. 2. The retarding influence imposed by wide open flow conditions upon overdevelopment is absent. Great losses of capital by overdevelopment can now occur before realization of the true situation occurs, or before effective steps can be taken to stop such wastage. This increases the need for early, accurate estimates. 3. Above-ground stocks have diminished and the equivalent of such supply tends more and more to be retained underground in the natural reservoirs. It becomes increasingly necessary to know accurately the amount of these stocks. To direct attention to an additional point of different nature: improved accuracy of reserve estimation can be obtained only by closer scrutiny of the factors that determine recovery. This examination and the resulting efforts to measure the effect of these factors in terms of ultimate recovery must tend to improve ultimate recovery. The statements regarding the acute nature of the problem also indicate to some extent the importance of the problem and the necessity of finding a solution. I would like to make the following points in connection with the studies of the deformation of NiAl reported in the recent paper by Wasilewski, Butler, and Hanlon. 1) Much of their paper is concerned with demonstrating that slip occurs on either {110)(001) or {100)(001) systems. In their discussion they state "the existence of (001) as the basic slip direction can thus be considered established." This fact was established by the earlier studies of Ball and Smallman.32 Ball and Smallman also concluded that the slip plane was of the type (110) and they showed that cross slip or pencil glide on orthogonal (110) planes could produce macroscopic slip on planes of the (001) zones, e.g., (100). Wasilewski et al. refer to this paper by Ball and Smallman but not in connection with the slip system determinations. 2) Wasilewski et a!. eliminate the possibility of (111) slip in NiAl on dubious grounds. Their statement that ('the very high yield strengths of the (100) oriented crystals", in which (001) slip is constrained, "immediately ruled out the possibility of {110)(111) slip" cannot be accepted unequivocably; it would be reasonable if the crystals were completely brittle but they are not, as Wasilewski et al. and others33734 have shown. Their elimination of the possibility of (111) slip in a crystal compressed along [227] is misleading since there is no obvious reason why (111) slip should occur in a crystal of this orientation. In fact, from an analysis of the macroscopic surface markings on deformed (100) stoichiometric crystals, Pascoe and Newey34 have deduced that slip occurs on systems of the type {211)(111) and {321)(111). 3) Polycrystalline NiAl is known to undergo general deformati~n.Having emphasized that general deformation is impossible if only (100) slip occurs, it is a pity that Wasilewski et al. do not attempt to account for the disagreement between theory and their experimental results. Of course, (111) slip can provide the additional independent systems required for general deformation.

The active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consolidated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in .thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method fir extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35" E.

THE matters I had intended to present to you ap-peared in the March 12 issue of Engineering and Mining Journal over the signature of George J. Young, so that although I should like to talk to you for about three hours on this subject, unfortunately it has all been done before. The subject originally sug-gested to me was the trend in mining methods. You will find that fully set forth much more clearly than I could hope to do, in Mr. Young's article, so that I shall confine my attention to a few points of interest in specific cases. You are undoubtedly familiar with the problem that was presented to the Miami Copper Co. when they had exhausted their so-called high-grade orebody. They had what appeared to be a large tonnage of material which their preliminary development work and such drilling as was done indicated contained one per cent copper or a-little over, and how to mine that profitably by underground methods was the question. It was somewhat complicated by the fact that the nature of the ground made them doubtful of their ability to cave it successfully. It was unquestionably harder ground than that of the more highly mineralized sections of the Miami and Inspiration- ore zone which had been mined. However, they had kept very accurate and complete records of past accomplishments and knew what they had to work with and what modifications with respect to costs would be necessary in order to solve this problem. Under the old method of working, they were extract-ing about 71/2 tons per man employed in the mining department; that is to say all labor, direct and indirect required to put the ore in the mill bins, and this, with the grade of ore which they had, resulted in a satis-factory financial outcome. Under their modified method now in use, they have raised that output per man to 29 tons per man shift. That is almost four times what they were doing with the old method.

