These investigations were undertaken as part of the Bureau of Mines program for the development and evaluation of high temperature nonmetallic materials. This report consists of thermal expansion and phase inversion measurements by high-temperature X-ray diffractometry on the principal oxides of beryllium (BeO), calcium (CaO), titanium (TiO2 ), zirconium (ZrO2 ), hafnium (HfO2), and thorium (ThO2); all were high-purity commercially available oxides. Thermal expansion values were calculated from unit cell dimensions measured at selected temperatures. Expansion was determined parallel to each major crystallographic axis for the anisotropic oxides: BeO, TOi2, ZrC2, and HfO2. Combined random and systematic errors in the thermal expansion values are considered to be less than 3 percent of the total expansion at 500° C. and approximately 2 percent at 1,000° C. No hysteresis in the expansion curves was noted between heating and cooling cycles. The Bureau's values were compared with published expansion measurements obtained by X-ray diffraction, dilatometric, interferometric, and telemicroscopic techniques. For anisotropic oxides, average linear expansion values were calculated from the volume expansion.

Transplanting the steps used in exploring and developing mineral deposits on land into the marine environment will help developers. While familiar to oil and gas explorers and many other sea-based industries, the marine environment is so alien to the 90s terrestrial miner that the phrase ?terrestrial mines in the sea? is useful for reinforcing the fundamental parallels in mining sulphides at sea and on land. As on land, the processes of ?pre-feasibility study? and ?feasibility study? will determine the economics of mining a deposit. For many, the step into the sea can detract from the need to follow these familiar and recognised steps used when any new deposit is found on land. The technology to mine sulphides in the 1500 to 2000 m depth range exists. Currently, it is not found in a single, integrated and commercially available system but every element available to build such as system is. Transplanting the thinking of the leaders of the terrestrial mining industry into the sea will perhaps be the greatest challenge and reinforcing the basic steps of discovery - pre-feasibility through to feasibility is the best way to achieve this. After all on land one doesn?t ask ?Can we profitably mine it?? before one can authoritatively answer ?What have we found??. Research by Nautilus Minerals Corporation suggests that the mining of seafloor massive sulphides (SMS) will not only be profitable but potentially lower in both capital and operating costs than prevail in most terrestrial deposits. Nautilus is also acutely aware that with the first SMS deposits under title, it will be setting the standards for seafloor mining into the new millenium. Indeed, we have trained on us not only the eyes of the mining industry waiting to see if SMS deposits really do offer radically better returns, but other stakeholders of the sea and the capital markets. Mistakes by any SMS developer could land all developers in ?hot water?. The rush to exploit our deposits for economic gain will be tempered by ensuring there is adequate public debate and consultation for our environmental code. Failure in any facet of a marine mining development could set back the move to the ocean floor.

Stanford Linear Accelerator Center (SLAC) is located in Menlo Park, CA. In order to allow for enhanced experiments, the current facilities required expansion. Tunnels were excavated through very weak sedimentary rock interspersed with uncemented zones (Ladera Sandstone) employing the principles of the NATM. The overburden var-ied from 10 to 80 feet. The paper addresses the characterization of Ladera Sandstone that can exhibit the properties of dense sand and weak rock. The paper focuses on the challenges that were encountered during the NATM initial support design and the construction phase including the geotechnical instrumentation, monitoring and design verification process in particular the excavation of the junction between access tunnel and the FEH cavern (49 ft wide by 32 ft high).

Drilled displacement piles were constructed as the foundation for a proposed 10-story building in San Francisco, California. At the study location, the stratigraphy consists of 14 to 21 feet of fill and 13 to 23 feet of weak, compressible clay (?Bay Mud?), underlain by dense sand, stiff clay, and bedrock. A sensitive critical public utility is located within approximately 20 feet of the constructed piles along one side of the building. The utility pipeline is entirely within the Bay Mud where it is adjacent to the project site. The San Francisco Public Utilities Commission (SFPUC) developed limits on the allowable total and differential movement of the utility pipeline. As requested by the SFPUC, inclinometers and piezometers were installed to monitor the soil movement and pore pressure increases in the Bay Mud caused by the installation of drilled displacement piles. Action levels were set such that if displacement and/or pore pressures reached an action level, the installation methodology would be reevaluated and additional measures to reduce these effects would be implemented. This paper will present the sequence of pile installation near the pipeline and monitoring points, and the data collected from inclinometers and piezometers at variable depths and distances from the piles. The data will highlight the build-up and dissipation of pore pressures over time and the displacement of Bay Mud caused by the pile installation. The conclusions of the study are useful in determining sequencing, spacing, predrilling, and other measures that can be implemented to decrease the displacement potential and pore pressure build-up in soft clays.

