SINCE the introduction of the first percussion rock drill in about 1850, drilling equipment has undergone a progressive evolution so that a wide range of special classes of machines now are marketed by several manufacturers. Essentially all of the drilling machines presently employed for blasthole drilling are of the hammer-drill type. They are classified as hand-held hammers (jackhammers, sinkers, etc.), drifters (light or heavy), and stopers and are of many sizes; varying in weight and rotative and blowing power. Most makes of drill machines fundamentally are the same in principle of operation as they are designed to strike a blow on the end of a drill rod in the manner of early-day hand drilling. However, beyond this common characteristic, the similarity among different makes ceases. In choosing between similar machines of one make or another, it is important to remember that rock drill manufacturers have not attempted to standardize drill parts, the result being that a mine operator must approach, because of replacement parts, standardization by limiting the makes of machines used. The present-day selection of any particular drilling machine is dependent fundamentally on its inherent ability to make a hole, or series of holes, as speedily and as cheaply as is possible. Two categories of controlling elements become apparent in any analysis devoted to making the choice of a drill, namely: 1-Conditions under which the equipment is to be used, such as mining method practiced, type of labor available, character of rock material. 2-Physical characteristics or features of the given drilling machine. Regardless of the controls of class 1, above, the elements of this category are fixed by several factors. All of them are interrelated and, though some often are more important in one case than in another, an unfavorable variation of any-others being essentially equal-is sufficient to discredit the optimum applicability of the particular drill machine. The relative factors in the selection of a machine are as follows: First cost-This is not generally an important item on a comparative basis as the marketing of drill machines is highly competitive and most makes are priced closely.

IN the closing months of 1936 the copper industry gave every evidence that it was at last on the threshold of an improved era. At the beginning of the year prices stood at 9 ¼ ¢, which in itself was a great improvement over prices prevailing for the three previous years. Industry generally was showing signs of moving forward in this country, and business was definitely good in certain foreign quarters. The threat of war and preparations for rearmament in Europe and Asia acted as a further stimulus to purchasing. By midsummer the situation had so improved and stocks had been so reduced that the cartel of foreign producers (including American producers with foreign mines) decided to increase the production quota to 75 per cent on Aug. 1. Large-scale buying gave continued strength to the price and by Oct. 1 the quota was increased to 80 per cent, and again on Oct. 15, to 85 per cent. Notwithstanding this the price of copper continued its advance and on Nov. 1, with stocks declining continuously, the cartel increased operations to 95 per cent, then to 105 per cent on Nov. 5. In the meantime the domestic producers, because of the great increase in home consumption, had increased their production by nearly one-half. At the close of the year copper sold at 12¢ per pound, and since the turn of the present year has reached 17¢. This rapid increase has not been wholly justified. Much of the increase was due to the legitimate demands of recovering industry, but rearmament orders plus accumulation of reserve stocks in case of war, purchases in anticipation of labor strikes and purely speculative activities on the London Metal Exchange accounted for the balance. Certainly in view of the state of industry and the general world price level, it appears unnecessarily high. Talk of a copper shortage is sheer nonsense, the recent condition in the market being created by overbuying, leaving but a small volume for speculative supplies. It takes some months for an increase in mine output to reach the market, but production is again overtaking apparent consumption, stocks have begun to increase, and this, together with the reopening of many small

During the year 1934, Kentucky oil and gas operators have partly overcome their past depression fears and in the oil industry, with possibly more abandonments of old oil producers than the completion of new oil wells, produced 4,814,904 bbl. of oil in 1934 against 4,501,511 bbl. in 1933. In the gas industry of eastern Kentucky, 115 gas wells were completed during 1934. This production is delivered through two 20-in., one 16-in., one 12-in., one 10-in., and two 8-in. pipe lines to supply both domestic and industrial markets in Cincinnati, Ohio; Louisville, Lexington, Frankfort, Winchester, Ashland, Covington and other Kentucky towns; Washington, D.C., and other eastern cities. The largest percentage of these gas wells and production are from the Devonian black shale area of Floyd, Pike, Knott, Martin and Magoffin counties, Kentucky. In this area the largest percentage of 1889 wells, developing 421,-215 acres, has been completed in the past 10 years, of which 55.3 per cent produce from the 400 to 550 ft. of Carbonaceous Devonian black shales. The successful results obtained from these Devonian shales are due to the physical effects of the 5000 to 6000 lb. of gelatinated nitroglycerin with