Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.

The strength of roof shales is, in part, a function of the preferred orientation of clay minerals within them. Therefore, analysis of clay fabric under both air-dried and hydrated conditions should be helpful in understanding roof shale failure. Core samples were collected from the Energy, Anna, and Lawson shales, which are locally present as roof shales of the Herrin No. 6 coal of southern Illinois. The Clay Fabric Index (CFI) was measured for thirty core samples, using X-ray diffractomtry, to investigate the relationship between clay fabric and roof collapse in coal mines. Greater CFI values indicate a weaker preferred orientation among clay minerals, which generally results in a weaker inter-grain bond. Average CFI values for air-dried samples were: 0.15 for Anna shale; 0.20 for Energy shale; and 0.37 for Lawson shale, .After the introduction of water, average CFI values increased to: 0.28 for Anna shale; 0.22 for Energy shale; and 0.43 for Lawson shale. The laboratory results indicate the following: [l] under air-dried conditions, Anna shale is the most stable, followed by Energy and Lawson shales; and 121 under hydrous (mine) conditions, Energy shale is the most stable, followed by Anna and Lawson shales. In mine environments where roof failures involving Energy shale have occurred, planar trends delineated by a relatively high density of small (0.2-4 cm diameter) iron concretions have been reported along the failure surface. Radial cracks have been observed around unsealed anchor bolt holes in the Anna shale. Instability of the Lawson shale is ubiquitous in coal mines. In the laboratory, similar physical changes were noted in the shale samples after the introduction of water, including [l] increased hydration around the perimeter of iron concretions in Energy shale, [2] radial extension cracks in Anna shale, and 131 extreme slaking of Lawson shale. Measured increases in the CFI reflect the observed physical changes of the samples upon the introduction of water, which probably reflect changes in strength that may result in roof failures in hydrated mine environments.

The recent seismic events have shown that earthquakes have an immense destructive power. Chile was hit in February 2010 with a seismic intensity of 8.8 on the Richter scale, and had loss of about 700 killed persons, while Haiti was hit in January 2010 with 7.0 killing about 220?000 people. The event in Haiti showed that the seismic events can lead to a disaster if no preventive measures are taken. On the other side, the seismic event in Chile has hit a well-prepared country with moderate consequences. The earthquake with 6.6 Richter in Japan in March 2011, have further shown how severe the consequences can be if critical equipment is involved. Fortunately, the equipment in a mine has not the potential hazard as a nuclear power plant. Anyway, we are diligent and it is obvious that the seismic risk may lead to a real disaster even if the probability is small. The GMD is an important component in the grinding circuit of a mine. This paper maps out earthquake-prone areas including expected earthquake magnitude calculated according to relevant standards, focusing mainly on the building code IBC 2009. An overview is provided on how this standard is applied to mining equipment to minimize damage and aid large mills in operation to successfully withstand seismic effects. The differences in stresses and forces on the GMD and foundation are shown based on a turning and stopped mill simulation during an earthquake. The results demonstrate the need to maintain active and operating earthquake detection systems. Aside from detecting an earthquake?s magnitude, the sensor information can also be used to reduce the harmful effects that an earthquake has on mining equipment. As follows the earthquake requirements are defined. The last part of this paper explains how to fullfill these requirements.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.

The Reefton Goldfield on the West Coast of the South Island of New Zealand was a significant gold producing area between 1860 and 1951. During this period it produced approximately 2.1 million ounces (67 tonnes) of gold. The largest single producer on the goldfield and the deepest mine in New Zealand, was the Blackwater Mine at Waiuta which produced 21 tonnes of gold. The Prolubition Shaft reached a depth of 878 metres (317 metres below sea level). The mine closed suddenly in 1951 with about 66 000 tonnes of are remaining in the stapes. Since closure there has been no attempt to determine the ore potential of the mine at depth. This paper summarises the geology, history and resource potential of the mine and sets out two options for evaluating the remaining resource. The options are either deep drilling from surface or recovery of the Prohibition Shaft and underground development and drilling. A schedule for each option is presented and discussed.

This paper describes the back analysis of the Pavoncelli tunnel, an hydraulic tunnel which was excavated between 1904 and 1915 in South of Italy and experienced severe damages during the 1980 Irpino-Lucano earthquake. A numerical simulation which is intended to study the behaviour of the tunnel during this seismic event is presented, also accounting for the swelling phenomenon that took place during and after construction.

