IT has been reported frequently that the hardness and strength vary over the cross section of cold-worked, particularly cold-drawn, material. Brass rod and wire usually have been found to possess a maximum strength and hardness near the surface.1,2 According to Sachs,' the center fiber has about the same strength as a wire stretched by the same amount in a tensile-test machine, the strength increasing toward the surface (Fig. I). These differences are particularly large for wire given a small reduction on drawing through a die with a wide opening. However, with increasing reduction and hardness, a tendency to form a thin soft surface skin becomes apparent. On the contrary, copper wire has usually been found to possess a soft surface skin3-5 and it has been reported by Harris3 that during the cold-drawing of hot-rolled wire the surface layer becomes increasingly softer than the core, while the layer of maximum strength moves toward the core, it being found near the surface at first. The increase of strength and hardness from the core to the skin is readily explained by the observation that, in addition to the stretching, the layers of a rod or wire are sheared more the closer they are to the surface.1,6-8 However, the presence of a soft surface layer can be attributed only to an annealing effect. THE economic manufacture of sulfuric acid by the ordinary chamber process usually involves production on a large scale and a plant that is costly to construct. The nature of sulfuric acid makes it costly to transport any great distance. For these reasons, the metallurgist has not found it feasible, at times, to beneficiate ores amenable to leaching, and a. need exists for a local process that will produce acid cheaply on a small or large scale. To leach ores containing residual sulfides, an oxidizer, such as ferric sulfate, is needed in solution. Precipitation with scrap iron is one of the cheapest methods of removing some metals from solution, giving a plant of low first cost and supplying a source of cheap ferrous sulfate. The other ingredient needed for the process is SO2 roaster gas; the addition of which, as, described below, will give both ferric sulfate and sulfuric acid. Where roaster gas is a waste or obnoxious, product, the expense. for materials is still further lessened. The use of ferric sulfate and sulfuric acid as a solvent lends itself, well to the utilization of scrap iron as a precipitant, and the stages of the process fit in well together as an economic whole.

The objects of this paper are: 1. To give cost data on drilling obtained at the North Star mine in California; 2. To describe the methods of testing drills employed there, giving the results of shop tests, and the correlated data obtained underground; 3. To demonstrate that these tests form a satisfactory basis upon which to judge rock drills. The rock at this mine is either close-grained diabase in the upper levels, or tough grano-diorite in the lower levels. The vein, which has an average dip of 23", consists of about 5 ft. of " formation" lying between walls of unaltered country rock. Of the 5 ft., solid quartz and stringers make up 18 in. of pay ore. The formation, which consists of but slightly altered country rock, is almost as hard as the unaltered walls. From 4 to 44 ft. is sent to the mill. One-third of the holes are drilled in the quartz; two-thirds in the formation. The holes are about 4 1/2 ft. deep and break on the average of 1.15 tons per hole. The average number of holes per stope drill shift is at present 5.65. The number of drill shifts throughout the mine in 1913 was 18,679, and the cost of labor for drilling, power, supplies, upkeep of machines and air lines, tool sharpening, and distribution, amounted to 33 per cent. of total mining expense. To do this work there are in commission 43 No. 12A, three No. 17V and eight No. 16V Waugh stopers, three Jackhamers, two Waugh pluggers, and 17 No. 8 and two NO. 7 water Leyners. For the past three years a record has been kept of the repairs on each machine and number of shifts operated by it. The figures given in Tables I and II for the cost of repairs per drill shift have been taken from this record. The underground air pressure is about 90 lb. The air consumption per drill shift was measured by aerometers. The leakage of pipe lines between compressor and meter is not included. From the number of pieces of steel sharpened for each type of drill during the year the average used per drill shift has been ascertained. For other supplies the figures given represent a year's average.

