Although the cultures of various Asian countries differ widely, today they are united in their desire to industrialize. This desire is the key for expansion of Asian mineral production. The following discussion deals primarily with the situation in the south and southeast Asian countries -India, Pakistan, Burma, Thailand, Cambodia, Laos, South Vietnam, Malaya, and Indonesia.

THE nature of a collector-coated mineral surface has been the subject of some experimentation and much speculation. Various aspects of the problem have been isolated and studied; it is probable, however, that there exist aspects as yet unrecognized, which are needed for a complete description of the system. The recognized elements of the problem are: 1-The nature of the chemical units comprising the film and the nature of the forces holding these chemical units to the mineral surface; 2-The orientation of the chemical units at the surface; and 3-The disposition of the collector units at the mineral surface. This report touches upon all three aspects of the broad problem; it deals, however, with a new and heretofore unrecognized element-the mobility of the collector units in the two dimensions of the solid-liquid interface.

Stripping of the Twin Buttes copper deposit started in 1965. Total material removed for the first 10 yr of operation is approximately 879 million tons. The sulfide concentrator has treated about 45 million tons. The Twin Buttes mineral zone was concealed under several hundred feet of recent alluvium. Beneath this post-minera1 cover, Paleozoic limestone, siltstone and quartzite, and Mesozoic metaarqillite, arkose, conglomerate, and volcanic rocks are intruded by an igneous complex of quartz monzonite and diorite. All rock units are erratically mineralized, principally with copper and molybdenum. Strongest copper mineral favors the Paleozoic calc-silicated limestone and siltstone, often preferential to individual beds.

The paper describes the construction of a clay pad in Southern California. The pad consisted of a mixture of in situ soil and imported clay products. The paper summarizes design considerations. Laboratory permeability tests performed on samples removed from the pad formed part of the quality control requirement of the State of California Water Quality Control Board. The paper presents statistical analysis of the data (about 70 permeability tests in total) and their significance in controlling seepage losses. The results obtained from an investigation of the first pad-area after completion of the leach cycle are presented and discussed. Results from visual observations and laboratory tests are presented.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

The mine and concentrator of Cyprus Anvil Mining Corporation are located in the south central section of Canada's Yukon Territory. The Yukon is sparsely settled, with a total population of less than 23 000. Wide seasonal temperature variations are experienced with extremes of 35º C and -57º C being recorded at Faro. The concentrator treats 9000 tons per day of a complex lead-zinc sulphide ore, employing conventional crushing, grinding and differential flotation to produce selective lead and zinc concentrates as well as a mixed lead/zinc (bulk) concentrate. The current operating practice and highlights of the eight years the concentrator has been in operation are reviewed. In addition, certain of the unique features and problems connected with plant operation in a remote northern location are discussed in some detail.

The bituminous coal industry faces a real problem, if it desires to retain the position in the power-generation field to which it is economically entitled. More power is probably produced today for electrical energy, for steam-driven and steam-heating industries and processes, for transportation by rail, water, highway and air, collectively, than ever before, and yet the total bituminous coal production has decreased about 38 per cent, from 575,000,000 tons in 1926 to 357,500,000 tons in 1934. It is not the intention of the writer to recommend coal as a fuel for automobiles and airplanes, but rather to point to these forms of transportation as being responsible in a very measurable degree for reducing the coal consumed by railroads. Petroleum products may still further reduce consumption of locomotive fuel through the extension of the use of Diesel-driven trains. Oil-burning steam-driven locomotivcs are replacing coal in some places, where railroads operating high-speed passenger trains are willing, temporarily at least, to pay a premium for the fuel that is low in ash and produces less smoke and practically no cinders. In the navy and ocean-going passenger ships, oil is so firmly established, and has such definite advantages over coal as formerly fired, in steaming radius, in ease of bunkering, cleanliness, and reduction in firing labor, that very outstanding developments in the handling and burning of coal will be rcquired in order to replace oil. For freighters on the Great Lakes, coal is the logical fuel, but there is great and immediate need of radical improvements in its use, else that market also may be lessened. It is not within the scope of this paper to discuss in detail bituminous coal for either locomotive or marine use, but, rather, generation of power in stationary plants, consisting of electrical generating stations and that very large group of miscellaneous industrial plants, such as paper, rubber, textile, steel and other industries that use electrical, mechanical, and steam power, derived from either hydro or some form of fuel.