To improve mine roof bolt performance, Jennmar Corporation commenced the design and development of a new roof control sys- tem. This new system designated "Insta'l Compression", not only improves safety, but is more cost efficient due to reduced amounts of resin needed per bolt installation. In this paper the research and development of this new system will be outlined. Much of the information presented will be actual test data from various underground operations in Alabama, Kentucky, and Pennsylvania. The development of this system will also cover the design of a new expansion shell, resin compression ring, anti- friction washer, and upgrading of material specifications.

I have been granted the outstanding privilege... and pleasure to introduce you this evening to the Grand-Duchy of Luxembourg and to tell you in a few words how this country came into existence, how it managed to survive and what role it nowadays plays in the International Community. Luxembourg, situated between Belgium, Germany and Prance is a small, a very small country... just a dot on a map. After all, it is only a matter of 62 miles from top to bottom and 37 miles across at it's widest... barely covering some thousand square miles... so be careful about stepping on the accelerator... you might be in and out without having realized it... which would be a real shame as the Grand-Duchy enjoys a fairly unique geographical feature in so far as it provides the visitor with an outstanding variety of scenery concentrated in a minute spot.

The north central and northeastern states supply over 50 pct of the chemical and metallurgical limestone produced annually in the United States, and Ontario is the leading source of this material in Canada. About three fourths of the chemical and metallurgical stone produced in this area comes from Michigan, Pennsylvania, Ohio, and Ontario. The specifications, physical and especially chemical, for chemical and metallurgical stone depend upon the end use, but in general the tolerance for impurities is so low as to rule out most limestones and dolomites. Both high calcium limestone and dolomite are used in the metallurgical and chemical industries. The principal metallurgical use is as a flux in iron ore blast furnaces and open hearth steel furnaces. The major chemical uses are in lime burning and soda-ash manufacture. Other important uses include glass manufacture, in making calcium carbide, and in sugar factories. All deposits of high quality carbonate rock are definitely finite. Invariably and inevitably they diminish in either thickness or quality laterally so as to become unworkable as chemical and metallurgical stone. The size of these high quality lenses ranges from a few thousands of tons to hundreds of millions of tons. The best hunting for new supplies is in the geologic formations known to contain premium quality deposits. However, because of high transportation costs, carbonate rocks, to be workable, must be close to market, dollarwise. Definitions: Chemical stone is limestone or dolomite used as a raw material by the chemical industry. The major chemical uses are in lime burning and soda-ash manufacture. Other important uses include glass manufacture, making calcium carbide, and in sugar factories. The specifications for chemical stone depend entirely upon the end product. Some uses require dolomite, some require high calcium limestone; in a few instances, notably in lime burning, either type of carbonate rock can be used as raw material. As a general rule, a fairly pure stone is necessary and for certain particular uses the tolerance for some elements such as sulfur, iron, and phosphorus may be extremely small. Metallurgical stone is used as a flux in furnace operations, especially in the blast furnace where iron ore is converted into pig iron and in the open hearth furnace where pig iron is made into steel. Either limestone or dolomite can be used in the blast furnace, but only high calcium stone is charged in the open hearth (except for rice-size dolomite used as a refractory). There are no rigid chemical specifications for blast furnace stone, but low silica, alumina, sulfur, and phosphorus are desirable. For open hearth use, in addition to low magnesia, a very low sulfur content is also specified by many furnace operators. For furnace use, fluxstone also must be sufficiently shatter resistant that it will remain in lump form during transport and charging into the furnace. Commercial stone is the term applied in the trade for crushed stone used for roadstone and in concrete aggregate. Many of our best chemical and metallurgical limestones are too soft to qualify in the Los Angeles abrasion test for use as commercial stone. However, some limestones, and a higher proportion of dolomites, do qualify for commercial stone and so can be sold to either market. Place Value: Even the highest grade limestone is still a bulk commodity with a relatively low value per ton. As a matter of fact there is very little difference in the average price per ton between high grade chemical and metallurgical stone and crushed limestone used commercially. Most high quality stone is produced in large operations with consequent low cost per ton whereas most commercial stone is produced in relatively small local quarries. As in the case of other bulk commodities most limestone buyers pay more for transporting the raw material than the cost of the stone at its source. For this reason steel furnaces and chemical plants

