IN ESTIMATING the unmined petroleum reserves of Central America, it is not feasible to employ the methods that have been worked out in the oil fields of the United States. No producing wells have been brought in and no drilling sections have been made public. It is accordingly necessary to fall back on a crude "barrels per square mile" estimate. The method chosen is a comparison of the structure of the foreign field of unknown reserves with that of some supposedly analogous North American field of which the reserves have been estimated. This method makes no pretense at scientific accuracy; bit furnishes a working basis for an estimate. The areal geology of Central America is illustrated in the map prepared by Sapper and more recently in the geologic map of North America accompanying U. S. Geological Survey Professional Paper No. 71, "Index to the stratigraphy of North America." Disregarding for the present the Arrow Quaternary coastal plains and alluvial deposits of the river valleys, three chief zones may be distinguished. These are: A zone of late eruptive and effusive rocks; a zone of highly folded pre-Cambrian(?) or early Paleozoic crystalline schists and slates, considerably intruded by pre-Tertiary plutonic rocks; and a zone of more or less folded sediments, chiefly of Cretaceous or Tertiary age. The zone of late eruptive and effusive rocks of Central America begins in southeastern Chiapas, Mexico,. and extends, with increasing breadth, across southern Guatemala, across practically the whole of El Salvador, and across southern Honduras to the valley of Rio Goascorán, where the igneous zone attains a width of about 100 mi. (160 km:) East of the Goascorán Valley late eruptives and effusives play a subordinate part, being confined largely to the Departments of Valle and Choluteca. Dikes and sills of igneous rocks intrude the sedimentary formations of central and northern Honduras.

A considerable interest in the subject of superlattices has been manifested by many papers and reviews that have recently appeared, both in physical and metallurgical publications. This interest is due largely to the apparent simplicity of the ordering process, which permits the explanation of many phenomena on the basis of elementary theory. Moreover, ordering may cause important changes in the physical properties of alloys. In this paper, we shall discuss the causes of superlattices in terms of simple properties of the elements that give rise to them, together with a series of experiments performed to test our conclusions. Evidence is presented that in some cases the process of ordering is more complex than might be supposed. While the different species of atoms are usually found in random positions in alloy lattices, in some cases unlike atoms tend to be nearest neighbors. Bethe's1 "order of neighbors" is a statistical measure of thib tendency. At suitable compositions it is possible for atoms in large regions to be regularly arranged, which causes superlattice lines to appear. in X-ray diffraction patterns. The magnitude of the effect can be determined from the entropy of mixing, which is calculate from first principles. Since the ordered state has the lower entropy, it must also have a lower internal energy to be stable at any temperature. This paper deals with the results of a study of the application and development of mining machines for cutting out and removing dirt bands in bituminous coal beds. Face Preparation When one or more dirt bands1 occur in a seam of coal, the problem of elimination of impurities becomes manifest. The degree of completeness to which these impurities arc removed at the face has an important bearing upon labor costs, haulage costs and outside cleaning costs, and often the ash content of the product is markedly affected. Yet, because the present-day miller is paid for the number of tons he loads he often lacks interest in the quality of the coal. To insure a clean product, a system of penalties for dirty coal is enforced, but control of extraneous impurity content in the loaded coal is often inadequate and ineffectual when coal and banded impurity are shot as one. It seems only logical that to reduce the amount of impurities by proper face preparation before the men are permitted to load the coal is the most efficient method of preparation. Many mines with one or more bands of impurities in their seams are able to mine a desirable product with a comparatively small amount of surface preparation. In fact, three companies in West Virginia have recently changed their methods of fact* preparation, with most gratifying results. The first company (in the Kanawha field) after changing its cutting practice with the hope of relieving a sales problem, was rewarded by an approximate 3 per cent drop in ash in the product. Another company, operating in the same field, reduced its ash approximately 4 per cent by a change in cutting practice. The third company (in the Pocahontas field) found the wet washer inadequate in producing a marketable coal, and installed new cutting machines. Three cuts are now being made in each working place, and the results arc so satisfactory that the cleaning plant has been abandoned.

