Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120'-0") with the upper 12 m (40'-0") to be backsloped. The vertical face of soil to be supported was 24 m (80'-0'). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. Most analysts determining tungsten trioxide in low grade samples are aware that colorimetric procedures do not possess the inherent disadvantages of gravimetric methods operating on milligram quantities of tungsten trioxide. Apart from the inaccuracies associated with weighing four or five milligrams of ignited oxide in a platinum crucible of about 30 gm. weight with a large surface area to absorb moisture, using a 5 gm. charge on samples less than about 0·15 per cent tungsten trioxide, it is extremely difficult toget complete or pure precipitation of tungsten with cinchonine, cinchonine plus alpha benzoin oxime, rhodamine B or any other of the commonly used precipitants. Table 2', No. 8, illustrates the low results obtained by gravimetric as opposed to colorimetric procedures. In addition the colorimetric determination requires only a small portion of the time consumed by gravimetric practices and the increased accuracy obtainable in low ranges together with the saving in time made it highly desirable to develop a colorimetric method suitable for King Island ores.The most commonly used colorimetric method is that introduced by Feigl and Krumholz (1932), since modified by various investigators (Grimaldi and North, 1943; Sandell, 1946; Westwood and Mayer, 1947; Gentry and Sherrington, 1948; Freund, Wright and Brookshier, 1951; Grouthamel and Johnson, 1954; and others). Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Snowden?s Reconcilor is proving to be a valuable tool on any mining scale, by capturing, validating, sorting and reporting data for timely decision making by the site geologist through to corporate management. The work described in this report was directed toward identifying and devising methods to minimize the previously observed variability between working level hour exposures and the alpha particle track densities resulting on Track Etch films exposed to mine atmospheres containing radon and radon daughters. The disequilibrium between radon and its daughters was shown to directly affect this Track Etch film calibration factor. The wide range of disequilibrium states possible in mine situations amply explains the variability in the previous tests. A file of published mine atmosphere composition data was compiled and was used, along with atmospheric compositions derived from several theoretical models ref the atmospheric behavior, to evaluate the variability of several dosimeter configurations and concepts. A nonlinear, iterative regression analyse; was formulated that successfully predicted working levels to within 8 to 10% from only the alpha particle activities (Rn, RA, and RaC') data such as are obtainable from Track Etch films over a wide range of disequrlibrium conditions. A model expressing atmospheric concentrations as a function of radon source strength, plate out rate factor, ventilation rate and the fractional re-entry by recoil of previously platted-out daughters was derived and used in the regression program in addition to preparing a set of reference tables and graphs showing the disequilibrium behavior of the atmosphere. Other factors that can affect the Track Etch Film response writ considered and shown to he less crutial than the disequilibrium state. The results of a series of exposures of a dosimeter concept fixture in the Denver Mining Research Center radon chamber air presented and discussed.

One of the basic processes of process engineering is the production of dense suspensions. The major two equipment of this task are the periodically operating propeller mixer, and the continuously operating mixer tank based on the flow principle. In the laboratory of the Department of Process Engineering at the University of Miskolc, laboratory scale experimental setups had been built of both types of mixers in the frame of the FKFP 0504/1999 signed research project, supported by the Hungarian Ministry of Education. By these experimental setups many systematical experimental series had been carried out by test materials of water as the dispersing media and sand, power plant fly ash and magnetite as the granular solids. On the basis of the literature and these experimental investigations, scale-up methods had been developed for both types of mixers for the determination of the main technical parameters of industrial size equipment.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

There are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circum-polar star at elongation. besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall 'long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce " standard time" to " local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the nleridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it are computed azimuth, latitude, aud sidereal time. In other words, one call observe a circumpolar star—Polaris

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. Prior to rehabilitation, plant cover on quartz gravel overburden at Wangaloa coal mine was highly patchy. Stabilisation techniques have since considerably altered the condition of the main overburden yet deposits in the east and west remain largely intact. On the eastern overburden, three distinct zones of revegetation have naturally developed: Zone 1 represents a dense plant cover, Zone 2 a patchy cover and Zone 3 a sparse cover of isolated plants. Aerial photographs show much of the eastern overburden was deposited between 1940 and 1960s. Yet we found that the temporal scale of deposition did not wholly account for the differences observed in vegetation development. To investigate other influential factors, we set up 12 study plots using four replicates in each vegetation zone. The diversity and density of plants in each plot were measured to quantify the degree of vegetation development. Samples from the substrate in each plot were collected using soil cores to a depth of 10 cm. Cores were analysed for indicators of nutrient availability, metal content and physical composition. We found that substrate chemistry varied between individual study plots, but showed little difference overall along the vegetation gradient. Substrate physical differences were much greater. The ratio of coarse quartz pebbles: fines was considerably higher in Zone 3 than other zones, and within zones where plants were not growing. Bulk density also increased successively from Zone 1 - 3. We found clear evidence for the reversed stratigraphy of excavation superimposed over the time scale of deposition, and the corresponding nature of fine particles. The rate of revegetation was therefore highly dependent upon the substrate composition of the last surface deposit from the dumping truck. Our data suggests an optimum ratio exists between inert coarse material and a fine matrix for progressive natural vegetation development on mine substrates.

This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

At Bingham Canyon, the world's largest open-pit copper mine, annual grease consumption is in the neighborhood of 109 000 kg (240,000 lb), all of which was 544 (120-16) purchased, warehoused, and distributed in 54-kg (120-1b) and 180-kg (400-1b) drums. While perhaps a menial and mundane chore, grease distribution shows on the ledger as a significant expense item. To improve labor and cost performance, Kennecott maintenance engineers undertook a study to find the most direct method for moving multi purpose grease (MPG) from the refinery to the point of final consumption. What they found was a direct vendor system for hulk grease so simple and flexible that long-established drum distribution is being phased out in favor of the newer method throughout 75% of the operation.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows

Reduction kinetics from slags containing CuO(0.5), ZnO, PbO, NiO and SnO into a Cu-based metal phase were subjected to computer simulation using a previously developed model for the kinetics of metal-slag-gas reactions that assumes mass-transfer control in all phases. The effects were examined of changing bulk Fe oxide activity, gas reducing potential, temperature, Fe content of the Cu phase and metal/slag ratio. The results permit practical conclusions to be drawn about industrial slag-cleaning practice, but the model is still limited in terms of thermodynamic inputs and the idealisation of reaction conditions

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface area exposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.

The deposit has been exploited for Mn oxide and carbonate since 1916. Known reserves of MnO, however, are almost depleted and the survival of the mine will depend on the exploitation of the carbonate. Kriging, inverse distance weighting (IDW) and cross-sectional methods have been applied to the evaluation of the carbonate resources and reconciliation of the estimates obtained shows that kriging and IDW give almost identical block values. A comparison using conditional probability indicates that there is virtually no difference between the global reserve estimates derived from the cross-sectional and kriging methods. The physical causes of these similarities are highlighted and the problems of dealing with multimodal distributions are discussed together with the difficulties of semi-variogram modelling
