PRIOR to the development of the bulk-oil carrier, practically all transportation of oil was in barrels and in cans contained in wooden cases; the latter was known as case oil. In the year 1885, approximately two hundred million gallons of petroleum were exported from this country in barrels and about one and three-quarter millions in bulk; less than twelve years later, the shipment in barrels had decreased to nearly one and three-quarter million gallons, while the transport of bulk oil had increased to four hundred eighty-four million gallons. The first modern tanker, the "Glückauf," was built in England in 1886. Her hull, which was 300 ft. long, was divided into compartments by transverse bulk-heads, these compartments being divided by longitu-dinal center-line bulkheads extending throughout the oil spaces. There was a pump room forward of the boiler room, thus providing a cofferdam or safety space. Between the main and upper decks, a narrow trunk extended the full length of the' oil spaces, the trans-verse and longitudinal bulkheads being carried to the upper deck. This allowed for the expansion of the oil from a rise in temperature, and if the tank below the main deck was kept full, the danger of the oil moving with the roll and pitch of the vessel was considerably reduced. Spaces for the carriage of light oil were provided on each side of the vessel outboard of the expansion trunk, while water ballast was carried under the machinery compartments fore and aft. Although vessels previously had been built to carry oil next to the skin of the ship, it is claimed that the "Glückauf" was the first one constructed on the new principle outlined.

During the past decade the genesis of the lead- and zincdeposits of the Mississippi valley has received special attention from many distinguished observers. But their united egorts, instead of settling all disputed questions, have, in many respects, involl-ed the general problem in greater uncertainty than would be thought possible under the circumstances. In place of the harmony of opinion that might be expected, there is unexpected disagreement, largely due to the fact that, instead of giving attention to a possible multiplicity of ore-producing conditions among the different deposits, the attempt has been made to bring all deposits under a single genetic head. To a new observer of the lead- and zinc-deposits of the Mississippi valley, it appears at the outset that all the deposits cannot possibly have had the same genesis. In fact, different modes of origin have been often asserted for the ore-bodies, but the difficulty has been that each writer has referred them either all to one category or all to another, and no intermediate ground has been considered possible. Such a position now appears to be clearly untenable. The opinion that, in the deposits of the region under consideration, the ore-materials represent original depositions, made at the time the rocks themselves were formed, is no longer held by any authority, and therefore need not be considered here. THE brilliant and very original matter in Professor Jeffries' discussion ? should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very features of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chappell's photographs of steel coarsened under somewhat different conditions. 1 The ideas developed by these discoveries are so novel that conven- ience of language seems to call for new conventional terms for expressing them. In, what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progressively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then. an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called "supergerminant" if the distinction should be needed.

IT IS well known that one of the cornerstones of economic theory is the so-called law of supply and demand, which, really, is a group of economic laws, one of which may be succinctly stated : A rise in price tends, sooner or later, to increase supply. It is the fear that, in the case of petroleum, a limited natural resource, a point will soon be reached when supply will not respond adequately to price advances, which in recent years has prompted a movement for oil conservation. This movement has lately taken concrete shape in the appointment of a Federal Oil Conservation Board by the President. An important aspect of the law of supply and demand is that the supply of any commodity is not an entity per se, but is a factor of price. Supply, without the specification of price, has no exact meaning; and in practice supply cannot be divorced from considerations of price. Mathematically, supply may be expressed by the formula SP, which means that supply varies with price, just as the value of 10 raised to the x power varies with x. In its technical usage, supply is the quantity of a commodity that is bought currently on the market at a given price. In the case of a natural resource, however, this quantity will eventually depend not alone on price but on the physical volume of the reserve that exists and. that, in consequence, can respond to the stimulus of price. If this reserve is fixed in size, we must sooner or later reach a point where supply can no longer respond to price in the usual degree and a permanent shortage. will develop which no advance in price can correct, except in so far as higher prices may curtail demand or improve the efficiency of utilization.

MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. U. S. WITHDRAWS ARMY FROM MEXICO The American invasion of Mexico lasted less than 24 hours. The troops which crossed the Rio Grande June 15 to put a stop to the firing that was causing death and injury in El Paso were back in their billets on the American side of the border the next night. They had broken up the battle between Villa rebels and the Carranza garrison and driven the rebel forces headlong out of Juarez and into the hills. The Carranza Consul, Garcia, and Gen. Francisco Gonzales are reported by American officials to be pessimistic, if not indignant, at the swift reprisals made by the Americans against the stray shots which were falling in El Paso during the Villa attack on Juarez. In announcing his action in ordering Americans into Mexico Brigadier General Erwin in a formal statement said he had done-so to prevent the indiscriminate firing into El Paso by rebel soldiers, endangering the lives of Americans. "But on no account were they to undertake an invasion into Mexico," continued the statement. Americans with interests in the vicinity of Chihuahua are alarmed lest Villa, smarting under the defeat administered his troops by the American forces, should make a campaign of destruction. General Candido Aguilar, President Carranza's confidential ambassador to the United States, issued to the press, on June 17, a formal statement that "the government and people of Mexico consider as a violation of Mexican sovereignty the crossing of United States soldiers into Mexican territory" and expressing the hope ?that the situation created by the latest occurrences in Juarez will be satisfactorily adjusted between the two countries." Discussion of Mexican affairs was evoked in both houses of Congress by the crossing of the Rio Grande by American troops.

Thai means free. Historically accurate, as the country has never been subjugated by foreign occupation, the name "The Land of the Free" also seems to fit the attitude of the people. At the Bangkok airport, without so much as a kopkhun (thank you), travelers are found behind, beside and in front of ticket counters. A pretty Thai face on TV calls flights in English and Thai. Baggage disappears with alarming rapidity and your reporter and spouse despaired of ever being reunited with it. But at the entrance, all the parts came together and there was even a limousine from our hotel, The Oriental. Driving downtown English style, we noted that there were four lanes of traffic occupying the space we would allow for three lanes. Motorcycles and enclosed three-wheel motorcycle taxis were much in evidence, but the occasional water buffalo held up the slow lane. In the city, men wore European-type slacks and shirts but the women were colorful in traditional ankle-length wraparound skirts.

EyRing'S general theory of shear rates as a function of the properties of molecular units of flow is outlined and applied to the creep of metals. This theory regards the unit molecular processes involved in the flow of matter as typical chemical reactions requiring an energy of activation in order to proceed. The externally applied stresses are assumed to influence the rate of flow solely by lowering the activation energy for flow in one direction and raising that for flow in the other, owing to the work that is done by or against the external forces in going from the normal to the activated state. The rates of flow in the two directions are then no longer equal arid there is a net, macroscopically observable flow in one direction. This is understood to be the physical basis for the well-known exponential dependence of the creep rate on the stress. The amount by which the activation energy is raised and lowered by a given external stress is directly related to the molecular dimensions of the unit of flow, so that some insight into these call be found from the behavior of the strain rate with changing stress. When Eyring's equation is applied to the flow of ordinary liquids, such as water or benzene, it has been found from the values of the constants required to fit the observed data that the unit molecular process here involves the passage of single molecules by one another. In metallic creep, on the other hand, the unit molecular process is shown probably to involve the shear of rather large blocks of material (100 to 1000 or more atoms on a side). This agrees with present ideas of crystal flow by means of dislocations such as have been presented by Taylor, Oroaan, and Polanyi, as opposed to flow by a mechanism related to that taking place in atomic diffusion. The dimensions of the dislocations are found to depend markedly on the temperature. The questions of why some metals are so much softer than others, the effects of impurities on hardness, the softness of single crystals, and the role of self-diffusion in creep are considered in the light of the theory and it is shown how answers to these questions (and others similar) might be obtained by use of the theory.