Discussion is presented by Prof. King and Dr. Schneider of the paper by Lin, Gomez and Finch published in Trans.IMM C, vol.104, 1995, p.C155-C161. They conclude that the correction procedures used for simulated observations of simulated capped spheres are not reliable when applied to mineralogical data and that their relative ranking should not be extrapolated to other situations. Properly regularised solutions obtained with the use of appropriate kernels can be safely used for routine mineral liberation work and can be calibrated accurately against real mineralogical samples in the laboratory

To improve mine safety, the Bureau of Mines has conducted a search for better materials and systems to anchor roof bolts. This report describes a study on the ability of a gypsum-based anchoring medium to withstand short- and long-term loads. Results showed that 2-ft-long bolts anchored with gypsum that was injected as plaster slurry at a 0.370 water-cement ratio and cured for 10 min sustained pull test loads equal to the ultimate strength of the bolt steel (about 37,000 lb). For comparison, the minimum required capacity is 17,600 lb. Long-term loads of 15,500 lb were sustained with estimated 10-yr movement of less than 1/2 in. Two-foot-long bolts anchored with gypsum installed in a cartridge in which the water was contained in tiny capsules sustained a pull test load of about 30,300 lb at a 0.319 water-cement ratio and 10-min cure time. At a 0.288 water-cement ratio, load capacity was about 37,000 lb. The lower load capacities of cartridge-installed bolts resulted primarily from the remnants of the water-wax capsules. Above 10,000 lb, creep movement of cartridge-grouted bolts appears excessive, but longer bolts may be capable of resisting creep better.

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

This article deals with some of the civil engineering related problems to be encountered when offshore wind energy projects transform from prototype offshore wind energy converter farms, developed and installed during the 1990's, to commercial farms that's currently planned to be built. The offshore wind energy converter (OWEC) installations encounter a wide range of problems, only partial of these are geotechnical. In Europe both onshore and offshore wind farms have, from a historical point of view, usually been founded by using the monopole technique, installed with traditional impact hammers, or by using gravitational foundations. However, the rapid development of bigger turbines and larger wind farms, together with increasing considerations of fatigue aspects, has lead to financial benefits of developing and exploring other foundation techniques. This paper reviews some Scandinavian experiences regarding critical components of the design phase in relation to connecting the superstructure to the ground, and some of the main considerations of how the loads applied to the structure are transferred to the surrounding soil. "Biotechnological approaches to decommissioning of mine waste management areas are presented in the context of sustainable environmental management. Improved design of waste sites and environmental management paves the way for the application of new technological approaches. Mining wastes are better confined, effluent quantity is reduced and the quality is expected to improve in the future. The biologically mediated treatments focus on the creation of conditions inside the waste management area which lead to the confinement of the contaminants in the inactive tailings ponds and seepage collection ponds, as well as pits or other disturbed areas which were part of the operating conditions.Biogeochemical reactions lead to three fundamental water treatment steps mediated biogeochemically , alterations in chemistry which lead to formation of particles, which then have to flocculate and be assisted to collect in the bottom of the ponds. Microbially active sediments are installed to assist particulate formation and serve as sinks for metals. In deeper sediment strata, stable forms of metals are created. Biological polishing is used to collect the particulates and relegate them to the sediment. Examples will be given of the application of these processes, to waste rock piles, open pits and tailings ponds. This paper attempts to show that, through the integration of applied biotechnological advances and the application of new approaches to decommissioning, reductions of environmental impacts by mining are possible. * Note: this paper has been presented at the 13th Annual Meeting of BIOMINETIntroductionThe role of biotechnology in decommissioning of mining waste management areas should be placed in the context of sustainable development. Foundation design and construction in Boston has changed dramatically during the past 10 years. Prior to 1985, the primary foundation element in Boston, where deep foundations are required, was driven end-bearing piles. Since 1985, drilled or excavated high capacity foundation elements have been utilized more frequently. This paper will provide a historic perspective of their use and a summary of design parameters for elements installed and founded in the bedrock. TOPOGRAPHY Boston was founded in 1630 by the Massachusetts Bay Company of John Winthrop and his hearty band of Puritans. The settlement was chosen for: ? its safe harbor, ? abundant source of fresh water, and ? peninsula setting offering protection of the ocean on almost all sides with high ground for fortification. These three factors were a direct result of past geologic processes that created the Boston Basin by erosion of the soft bedrock underlying this area as compared to the harder granite rock to the north, west and south. As the glacial ice sheets melted and moved northward, various soil types were deposited. During ice sheet re-advancement the hills and islands of Boston took on their precolonial shapes. The Trimont, consisting of Beacon, Mt. Vernon and Pemberton Hill, rose to 150 ft above sea level with the smaller Copps and Fort Hill to the north and south.