THE present economic crisis in bituminous coal is substantially the most insidious, and critical, in the modern history of the industry. The large consumption deficit that has gradually developed (almost unawares), has culminated in a situation that has forced home the urgent necessity for prompt and radical remedial measures, such as the various mergers now in course of negotiation. Conditions today are sufficiently comparable with those in the iron and steel industry, preceding the formation of the United States Steel Corpn., to suggest the possibility of a sweeping super-consolidation, that all but staggers the imagination. The important function of the banker in this, and lesser projects, is too well known to require comment, and it is important that we understand clearly just what these functions are. Certain features in banking practice came up for consideration in connection with a rather exhaustive economic study into the prospective future of the coal industry, upon which I was recently engaged for an Eastern bituminous interest. This survey was made for the purpose of effecting a decision on certain pressing questions of policy, involving considerable capital expenditures, that would be compatible with the flattening out in the curve of production in recent years. An examination of the TRANSACTIONS, and the coal literature generally, failed to disclose any pertinent, and authoritative data, on this subject. This was more or less characteristic of the whole survey, which had involved a large amount of original research, and measures were taken to procure the required information. The following notes have been compiled largely from the data thus collected, supplemented with material, suggestions and criticisms, by several of the larger banking houses active in coal, together with personal memoranda of my own.

During several experimental programs conducted at the Institute of Ferrous Metallurgy, Technical University, Aachen, whisker formation was observed when iron ores were reduced at low as well as at high temperatures. Thus, in an attempt to find the reason for the volume change taking place during reduction, iron whisker growth was observed. Whisker growth appears to be one of the important reasons for the swelling of pellets. One set of experimental observations determined that when iron forms as needles rather than as a crust on the surface of oxide, the pellets became very porous. In related experiments, the beneficiation of finely disseminated iron ores, in which the metallic iron is separated from the gangue in granular or nodular form, was achieved by a reduction-concentration method. In this process, which is conducted at sufficiently high temperatures, oxide whisker growth, resulting from the formation of volatile suboxides and a gas transport mechanism, plays a vital role in the joint deposition of SiO, and iron from the vapor stage.

IN recent years, solders containing 20 per cent tin with no bismuth or cadmium have been developed by a few companies, and personnel have been properly instructed in their use. In addition, since the tin shortage, a number of solders containing less than 10 per cent Sn, and some with no tin, are being used in special applications; however, a solder of this type has yet to be developed that is satisfactory for general use. [ ] The purpose of this investigation was to develop an alloy containing a maximum of 15 per cent tin, with no cadmium or bismuth, having solder properties equivalent to or better than those of substitute solders now specified containing i8 to 20 per cent tin (Table I), or even approaching the properties of the standard 40 to 60 tin-lead solder. The wartime restriction of bismuth and cadmium, elements that have beneficial effects on fluidity, solidification range and strength, makes it increasingly difficult to develop a general-purpose solder containing a maximum of 15 per cent tin. In the course of this investigation, 11 elements were used in various combinations with the basic 15-85 tin-lead alloy. These elements were antimony, silver, copper, indium, thallium, lithium, calcium, barium, potassium, sodium and arsenic. In all, 116 low-tin solders were investigated, with the idea of developing a solder that will give satisfactory working properties, specifically in regard to "wetting" of copper, brass and iron, solidification range, capillarity and shear strength of a soldered joint. The relative importance of these various properties plays an important role in the search for substitute solders, since it is almost impossible to retain all of the desired qualities of a high-tin solder and still make drastic changes in the alloy composition. Because of the expected uses of a general-purpose solder, it is necessary that it have properties, especially in regard to wettability, that will enable it to be used on the metals in common use. BASIC CONSIDERATIONS The maximum liquidus temperature of a solder is determined by the particular application involved and the temperature that can be obtained by the source of heat.