It was found that a shear stress applied during the recovery had no effect on the amount of recovery if the stress was less than the instantaneous yield point irrespective of the direction of the stress. Large ajplied stresses during recovery had a marked effect, which depended on the direction of stressing. Single strain reversals at -72°C not only produced the Bausch-inger effect but also increased the flow stress. The increase inflow stress was attributed to vacancies, which have appreciable mobility at -72 °C. THEORIES I-' of recovery suggest that the internal stress field of the dislocations plays an essential role. Most investigations of recovery use time and temperature as the independent variables; however, here stress has been introduced as a variable in two ways: 1) by varying the internal stress field according to the amount of strain prior to recovery and 2) by applying an external stress during recovery. Tannen- baum and Kauzrnann studied the effect of applying a stress during recovery by measuring the change in creep rate after recovery; they found that stresses as high as 95 pct of the creep stress had no effect on recovery. Earlier, Wood and scrutton6 showed that an applied stress during creep increased the rate of poly-gonization. The experiment by Wood involved poly-crystalline aluminum whereas Tannenbaum and Kauzmann used a single crystal of zinc. In this investigation, zinc single crystals were used and deformed in a manner to prevent polygonization. Thus, the main difference between this investigation and that of Tannenbaum and Kauzmann is the use of the stress-strain curve instead of creep rate as the index of recovery. THE A1-Mg phase diagram in the composition range from 30 to 60 pct Mg remains uncertain. Four intermetallic compounds are reported in this composition range. All of the published diagrams are in agreement as to the existence of intermediate phases near 37 and 52 pct Mg (Mgl,A1,). Confusion exists, however, as to the number and identity of the intermetallic phases present in the intervening composition range from 37 to 52 pct Mg. Mikheeva and Kurnakovl denote the existence of a phase e near 42 pct Mg. Kawakami," Reiderer? and Laves report a phase near 48 pct Mg. Eickhoff and Vosskuhler, from a critical survey of the literature, composed the diagram shown in Fig. 1, with the exception of the eutectoid horizontal of the e-phase shown at 210°C. RaynorV n a similar survey discounts the existence of the phase proposed by Ka-wakami et al.' at 48 pct Mg and reports a composite diagram similar to that of Eickhoff and Vosskuhler." METALLIC manganese was first produced in 1773, by Sven Rinmann, a Swedish mineralogist. In 1799 William Reynolds, of Ketley, England, obtained a patent on the use of manganese dioxide in the manufacture of steel, and in 1808 an English patent was granted to John Wilkinson covering the use of manganese ore, or manganiferous ore, as an addition to iron ore in the blast furnace for the production of a superior grade of pig iron. Karsten showed in 1816 that manganese increased the hardness of iron without decreasing its malleability or toughness, while it caused pig iron to be more white in fracture and more fusible. The first practical application of manganese to steel-making, however, is attributed to Josiah Heath who discovered in 1839 (less than 90 years ago) that manganese conferred upon steel the properties of being more easily worked and welded under the hammer. When Bessemer invented the pneumatic process of steel-making which now bears his name he was at first successful because, as it afterward developed, he was using. a Swedish pig iron high in manganese. When his supply of this material ran out, he used a low-manganese pig from English sources and failed signally to produce a steel which could be rolled, while his Swedish licensees were continuing their successful application of his method. And it was not until Robert Mushet, in 1856, suggested the addition of manganese in the form of spiegeleisen to the molten product of the converter that success again came to Bessemer. In 1866, William Siemens patented the use of ferro-manganese as an addition to molten steel to counteract the bad effects of sulfur. It was in 1888, that Robert Hadfield published at some length his account of the effect of manganese as an alloying element in steel and described the unique properties of the now famous Hadfield manganese steel containing about 12 to 14. per cent. manganese and 1.25 per cent. carbon.

AT the San Francisco meeting of the Institute last year, I presented, through the courtesy of Dr. James Douglas; some results of experiments on the roasting and leaching of concentrator tailings. After it became apparent that flotation rather than leaching was clearly the better method of handling the particular problem under consideration, before dismantling the experimental equipment, some data were secured on roasting and leaching the concentrate itself in competition with smelting. Some of the results obtained are given in the following paper and they a re of particular interest at this time in. view of the large quantities of flotation concentrates with their somewhat difficult smelting characteristics now being produced. A complete wet process? consists of roasting and leaching the calcines in dilute sulphuric acid produced from the roaster gases, roasting the residue with salt and leaching with dilute tower liquors (the well-known Longmaid-Henderson process) and recovering the copper, silver and gold by cementation or electrolysis or a combination of both. It is evident, however, that the residue from the first leaching, carrying about 20 per cent. of the copper and all of the silver and gold, can be smelted if preferable. In considering the application of the scheme to individual cases, it must be remembered that freight plays a. large part in any reduction process wherein smelting is not conducted at the, mouth of the mine, and that it is not practicable today to build small smelting plants for individual operations. The experiments may be grouped under four main heads: Roasting, leaching, chloridizing residue, and recovery of copper from solutions. The products of two concentrators were used: The Nacozari concentrates were the product of a large modern mill not using flotation, the copper mineral being largely chalcopyrite; and the Tyrone concentrates, the product of an experimental mill including flotation, the copper mineral being chiefly chalcocite. In many of the bituminous-coal districts of this country, more than one seam of workable coal exists, and in most cases the lower seam is the more attractive, owing to either its greater thickness or its superior quality. Apprehension that the mining of a seam will destroy the availability of all overlying seams has hindered the development of many fields and has led to the unprofitable working of certain seams in order to save them from an expected total loss. The U. S. Coal & Coke Co., Gary, W. Va., was the first operator in the Pocahontas field to mine the No. 4 seam extensively, which occurs about 80 ft. above No. 3, the scam that was worked first. This was due to the fact that over large areas the upper seam was the only one of workable thickness, at that time. In two places, both seams were workable in the same area, the No. 4 being thinner and containing more impurities than No. 3 seam. In mining these areas, an attempt was made to keep the workings in the upper seam in advance of those in the lower one, and no pillar robbing was done in No. 3 seam until after pillars in that part of the upper seam directly over it had been mined. This resulted in an excessive development in the lower seam, with large areas of finished rooms and standing pillars. The top fell badly, and after a couple of years the falls became so heavy that pillar drawing was unduly expensive. To overcome this obstacle and allow No. 3 seam to be worked in some territory where No. 4 was thick, but too dirty for present use, a study was made of operating methods applied to superimposed seams in Pennsylvania and Maryland. This was started more than seven yean ago by the writer; his data, supplemented by more recent information gathered by his associates, and by two cases mentioned in recent foreign publications, form the basis of this paper. THIS paper considers certain aspects of the acid Bessemer process, particularly in its relations to the duplex process-that combination in which the pig iron is first desiliconized and decarburized in acid Bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid Bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide. On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not make the bottoms of basic or neutral material?1 As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

