DuRing the winter of 1937, the writer visited a West Virginia stone quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide. The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the overburden was dug by hand labor, dumped to the quarry floor and transported to the dump in quarry cars. Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semicircle around the top of the quarry about 200 ft. from the face and about 50 ft. above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river. As quarrying progressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp., 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft. above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting bays into which the motors are raised whenever the river reaches flood stage. An 8-in. suction line, equipped with a strainer and a foot valve, takes the water from a concrete sump at the edge of the river. The processes involved in turning a set of seismograph records into a geological structure map may be divided into three classes; (1) picking reflections on the records, to be used for the computations; (2) determining the basis on which the computations should be made in order to arrive at correct results; (3) making the necessary computations and plotting sections and maps. The first is usually done by the crew chief, or at least checked by him. The computing system usually originates in the head office, occasional consultations with the party chief providing modifications as necessary to meet special conditions. The computations and plotting are done by the party computer, with possibly one or two assistants if the calculations require much time. Picking the Rejleclions Marking of the reflections on the records is perhaps the most important step and the one most likely to determine the reliability of the final results. Making the "picks" is important because most of the problems that come up in practical work are connected with the problem of what can be done with poor records. The lack of any definite criteria by which to judge what are good and usable reflections is at the bottom of the difficulty. Give the same set of records to several people to mark and they will probably come out with a variation in the number of reflections per record that are deemed usable. With good records the correct picks are obvious to all, but with poor records experience seems to be the only reliable guide as to what picks are reliable and what are merely born of imagination and desperation. Experience in marking records and seeing how the structures eventually check out is more important than training in physics or geology. Different types of equipment and shooting methods may produce records quite different in appearance, from the same territory, and the computer can do his best work with records of a type on which he has had considerable experience, and has learned the limitations and shortcomings as well as the virtues of the data with which he is working. Reflections may be picked for dips only, in which case the particular reflection picked is not recognizable with certainty on records from any other spread. The compositions of coexisting phases in the methane-propane-n-pentane system were determined at 160° and -2 20°F. throughout the two-phase region, at pressures above 500 lb. per sq. in. The experimental results permitted the calculation of gas-liquid equilibrium constants as well as the establishment of the critical behavior of this ternary system. Although many binary paraffin hydrocarbon systems have been investigated, the experimental work relating to the phase behavior of ternary paraffin hydrocarbon mixtures at elevated pressures is relatively scarce, being limited to a study of the meth-ane-propane-PL-pentane system at 100°F.l,2 However, Guter and co-workers have studied the phase behavior of the methane-ethane-ethylene system at relatively low temperatures. Information concerning the phase behavior of ternary systems is of value in predicting the behavior of the components in multicomponent systems, since the influence of pressure, temperature, and concentration may be individually ascertained. In the light of the importance of such information, the study of this ternary system was extended to higher temperatures in order to increase the field of temperature in which the data could be applied. Since all states encountered in this investigation are above the critical temperature of methane, the details of its phase behavior are not of direct significance. The properties of propane in the heterogeneous region were taken from a correlation3 based upon recently published data. The corresponding information for n-pentane was taken from experimentally measured vapor pressures and volumetric data.4 The rnethane-propane system has been studied throughout the two-phase region at temperatures above 70°F.,5 while the phase behavior of the propane-n-pentane system has been established for temperatures above 160°F.6 The volumetric and phase behavior of the methane-72-pentane system has been studied in detai1.7,8 The experimental measurements serve to establish with adequate accuracy the phase behavior of the components and of the constituent binary systems for this ternary system. It is believed that, with the exception of the measurements for the methane-propane system, the uncertainties in the earlier data