RAYMOND M. Howe (author's reply to discussion*).-Dr. Unger states that magnesite will hardly supersede dolomite in fettling after a heat; that it is hard to believe a slag composed of oxide of iron containing about 6 per cent. of phosphorus is the active corroding, agent in a boil in a furnace; and that boiling cannot be said to be the result of the chemical action of a high-phosphorus slag on a basic bottom. These are well-established facts that no one would venture to question. The authors were misinterpreted in the statement that "in the summary, it is claimed that magnesite low in lime, or of greatest purity, ranks first in resistance to slaking," etc. On the contrary, the position has been taken throughout that while a low lime content is advantageous, the presence of several per cent. of iron oxide (an impurity), is necessary in order to confer the proper bonding and sintering properties in dead-burned grain magnesite to be used for furnace hearths. We cannot subscribe to the view that pure magnesia is no better fitted for a refractory than pure lime,' nor that the pure natural varieties of magnesite; such as Grecian or Washington, must necessarily be burned with silica and oxide of iron to produce a satisfactory material. On a small scale, pure magnesia has been satisfactorily used as a refractory in the form of crucibles. In the production of dead-burned grain magnesite from the Grecian or Washington mineral, iron oxide is added but the addition of silica is neither customary nor desirable. It is possible to manufacture brick of good quality from both the Grecian and the Washington material without adding either silica or iron oxide, providing they are burned at a sufficiently high temperature. This is regularly done on a commercial scale both in America and abroad when brick of. exceptionally high refractoriness or special purity are desired. The following analysis is of an English brick of Grecian magnesite which is extremely low in all impurities.1

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

THE year 1924 saw little change in the production of oil and gas it either Pennsylvania or New York. In the early months of the year the price of Pennsylvania crude oil, $4.00 to $4.50 a barrel, was sufficiently high to cause operators to lay plans for rather extensive drilling opera-tions. But when, in August, the price dropped to $2.85 a barrel, there was no inducement for new work and drilling was curtailed. In spite of the curtailment, however, the combined production of the two states for the year showed a slight increase over 1923, the production being 8;859,000 bbl. in 1923, and 8,901,000 bbl.1 in 1924. The increased production was due entirely to. the continued development of flooding operations in the Bradford field, all other oilfields showing a decline for the year. TABLE 1. Natural gas in Pennsylvania is fast being recognized at its true worth and the increased prices allowed 'the gas companies for their product induced quite a bit of new work. The relative importance of natural gas compared with manufactured gas is shown in Table 2.2

THE elastic, earthwaves produced naturally by earthquakes -have been used for a long time as evidence from which to draw conclusions in re-gard to the constitution of the interior and crust of the earth. The elastic earthwaves produced artificially by occasional explosions and recorded by seismological observatories were used to draw conclusions regarding the-geology of the intervening area. Intentionally pro-duced elastic earthwaves in the past five years have come to be used extensively in the investigation of very local geologic structure. The seismic method of work-ing geologic structure, which makes use of artificially controlled explosions and the resulting earthwaves, has developed almost `clairvoyant power in handling certain geologic situations, and in the discovery of salt domes in the Gulf Coastal: Plain region of Texas and Louisiana has 'scored the, most brilliant success. The. first, proposal for the use of artificial earth-quakes in the study-of velocity of elastic earthwaves in the surface formations of the earth's crust was made before 1888 by the English seismologists, Mallet and Abbot. Partly on the basis of their work, A. Schmidt in 1888 proposed- the use of the time-distance graphs of artificial earthquakes to study the variation of ve-locity with depth. Belar in 1902 proposed the practical application of such investigation in connection with boring tunnels. Galitzen repeatedly (1912, 1913) pro-posed the use of explosions to study the velocity of the longitudinal and transverse waves in the uppermost formations and pointed out that the velocity depended in a high degree on the physical character of the beds and that from changes in the velocity, conclusions could be drawn in regard to the compositions of the beds. Somewhat the same thought: was proposed by von dem Borne (1908), by Benndorf, Udden, and others.

Based on our finding that commercial copper chelating solvent extractants such as LIX65NR and LIX63R are excellent collectors for copper minerals, a detailed study was made using several water-soluble chelating agents belonging to the class of aromatic hydroxyoximes and having a gradual structural variation. A basic study of the system salicylaldoximetenorite was also carried out. Microflotation tests as a function of concentration of oxime, pH, addition of copper, etc., using oxidic copper minerals such as chrysocolla and tenorite, and batch laboratory flotation tests using synthetic mixtures of quartz and oxidic copper minerals were carried out. The results have demonstrated that the hydroxyoximes studied have comparable collector property, and in all cases the oxime was found to be partitioned between the mineral surface and the copper in the bulk aqueous phase in the form of a bulk copper chelate. The occurrence of the latter could be accounted for by formation in the bulk phase of a chelate between oxime and copper released from the mineral and/or by the detachment of the surface chelate. The role of surface and bulk chelates in flotation is discussed based on the results of partitioning of chelating agent into bulk and surface chelates in the salicylaldoxime-tenorite system. The effect of structural aspects such as isomerism and substitution in the molecule on the collector property of the oximes is also discussed. Substitution on oximic carbon by alkyl groups is found to promote collector activity. Only the anti-isomer has the ability to collect.