5.1-1. Geographic and Geologic Factors. Surface mines are located where the coal seam can be economically uncovered and where the product can be utilized competitively with other fuels. The planning and designing of a pit may follow various procedures. The sequence for consideration of the influential factors as considered here may not be complete for every pit, nor will it be necessary to be completely used in each design. It is suggested as a check and outline for the engineering approach. Controlling conditions for the layout should be listed and considered with the facilities and equipment for the exploitation. After these items, as listed below, have been discussed and the feasibility agreed upon, then the actual planning and design of the pit can be done. GEOGRAPHIC FEATURES. The location of the coal area sets the climatic stage. The rainfall, the temperature extremes, and the general weather conditions all affect the design of the pit. Overburden soil when wet may not be stackable and may be impossible to move by standard procedures. The coal seam itself may be so soft that it must not be traveled on when wet, as the losses may be the difference between a profitable venture and an unsuccessful one. Some equipment will work well on dry soil only, just as a dredge works only in the wet. The conditions must be checked and analyzed. Some equipment cannot handle frozen soil (wheel excavators), so temperature extremes must be noted. The extreme weather conditions may also govern the expected working days and therefore the ultimate production. The altitude (atmospheric pressure) may affect the equipment, and this should be checked. All of these conditions should be noted on the preliminary map of the area. GEOLOGIC FACTORS. The Copaquire porphyry copper deposit lies in an island of pre-Upper Tertiary rocks surrounded by Quaternary and Upper Tertiary formations. The pre-Upper Tertiary appears to be a horst block in a typical basin-range setting. Major right lateral faults have been mapped within the range from Chuquicamata north to Copaquire. All of the major porphyry copper deposits known in the block (e.g., Quebrada Blanca, El Abra, Chuquicamata, and Copaquire) are on or are very close to one of these major right lateral shears. In the Copaquire district, an epizonal igneous complex with diorite, quartz diorite, quartz monzonite, and intrusive dacite (in that intrusive order) invade folded Jurassic shale. Mineralization appears spatially and temporally associated with the quartz monzonite porphyry and dacite. Alteration zoning shows two separate core phyllic (quartz-sericite-pyrite) zones within one large argillic (clay-pyrite) zone. A propylitic (chlorite) zone is peripheral to the argillic zone. No potassic zone has been recognized yet at the surface. The intrusive petrology together with the phyllic, argilic, and propylitic alteration zoning as well as the chalcopyrite-molybdenite ore mineralogy characterize this deposit as being typical of the Lowell and Guilbert model. Copper and molybdenum minerals appear to be most strongly developed in the phyllic zone, in either a breccia or a zone of veinlets and stockwork which trend dominantly northeast, conjugate to the district's largest fault, the Sulfato fault. The setting is basically similar to that found in some other porphyry copper deposits in this block, in that the ore body is a zone of veinlets which appear to be genetically related to movement on a major north-south trending right lateral fault. The presence of the major fault in each deposit, and the speculative hypothesis that paleo-subduction zone operated at the time of mineralization, suggest the possibility that mineralization took place when a major fault permitted escape to the surface of cal-calkalic magma generated in a subduction zone as proposed by Ericksen. A hypothesis such as that proposed by Ericksen explains the near linearity of porphyry copper deposits in Chile, since the source of calc-alkalic magma would exist at about the same distance from a paleo-trench throughout the length of the paleo-subduction zone.

THE mine and concentrator of the Howe Sound Co., Chelan Division, are at Holden, in a remote section of the Cascade Mountains of northwestern Washington. Holden is at an elevation of 3200 ft., in the narrow valley of Railroad Creek. This creek drains into Lake Chelan, at a point some 40 miles up the lake from the town of Chelan. The concentrator treats 2000 to 2500 tons of low-grade copper-gold-zinc ore per day. Concentration is achieved by the differential flotation process, with recovery of 94 per cent copper and 82 per cent gold in the copper concentrate, followed by the recovery of 65 to 70 per cent zinc in the zinc flotation circuit. The final flotation tailing is deslimed, and coarse sands, representing 60 to 70 per cent of the total, are cyanided. The tonnage of tailing material amounts to 1900 to 2370 tons per day. GENERAL CONSIDERATIONS The property is within the Chelan National Forest. Railroad Creek is a fishing stream, being stocked regularly with trout from State hatcheries. Consequently, in planning a milling operation, the Howe Sound Co. was obliged to avoid any pollution of the stream by tailing material, and also destruction of valuable stands of timber. Moreover, the selected tailing disposal sites should not mar the natural beauty of the valley. In addition to these requirements, the problem of tailing disposal at Holden was complicated by topography and climatic conditions. The valley is long and narrow, averaging 1200 to 1500 ft. in width. Its walls are flaring at a steep angle. There are no extensive flat areas suitable for deposition of tailing. All valleys tributary to Railroad Creek, also the well-marked paths of snowslides, must be avoided. Finally, the direction of prevailing winds and possible dust hazard arising therefrom dictated the necessity of selecting the tailing-disposal sites downstream from the mill building and two campsites. Heavy snowfall during the winter months of November to March, inclusive, impedes building of the retaining dike, making it necessary to prepare the needed storage space during the summer months. It is inadvisable, also, to do any dike building during the freezing weather, because the dike becomes unstable with the spring thaws, producing inevitable "sloughing" of the built-up borders. TAILING-DISPOSAL SITES The existing tailing-disposal areas are near the south wall of the valley. They were developed, and put to use in the following sequence: No. I. Area.-Covers approximately 10 acres. Built up to the height of 60 ft.

