For the past 3 years, the authors have been conducting research sponsored by the National Science Foundation (RANN) to improve the process of excavation by drilling and blasting. The approach followed has been experimental where the development of stress waves and fractures initiated at the bore hole have been investigated in order to obtain a complete understanding of the dynamic Fracture process. The second step in the approach has been to introduce modifications in the drill and blast procedure which will permit closer control of the fracture process.

THE expansion of facilities for rapid transportation of perishables by train, truck and airplane has necessitated consideration of refrigerants of a minimum weight and volume per pound of cooling and has stimulated the use of solid carbon dioxide commercially. The gas probably has not had wide application in the past in air-cooling equipment for mines, theaters or buildings, owing to its thermodynamic properties, as will be deduced from examination of Table 2. However, consumption of the liquid in carbonating beverages remains a dominant factor. In addition to these uses, carbon dioxide is employed to a limited degree as an explo-sive in the liquid form, as a freezing agent in plumbing, in laboratories for low-temperature work, and in the manufacture of golf balls. SOURCES The principal sources of the gas at present are coke ovens, lime kilns, breweries and other fermentation plants, all of which are within easy reach of markets. Natural sources, however, have not received the consideration they merit, mainly because of their isolation. It is asserted by some manufacturers that the carbon dioxide gas produced from wells is unsatisfactory because it often contains impurities that are difficult to remove, while that produced as a byproduct is much purer or contains impurities that are easier to remove.

GEOPHYSICAL methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satis-factory results, but the static method entails serious errors when vibra-tions are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"? is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping.

DURING the last half century a great amount, of ingenuity and energy has been devoted to the invention of appliances for the recovery of valuable minerals from very fine sands and-slimes. The reason for this is that in almost every, dressing plant the greatest losses of values, considered relatively as well as absolutely, occur in the treatment of slimes. The natural aim of mill operators to minimize these losses has in recent years received another impetus,, from the fact that the gradually diminishing occurrence of high-grade ores makes a more intense recovery of values from existing resources absolutely necessary for profitable operation. The results of such attempts are found in the appearance of a great number of machines and appliances which make it profitable to-day to rework old dumps, containing the tailings of older processes. A constantly growing difficulty of obtaining skilled labor and the increase in wages made it prohibitory to employ those types of machines which required much attention, and in the middle of the nineteenth century the various concentrating tables of the percussion type, which automatically discharge their products, began to take the .place of the intermittent tables, on which, when the bed had reached a certain thickness, operation had to be stopped in order to allow the skimming by hand of the separate layers formed on the table. In the course of. years, two general types of machines evolved for the treatment of fine sands and slimes :- The so-called concentrators and vanners, on the one hand, and the huddles and round tables on . the other.1 For the profitable treatment of the very finest slimes, round tables have as a last resort proved more satisfactory and economical than other machines.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. A few years ago, gravel mining in the ancient river beds of Sierra county was the principal industry of the county. Operating drift mines were very numerous and many large hydraulic mines were in action. Eventually the State laws put an end to hydraulic mining, it being claimed that the silt carried down the streams to the valleys filled the rivers and caused winter floods, which were damaging to the surrounding farms. The ancient river deposits which could easily be found were, in the course of 40 years, worked out or practically so. The prohibition of hydraulic mining was a severe blow to the industry in general. The deposits were not developed and the gravel-mining industry practically stood still for many years. In Sierra county, nearly all the hydraulic mines were at the points where the ancient channels were exposed to view by reason of the modern stream erosion, or, in the miner's language, where the channels "enter" or "break out of" the ridges. The claims covering them also covered large areas in which were long segments of lava-capped channels, suitable for drift mines, and the points being hydraulicked were usually the controlling points of attack. Men who have followed hydraulic mining for any length of time seldom are content to work a drift mine. Knowing the great value of their deposits and feeling that they had been robbed by the State, these men have stubbornly held to their claims. The gold that is carried in these gravel channel deposits is more or less scattered throughout the depth and width of the deposit; the percentage that can be recovered by the process of drifting ranges from 50 to 75 per cent. of the total. In hydraulicking, practically all of the deposit is put through the sluices, and as the cost per cubic yard is only about 10 per cent. of the cost of drifting, the deposits, if classed as hydraulic mines, are much more valuable than if classed as drift mines; hence the old timers have held their claims (now worthless as hydraulic mines) at prices which the drift-mining industry could not stand; and such mines

To gain some idea of the progress recently made in the measurement of high temperatures, we must review the temperature-measuring devices of the past. As far back as 1782, Wedgewood, a famous potter in England, attempted to measure his, kiln temperatures by means of clay trials, or test pieces, that indicated the expansion or contraction that occurred with certain changes in temperature. He also produced cones off clay, formed of various mixes, to form a whole series for the range of temperature met with, in firing clay products. These cones are still extensively used to measure kiln temperatures in the pottery industry. Cones are affected not only by time but by temperature and the rate, of firing, consequently, they are not an accurate measure of temperature. In addition it has been common practice for years to attempt to measure temperatures with fusible salts. Capsules of these are inserted in the furnace and indicate, by melting; when a certain temperature, has been attained. While' such salts cannot be considered a precision form of temperature-measuring device, they have proved reasonably accurate in checking temperature.