MODERN developments in alloy steels have been so rapid and diverse that engineering practice has scarcely had time to re-appraise all items of past experience wherein conclusions became axiomatic under conditions that no longer apply. A case in point is the wet screening of abrasive ores within the fine range still looked upon as belonging exclusively to classifiers. By virtue of the development of stainless steels (18 per cent Cr, 8 per cent Ni), it is no longer true that classifiers are more economical than screens in closed circuit with large-tonnage ball or rod mills at 65 or even 100 mesh, provided a selective overgrind of the higher-gravity constituents of the ore is not desired. Wet screening of ores is a highly corrosive as well as an abrasive operation, because of the inevitably high degree of oxygenation of the water. Screen cloth of ordinary or spring-steel wire almost at once becomes pitted arid covered with a film of corrosion products, which causes rust-blinding of fine-mesh screens and offers high frictional impedance to the flow of ore particles. On the other hand, the well-known properties of stainless steel enable it to maintain a bright surface, and so to eliminate blinding either by ore particles or by corrosion products. That a large-tonnage mill grinding hard ore to 65 mesh can be operated economically in closed circuit with screens instead of classifiers has recently been demonstrated at the Copper Cliff concentrator of the International Nickel Co.; in the test to be described, a 6 ½ by 12 ½ -ft. Marcy rod mill ground from 625 to 820 tons of ore per day to approximately 65 mesh, operating in closed circuit with three 4 by 5-ft. Hum-mer screens, without any classifier. Stainless-steel cloth gave an indicated life of several months. There was no difficulty with blinding, yet dilution and spray water could be controlled so that screen undersize averaged not less than 40 per cent solids. In contrast, ordinary carbon steel was pitted and blind with rust within 40 hours.

There are two distinct methods of combating corrosive conditions. The first and most popular method is to choose a surface or material which will give adequate service under the specific and general conditions which are present. The second is a control or modification of the corrosive conditions to the end that metals and materials which would be attacked and corroded without such control or modification may be used. Under the first method of attack of the corrosion problem may be grouped such devices as the selection of metals or alloys which offer great resistance or the use of protective coatings such as paints, lacquers or metallic coatings. Such procedures are exceedingly useful. It is undoubtedly true that most of the problems of corrosion will be solved by recourse to this first method of attack. However, it must be remembered that there are many conditions in which metals are used where the choice of the particular metal to be used must depend upon other factors than corrosion behavior. Some of the factors which may govern the selection of metals for specific use are the physical and mechanical properties of the metals. But there is another factor which is of prime importance and that is relative price. It is the pressure of these factors of mechanical properties, physical characteristics, and relative price that has acted as the stimulus for the second methhod of combating corrosion. The producer and user of various metals is confronted with the fact that because of mechanical properties, physical characteristics, or price, the use of a particular metal is desirable even though the corrosion conditions are adverse to the use of the metal. In many cases, the successful use of the metal may be made even though it is impossible to protect the metal by coatings. This is rendered possible by control or modification of the corrosive media. The production of sand in an oil well increases operating costs because of abnormal wear in subsurface equipment, the necessity for frequent cleanouts, and the need for a means of disposing of the sand. Moreover, removal of sand from the zone can bring about the creation of cavities from which bodies of formation, sand or shale, may slough into the hole, endangering the shutoff, impeding production or collapsing the liner. The procedure known as gravel packing is attracting attention as a means of controlling these factors and contributing to the productive life of a well. That gravel packing is now substantially beyond the preliminary stage on the Pacific Coast is reflected in the 191,000 bbl. of oil produced monthly by the 66 gravel-packed wells in 11 different producing sectors. Reasons fob Gravel Packing Gravel packing, if properly carried out, can be expected to provide the following benefits: 1. Prevent the movement of sand and thus eliminate sand production and sand fills, and prevent the formation of cavities. 2. Provide a practical, relatively inexpensive, large-diameter hole, which will provide well-known theoretical advantages. 3. Support the walls of the hole by completely filling the space between the liner and the formation, regardless of its irregularities, and afford a support for liners. 4. Provide for more efficient pumping operations in wells by: (a) possibly utilizing the gravel as a gas trap in pumping gaseous fluids, (b) allowing deep submergence of the pump into the oil zone. In a conventional well—that is, where the liner is set in an open hole-. even though perforation sizes are chosen according to known rules based on analysis of sand grains from samples from the zone, there is likely to be some production of sand. THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. INTRODUCTION The Jim Walter Corporation is a Florida based organization with diverse interests. They have operations in many states and overseas, but the heart of the company is in the southeast. The major part of the corporation's business is home building and everything that is related to it. In 1969, the Jim Walter Corporation gained an interest in coal mining through the acquisition of the U. S. Pipe & Foundry Company which had two slope mines to supply its requirement of metallurgical coal. In the early 1970's it was decided to enlarge the coal mining activities and work was started on the Blue Creek project. This involved sinking four new deep mines (originally there were to have been five but it was later decided that the property could be satisfactorily worked by four mines). They are all located in west central Alabama between Tuscaloosa and Birmingham. They have a combined projected output of 7314 million tons of very high grade metallurgical coal per year to be reached by the mid 1980's. These new mines are all to work the Blue Creek seam which is a very gassy seam and in the area to be mined is found at between 45m (1500 ft.) and 731m (2400 ft.) below the surface. Longwall is the only practicable method of mining to produce the planned outputs in the conditions prevailing and each mine is planned to have three longwalls as the primary production system. Continuous miners will be used just to do the development work for the longwalls. No. 3 Mine is the most advanced of the mines and started the first longwall early in 1979. The second unit started in the middle of 1980 and the third is scheduled for mid 1981. The first longwall at No. 4 Mine is expected to commence production early in 1982. This paper attempts to relate some of the problems that have been encountered and the lessons that have been learned.