The Robinson mining district in east-central Nevada is itself a century of study in the changing economics of the mining business. It began as a boom and bust area. In the district today, just west of Ely, Nev., the hills are pockmarked with the tunnels and shafts sunk in a frantic scramble for gold and silver before the turn of the century. But as the economics of dwindling reserves, rising costs, and changing markets were stamping out the efforts of the gold and silver seekers, copper took over as the king of the Robinson district. Today, Kennecott Copper Corp. has four open pit mines in the district and is planning a fifth. From these mines, Kennecott produces nearly 40,000 tpy (tons per year) of copper. In its hundred years of history, the district has produced more than $1 billion in mineral values, a richer treasure than that from the more famed Comstock Lode of Virginia City, Nev. Prospectors had reported copper outcroppings in the Robinson district as early as 1872. But the first significant copper orebody was not discovered until 1901. In that year, Dave Bartley and Edwin Gray exposed the top of the porphyry orebody that would become the Ruth mine in a shaft at a depth of 120 ft. Subsequently, other larger orebodies were discovered nearby which have resulted in this area being one of the leading copper producers in the country for some 60 years. Following a period of development and exploration, the Ruth mine started production in 1915 and continued as a prosperous underground mining operation until 1948. The mining industry in Nevada experienced the same increasing cost of labor and supplies that all other mining areas had to contend with, and by 1948 the Ruth mine was no longer profitable. In offering some data relative to this property, and the treatment of its ores, it is proper to say that a purely scientific article has not been attempted. It is hoped, however, that the economic conditions presented may be of interest to the members of the Institute, and that a discussion upon the concentration of the ore may throw some light upon a very unsatisfactory part of the work. The Smuggler-Union mines are located at the head of the San Miguel river, just south of the water-shed between Ouray and Telluride. The latter town, reached by the Denver and Rio Grande railway, is most picturesquely situated, at ail altitude of 8500 feet, in a narrow valley, the lower portion of which exposes only the sedimentary rocks. Along the sides of the valley, large masses of coarse alluvial deposits are left high above the present channel of the stream. Although much placer-work has been done, and some very rich material has been found, the limited extent of the isolated tracts has made placer-mining in this locality generally unprofitable. The valley terminates two miles above Telluride in an amphitheater around which walls rise abruptly several thousand feet. Here the company's mill is situated, being reached by a Bleichert tramway from the mines and also by a spur of the Rio Grande railway from Telluride. At this point, not only are the reddish sandstone and conglomerate beds exposed, but the contact between the conglomerate and the overlying gray volcanic breccia is plainly in view, even at a distance of many miles. A marked stratification is noticeable, indicating the successive layers of igneous breccia, locally termed trachyte. In many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked succeeefully with the ordinary hydraulic pipe or tube elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground coutaining many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one that has been found to work very successfully in flat ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts had been made to work this ground. Copper has frequently been recommended as an alloying element for steel and the precipitation-hardening of steels containing from 1 to 2 per cent copper has been studied by a number of investigators. The straight copper steels, however, have not been used extensively and little advantage has been taken of the precipitation-hardening of complex steels containing appreciable amounts of copper. It is difficult to produce a satisfactory surface on the straight copper steels and undoubtedly this has discouraged their use. During recent years a number of steels containing enough copper to make them susceptible to precipitation-hardening have been put on the market. These steels belong to the group usually referred to as "low-alloy high-tensile " steels. They were designed for use in the " hot-rolled" condition; transportation equipment and large structures that cannot be readily heat-treated have been their chief application. Little emphasis has been placed on the possibility of strengthening those containing substantial amounts of copper by precipitation-hardening. The present investigation was undertaken to determine the precipitation-hardening characteristic of one of the "low-alloy steels." Previous Work The first complete study of the effect of time and temperature on the precipitation-hardening of plain copper steels was made by Nehll in 1930. At about the same time Bucholtz and Koster2 studied copper-chromium steels but did not determine the relation between time and temperature to produce maximum hardening. Later, Smith and Palmer3 determined the rate of hardening at various temperatures for two I per cent copper steels containing different amounts of carbon. Their tests indicated that the higher carbon content decreased the rate of hardening. They made tests on many steels containing other alloying elements in addition to copper, but did not determine the time-temperature relationship for maximum hardening for any of the complex steels. THE township of Cloncurry is situated in the northwestern part of Queensland, about latitude S. 20° 42' 53" and longitude E: 140° 30' 25". Townsville is the port through which all the trade passes and is about 470 miles east-northeast of Cloncurry township. The Cloncurry copper district covers an area about 200 miles long by 40 miles wide. Unfortunately the mines are very scattered over this area, there being no large groups of mines. Mount Elliott mine is situated about 70 miles south from the township of Cloncurry, and Mount Oxide mine about 150 miles north of Cloncurry. The district has been known for the last 35 years, and in the early stages a large amount of capital was expended with little to show for it; but within the last four years the railway has been extended from Townsville to Mount Elliott and about 40 miles north of Cloncurry, which has made possible the treatment of the ores of the mines on this extension. The Mount Elliott company within the last few years has smelted and converted on its mine 169,688 tons. of ore for 20,554 tons of blister copper, containing 20,377 tons of copper, 35,642 oz. of gold and 28,841 oz. of silver, at a cost of about £33 per ton of blister copper, f.o.b. Townsville. This cost included all ' development, wages, salaries, general management, office, agency, legal expenses, freight, etc. The gold and silver contents would practically pay for freight to Europe, refining, realization charges, etc. The costs of supplies are as follows: Firewood 15s., coke, 75s., mine timber, 54s., and coal, 60s. per long ton; explosives: dynamite and gelignite, 50s. and blasting gelatine, 65s. 6d. per case.