The rate of isothermal transformation of austenite to pearlite depends upon the rate of nucleation, N, and the rate of growth, G, of pearlite in austenite. Values of N are given in terms of the number of nuclei forming in unit time per unit grain boundary area of unreacted austenite; values of C are given in terms of the linear rate of radial growth. Variations in the isothermal rate with temperature result from variation of N and G with temperature. Depth of hardening of a steel depends fundamentally upon values of N and G; changes in carbon and alloy content effect changes in N and G and thus affect depth of hardening. Quantitative studies are available on N and G for the formation of pearlite in plain carbon eutectoid steels.3 Systematic studies in this field are necessary if the phenomena are to be well enough known to furnish a proper basis for full rationalization and for theory. Accordingly, the studies are continuing, both with respect to the effect of alloying elements upon the values of N and G in the formation of pearlite and to the values of N and G for the formation of ferrite in hypoeutectoid steels. The present paper is the first relating to the effect of alloying elements upon the values of N and G for pearlite. It offers special interest since cobalt is known to have an anomalous effect upon the rate of formation of pearlite, accelerating it, whereas all other elements retard it.4 It will be shown that cobalt increases both N and G for pearlite and that this effect is inherent in the Fe-Co-C system and not dependent upon factors relating to austenite heterogeneity nor upon any recognizable adventitious factor. Inasmuch as the rate of diffusion of carbon in austenite and the interlamellar spacing of pearlite are variables related to G and possibly to N (in a manner not yet certain), measurements of the effect of cobalt upon them are also reported here. In the course of the work, measurements were made on the effect of cobalt upon the marten-site temperature and these are given. COBALT AS AN ALLOYING ELEMENT IN STEEL Properties of Cobalt Cobalt resembles iron more closely than does any other chemical element. Its atomic number is 27, hence it is the element immediately following iron in the periodic system. The recirculating furnace is primarily a heating apparatus of the convection type in which the heat-absorbing surfaces are heated by a mixture of fresh products of combustion and a portion of the combustion gases that have already given off a part of their heat in their previous passage over the heat-absorbing surfaces. In its basic conception, the recirculating furnace can be considered as a closed thermal system in which the heat-absorbing surfaces are constantly swept by a fixed quantity of products of combustion at a given initial temperature with the gases being constantly returned to the furnace and reheated before they again enter the heating zone. Gases equal in amount to those produced by the fuel burned to reheat the circulating gases are constantly ejected from the system to the stack. The recirculating furnace is the most suitable apparatus for heating by convection where low furnace temperatures must be maintained and where only a small portion of the available heat is taken out of the gases, particularly where the maximum allowable furnace temperature is low and where the final temperature of the gases is only a few hundred degrees below their initial temperature. In such cases, recirculation not only provides a method of reducing the rather high combustion temperatures of the fuel when burned without a large amount of excess air, but, by returning to the furnace the heat content of the gases at their final temperature, recovers a large portion of heat that otherwise would have been lost through the stack. The convection-type oil still is particularly suitable for the application of flue-gas recirculation. In an oil still, the heating of the oil is accomplished by applying to the tube surfaces a given quantity of heat of a certain predetermined quality, usually with the initial temperature of the gases not over 1500" F. as measured by thermocouples placed above the tube bank. To obtain the full benefit of the heating surface of the coil, the final temperature of the gases, after passing over the coil, is kept 200" to 300" higher than the temperature of the incoming oil. The manufacture of iron and steel is one of the largest of our industries; and in point of size of single plant and equipment certainly the biggest of all industries. By the general public it is generally considered a prime example both of the marvelous technical advances achieved by modern science and engineering in the design and operation of equipment and of the efficiency of big business in the coordination of men and materials. Actually the operation of its basic processes has not changed significantly in either theory or fundamental design of equipment in the past 75 years. Though many other process industries have been born and developed, and not seldom completely revolutionized, during this period, the primary processes of making iron and steel are still carried out along the lines laid down, and in the equipment originated so long ago, by Bessemer, Siemens and Martin, and subsequently expanded to practically the modern scale by Carnegie, Schwab and Captain Bill Jones in the eighteen eighties and nineties. The application of the principles underlying the continuous counter-current physical and chemical interaction of solids, liquids and gases, which have been so successfully used in the rapid evolution of our chemical process industries, has been very largely lacking in the steel industry. In the days of the last-named giants, especially Carnegie, the steel industry made great and rapid technical progress. Carnegie's ever driving idea (as later with Ford in the production of automobiles) was the finding of new and better ways of making cheaper steel. Carnegie himself was a steelman, and so long as he dominated the industry its technical progress was rapid; and he, like Ford, was vastly successful financially as well, since his costs were continually being driven lower than those of his competitors by his advances in steelmaking technique.