relating to the pure substances and the binary mixtures are probably less than those associated with the values reported here. Method The methods and apparatus employed in this investigation have been described.137 In principle, the method involved the withdrawal of samples of the coexisting gas and liquid phases from a vessel containing a heterogeneous mixture of methane, propane and n-pentane. and eventually we would have trouble. That is, these little localized overstresses may not be important if the structure is loaded a few times, but may be important if the structure is loaded many thousands of times. The existence of localized stress has been demonstrated by direct experimentation with delicate extensometers by the elaborate investigations of Coker. Localized stresses four, five, and six times those that we would get by the ordinary laws of mechanics exist in most of our structures. These stresses, ordinarily, under steady load do no damage but if they are repeated many times may start progressive failure. So far, we have seen no failure that could not be explained by localized high stress at a nick, a crack, a point where one heat treatment stopped and another began, or where there was local faulting, or any one of a dozen causes. In the case of drill rods, the actual distribution of stress must be different from that which any mathematical analysis could predict. It would seem that the spread of damage from the localized overstresses, so far as we can see now, explains the phenomenon known as fatigue. The Ideal Drill Steel By Frank H. Kingdon The essential qualities of a drill steel are: (I), It must be easily forged; (2), the forged bit end must permit easy heat treatment to obtain hardness to resist chipping; (3)) the bar or body must be stiff to resist bending or twisting and yet tough to resist shock and vibration, with resulting breakage, (4), the forged shank end must be easily heat treated to obtain hardness with great toughness. Minor requirements are that the bit and the shank are in alignment with the body; that the shank is of the proper shape and length and the shank collar or lugs of the proper diameter and length; that the hole is free from obstruction; that the striking end of the shank is flat and square; that the bit is of the proper shape, with the cutting and reaming edges formed full and to the required size; that the reaming edges are concentric with the axis of the steel, and that there are no sharp corners at the shoulder where the bit blends into the body. The essential qualities of a bit, are: That its shape be such that maximum cutting speed can be maintained for as great a distance as possible before wear of the gage and cutting edge reduces the speed of penetration to a point where a change of steel is made necessary; that the size or diameter of the drill hole corresponding to the gage of the bit can be maintained with the least possible reduction as the depth of the hole increases, and that the bit can be correctly and readily formed and heat treated. THE normal statistics of supply and demand of petroleum and its products have little more than local influence on the market movements of oil securities. The two major reasons for this condition might be called the technique of production and the technique of refining. The speed of improvement in each and the complete lack of control of their, inter-relation have resulted in overproduction of both crude oil and gasoline in the face of immense in-crease in demand. The trouble with oil securities has been that of the mushroom radio companies, where too frequent changes have killed the possibility of profits. It is a case of too much efficiency. During the past ten years there has been continual talk of wasting reserves of crude oil. This has been based on "present methods of production." Yet the methods of ten years ago in the oil industry are as antiquated today as the kerosene lamp.. The fear of famine has transformed the industry. The refiner, through the cracking process, has doubled the gaso-line output from a barrel of crude oil, thus doubling reserves and changing a current undersupply into oversupply. When the automobile driver desires he can again double reserves and transform want into abundance by demanding an automobile which will deliver twice as many miles per gallon of gasoline. Entirely apart from refining and in complete dis-regard for its needs, the oil producer has forged ahead at a pace too rapid for his own good. The science of geology has developed with experience and' lavish expenditure into a constant danger to profits in the production of oil. Two and one-half per ;cent of the producing wells in the United States are yielding one-half of the oil, while their flush production is used as an excuse to force down the price of crude oil until 200,000 wells must be abandoned or produce at a loss. The fabulous yield of the new high-pres-sure fields enables the fortunate owners to make a profit regardless of the price of oil. Such a condi-tion is unhealthy from the standpoint of oil itself and as a national policy. It is manifestly absurd to suppose that such a condition can endure for a gen-eration. There will come a day when the sequence of discovery will be temporarily broken, and at that time the consumer will be forced to pay heavy interest on the foolhardy policy of today.