which the entire 400 to 550 ft. of shale is shot. A very small number of the shale wells are natural producers and do not require shooting. Other than the Devonian shale gas production, the remaining 44.5 per cent of the gas in this field is encountered throughout the entire strati-graphic section above this horizon; namely, salt sands of Pennsylvanian age and Maxon, Big Lime and Weir of Mississippian Age. A very small percentage is encountered in the Corniferous Devonian lime and the Silurian Big 6 below the black shales. In western Kentucky, in the counties of Henderson, Webster, Hopkins, McLean, Christian, Muhlenburg, Ohio, Daviess, Hancock, Brecken-ridge, Hart, Barren and Warren, many gas wells have been completed, but, because of insufficient market, activity has been somewhat desultory. The area is served by the pipe lilies of the Kentucky Natural Gas Corporation, with headquarters at Owensboro. IN modern practice the major portion of an ore is reduced to flotation size by fine grinding. As the result of grinding fine enough to liberate most of the minerals, a substantial portion (generally 5 to 15 per cent) of the ore is inadvertently reduced to a size much finer than that necessary for liberation. This portion of most flotation pulps is very refractory to recovery by flotation. A reduction of one-quarter or more in recovery in this range of extremely fine particles can be observed. The loss in metals caused by overgrinding is appreciable. That this loss is characteristic of very fine particles has been suspected for some time;(l)† however, it was definitely quantified only recently.(2) Definite reduction in float-ability with reduction in particle size beyond a critical size of maximum floatability can be accepted now as an established fact. Formulating the Hypothesis In looking for the cause of the ill behavior of the finest particles it may be well to consider the essential differences between fine and coarse particles. A difference that immediately comes to mind is their intrinsic difference in size and consequently in relative extent of surface. If one agrees that attachment of mineral particles to bubbles must follow direct encounter of particles with bubbles one is forced to conclude(3) that the probability of encounter between a mineral particle and a bubble varies directly as the size of the particle, provided the particle is small compared to the bubble. In other words, the finer the particle the poorer its chance of being recovered in a given time of flotation. There is an effect, implicit in this theory, which should overcome the effect of excessive fineness of the particles; namely, flocculation of the particles. The floccules can be conceived as being simply larger particles and therefore capable of becoming attached to bubbles. And, indeed, in all the cases in which a sulfide mineral of near-colloidal size was successfully floated the mineral (but not necessarily the gangue) was flocculated. Modern vibrating screening dates from about 1910 at which time the forerunner of the present day two bearing and four bearing circular motion inclined vibrating screens were first introduced. These simple machines consisted of a screen box holding some kind of a screening surface to which was attached an off-center shaft or a shaft with an off-center weight which was rotated. The rotation of these shafts caused a shivering motion to the screen box and produced the first vibrating screen. In the 1920's and early 30's, the box designs were improved and the mechanisms designs were also improved and by 1940, vibrating screens were an important part of most process plants. In the early days when the screen sizes were dictated by how much could be shoveled onto the screen box and by the force that a particular mechanism could produce, not much thought was given to the proper sizing of the particular units. As mechanism and body design improved the ability to predict vibrating screen capacity at various openings became more important. In the late 1930's, a set of empirical capacities came to be used. with few modifications, these capacities are still in use today, both by those companies that use a formula involving only the amount of fine material in a feed, and by those companies using a formula in which the total feed to a particular screen is used. In either method of calculation, the empirical values are based on these ideal conditions: (1) The material being fed to the screen contains 25% oversize. (2) The feed to the screen contains 40% half size material. (3) The material has a bulk density of 1.6 T/Cu.M. (100 lbs/cu.ft.). (4) The screening surface has an open area of 50%. (5) The material is dry, free flowing and relatively cubical. (6) The maximum screening efficiency required is between 90 and 95%. It is obvious that these conditions do not occur in natural or crushed size distributions. Therefore, modifications must be made to these empirical values to allow for the calculation of a vibrating screen for a particular set of conditions. The purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electrostatic separators and air flotation or air tables. Magnetic Sepaeatohs In general, separation is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 080, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. Raw bituminous coal has been in general use as a blast-furnace fuel in Scotland for the last century, and although its use has now been largely abandoned and it has been replaced by coke in the majority of the few furnaces which are at present in blast in this