This chapter discusses the evolution of high-speed shaft sinking in the South African goldfields. Whether we are talking of an additional shaft at an existing mine or the opening of a new mine, the increasing depth of the ore-bearing reef and the unremitting inflation of costs have provided the compelling incentive to shorten the time taken to sink a shaft and start earning revenue. The high costs of sinking a modern shaft system in South Africa are indicated by the recent example of a deep-level mine in the Orange Free State where the cost was nearly $22!42 million. This was for a single large shaft of 33 ft 6 in. diam (in all cases, shaft diameters refer to the finished diameter of the shaft, e.g., inside the concrete) and 7600 ft deep with a prestressed concrete brattice wall dividing the shaft into upcast and downcast compartments. Higher costs and the consequent demand for increased tonnages, deeper shafts with higher rock temperatures, which necessitate highly sophisticaled ventilation and refrigeration requirements, have all accentuated the importance of time in a shaft-sinking operation. Rectangular shafts with their simple design and comparatively reasonable sinking speeds remained popular for many years until greater mining depths combined with a host of the other allied problems inevitably led to changes in shaft design. Circular shafts appeared to offer many advantages, particularly when considering ventilation, strength, mechanization, and sinking through bad ground and heavily watered zones. However, these advantages were largely offset by the slow rate of advance necessitated by the need to stop sinking in order to line the shaft. The development of the curb ring which enabled lining to take place above the bottom of the shaft and the use of multideck stages allowing sinking and lining to be carried out concurrently resulted in a major break- through. Rectangular shafts, which are still popular elsewhere, have been superseded in South Africa by circular shafts which are almost without exception the only shafts sunk in our goldfields today.

The Furbero oil field lies in the Gulf coastal plain of Mexico between the important ports of Tampico and Vera Cruz and about one-third of the distance between the two points from the latter (Lat. 20" 22' N., 97" 30' W. Gren.). It is in the State of Vera Cruz, about 14 miles west by south of the village of Papantla in the canton of the same name, and is the most southern of the developed oil fields of the Tampico-Tuxpam region being a distance of 50 miles south by east from the Potrero del Llano field and 42 miles in the same direction from the Alamo field. The field has been developed by the Oil Fields of Mexico Co. and is in the midst of a large block of lands owned or leased by them. Communication is through the port of Tuxpam with which it is connected by a narrow-gauge railway and 6-in. pipe line some 52 miles in length. This field is of more than ordinary interest since it represents a type of oil deposit hitherto unknown. So far as I am aware, no other commercially valuable deposit of oil is known to occur under conditions of accumulation similar to those found here. The igneous nature of the so-called 'sand' encountered in drilling was not recognized until a number of wells had been drilled; and it was not until recently that the geological relations of the sill or laccolith, which gives rise to the accumulation of oil, were known and the so-called 'anticline' was known to be, in part at least, the result of igneous intrusion. Geological surveys in this general region were made in 1900-1901 by W. H. Dalton and in 1907-1909 by P. C. A. Stewart, F. W. Moon, Leonard V. Dalton, and Dr. Max Muhlberg. More recent surveys have been made, however, under the direction of the author, by E. L. Ickes, B. C. Belt, B. Hartley, and Harve Loomis. Notes of the earlier examinations were not available with the exception of the report by Dr. Muhlberg who apparently first recognized the true nature of the Furbero intrusion. The technologist who has devoted much attention to the foundry-business will perhaps have noticed that the present scientific development of foundry-practice is in a condition similar to that of the steel-business some twenty years ago. In many cases chemistry is looked upon with suspicion, and the old cutand-try-methods are still in vogue, especially in the smaller foundries. The larger works have laboratories and more extensive means for applying science, and have devoted considerable time and attention to the improvement of foundry-practice. This is more especially true in the East, although in the West there are numerous firms devoting considerable attention to improving their metllods through the application of chemistry to work in the iron-foundry. It is hardly necessary to dwell extensively upon the effects of the different metalloids associated with iron, in pig- or castiron, in the way they are given in most text-books. The writer has thought proper to consider more particularly new developments in eupola-practice, particularly those pertinent to the discussion of the physics of cast-iron. In this connection some new ideas which recent practice has developed will be mentioned, and some results of practical tests along the same line will be described. Yet it has been deemed advisable also, by way of introduction, to outline the effects of the metalloids as they are described in most text-books, without going into detail. The question is sometimes asked, What is the most important element governing the quality of cast-iron 'for any particular purpose ? In any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly not due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul. "Ore Supply Edwin C. Eckel, in his monumental work on Iron Ores, has but little to say concerning the Pacific Coast deposits. He mentions (p. 269) those of Minaret, Madera County, and the Eagle Mountains, Riverside County, Cal., "perhaps 50 to 100 million tons each;" the deposits in Shasta County, worked for the electric furnace on Pitt River; and

The Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps—Sudbury, Porcupine, Kirkland Lake and Cobalt—and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensation Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed from underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed necessary to meet the situation, and to provide compensation for the men affected. Amendments in 1926 Arrangements were made for the necessary amendments to the Mines Act and the Workmen's Compensation Act and these amendments were passed in 1926. The Amendment to the Mines Act provided that all underground employees must be the holders of certificates certifying that they were free from tuberculosis of the respiratory organs and further provided that the certificates must be renewed annually. The Government, however, at that time refused to adopt a form of certificate for applicants certifying as to their physical fitness for underground work. In the design of foundations for large structures and of safe mine openings in rock, the results of laboratory and small-scale in-situ tests are often used to predict the behavior of the material as a whole. For reasons of simplicity in these analyses, the rock is usually treated as an ideally elastic, isotropic material. It has been observed, however, that most rocks are neither isotropic nor ideally elastic. This observation is particularly true for rocks subjected to low confining pressures. It is therefore necessary to investigate further the effects of anisotropy and nonlinearity on the mechanical behavior of rocks. When small differences in stress and strain only are involved, the rock may be treated as an elastic material. The elastic constants for such a material subjected to a particular confining pressure can be calculated from the classical theory of elasticity for different degrees of anisotropy. There are two experimental methods by which this can be done: first, from measurements of static stress-strain relationships; second, from elastic wave velocities measured in the rock. The former yields the static elastic constants, and the latter, the dynamic constants. The static constants will be equal in magnitude to the corresponding dynamic constants only if the rock is ideally elastic. Walsh and Brace1 have reviewed theoretical studies of the elasticity of rock considered as a material containing pores and cracks. They re- ported that the presence of sharp, narrow cavities at low confining pressures strongly influences the mechanical properties of a rock. A considerable reduction in magnitude of elastic moduli is associated with the presence of inhomogeneities such as cracks or joints. The elastic properties appear to approach those of the uncracked material in magnitude as the cavities are closed by higher pressures. Walsh and Brace

Several capital cost estimation procedures are reviewed briefly, although the factored estimate method is discussed in preference. A table of cost versus equipment parameter data is provided, where the cost may be updated from the current value of the M&S cost index for mining and milling. Cost equations are useful to prepare computer programs which perform capital cost calculations. The use of the factored estimate method is illustrated.

In 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylliill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was • to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about fire inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satisfaction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. As a consequence, rails of all imaginable grades were placed in the tracks, some giving out in six

FREQUENTLY the careful engineer puts the word porphyry in quotation marks or precedes it with "so-called," when he writes of the Porphyry Copper mines. This is done by way of serving notice that he is aware that the term is not a precise one, though no one who is informed on the subject would in any event misinterpret it. The name originated from the fact that the rock containing the copper at Utah Copper, Morenci, Nevada Consolidated, and Braden-the first four to be developed-was in each instance known as porphyry. The term was convenient; and when Ray, Miami, and inspiration came along they fell into the Porphyry category even though the ore consisted essentially of a rock called schist instead of porphyry. The word is not inclusive enough; nor as a matter of fact is it sufficiently exclusive. Numerous copper deposits occur in porphyry rocks that are not Porphyry Coppers, paradoxical as it may seem. Desiring to be more accurate and at the same time to use a word that is in some degree descriptive, various engineers have adopted the expression "disseminated copper deposits." This alludes to the characteristic scattering of grains or specks of copper minerals more or less uniformly throughout the mass of the rock. Yet here again the implication is not entirely accurate, for the following reason: in some of the ores, the proportion of copper minerals "peppered" in the rock is small, compared with that which coats the walls of cracks and minute fissures; and that which is found as veinlets along planes of fracture. Many geologists have extended their interpretation of the term disseminated to include both types of mineral occurrence. THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous dis-charge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

THIS paper presents, with the help of colored photomicrographs, the new method of mineral identification termed "selective iridescent filming." This method pertains to the field of determinative mineralogy, which it provides with tools for: (1) phase identification, (2) solid solution analysis. The method should be particularly useful in the applied fields of: (1) paragenesis of ore deposits, (2) mineral dressing, (3) mineral synthesis and study of phase equilibria.

The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the " right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.—J. S. ] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population.