6.4-1. Principles of Operation. The jet-piercing process is a patented thermal process which depends upon a characteristic of the rock which is termed spallability. In its simplest terms, spalling is considered as decrepitation resulting from differential expansion of rock crystals due to thermally induced stresses. The number of individual properties influencing the spalling characteristics of rock are so numerous and their interaction so complex that the only truly reliable way to ascertain the spallability of rocks under thermal shock conditions is to expose them to these conditions. However, laboratory and field work have determined the principal thermal, physical, and mechanical properties of rock which affect spallability (10, 18). The approximate relationship between spallability and these characteristics is as follows: [ ] where To is the critical temperature at which, it is believed, a rock becomes elastic or sufficiently plastic to prevent further spalling action. Thermal diffusivity takes into account the amount of heat used in saturating the medium itself during the migration of a heat front. The rate and degree of dimensional changes which influence the spalling tendency of the rock will depend upon the characteristic of the heat gradient in the rock. The greater the spalling tendency, the higher the piercing rate. Those properties most favorable to a high degree of spallability are: 1. Large linear thermal expansion at temperatures below 700°C. 2. High thermal diffusivity at temperatures below 400°C. 3. Equigranular interlocking structure with little or no fine-grained clay or mica alteration products. 4. No significant amounts of soft, low-melting, or elastic mineral or materials which yield after thermal decomposition.