Research to evaluate possible metrics for predicting dredgeability of compact aggregates, by hydraulically actuated clamshell dredges, shows work done by the pistons as a viable metric. Analysis of field data shows that there is a low, positive, correlation between cycle time (CT) and work done. If this correlation exists, then CT has to be considered an independent variable affecting work done during dredgeability assessment. Further research is required to elucidate the relationship between CT and work done during dredging. The objective of this paper is to test the hypothesis that work done during dredging increases with increasing CT. Kinematics and dynamics of the hydraulic clamshell were modeled and implemented in Simulink® in MATLAB. The model was validated using field data. The model was then used to test the research hypothesis. The results show that work done increases with increasing CT. This work confirms that work done during dredging increases with increasing CT. This result indicates that though an operator can increase the CT to deal with difficult digging, inputting unduly high CTs results in higher energy consumption during dredging.

In this sense, this paper describes the Quality Management System that was implemented and demonstrates how the technologies that were developed can be used to satisfy other similar requirements.

IAMGOLD?s Westwood project is the site for the largest, by volume, bored vent raise in North America. When completed, it will be the fifth largest bored worldwide in a single pass. This paper will review the highest capacity raise drill system ever built (Redbore 100); as well as the technical difficulties in a single pass boring a 2,773 ft x 20 ft to 22 ft diameter raise. The difficult ground conditions and associated problems will be reviewed, as well as the solutions to overcome them. Use of the RVDS drilling tool to achieve .04% accuracy (14.5?) and the Geotube® water filtration system will also be covered.

Charge malfunction problems result from rather universal damage mechanisms and are widespread throughout surface and underground delay blasting. Recent refinements in instrumentation technology reveal a range of charge performance difficulties, not just outright misfires. This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives, utilized in underground coal mining. Delay blasting generates tremendous shock waves and rifting forces that fracture and heave the surrounding stratum. The shock waves from charge explosions propagate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-ofsequence detonations. Impaired charges react poorly. fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to m3re thoroughly understand the shock-wave and rift-compression damage mechanisms. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive, which could pass the requisite tests for certifying an underground coal-mine explosive. The charge formulation was not certified only because it lost initiation sensitivity too quickly from natural aging and had to be rebatched to finish the testing.

The piled raft foundation was extensive applied in the last two decades in different soil conditions e.g. in soft to stiff clay as well as in medium to dense sand and even in highly weathered rock. The piled raft is now applied not only to control the foundation settlement but also to minimize the required raft thickness to reach the most economic foundation design. An innovative application of the piled raft is its special adjustment to cases of foundations with large load eccentricities or very different loaded parts of buildings to avoid the need of settlement joints, which are especially complex below ground water table. Recently, the piled raft is applied for foundations of highway and railway bridges with special serviceability requirements regarding the allowable total and differential settlement as well as tilting. Actually numerical analyses are the mostly used design methods for piled rafts. For all day design practice a simple and modest design method is highly needed -at least in the first design stage- to check the feasibility of the piled raft on the specific project conditions. In this paper, a general overview on the recent innovative applications of piled rafts in Germany will be presented in a short overview. The results of the simple design method will be discussed and compared with the results of more enhanced numerical methods.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.
