The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and out- standing attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.9 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV.

There is no South African code for the design of reinforced concrete headframes, and all those erected have been designed on a uniform basis which, up to the present, has tended to be conservative. Attention is called to the changes in officers of the Committee, whereby Albert Sauveur becomes Vice-Chairman, and Herbert M. Boylston, Secretary. Three new members of the Committee have been added, as follows : J. Esrey Johnson, Jr., William Kelly, William R. Walker. The death of Dr. F. WV. C. Schniewind is a severe personal blow to the members of the Committee, as well as a loss on the technical side that will be hard to fill. During the absence of Mr. Kirchhoff in Europe the activities of the Committee will be under the charge of Professor Sauveur.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing system will be the most significant factor in reducing demand.

SPONGE iron as produced at Anaconda is a fine, -35 mesh, impure product, about 50 pct metallic iron, obtained from the reduction of iron calcine at a temperature of 1850°F by use of coke resulting from slack coal. The metallic iron particles are bulky and spongey and precipitate copper readily and rapidly from a copper sulphate solution. Investigation of the treatment of Greater Butte Project, Kelley, ore at Anaconda early showed the desirability of using sponge iron as a precipitant for the copper in solution resulting from desliming of the ore in a dilute sulphuric acid solution.

A CHARGE of 12,200 lb of scrap was used on all heats. The slag materials that were added to the furnace along with manganese ore were kept constant; that is, 230 lb Coxey sand was put on the banks at the slag line before each heat was charged, 35 lb limestone was added after the carbon boil. manganese ore was the only item varied in the four series described herein. I might add here that it is impractical for us to get the carbon clown in one boil, for the steel would come out through the doors and run over the floor. We take the carbon down in two vigorous boils.

Prof. Frank H. Probert, dean of the College of Mining of the University of California, visited the mining areas in the devastated regions as a member of the Bureau of Mines committee, which is studying the problems presented in the rehabilitation of mines there. He says that the absolute destruction of the coal mines in the Pas de Calais section makes it-necessary to use either the Westphalia or the Saar valley coal. The Saar mines, however, produce a poor quality of coking coal: therefore, it will not be possible to operate blast furnaces very efficiently unless provision is made for the introduction of better coal. Curious petroleum, mining and metallurgical engineers together with oceanographers, geologists, geophysicists and those in related disciplines, some 11,500 of them, poured into the Albert Thomas Convention Center in Houston, Tex. to see, and learn. This year's successful Conference, held April 22-24 featured a technical offering of 145 papers presented at 28 sessions. In addition, a total of 500 exhibits were provided by 260 companies.

Inland Steel Coal Co.'s system of applying a gypsum/fiberglass rib and roof sealant with standard rock dusting equipment will be outlined. The criteria for use included acceptability of results, flexibility of equipment, ease of application, and economics. Material is conveyed dry until the gypsum, fiberglass, and water are combined at the discharge end of the rock dust hose.

Few people in the industry today are competent to comment on the O.G. system for vessel covers, but with papers as well prepared as Mr. Bradley's we will soon be well informed. I would like to direct these comments to Mr. Klaes of Ford Motor Company. Mr. Klaes' description of their steaming hood agrees with our experience at Weirton. We have been able to stay within design limits and, as a result, have had few problems with our auxiliary equipment. Our main problem, as with Ford, has been thinning of our vessel cover tubes. At Weirton, controlled circulation, high pressure boilers are in use as heat recovery units above the BOP vessels. The boilers are provided with "off cycle' oil firing equipment. A Venturi type wet gas scrubber follows the boiler to complete the vessel draft system.

US 4,185,872-In the solution mining of uranium values from a subterranean uranium ore deposit, a lixiviant comprising sodium sulfate or other alkali metal sulfate and optionally minor proportions of an alkali metal carbonate or bicarbonate and an alkali metal hypochlorite is introduced into the ore to solubilize uranium therein.