SiNcE the gypsum deposits of Nova Scotia have been operated on a large-tonnage basis, it has become increasingly necessary that more study be given to the geological relation of gypsum to anhydrite. It was while attempting to work out some definite system of quarry operation for several operators that the factors relating to hydration as given in this paper became apparent. For convenience the words "the formation" are used to mean anhydrite and gypsum taken together as one bed geologically and forming a distinct unit from the rocks below or above. Also, the word "block" is used geologically to define a portion of the formation that is cut apart and separated by erosion from other portions. The formation is part of the Lower Carboniferous, the remainder of which is made up of red shales and shaly sandstones, coarse red conglomerates and limestones. Overlying the Lower Carboniferous are the even-bedded gray sandstones of the coal measures. To a large extent these sandstones have been eroded from above the formation and the usual cover is clay and unconsolidated sediments. The position of the limestone member which immediately underlies the formation usually furnishes the key to the general structure. Being harder, and subject to less erosion, it has a wider spread than the'formation, and measures for dip read on it have a value which can not be applied to dips taken on gypsum or anhydrite. This limestone usually is not more than 25 ft. deep, but it has a remarkable tenacity—one would almost say elasticity—under strain of earth movements. In many cases it stands as a barrier to the erosion which otherwise would have destroyed completely the remaining block of the formation. No bedded limestone is found within the formation except in narrow seams close to the bottom and in short irregular masses in highly disturbed strata where it has been caught up by fault action. This paper is not concerned with the general theories of original deposition and no opinion is expressed as to whether gypsum or anhydrite was first deposited from evaporating sea water. For purposes of study, and as an observed fact, except in the few cases where there has been extreme disturbance, a block of the formation is regarded as a block of anhydrite which has become partly hydrated into gypsum. 177

AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make refer-ence to certain types of iron as "bad iron," "dirty iron," "cold metal,' etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. Maclsaac, of Nova Scotia, said that: The effects of iron flint is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product, run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast-furnace man, even as that of making good steel is shouldered by the open-hearth luau. It is the purpose of this paper to bring out into the open this 'mysteri-ous property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him.

The gold precipitate from the zinc-dust presses in the cyanide plant of the Alaska-Treadwell Gold Mining Co., Treadwell, Alaska, is treated, in the refinery adjoining, by the Tavener or lead-smelting method. About 3 or 4 tons of this precipitate is produced monthly having 'a gold assay value of $40,000 to $60,000 per ton. It was formerly the practice to treat the byproducts from this process, consisting of 2 tons of slag, 300 lb. of matte, 500 1b. of refinery refuse, flue dust, etc., in a 24-in. water-jacketed blast furnace. This practice was discontinued in the summer of 1914 by reason of the difficulty of keeping the lead-well open when treating a high-grade lead product; of preventing the loss of gold in the flue dust; and of avoiding injury to the general health of the refinery operators; a plain single-phase electric furnace was substituted for the blast furnace. The furnace was constructed from an old steel acid drum by cutting off the top and introducing a cable, made from strands of bare copper wire, through the bottom and spreading the strands out fan-shaped on the inside of the drum. Powdered graphite, obtained by grinding up old crucibles, mixed with 10 per cent. cement, was tamped wet into the bottom of the drum, around and completely covering the copper wires. The graphite was carried up to the bottom of the furnace, or lead-well, and acted as the lower electrode. The sides were built up of ordinary firebrick forming a melting chamber 14 in. in diameter by 20 in. high. The upper electrodes, of graphite or carbon, are 3 in. in diameter and 40 in. long, arranged with joints enabling new electrodes to be connected without shutting down or wasting stubs. A screw feed was arranged for raising and lowering the upper electrode. (Figs. 1 and 2.) The cover for the furnace had three openings, one for feeding the charge, one for the escape of gases, and one in the center for the introduction of the electrode. It was later found more practical to enlarge this center opening to 6 in. in diameter, to allow of a central feeding of the charge around the electrode.