Intevdiffusion and intrinsic diffusiorz coefficients were determined in the uranium-niobium system from diffusion couples analyzed with an electron microbeam probe. A Previously unveported intermediate phase, designated in this report as the delta phase, was found to exist along the mobium-rich side of the miscibility gap. Its composition width was determined from the concentration gradients in the diffusion couples. The presence of this phase was also confirmed by microhardness analysis and metallographic observations. THE excellent corrosion resistant properties, high-temperature strength and reasonable nuclear properties of niobium have prompted its use as an alloying element with uranium and as a possible cladding material for reactor fuel elements. Hence the formation and growth of intermetallic phases as well as diffusion data for the uranium-niobium system are of considerable practical importance to metallurgists and nuclear engineers. Diffusion zones may exhibit varying degrees of complexity dependi.ng upon the mutual solubility of the metals involved, and the intermediate phases which may form. In the simplest case where the metals exhibit a calmplete range of solid solubility, a single phase region is produced. Generally, however, the metals may react to produce a multiphase diffusion zone containing several layers of intermetallic phases. A number of investigatorsl-6 have analyzed the concentration gradients present in diffusion couples in order to investigate phase equilibria and solu- bility limits. If diffusion is the rate-controlling process in establishing a concentration gradient, the compositions at the interfaces of the intermediate phases will represent the equilibrium values expected from the phase diagram at the temperature at which diffusion has taken place. No published information is available at this time on diffusion in the uranium-niobium system. A number of investigators7-" have contributed information to the construction of the uranium-niobium phase diagram from other than diffusion techniques. There is good agreement on the high uranium side of the phase diagram, but the high niobium side of the miscibility gap still remains somewhat in doubt. The phase diagram as determined by B. A. Rogers, et al.7 is shown in Fig. 1. The present work was aimed at obtaining fundamental information about the solubility limits of the miscibility gap and diffusion in the uranium-niobium system. A Kirkendall effect, which might be expected on the basis of the rather large difference in melting points between uranium (1132°C) and niobium (2415" C), was also investigated. The concentration gradients were measured by an electron microbeam probe technique, similar to that used by Castaing,l2 Adda and philibert,13, l4 and Macres.4

THE Brüclrner roasting-cylinder is well known as an apparatus which has done good work in the desulphnrization, particularly of refractory silver ores, in the western districts of this country. A paper by Mr. J. M. Locke, of Cincinnati, describing the cylinders, as constructed by Messrs. Lane & Bodley, in that city, may be found at p. 295, vol. ii., of the Transactions of the Institute; and a paper by Mr. N. H. Cone, vol. iv., p. 226, gives an account of their operation in Colorado. The purpose of the present paper is to present an .improved construction, designed by Mr. Brückner. This is clearly shown in the accompanying plate, which scarcely needs explanation. It will be seen at once that this construction involves two cylinders, instead of one. Mr. Brückner thinks that three cylinders might be better yet, as securing an exact mechanical reproduction of the work of the well-known three-hearth Fortschaufelungsofen, the most perfect of the reverberatories in which delicate roasting is performed with hand-labor. THE APPARATUS. Erection of the Cylinders.—Although the cylinders may he put lip at any locality, or added to existing works, it is preferable, if possible, to choose the site on a hill sloping naturally, say about 30' or 33. Two excavations are made, one 8 to 12 feet higher up than the other; and each is protected by a wall with a batter of about 1 inch to the foot, to prevent slides of stone and earth. Each cylinder being 20 feet long and 7 feet in diameter, the total excavation should be 60 to 70 feet along the hill, and 15 to 25 feet wide. On each level a building is erected 35 feet long by 20 feet wide and 12 feet high, with the roof containing a ventilator against the hill. When both buildings are on the same level, there should preferably be a solid frame-work of very heavy timber, to carry the four rollers which bear the upper cylinder. The four rollers carrying the lower cylinder should preferably rest on two very heavy pieces of timber, strongly braced together and laid to their top in a foundation made of stone or brick and cement. THE heavy-media separation plant at the Central mill of the Eagle-Picher Mining and Smelting Co., near Picher, Okla., was started in February 1939. Since that time twenty-four million tons of lead-zinc ore has been treated in the mill, of which approximately 70 pct has been treated by heavy-media separation. Until January 1945, galena concentrate from the flotation plant was used as the sink-float medium. At that time minus 100-mesh ferrosilicon was substituted for the galena, and its use has been continued. The purpose of this paper is to compare the operating results and the costs of operation of the two media. For the purpose of this comparison the period Jan. 1, 1943, to Jan. 29, 1945, has been taken to represent the operation using galena medium; the period Jan. 29, 1945, to Sept. 1, 1946, to