In the search for practical geological problems amenable to solution by the potential methods, the geophysicist is led to study mathematically various theoretical cases. In these idealistic discussions, the media under consideration are generally supposed to be homogeneous and iso-tropic. The geophysicist, of course, realizes perfectly that these conditions do not occur in their entirety in reality. However, the assumptions made are justified, because very often they are necessary in order to render possible an exhaustive study of a given problem, which otherwise would be too complicated, and would not lend itself to a complete mathematical analysis. Of the above two assumptions, that concerning the homogeneity of a given geological formation is satisfactorily realized except in so far as isotropy is concerned, since this property is not often encountered in practice. As a consequence, it is very desirable for the geophysicist to have quite an extensive knowledge of the properties of anisotropic formations, and of the laws that govern the propagation of electric current therein. With such principles in mind, he will be able to decide whether the conclusions arrived at in simple, isotropic conditions are still correct in more complex cases, or in what way they must be modified or adapted in order to constitute a sound basis for the interpretation of the results obtained in anisotropic media. On the other hand, the fact that in anisotropic formations the mobility of the ions is greater along the strike than perpendicular thereto can be utilized for determining the direction of the dip by induction measurements. We therefore propose to study in three successive chapters the following points: 1. Propagation of the electric current in anisotropic media. 2. Some consequences of the anisotropy of geological formations with reference to the surface electrical measurements, and their interpretation. 3. Determination of the direction of the dip of anisotropic formations by surface induction measurements.

I. INTRODUCTION THE word recovery as used in this paper is applied in its broader sense and not limited to wells producing from horizons of unconsolidated sands. Certain problems connected with the winning of petroleum from such horizons present themselves while drilling is in progress and should be considered before drilling is commenced wherever unconsolidated sands are expected. Maximum recovery depends not alone upon efficient pumping methods but also upon the selection of a proper drilling system and the completion of a well especially adapted to the extraction of these oil-bearing sands. II. DRILLING DETERMINING FACTORS IN SELECTION OF METHOD The selection of a drilling method for the development of a region in which the oil reservoir consists of unconsolidated sands is based on the following considerations: (1) Character of the formations overlying the reservoir; (2) thickness of the oil-bearing stratum or strata; (3) thickness and character of water or gas sands; (4) gas pressure to be encountered or expected; (5) total depth of well.

Industrial research may be defined as a critical and exhaustive investigation to create new and better ways of doing things. The results of industrial research are new and improved products, processes, and techniques. This broad definition, of course, covers investigation of all subjects by either individuals or groups of people, and this chapter aims to examine the purpose (what research tries to do), and methods (or how research is done) as applied in the mineral industries. Concepts and History The idea or concept of organized research probably originated in the universities of Europe. There, groups of scholars banded together for discussion and application of their particular specialty to a common problem. Publication of the conclusions drawn from such investigations gave scholars in other areas the opportunity to review and criticize the work of their colleagues, and one of the hallmarks of scientific research work is the publication and criticism of the results of the investigation. It was not until the late nineteenth century that the concept of organized research for the profit of industry was recognized. During the late nineteenth and early twentieth centuries, a large number of industrial enterprises sponsored organizations to study the application of the physical sciences with the aim of making discoveries that would result in profit to the sponsoring organization. The tangible benefits accruing from these activities were so great that they, in turn, fostered several other methods for the support of organized research activities. For the large problems involving public interest, United States Government scientific research laboratories were set up. As the demand of smaller enterprises for research activities increased, research institutes and consulting laboratories were organized. In Europe the idea of common industry sponsorship of research centers grew and many large research organizations there were sponsored by associations of manufacturers. Finally, in the United States