country, coal-smelted pig iron is not yet a thing of the past; it is still being produced and marketed in competition with the more cheaply smelted product of the coke-fired furnace. Various factors have influenced this change in practice; the once plentiful deposits of coal of a suitable nature for the blast furnace are now not so easily obtainable; native blackband and clayband ironstones which are easily smelted in the coal-fired blast furnace, although still far from being exhausted, are not available except at a cost that is somewhat higher than that of imported ores, making them unattractive to the ironmaster that is compelled by circumstances to smelt his iron at the lowest possible cost. Within the last 15 years overproduction of synthetic nitrogen has led to progressive reductions in the price of sulphate of ammonia, the recovery of which together with the other by-products before that time materially assisted in reducing the working costs of the coal-fired furnace. Now the sale of the by-products recovered yields a diminished profit. When the cost of the product is the only consideration the small, s1ow-smelting, coal-fired blast furnace cannot compare with its large, modern, coke-fired competitor. Other considerations do not by any means all support the same side of the argument. In the smelting of pig iron to be used in the manufacture of steel where the quality of the final product depends so largely upon the control of the conversion process and so much less upon the physical quality of the pig iron used, the physical properties of the pig iron do not exert any appreciable influence upon the quality of the steel produced, therefore the methods employed in the smelting of the pig iron matter but little so long as the requisite chemical composition is reached. The fact that iron expands when heated, until fusion takes place, and that molten iron is consequently less dense than solid iron of the same grade, is now universally admitted. It was proved by the extensive experiments of Mr. Thomas Wrightson, reported in the Jownal of the Iron and Steel Institute (1890, No. 1, p. 72, and 1891, No. 1, pp. 75, log), and, in a manner, is illustrated in heavy founding by the shrinkage 'of the molten metal, which must be " fed " in order to obtain solid castings. This decrease in volume requiring " feeding" while the metal is still liquid I call " shrinkage," applying the term " contraction" to the decrease in volume which takes place after solidification, while the iron is cooling to atmospheric temperature. The light-work founder, not having the opportunity to make heavy castings, in which shrinkage can be observed, is apt to confound the two; but they are in fact distinct, and are separated by an act of expanion, which takes place at the moment of solidification. The fact of this expansion was first practically demonstrated by Mr. John R. Whitney, of Philadelphia, Pa., whose experiments are recorded in the National Car and Locomotive Builder of May, 1889. Experiments recently made by the writer indicate that there is a constant relation between this expansion and the preceding shrinkage and forcibly demonstrate the necessity of " feeding " a casting to make its interior solid. This is a matter with which all makers and users of castings have experienced difficulty. The founder being heretofore unable to define correctly the principles involving the urgent necessity of " feeding " has failed to impress the moulder with its importance in making sound castings.

In the study of reactions occurring in liquid iron, alone or in contact with a liquid oxide or slag phase, it has been found that the experimental data over a limited range of concentration can in some cases be represented satisfactorily by the simple equilibrium expression where (P) denotes the concentration of a product and (R) the concentration of a reactant in the reaction r1R1 + r2R2 + • • • D P lP1 + P 2P2 + • • • Some of the reactions for which it holds are listed in Table 1. For others, however, the simple equation apparently does not hold. This has been attributed to an improper method of expressing concentration (for instance, weight per cent instead of mol fraction); or it has been supposed that the solutions are not ideal in the sense that the activity of a component is not proportional to its true mol fraction. But it may be that the problem has been oversimplified by neglecting some molecular species actually present; that is, by considering only the ostensible simple components and thus leaving out of account possible compound formation. It is the purpose of the present paper to point out how, in a group of related cases, a reasonable consistent assumption relative to the presence of a compound makes it possible to express the experimental data satisfactorily by the simple equilibrium expression when this compound is taken into account, and to bring into harmony data referring to different reactions in liquid iron. There are several a priori reasons for believing that solutions in liquid iron should not deviate far from ideality, provided that the concentration of solute is not too great and is expressed in proper terms. The factors that commonly lead to nonideality in systems at ordinary temperature— as ionization or the occurrence of polar and nonpolar molecules—are presumably less effective in inetal and in slag systems at high temperature. This growth rate exceeds any value previol~sly reported for the vapor phase growth of Gap. In pure material, mObilities ns high as 175 sq cm per U-sec at room tenzperature