In view of the frequent occurrence of petroleum in other parts of the world, it seems odd that so large an area as is contained within the borders of Brazil should be without this product. This apparent deficiency may be due, however, to our ignorance of the regions in which it may exist. In some places, indications point to the probable existence of petroleum in ages gone by; and while the presence of petroleum pools may be problematic, in several regions conditions not unfavorable to their occurrence exist. Yet, Brazil has enormous oil resources in the rich oil-shales in different parts of the country. Many of these shales are very rich and only suitable processes for the extraction of the oil are lacking. At the present time, only a few small experimental plants are producing oil by distillation from these shales. These plants have been the subject of recent investigations by the Geological and Mineralogical Survey, a preliminary report of which is in the hands of the printer. The only regions where studies have not been made are the upper Amazon, the Acre, the Rio Negro, and the Peruvian frontier, which really seems to be the most promising field for explorations of any in the country. In the vast plateau region of the interior north of the 20th parallel of latitude, granites, gneiss, mica schists, and very old metamorphosed sedimentaries predominate. Later, sedimentaries occupy a minor position and, where found in the interior, represent a thin veneering resting on the older rocks. At several places near the coast they have a greater development and contain considerable beds of oil-shale and may, .in some cases, offer conditions favorable for the occurrence of oil. Such deposits are found in the Permian rocks of central and southern Maran-hao; in the Tertiary and Cretaceous beds along the coast of Alagsas Sergipe, Bahia, and perhaps farther south in Espirito Santo; and in the Parahyba embayment north of Cape Frio and in the interior Tertiary basin of eastern Sao Paulo.

THE importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the -pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint .of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth .history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying up pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using the Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can be readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it may be desirable to give these scrap materials to put them in the best marketable condition. The ore, as it is raised from the mine, has all average assay-value of $11 per ton, chiefly in the form of free gold. All the ore goes directly to the stamp-mills, of which there are two. The older and larger mill contains sixteen batteries of five stamps each, with one Frue vanner to each battery. The new mill has eight batteries of five stamps and two Frues to each battery. The large mill is driven by Leffel turbine wheels, with a pressure of eighty feet, and a consumption of 600 miners' inches of water. The smaller mill is driven by "hurdy-gurdy" wheels with a pressure of about 550 feet and a consumption of 150 inches of water. At both mills the tailings from the stamps pass over about 20 feet of plates on their way to the Frues. In each set of plates the first or upper one is copper, the rest are so-called silver plates. The bullion from the stamps is about 800 fine in gold and 200 in silver. The concentrates from the Frues average from 11/4 to 1 ; per cent. of the ore stamped. They very rarely exceed 2 per cent. I was unable to get the exact assay-value of the concentrates, but it is said to vary between $100 and $200 per ton. The concentrates are treated at the chlorination works at the rate of one hundred tons per month. The capacity of the works is somewhat greater than this, but as the supply of concentrates is limited it is not deemed advisable to work them up any faster. Care is taken to keep the concentrates always damp until they are put into the roasting furnace. If this is not done, a decomposition of the pyrites begins, forming lumps which do not roast, and which consequently cause a loss of gold in the residues from leaching. A Fortschaufelungsofen is used for roasting. Its dimensions, incloding fire-box, are 12' X 80'. The hearth is one continuous plane, but the charges, of which there are three in the furnace at one time, are kept entirely separate.