IN Ohio, the annual output of coke made from native coals has averaged not more than 70,000 tons, or about enough to run a 200-ton blast furnace. Raw coal locally mined from the Sharon, or No. 1, bed was used for iron smelting in Mahoning furnace at Lowellville, Mahoning Co., as early as 1846. This practice was continued in the Youngstown district until the coal became scarce and the Connellsville coke more popular. At present, the Sharon bed contributes a part of the fuel for the production of ferrosilicon iron at Jackson, Jackson Co. About one-third native coal and two-thirds soft coal are used. In this state, coke, on a commercial basis, was first made in Jefferson County probably about 1861 or 1862. The coals used were the Steubenville Shaft, or Lower Freeport, and the Strip Vein or Middle Kittanning. The practice, however, was discontinued before 1880 because of the competition of superior foreign cokes. Beehive ovens, later built at Leetonia, Columbiana Co., were operated for only a few years; the coal used at this place is the Lower Kittanning or No. 5. In a desultory way, slack from the Pittsburgh coal has been coked at a few places in eastern Ohio, and attempts, either for experimental or for commercial purposes, have been made in other parts of the State. Small quantities of coke were made from the Upper. Freeport coal at Salineville, Columbiana Co., and near Nelsonville, Hocking Co.; the results were poor. Tests were made of the Middle Kittanning coal near Zanesville, Muskingum Co., at Moxahala Furnace, Perry Co., and at Washington Furnace, Lawrence Co.; the cokes were all high in sulfur and ash. Attempts were made to coke the Clarion coal at Vinton Furnace, Vinton Co.; a small battery of molding ovens and a pile of high-sulfur coke yet remain to tell the story. The Pittsburgh coal was coked on a commercial scale at Utley and at Lathrop, Athens Co.; but the operations were not successful and were soon abandoned.

The design of a tailings dam is a geotechnical engineering project of considerable scope. For the design, it is necessary to establish the engineering properties of the soil or rock strata which will support the dam and the tailings or other fill which will be used to construct the dam. The various field and laboratory investigations which are necessary to obtain the required design parameters are discussed in the paper and the use of these parameters to compute stability, settlement, and seepage are considered. The designer of a tailings dam can never assume an absolute knowledge of the properties of the foundation strata. Further, initial design assumptions are often approximate, particularly with regard to the distribution of pore pressures through and beneath the dam. Thus, the installation of performance monitoring instruments is recommended, since data obtained from such instrumentation can be used to check the stability of the structure both during construction and after its completion.

IT is not the intention of the writer to enter into a discussion of the relative merits of the duplex process as compared with the straight scrap and pig iron process, working under the same conditions, but rather to present in a general way several modifications of the former process, and then describe the method adopted by the Maryland Steel Co., as best suited to local conditions, and also to meet the metallurgical problem presented in the removal from the iron of an unusual constituent-chromium. The principal factors to be considered in deciding whether or not duplexing should be employed are: (1) Chemical constituents of pig iron. (2) Variety and quantity of steel to be produced. (3) Relative cost of pig iron and scrap. (4) Regularity of operation. (5) Capital to be invested. (6) An existing Bessemer plant. Having decided to adopt the duplex process, several combinations may be used, viz.: (1) Acid-lined converter with basic open hearth. (2) Acid-lined converter with electric furnace. (3) Basic-lined converter with basic open hearth. (4) Basic-lined converter with electric furnace. (5) Basic open hearth with electric furnace. The combination of an acid-lined converter with a basic open-hearth furnace is the one most commonly employed, and as it is the one best adapted to the conditions encountered at the plant of the Maryland Steel Co., we will briefly outline the advantages and disadvantages of the different methods of working.

The fertilizer industry is a meeting place of mining, manufacturing and agriculture. It is an industry of dynamic change, huge tonnages, and great aggregate value. In the United States from 5,000,000 to 8,000,000 tons of fertilizer are made and used per year, with a value at the works of from $200,000,000 to $300,000,000. The world uses about 50,000,000 tons yearly with an aggregate value between two-thirds and one billion dollars. This world output contains of the essential plant-food constituents, nitrogen, phosphate, and potash, approximately 8,000,000 tons. The corresponding United States quantity, as nearly as can be estimated, is 1,400,000 tons of plant food per year in the aggregate tonnage of fertilizer. With the steady increase in the practice of scientific agriculture throughout the world there has been a corresponding growth in the consumption of fertilizers. In the United States there has, indeed, been but a small upward trend in the tonnage sold, measured in millions of tons of all classes of goods which are made and marketed. The real growth has come through the increasing concentration of the essential plant foods in the mixture. Thus it is estimated that between 1920 and 1930, although there was little increase in tonnage of fertilizer, there was an increase of fully 30 per cent in the content of nitrogen, phosphate, and potash.