and 1450 sq cm per v-sec at 77°K have been obtained. These values are anLong the highest that have been attai)led for this material. For the first time, Gap possesses a number of important properties which make it well-suited for use in electro-optic modulators. First, the transverse electro-optic effect is operable in this material, which makes it possible to increase the path length of the modulated iron doping of Gap has been achieved; this results i?z resistivities of approximately 10" ohm-cm. The problelrls of residual strain and isolated shorting paths in these crystals have been partially solved. Electro-optic modulation of visible radiation has been demonstrated with this material. It is anticipated that further improvement with regard to the probleins of strain and shorting paths will result in a practical Gap electro-optic modulator. radiation without increasing the applied voltage. In addition, this permits the use of thin crystals so that relatively small voltages are needed to provide the requisite high electric fields. THE art of natural-gas compressing is now over 25 years old, and has grown at practically the same rate as the increase in domestic natural-gas consumers. There are now over 200 natural-gas compressing stations in North America, aggregating more than 320,000 hp. of compressor capacity and representing a property value of more than $22,000,000, and compressing more than 85 per cent. of all the gas used. The age and magnitude of the art make it evident that the use of gas compressors is a recognized integral part and universal custom of the natural-gas business. The public also is not without its rights and vital interests in this problem. Approximately 1,700,000 domestic natural-gas consumers in North America are dependent upon gas compressors for their natural-gas service. That is, if the use of compressors were to be prohibited, the majority of these consumers would be unable to secure adequate natural-gas service. Each consumer represents between four and five persons, and it therefore follows that the comfort and well-being-as far as natural-gas service is concerned-of at least 8,000,000 persons would be affected if the use of natural-gas compressors should be prohibited. These 1,700,000 consumers have invested, in services, house piping, fixtures, and appliances, an average of about $90 each, or an aggregate of $153,000,000, which is much more than the companies' investment in gas compressors. Furthermore, in all cases where the rate paid by the consumers is fair to the gas company-considering the value of the service rendered by the gas company-the consumers are entitled to continued service and protection of the investment they have made on the faith that the gas service would be continued in the future.

THE Selective Media Process was developed by the author in a laboratory provided by The Steårns-Roger Manufacturing Co. It is the outcome of an [ ] investigation into the possibilities of coarse beneficiation by sink and float without using the conventional heavy media. Commercial work to date has been limited to the treatment of minus 3/8-in. iron ore at the Hill Trumbull washing plant of the Cleveland Cliffs Iron Co., at Calumet, Minnesota. Two cut away prints of the machine are shown (Figs. I and 2). A rotary conical impeller is mounted within a stationary cone (Fig. 2). This impeller is adjustable vertically by a 12-ton screw jack. The speed of the impeller can be varied from 14 to 32 r.p.m. by the Reeves variable-speed motor pulley mounted on the 7 ½ -hp. motor drive. Attached to the bottom of the stationary cone is the automatic control valve for sink product, actuated by a ¼ -hp. gear motor. The sink product is dewatered in a conventional drag driven by a 7 ½ -hp. motor and discharged onto an inclined conveyor containing from 6 to 10 per cent moisture. Two plants are operated at the Hill Trumbull property. All the ore is first treated in a typical washing plant (Fig. 3). When treating "wash ore" a finished concentrate can be produced by the log washers and Akins classifiers, as the separation involves only fine silica (minus 48-mesh) and free iron. During the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. While at first some difficulty was experienced in establishing the quality of such dull coals, still it was found that the real obstacle to the sale of these materials in the past had been the fact that the coal producers' own sales departments felt convinced of the inferiority of this type of fuel and when complaints were registered they were given ready credence. ROLE OF GASES IN FERROUS -METALLURGICAL PROCESSES IN every process for making steel there are one or more stages where the metal is exposed to gas of one kind or another. Thus, in the open-hearth furnace, the carbon dioxide and water vapor in the products of combustion are oxidizing toward the ferrous and manganous oxides in the slag, tending to convert these to higher oxides; the higher oxides then oxidize the steel, so that indirectly the products of combustion are oxidizing toward the steel. In the Bessemer process, there is direct contact of air and steel; also, the water vapor in the air blown into the converter is continually decomposed by the molten steel, yielding hydrogen and ferrous oxide, both of which are in part taken up by the metal. In the electric-furnace processes, there is always more or less air in contact with the slag covering the metal, and this air and the gaseous reaction products from it are dissolved in the slag to some extent and thus