represent the ferrosilicon medium. During the first of 'these periods about seven and one-half million tons was milled; during the latter, or ferrosilicon period, more than five million tons was milled. It is believed that these tonnages are large enough to give representative data. FLOWSHEET The Central mill has a capacity of 15,000 tons per day. Briefly, the treatment used consists of crushing the ore through 11/2-in. and wet-screening out the minus 3/16in. portion. The minus 1 1/2 plus 3/16in. washed product is treated by the heavy medium; the minus 3/16-in. product is deslimed and jigged. The heavy-media cone tailing is discarded and the cone .concentrate is recrushed and jigged for the production of a coarse lead concentrate. The cone concentrate, impoverished of lead, is then ground in ball mills and treated by differential flotation. The minus 3/16-in. jig product is similarly treated. HEAVY-MEDIA PLANT The heavy-media cone plant treating the minus 1 ½ plus 3/16-in. product consists of one open-top cone 20 ft in diameter by 20 ft deep, equipped with a central airlift. Concentrate is discharged from the top of the airlift to a 3 by 14-ft low-head Allis-Chalmers drainage screen. Medium drains back into the cone, from the first half of this screen. The last half of the screen is provided with washing sprays for further removal of medium. Cone tailing is similarly drained and washed. Undersize from the washing screen is thickened and then cleaned in the medium-cleaning plant. When galena was used as a medium, cleaning was done in Fagergren and Denver flotation machines. The ferrosilicon is cleaned in three 36-in. and one 24-in. Crockett magnetic separators. A flowsheet of the cone plant is shown in Fig 1.

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. A bean placed at the bottom of tubing in flowing wells is not a new idea. In fact, a device which in effect was a bottom bean was patented prior to 1890 by John D. Rockefeller. Because of the limited use of the bottom bean, prior to 1922, when it was installed in a few wells in the Santa Fe Springs field, California, the knowledge of the results of its operation is very meager. Since then various oil operators have experimented with bottom beans, but most of the records of the results obtained by their use are unavailable. For the past year or two, more attention has been directed to this method of producing wells; the theory and best means of application have been studied, and accurate records maintained. In theory, the use of bottom beans in flowing or gas-lift wells should secure certain advantageous results. With the exception of flow friction of the tubing and flow lines, there is no back-pressure held on the rising column of fluid. Thus severe beaning is possible with no danger of killing the well by too heavy a fluid column, a condition that often exists when a surface bean is used. The whole energy of the gas expanding to atmospheric pressure is utilized to lift the fluid in the well. The same effect is obtained when flowing a well through open tubing or casing. In using a surface bean this energy of expanding gas is wasted into the flow lines beyond the bean, because the fluid has reached the surface by the time the restriction is reached and the work of the gas performed. The bottom bean affords an efficient use of the expanding force of gas, utilizing less gas to raise the same amount of oil, hence allowing for lower gas-oil ratios. The flow restriction being at the entrance to the flow string, a more uniform mixture of gas and oil enters the tubing and a steadier backpressure is held on the well. The uniform mixture and high velocity attained while flowing through the bean, which is above the critical velocity required to suspend a spray condition of gas and oil, prevent slippage of gas, surging and heading with its resultant strain on the casing. THIS paper describes the milling practice and operating results of the recently installed heavy-media separation plant of Barton Mines Corporation, the world's largest producer of garnet. This pioneer application of heavy-media separation (sink-float) processes for the beneficiation of a nonmetallic ore is unique in many respects, the details of which will be apparent from the following presentation. CHARACTERISTICS OF THE ORE The property is on Gore Mountain, 5 miles west of the village of North Creek, New York, and 11 miles by road. The altitude of the mine is approximately 2800 feet. The valuable mineral, garnet, occurs in a surface deposit, the ore body being about ¾ mile long and varying in width from 50 to 300 ft. The garnet, principally almandite, Fe3A12 (Si04)3, occurs in a metamorphic rock of uncertain origin. The gangue mineral is principally hornblende, which constitutes from 40 to 80 per cent of the rock. The remainder of the gangue is divided between plagioclase feldspars and hypersthene, with smaller amounts of biotite, apatite and pyrite. The garnet content of the ore body varies from 5 to 20 per cent of the mass and averages about 10 to 12 per cent. The garnet occurs as crystals, mostly imperfectly developed, known locally as "pockets." These crystals vary in size from a fraction of an inch to a foot or more in diameter. Occasionally crystals have been found up to 30 and 36 in. in diameter but they average 4 to 6 inches. Nearly every crystal of garnet is surrounded by a rim of coarsely crystalline hornblende. The quarry faces are striking in appearance, showing crimson-red garnet crystals with their coal black rims scattered over a grayish black background. The specific gravity of the garnet is 3.8 to 4.1 while that of the hornblende ordinarily is 3.07 to 3.24. Some specimens of very dense hornblende have been found with a specific gravity as high as 3.40. The garnet crystals are laminated in structure, and readily cleave into flat, tabular pieces with sharp, chisel-like edges. Even when crushed to a very fine size, the garnet retains this flat, sharp, slivery grain shape. This characteristic, together with its hardness and toughness, gives it its value as an abrasive. FORMER OPERATIONS Mining operations have been carried on for 60 years. Until 1023, only the oxidized (soft rock) section of the ore body was mined. The oxidation, which affected the garnet only slightly, made possible the removal of the garnet from the rock by hand after it was blasted down, using small hand picks. Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