Fort the past five years, an investigation of the endurance properties of metals has been in progress at the U. S. Naval Engineering Experiment Station, Annapolis, Md. As a result of the investigations at this Station1-5 and other laboratories6-11 "endurance limits" of practically all kinds of carbon and alloy steels have been determined and have been correlated with other physical properties, especially with tensile strength. About a year and a half ago, the investigation at the Naval Experiment Station was shifted to non-ferrous metals. As a result, several papers discussing the endurance properties of numerous non-ferrous metals and alloys, especially the alloys of nickel and of copper12-16 have been published. In these papers, stress-cycle graphs illustrate. the endurance properties of each individual metal and alloy, and other graphs illustrate the effect of cold working, heat treatment, and chemical composition on endurance and other physical properties. Endurance tests of non-ferrous metals were made by the machines used in the endurance tests of ferrous metals. 1-4 The specimen for the rotating-cantilever tests, which has been described, 1,2,13 has a conical surface, with taper so adjusted that the stress is nearly uniform over a length of about 1 ½ in. Alternating torsion tests were made with the machine of the inertia types17 and usually by an accelerated-fatigue method.12 As the rotating-cantilever endurance limits of metals are about twice the alternating-torsion endurance limits, the former values are more generally useful in correlating the endurance properties of nonferrous metals. In several recent papers by the writer13-16 correlation of the endurance properties of a number of non-ferrous metals has been discussed.

Much has been written and said concerning the alleged wasteful and uneconomic use of natural gas and petroleum. Espccially condemned has been the use of natural gas for the production of carbon black and the use of heavy fuel oil under steam boilers.' The critics of these usages of gas and oil have sought to make effective their verbal attacks on the industry by the repetitive expression of the words "inferior" and "superior" uses2 of petroleum. Thus, to employ natural gas for residential heating was to use it in a superior way; to use it for the production of carbon black was to use it in a wasteful and uneconomic way. To use petroleum for the production of automotive fuel was to use it in a superior way; to employ it as a residential fuel and as the prime source of power in an industrial plant was to use it in an inferior and uneconomic way. No doubt the objections to such employment of gaseous and liquid natural hydrocarbons originated in the belief that natural gas and petroleum are limited, nonregenerative mineral resources, and that the functions they perform can be just as well performed by other natural resources like coal13 of which practically unlimited reserves are known. The generations that have dominated each of the last four decades have counted reserves4 of petroleum in terms of a few years supply. Meanwhile, domestic demand for motor fuel rose spectacularly from a few million barrels in 1900 to more than 500,000,000 bbl. last year.5 The more imaginative and vocal critics drew startling word pictures of the catastrophe of 25,000,000 motor vehicles made useless and of the great automotive manufacturing and allied industries brought to an untimely end, and millions of workers left hopelessly unemployed by what they called the deplorably rapid depletion of the petroleum reserve. Many of the critics have been sincere advocates of the conservation of natural resources; many others, and in recent years probably the majority, have espoused the doctrine of conservation to promote their own self-interest rather than that of the public. The latest advocate of severe restriction in the use of petroleum for the alleged purpose of conserving the petroleum resource proposes to achieve that end by a bill,6 now before