During the past eight years, in trying to estimate world consumption of petroleum and related products, the authors have been unable to account for all the supplies available in any one year. There has remained at all times a balance, which at first was thought to represent almost entirely additions to stocks in foreign countries. But as this discrepancy continued year after year-over 148,000,000 bbl. in 1937—it became unreasonable to conclude that corresponding additional foreign storage capacity was continuously being made available. It became therefore clear that the balance in question was due to other causes than to additions to stocks. Last year Mr. A. G. White, Chief Economist of the Petroleum Economics Division of the United States Bureau of Mines, pointed out to one of the authors that an unknown and important factor in consumption of petroleum and related products is to be found in the requirements for military purposes in foreign countries. This paper is the result of Mr. White's timely suggestion. There are no reliable data available either on the storage capacity, and therefore oil stocks, or on the petroleum consumption for military purposes in foreign countries. This information is so closely related to national defense that its divulgation is forbidden. One can therefore but surmise as to these facilities and needs in line with the relative strength of the military land, air and sea forces of the various countries. The authors have assumed many of the component factors that go to make the tables herein presented, such as fuel consumption of fighting ships in relation to tonnage and horsepower, gasoline consumption of air fleets in relation to number of planes, and the consumption of petroleum products by mechanized armies; but in making these assumptions they have availed themselves of the advice and counsel of those whose wide experience in these questions make their views authoritative. Introduction Great Salt Lake Minerals & Chemicals Corp. (GSL), a subsidiary of Gulf Resources & Chemical Corp., is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, UT. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt, and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The CSL Sulfate of Potash Complex: The GSL potash complex (depicted in [Fig. 1]) is divided into a solar evaporation pond system and the process plants. The solar evaporation system consists of a 17,000-acre (68.8 km2) ponding operation where the various salts deposit during the summer evaporation season and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit containing primarily kainite (KC1 . MgSO4 . 3H20), schoenite (K2SO4 . MgS04 . 6H20), and halite (NaCI), with some carnallite (KC1 . MgC12 . 6H20) and epsomite (MgSOq . 7H20). Other minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. During a "short" evaporation season, the tonnage deposited decreases, but depending upon the short-term weather, the potash mineral content can vary greatly. THE sampling and estimating of, the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of, its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of I estimating ore reserves and deciding on recommendations for development work. The sampler, moreover, is at the mine every day and makes a daily report, which keeps the geologist in close touch with 'the progress of development work. The sampler is attached to the mine office and thus comes under the jurisdiction of the operating department. In fact, any special orders prepared by the chief sampler are submitted to the general superintendent, after approval by the geological department. The mine foreman may.

ESTIMATES of the "plasticity" of a metal are commonly deduced from three types of test-tensile, torsion and impact. The several results have been more or less at variance, though this disparity has attracted little notice, largely perhaps because they have been expressed in different terms. The discrepancy between the results of the three tests becomes obvious when each is made at a series of low temperatures, for the temperature range within which the "plasticity" of iron largely disappears proves to be very different in the three types of test. The rather abrupt disappearance of "plasticity" of iron within a narrow temperature range cannot be due to any physicochemical change (such as a precipitation) taking place in the material at that time, because the original plasticity is immediately regained when the temperature of the material is brought above the sensitive range. Accordingly this differ-ence in behavior shows that the "plasticity" of a metal depends upon the mode of action of the stresses which produce the deformation, and there-fore upon the method of test. Analysis of the stresses leads to the conclusion that the observed plasticity of a metal is determined by the relation between its resistance to rupture by separation and its resistance to shear (slip), on the one hand, and between the effective normal and shearing stresses on the other; and that the relation between the two resistances does not in general remain constant with change of temperature, and may somehow be altered to some extent by the previous treatment of the specimen. This suggests the view that the results of none of the usual mechanical tests are directly comparable even for a single metal tested at a series of tem-peratures, or for a series of metals at one temperature, because the propor-tion of the total resistance of the metal to the test contributed by the

Success in this operation is much promoted by adhering to a definite plan. Random work is of little account. In general, anything done that will enable the blast to pass through the obstruction, providing the melted products can be got away from the tuyeres, is all that is necessary. Hence the utility of high explosives in breaking up the chilled mass in the hearth. (This, by the way, should be done with the wind on, so as to prevent the filling of the tuyeres with the usual rush of cinder following the explosion.) If from any cause it is not expedient to use explosives, the simple but very effective instrument known as the kerosene or hydro-carbon blow-pipe can be depended upon to perforate the contents of a blastfurnace hearth to any extent required. It consists, as used in the Champlain district (first by Mr. Charles H. Foote), of several pieces of gas-pipe, liberally supplied with elbows (five in number) so as to be flexible; one end being connected to a tuyere-stock and the other brought to bear upon the place to be melted out. A 1/4-inch pipe leads from the last length, or blow-pipe proper, to a reservoir of kerosene or crude oil, set high enough to overcome the blast-pressure, This 1/4-inch pipe should have a valve conveniently located to regulate the flow of oil, and also another next to the reservoir. With a good hot blast and a surprisingly small quantity of oil, this apparatus will melt, burn or mechanically dislodge anything around a blast-furnace hearth excepting firebrick and water-cooled castings or plates. It may be helped by vigorous prodding with a suitable steel bar, to detach the fused but sometimes sticky material. A very good way to operate on a chilled hearth with it, is to open up a hole from a cinder- or iron-notch to the nose of the most convenient tuyere and then make a blow-pipe of the tuyere by turning

With imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than mas possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a wellknown fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be obtained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods —the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. There is great need for a tripod that can be more easily manipulated than the present form, for it rarely happens that an engineer has a level surface on which to set his instrument, and very often

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

While coal was undoubtedly seen by the early travellers within the state, the first mention of it was in the late 1820's when hunters put some stones from a creek bed under the logs of a large camp fire, and awoke later to find the stones on fire. The stream was later named Coal Branch; the location was at the eastern side of the present Bibbs County.1 In the Louisville Daily Journal of Feb. 11, 1831, the following short editorial note appeared: "Tuscaloosa Coal.-A small quantity of this article has reached Mobile, and has been tried in the office of the Patriot; it is said to be an excellent article. We invite such of our friends as desire economy in fuel, love a cheerful and constant fire, or would eschew a smoky room, to call and examine." On a geological map published in 1832, the "Carboniferous group" is shown and a spot near Tuscaloosa indicated as showing bituminous coal,2 and this is again alluded to in Morton's Synopsis, 1834. A brief description of the coal fields in the state in 1834 said that in winter coal was brought down the. Black Warrior River to Mobile and sold there at the same price as Liverpool coal, $1.00 to $1.50 per barrel, ($10 to $15 per ton) and that the writer was using it in his laboratory.3 At that time it was in local use by smiths and an iron foundry was using it in Shelby County.4 In 1836 some coal was mined in the Birmingham district, chiefly in the northern portion of the Coosa basin, where it was loaded on barges and taken down the Coosa Rivers.5 "William Whitman dug coal out of Wolf Creek (Walker County) in 1837," and in the same county, in 1839, the first coal shaft in the state, was sunk. This was near the mouth of Lost Creek and was known as Frierson's Shaft. It was operated by a hand windlass, using two tubs.1

The following descriptions and explanations apply specifically to the use of the Hotchkiss Superdip, but there are no apparent reasons why they should not apply to any magnetometer. This paper is a product of work in the practical field for several years with the Hotchkiss magnetometer, mostly on mineral deposits in the southeastern United States. The paper describes the result of an attempt to develop a practical and economical field method that approaches, as nearly as possible, the utmost accuracy of which the magnetometer is capable. As there are many published descriptions of various magnetometers and magnetic methods, it would be superfluous to describe such instruments here, but a limited bibliography on the Hotchkiss and Askania magnetometers is appended. The Hotchkiss and the vertical Askania magnetometers have, respectively, maximum sensitivities of approximately 5 and 30 gamma per instrument scale division. Purpose of New Method The purpose of the method described in the following paragraphs is to eliminate, as far as possible, all corrections of field data that cause complexities and inaccuracies in the results of magnetometer surveys. Magnetometer field observations must be corrected for periodic variations in the intensity of the earth's magnetic field, as well as for temperature variations, both of which take place during the course of a day. These variations do not seriously handicap magnetometer work on highly magnetic deposits, but it is impossible to obtain accurate results, by the conventional methods in use today, over weakly magnetic or diamagnetic deposits. This is due to the physical inability to obtain by such methods sufficiently accurate data in the field to make dependable corrections. The magnitude of the necessary corrections of field observations frequently exceeds the magnitude of local magnetic anomalies obtained over various types of mineral deposits. Therefore if these corrections are neglected or made on the basis of inaccurate data, the entire magnetic picture of the area concerned is at least distorted, and perhaps destroyed altogethcr.

Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."