I HAVE been asked to pay a tribute to the mining industry. It is appropriate to this occasion that a word upon this subject should be spoken to this assemblage; but to pay a tribute to the mining indus-try, one that would be worthy of its traditions and its accomplishment and that would outline what it has meant to the economic and social development of this nation, would carry me far beyond what must be the brief confines of this address. I wonder how many there are who have ever paused to reflect how different might have been the current history of the world had it not been that for nearly eighty years a never-interrupted stream of wealth has flowed from the storehouse of treasure in the mines of the West into the commercial and economic life not only of this nation but of the world. Truly it was a historic day that Marshall discovered in the runway at Sutter's mill the glistening particles that proved to be gold. That event was one of the most momentous events in its consequences that ever happened in the history of mankind. Without its occurrence this nation undoubtedly would have grown; it would have reached a position; of economic and social soundness; but certainly it could not have achieved the splendid and immediate results that have become our proudest heritage and established our unrivaled posi-tion in the industrial world. As the primal cause that led to one of the great migratory movements of man it stands alone, unequaled, without any precedent in the annals of history, comparable in its effect on the imagination, on the movement, and on the devlop-ment of a people. Nearly three-quarters of a century had passed since the banners of the Revolution had been furled and a new nation had come into existence. Beyond the boun-daries of the original colonies, and through the passes of the Alleghanies, hardy frontiersmen had cut their way, and the process of establishing what have become -great states in the Valley of the Mississippi was under way. An empire of virgin land beckoned to the home-seekers of the world; but scarcely had its occupation been begun when, true to the instinctive urge that meant the ultimate destiny of the nation, there began the movement to carry the Stars and Stripes westward to the Pacific. Within the boundaries of what was then Mexico, Americans fought and died in the Alamo, and the banner of the Texan had been raised in eager ex-pectancy that its Lone Star might be added to the grow-ing constellation on the American banner.

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. IN PAST YEARS, engineering educators and others have been able to study the problems relating to en-gineering education in the United States with only inadequate and, frequently, inaccurate data at their command. For the first time there is now available fairly full and accurate information on this subject, gathered and compiled by the Board of Investigation and Coordination of the Society for the Promotion of Engineering Education. This board, of which W. E. Wickenden is the director, has for the past four years been carrying out fact-finding investigations into "the objects of engineering education and the fitness of the present day curriculum," under a grant of funds from the Carnegie Corporation of New York. Twelve bulle-tins have already been published by the board and others are in the process of preparation. The studies made, thus far, have been of the various phases of engineering education in general as well as of the major branches of engineering. Within the past year. the board has completed a study of mining engi-neering education by means of a questionnaire sent to members of the Institute. A special committee, con-sisting of Charles E. Locke, Allen H. Rogers and the writer, cooperated with the board in drafting certain parts of the questionnaire and in selecting the mailing list. Similar studies have been made through the mem-bers of the four other national societies. The results of these studies have been published only in mimeo-graphed form, therefore, in order to place the data before the members of the Institute an incomplete sum-mary of the replies to the A. I. M. E. questionnaire is here given. The full report will be available for distri-bution at the annual meeting in February. The questionnaire was sent to 306 members of the Institute, a proportion about equal to the proportion of the membership of the other national societies can-vassed; 152 members replied to the questionnaire, 55 per cent of whom had received college degrees in some branch of engineering connected with the mineral in-dustry. Forty-seven educational institutions were rep-resented in the replies. Seventeen different positions were held by the members who replied, with 24 con-sulting engineers at the head of the list, 20 managers, 16 superintendents, 11 presidents, 10 professors, 6 deans, and others.