Evidence that the United States is gradually converting to the metric system of measurement can be perceived today even by housewives in a supermarket. The question is no longer whether but when the country will have completed the conversion. To the extent that any bickering about metrication still exists, the debate now centers on such issues as finding agreement on details of implementation, and whether federal legislation should speed up the metric-conversion process or allow it to proceed along its present evolutionary and voluntary course. Apparently, the voluntary or "make-haste-slowly" approach is gaining widespread support. According to The Research Institute of America, Inc., if and when federal legislation is enacted it will likely include the following national ground rules: (1) A National Metric Conversion Board will develop and submit to the President and Congress a comprehensive plan to achieve a coordinated, minimum-cost changeover. (2) The change- over will be completed 8 to 10 years after the board's plan goes into effect, and by that time the US will be predominantly, though not exclusively, metric. (3) Costs will "lie where they fall"; subsidies, special tax concessions, and antitrust exemptions will not be authorized by the legislation. (4) The changeover will be voluntary because of the recognition that while some firms can "go metric" in a matter of weeks, others may require 15 years or more, and a few might never convert. (5) In determining whether or not to convert, on an individual company basis, adherence will be to the "rule of reason-that is, ". . . do not convert unless the engineering, economic, or other benefits outweigh any metric-related disadvantages. No one is talking about rip- ping up our railroad tracks or rewiring our homes just to conform to the practice of metric nations in Europe." (6) Government is to be part of the solution, not part of the problem; in effect, says The Research Institute of America, the leverage of federal procurement will not be exerted to force-feed the metric changeover but will be coordinated with the sector-by-sector conversion of the economy.*