transmitted in part to the steel. In the crucible processes, there is always entrapped air in the charges and the crucibles are more or less permeable to the gaseous products of combustion from the furnace. In all the processes of manufacture, the molten metal is exposed to air while tapping into ladles and ingot molds and has an opportunity to saturate itself with air or with gaseous or solid products generated by chemical reactions between air and steel. Sieverts1 has shown that molten metals require but a few seconds to saturate themselves with a surrounding gas. No one familiar with the operations at a steel plant needs to be reminded of the important role that gases play at all stages. MANY writers, in discussing defects caused by oxidation and gassing of bronzes and red brasses advocate substantially the same cure for both. But from its nature, oxidation cannot take place if there is an excess of fuel in the furnace, while the gases absorbed by some alloys are products of incomplete combustion of the fuel. Hence the metal can be either oxidized or gassed, but it is doubtful whether these actions can take place simultaneously. Oxidation can be easily overcome by the use of deoxidizers or it may be avoided by protecting the molten metal with suitable fluxes. Absorption of gases is more difficult to overcome. The regulation of the air and fuel, so as to produce complete combustion, and the protection of the bath by mineral fluxes are the most important factors. Gas expulsion, resulting in gas holes, porosity, unsoundness, and swollen or cauliflower-headed risers, is said to have several causes. One writer' lists the most common causes in the order of their importance, as follows: Superheated metal, dirty or slaggy furnace conditions, using metals low in quality or those previously subjected to bad melting practice, poor grade of fuel, use of newly lined or damp ladles, indiscriminate mixing of scrap or illogical combinations of metal. Superheating the metal usually occurs when the heat is ready to be poured but for some reason must be held in the furnace. In this case, a careful furnace tender tries to avoid overheating the metal by keeping a mild fire; that is, a reducing fire which, unfortunately, results in gassing the metal. A dirty, slaggy furnace may result in gassing the metal by retarding the heating and prolonging the time necessary to bring the metal to the proper temperature, thereby increasing the chances of gassing in uncertain furnace atmosphere.

C. P. Sandberg, London, Eng. 1 think we should all be grateful to the Pennsylvania Railroad Company, and to their chemist, Dr. Dudley, for spending so much time and money in order to solve an important question; nor are me less indebted to the public spirit which leads them to impart tlie experience thus gained. In Europe nothing similar has hitherto been done, either by a company or by any private individual. In England the great railway companies employ their engineers in other ways, and do not keep a chemist or specialist to study rails; bat even if they did they would probably not publish the results. The chief professional engineers are so occupied with their private practice of railroad construction generally, that they cannot be expected to devote their time and energies to so special a question. The German Railway Union has, in my opinion, missed the real object of its elaborate researches by falling into the error of specifying costly, impracticable tests for rails—tests at the same time which do not infallibly expose the impurities that may be in the rails under examination. There has, therefore, been nothing done on this side of the Atlantic in the way of exhaustive study to determine the best composition for steel rails. America should consequently have full credit for the enlightened example which she has set. I wish, however, to make a few remarks on Dr. Dudley's second paper,—& paper which follows very much upan the same lines of argument as the first red three years ago, upon which I have previously touched in my pabr on the same subject read at the meeting in August last. If Dr. Dudley had discovered a new metal he could hardly, I think, have taken wore pains to prove that he was correct in his first formula for the best chemical colnposition of steel rails. An apparatus and method is described whereby the relation between saturation and capillary pressure under decreasing saturation can be quickly determined for small core samples. The initially saturated core is cen-trifuged at increasing rates and the average saturation is measured at each rate with the aid of a stroboscope device. A theory and calculation procedure is given whereby the accelerations and saturation values can be converted into a true curve of capillary pressure versus saturation. The present work differs from previously described use of the centrifuge to obtain capillary-pressure curves of core samples3 in that the core is centrifuged alone, so that the whole range of saturations required by the properties of the sample and the radially varying centrifugal force occurs within the sample. The calculation procedure nevertheless secures correct results from simply obtained values of the average saturation. The apparatus described was developed in connection with studies of capillary pressure and wetting of oil-field rocks, and the paper provides the apparatus background for a previous publication' dealing more fully with the uses and implications of the data in petroleum engineering. The method is applicable, however, to general