IN recent years, zone melting1 has been applied extensively to the purification of metals having a very low vapor pressure.2-4 This note describes the zone melting of a high vapor-pressure metal, magnesium, where the melting takes place inside a refractory surface skin. The effects of zone speed and the number of passes of the molten zone on the purification have been determined and the effective distribution coefficients for the principal impurity elements were calculated. A schematic diagram of the zone-melting apparatus is given in Fig. 1. The Vycor tube containing the graphite boat with its magnesium charge (an extruded rod—3/8 in. in diam, 10 in. long) is pulled through the stationary furnaces. A molten zone approximately one-fourth the length of the charge is produced under each of the two central furnaces. Two grades of magnesium were studied—electrolytic magnesium and magnesium with a very low alloy content. The spectrographic analyses of these materials, within * 5 pct of the values stated, are given in Table I. Molten magnesium will vaporize severely if protected only by an inert atmosphere such as argon. Consequently an enveloping container is required. In zone melting, a rigid opaque container surrounding the charge is inconvenient because visual control of the zone length is prevented. A more satisfactory container is a strong flexible skin on the surface of the metal charge which is capable of supporting the molten zone. SO2 reacts with magnesium to form a thin coherent surface film of MgSO, and MgO. An atmosphere of SO, of commercial purity was maintained during the zone melting. Enough oxygen was present within the system and the commercial SO, for the satisfactory formation of the protective skin, so that any rupture of the skin during the zone refining was healed immediately.

Included in the general category of clays is a large and varied assemblage of nonmetallic silicate minerals which characteristically occur as fine-grained particles having flaky, sheetlike, or rod-shaped form. Most, though not all, are hydrous aluminum silicates. Amount and kind of impurities vary greatly, and these strongly influence the uses of the various clay types. Clays occur in a wide range of geological situations: as bedded sedimentary deposits composed of the weathering products of feldspar and other minerals; as alteration products of igneous, sedimentary, and metamorphic rocks weathered or hydrothermally altered in place; and, to a more limited extent, as hydrothermally introduced materials. TYPES AND MARKETS On the basis of chemical composition and crystal structure, two major groups of clay minerals recognized are the "kandites" or kaolin group, and the "smectites" or montmorillonite group. Another major type is illite, particularly important as a constituent of shales. Two additional mineral species having economic importance are attapulgite (palygorskite) and sepiolite. For present purposes, however, a classification based on utilization is more appropriate. The U.S. Bureau of Mines recognizes six types of clay: kaolin, ball clay, fire clay, bentonite, fuller's earth, and miscellaneous clay. Kaolin The kaolin group of minerals consists of the mineral species kaolinite, halloysite (metahalloysite), dickite, and nacrite, although the latter two are not being produced commercially. Kaolin, also called china clay, is a high-purity white material. Perhaps it is best known as a principal ingredient in the manufacture of chinaware, porcelain, and other high-quality ceramic products. However, by the mid-1970s very close to 50% of the kaolin produced in the United States was going to the paper industry for use as a filler and coating material. Manufacture of refractories uses about 12% of U.S. production. Kaolin is also used in plastics, in the rubber industry as a filler in footwear, electrical cable, and similar products, and as a conditioner of rubber for automobile tires to add strength and abrasion resistance. Smaller amounts are used in printing ink, paint, and adhesives; as insecticide carriers; in the production of catalysts for the petroleum refining industry; and in many other industrial and commercial applications. Production and use of kaolin in the United States doubled in the ten years from 1946 to 1956, and doubled again by 1966. Growth continues at a rate of about 7 % per annum.