(member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. C. W. GOODALE.-The U. S. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years. INTERESTING results were recently obtained in geophysical prospecting at the Questa mine of the Molybdenum Corpn. of America in New Mexico. This paper describes that survey, which was carried out during October and November, 1927, by the Swedish American Prospecting Corpn. It is hoped that the paper will make it possible for the mining man to form an opinion of the applicability of geophysical prospecting under difficult conditions, showing, as it does, the results when prospecting for small small orebodies with comparatively poor conductivity, in a region of rough topography. Some principles underlying electromagnetic prospecting not known to be published previously will also be given in an elementary way, with special attention to the general structure of the electromagnetic field. GEOLOGICAL CONDITIONS AT QUESTA The property is situated in the Taos range of the Rocky Mountains in northern New Mexico. About this region, L. C. Graton says:1 The main range is made up of pre-Cambrian granites, gneisses and schists but in the vicinity of Red River igneous rocks of later age are present almost to the exclusion of the older series. These younger rocks are divisible into two groups. The older of the two, probably pre-Tertiary age, is represented by large intrusive masses of monzonite porphyry, usually containing considerable quartz. The more recent group comprises intrusive' and probably effusive dark-colored andesites and coarse andesitic breccias, some of which contain fragments of the monzonite; there are also flows of rhyolite and beds of rhyolite breccia. The evidence regarding the relative age of the andesite and the rhyolite is not wholly satisfactory, but there is little doubt that the andesite is the older. The ore deposits, although occurring more commonly in the monzonite porphyry than in the rhyolite, nevertheless are believed to be genetically related to the rhyolite. They certainly cut the rhyolite or andesite in places, and hence fall in the late Tertiary.

THERE has been some discussion among blast-furnace operators regarding the relative merits of tuyeres of the converging type and tuyeres designed in an attempt to produce a diverging jet of air. An article1 on Progress in German Blast Furnace Practice indicates the interest in this subject abroad. This article illustrates a diverging type of tuyere which is shown here in Fig. 1A. The design appears to be rather poor as regards known properties of air flow. The adoption of this. tuyere, the article states, resulted in a decrease of blast pressure of about 4 lb. per sq. in. and an increase of the output of the furnace. If the improvements mentioned are due entirely to the change in tuyere design, the subject of tuyere design seemed worthy of investigation and this paper is a report of such work. Because of the gain in efficiency brought about by the use of a diverging tuyere in the German plant, it was thought desirable to investigate the shape of the air streams issuing from various-types of tuyeres to ascertain whether the gain was due to the tuyere itself or to the distribution of the air in the furnace. Since it is difficult to do experimental work on a full-sized furnace, or even on full-sized tuyeres, and because of the equipment available for the work, it was decided to carry out the work on scale models of tuyeres. Therefore, in this work, single tuyeres were used and the blast discharged into the atmosphere. The shape of the air stream was determined by means of a Pitot tube suitably supported in the air stream at various positions. The air was. furnished by a Roots blower driven by a 10-hp. direct-current motor having field control, and capable of discharging 250 cu. ft. per min. with a pressure on the discharge of 4 in. of mercury. A modern blast furnace with 21-ft. hearth requires about 50,000 cu. ft. per min. of free air at from 16 to 23 lb. per sq. in. pressure, depending upon the type of burden. This pressure is the total pressure required to force the air through the burden and through the tuyeres. Upon computation the pressure drop through the tuyeres is about 1 to 2 lb. per sq. in. The use of sulfuric acid in refining illuminating oils antedates the beginning of the petroleum industry in America by many years. It was used as early as 1792 by Tower in refining "coal oil" in the British Isles, and by 1860 there were 53 refineries in the United States manufacturing "coal oil," most of them using sulfuric acid as a refining agent. Following the completion of the Drake well in 1859, many of the "coal oil" refiners began to use petroleum for manufacturing illuminating oil, and their methods and equipment were adapted so far as possible to this new raw material. The value of sulfuric acid in refining L'coal oil" having been established, this reagent was immediately tried and found to be satisfactory in refining petroleum. Notwithstanding the tremendous advances in petroleum technology since that time, sulfuric acid remains today the most valuable and most widely used means for refining petroleum products. Early Methods of Disposal of Acid Sludge With the almost immediate expansion of the petrolrum industry came the problem of disposing of the acid sludge produced in the refining operations. While in 1859, the year of the discovery of the Drake well, a patent was granted for sludge separation and separated acid concrntration, most of the earlier refiners, and rnany of their successors, felt that separation and recovery of spent acid was uneconomical. Accordingly, many of then) disposed of the sludge in any way that seemed expedient nt the time. It was huricd in the refinery grounds, harged and tlurnped at sea, run into neighboring streams, or dumped into sewers. Some optimists carted it to open pits in the hope that it would eithcr sink into the ground or evaporate. Not so many years ago, the superintendent of nn eastern refinery, who was using the open-pit method of disposal, lost, a sludge cart, with horse attached, in such a pit. The horse was recovred almost immediately, but its availability for further use was reduced to zero by the loss of its hair.