combinations of immiscible fluids and porous or comminuted solids, and may be useful in other fields. Introduction The importance of capillary phenomena in determining the behavior of liquids in porous media has long been recognized. The concept of capillary Pressure was early formulated, and in recent Years discussions of the application of the laws of capillarity to oil field problems have appeared.l-3 One reason why progress in the application of capillary phenomena to the solution of problems of reservoir mechanics has not been more rapid has been the lack of a, satisfactory technique for measuring the capillary pressures in reservoir rocks. It is the principal purpose of this paper to describe a method by which the relation between capillary pressure and saturation can be determined for small consolidated core samples which have been extracted and resaturated, Capillary Diaphragm Perhaps the most direct way to measure the capillary pressure in a rock is to make piezometric contact with the wetting liquid through a diaphragm of porous material with high displacement pressure saturated with the liquid in question.3-6 The liquid in the diaphragm assumes the pressure of the liquid in the core, which can then be measured with a manometer, while the atmospheric air is prevented by capillarity from entering the diaphragm and affecting the pressure measurements as long as the displacement pressure of the diaphragm is not exceeded. With an apparatus of the type illustrated schematically in Fig. I, the relation between capillary pressure and saturation can be measured for a small core sample by starting with the core saturated 100 per cent, applyillg successively greater suctions

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment-of-royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Instantaneous outbursts of gas in underground workings are similar in effect to great blasts of explosives, but without heat effects. Fortunately they occur only in a few localities in exceptional coal fields of the world and under exceptional geologic conditions. Such violent outbursts should not be compared with the ordinary outflows of gas into coal mines or with explosions of gas and dust. The phenomenon is essentially one of gas held in circumscribed areas under very high pressure and as a mining face or heading approaches such a place and the mining excavation sufficiently weakens the natural surrounding dam or shell, this is burst by the pressure just as by the discharge of a mass of explosives. The outbursts, so far as known to the writer, have been confined to coal beds and have not occurred in other mineral deposits. Hence, as discussed later, he believes that it is the relation of the gases to the coal material that is a factor in conjunction with others in producing conditions which permit the phenomena to occur when mining is done. The gases in most instantaneous outbursts have been hydrocarbon gases but in two coal fields they have been definitely found to be chiefly or wholly carbon dioxide. One of these localities in which CO2 outbursts have been frequent and have caused loss of life is in the southern part of the Gard basin, near Alais, in southern France. In 1919, the writer visited the Fontaine mine in this field the day following the occurrence of an outburst by which two men were smothered by carbon dioxide and fine dust. After 24 hr. the CO2 had not been entirely removed by the ventilating current. Occasional outbursts of CO2 have also occurred in other small basins in France, causing accidents, as in Puy-de-Dome. However, mines in the Gard basin, north of those in which CO2 outbursts have occurred, have experienced hydrocarbon gas outbursts. In the Lower Silesian coal field, Germany, there is a group of mines which have been subject to many instantaneous CO2 outbursts, some causing serious accidents, but the greatest disaster occurred recently

THE object of this paper is to bring to. the notice of engineers a safety detonating fuse by the use of which misfires in blasting may be eliminated and safety in blasting operations promoted. This new detonator is a French invention and is known as Cordeau detonant or detonating fuse and is sold under the name of Cordeau-Bickford. It consists of a lead tube 5 to 6 mm. in diameter, filled with trinitro-toluene. While applicable to all classes of mining it will appeal especially to those who have to do with deep-hole blasting in open-cut clines or quarries, or any operations where a large number of holes are to be shot at one time. Since the introduction of the deep-hole blasting in the Cornwall iron mines, much trouble has been experienced from misfires and many experiments were made to determine the best and safest method of blasting. Before the introduction of the detonating fuse it was found that to insure the best results, two or more high-power electric exploders, not less than No. 6, with specially insulated conductors, should be placed in each hole; the holes wired in parallel, and for a large number of holes the current to be supplied by a live wire to the bus or lead wires at about the middle of the bench. The voltage in general use is 110 to 220, but as our material is a magnetic iron ore and the holes are generally damp, we found it advisable to reduce this to about 30 volts to prevent short circuits. A No. 7 or No. 8 special insulated detonator was adopted. But with the best of care and attention to the minutest detail, we were not able to eliminate occasional misfires and the consequent ever present danger of accidents.