The solubility of hydrogen in pure iron and pure nickel, and of nitrogen in pure iron, has been determined and agrees well with earlier data. Nitrogen is insoluble in pure nickel and cobalt. The solubility of nitrogen in Fe-Ni alloys also confirms earlier- work. The solubility of hydrogen in Fe-Ni alloys increases non-linearly with increase in nickel content, but the solubility of hydrogen in Ni-Co and Fe-Co alloys reaches a minimum at 75 and 50 at. pet, respectively. The solubility of nitrogen in Fe-Co alloys decreases approximately linearly with increase in. cobalt content. Nitrogen is insoluble in Ni-Co alloys. Determined interaction parameters are in good agreement with predictions of Gokcen and Ohlani. THE solubility of hydrogen and nitrogen in liquid iron and iron alloys has been studied by various investigators.'-l' The method of solubility measuremerit due to Sievertsl is usually preferred when the vapor pressures of the liquid components are sufficiently small, but other techniques such as sampling the equilibrated melt and then analyzing by vacuum fusion have been used quite often. Previously reported data on the solubility of hydrogen and nitrogen in ostensibly pure liquid iron are summarized in Table I; certain of the quoted results were obtained by interpolation of the published data. Agreement between the various investigators is only fair, indicative of the experimental difficulties involved in obtaining gas solubility data. The only report found on the solubility of hydrogen in pure nickel is that of Sieverts.2 The solubility of nitrogen in iron-nickel alloys has received some attention, 10, 11 the results indicating that the solubility decreases with increase in nickel content, becoming zero for pure nickel. There is no published information on the solubility of these gases in either pure cobalt or alloys containing cobalt EXPERIMENTAL PROCEDURE Sieverts' method of solubility measurement was used throughout the investigation. The term "survival" in the title means the preservation of a society in which men are free from the political and economic restraints that characterize totalitarian systems, be they communist, socialist or facist. It means the ability to withstand the enemy's offensives in the fields of propaganda, commercial competition and, if necessary, war. The temptation to substitute "victory" for "survival" is great but a realistic appraisal of the creeping socialism and demagoguery that pervade our time indicates that we may have to be content with survival in status quo. "Mineral strength" means assurance that adequate supplies will be available to meet all the contingencies of cold and hot wars. The overall mineral position of the U. S. viewed in the light of these premises is far from secure. It is true that we are the leading producing and consuming nation of the world, but the Soviet Union is gaining and the Sino-Soviet Bloc confronts us with a sobering potential. The emergence of the Common Market in Europe as an economic and political unit places a third independent entity into the competition. Our total mineral output continues on an up- ward trend but the reverse is true in certain strategic commodities. Moreover, consumption is moving ahead faster than production so that there is increasing dependence on imports which has significant adverse geopolitical connotations. There is widespread belief that our resources can at least maintain present levels of self-sufficiency during this critical period in world history, but social dreamers, the labor monopoly, and trade and taxation policies have discouraged aggressive activity in exploration and development, and access to essential foreign sources is threatened by a variety of circumstances. Our stockpiles, belatedly built up to achieve minimum protection against shortages in time of war, are under. political attack and threatened with partial destruction on the basis of what are at best uncertain assumptions regarding the new: look of global warfare.

IN the NiAl phase diagram the NiAl (CsC1-type) phase field extends over a large composition range. At elevated temperatures the nickel-rich phase boundary extends to a composition of about 70 at. pct Ni, a value which is within 5 at. pct of the Ni3A1 (Cu 3 Au-type) phase boundary.' At room temperature, however, the maximum nickel content is only about 60 at. pct. Experiments have shown that alloys containing greater than 63 at. pct Ni when quenched from temperatures below 1000°C contain the equilibrium phases NiAl and Ni3A1. On the other hand, when these same alloys are quenched from temperatures above 1000°C and examined microscopically, a typically martensitic decomposition product appears in the microstructure as shown in the micrograph of Fig. 1. The structure of the martensitic phase has been determined by employing powder X-ray diffraction techniques to be an "ordered" AuCu type (Strukturbericht Llo, space group P/4 mmm - DL). The diffraction pattern of this phase differs from that of AuCu in the appearance of superlattice lines. The structure is shown in Fig. 2. The open circles represent nickel atoms and the half-shaded circles represent nickel and aluminum atoms which are randomly distributed. The sites represented by half-shaded circles would be occupied solely by nickel atoms at a stoichiometry of Ni3A1. The alloys used in this investigation were prepared from 99.99 wt pct Al and 99.99 wt pct Ni by arc melting charges of varying compositions in a water-cooled copper hearth using a tungsten electrode in a gettered argon atmosphere. In all cases chemical analysis agreed within $ at. pct with the nominal compositions of the alloys. Annealing treatments were carried out in a vertical resistance furnace through which a stream of argon gas was flowing. Specimens, which were wrapped in tantalum foil, were quenched by allowing the specimens to drop into a bucket containing iced brine. X-ray diffraction patterns were obtained from -325 mesh powder specimens by using a 114.8-mm