We have developed a novel method - at the laboratory scale - comprising an ion-exchange separation and a membrane-electrolysis step for the purpose of zero-waste regeneration of spent HCl pickling liquors originating from hot-dip galvanizing of common steels. It is aimed at the parallel regeneration of HCl and iron. Experiments revealed that iron can be electrodeposited at high current efficiencies by maintaining the following conditions: 0.04-0.08 M HCl, 500-1000 A/m2, 20°C and stationary electrolyte in a conventional cell. Zinc in the solution did not disturb the deposition of iron, however it contaminated the product and it poisons the anion-exchange membrane required to tackle acidity during electrolysis. For a preliminary separation, anion-exchange tests were carried out to produce pure iron solutions. Beyond the equilibrium studies, column experiments were carried out showing that low flow rates of the loading solution and the ~1.5 M HCl eluent are essential for separation.

Spokane Research Center personnel are currently conducting research on cable bolts to assess their material and support properties, to provide design criteria for roof control systems under various types of underground mining conditions, and to provide background data for computer models of cable bolt supports. Laboratory studies of cable bolts made of conventional steel cables with Garford bulbs and collars resulted in recommendations on characteristics such as embedment length, hole diameter, cable bolt diameter, and configuration of cables. A completed series of laboratory tests has determined the minimum embedment length of resin required for resin-grouted, cable bolt ground support.

For bituminous and lignite coals the economic picture continued to improve as it has each year since the low of 1961, with production at 480 mil- lion tons in 1964 compared with 1963's 459 million tons. The anthracite industry produced 16.3 million tons in 1964 and 18.3 million tons in 1963. The industry is looking toward a further expansion; among the new developments will be a mining wheel producing 3 million tons of lignite per year in South Dakota. It is expected that electric power generation will continue to provide the market for most of the increase in consumption, with exports second in importance in the expansion. Improvements in methods of mining and transporting coal underground and in strip mines, and the cooperation of carriers in finding ways to reduce transportation costs to distant markets, have made possible these expansions. Research continues to reduce costs of mining, transportation, steam generation of electric power and production of steam for space heating and manufacturing processes, to retain some markets and expand others. Other research seeks to expand markets by developing fuel from coal which will be more attractive than competing fuels, by reducing sulfur and other sources of air pollution. Public relations efforts of the industry are bearing fruit in a greater acceptance of coal as a modern fuel.

In order to predict the composition of inclusions and to ascertain a method to prevent inclusions from forming in liquid Fe-16 mass Cr alloy, a thermodynamic database was developed through a quantitative determination of thermodynamic relationships of Cr-Al-Si-Mn systems in the liquid Fe alloys. Applications of the databases to the prediction of Mn/Si complex deoxidation with Alin Fe-16 mass Cr alloy were demonstrated in succession. The electromagnetic levitation technique using a cold crucible was employed to separate inclusions from liquid metallic alloys completely and to prevent any contamination from surroundings. Various interaction parameters in the liquid Fe-16 mass per cent Cr alloy system were determined; these are: [eAl(Fe)Cr= 0.19/T, rAl(Fe)O,Cr= -0.01, rAl(Fe)O,Cr= -0.00013, eS1Cr(Fe)= -0.38/T,rSi(Fe)O,Cr= 0.007, rO(Fe)Si,Cr= 0.0044, rA1(Fe)Si,Cr= -0.0075, rSi(Fe)A1,Cr= -0.0078, rSi(Fe)Mn,Cr= 0.005, and rMn(Fe)Si,Cr=0.01.] An improved database, utilizing interaction parameters for molten metal determined in this study, and the Fact Sage slag database of the MnO-SiO2-Al2O3-CrOx-MgO system were used for thermodynamic calculations. These were carried out under various thermodynamic conditions, and results were compared with experimental data of Si/Al, Mn/Si, and Mn/Si/Al deoxidation equilibria. With the abovementioned results, together with experimentally obtained data, thermodynamic conditions were determined, in particular Mn and Si contents, under which liquid inclusions form in liquid Fe-16 mass per cent Cr alloy. The critical Al content in liquid Fe-16 per cent Cr alloy, above which solid inclusion of corundum phase ((Al,Cr)2O3) formed, was as low as 10 ppm. This indicates that extreme care must be taken in controlling the Al content in the metal to avoid formation of solid corundum phase ((Al,Cr)2O3) inclusion. The compositional change prediction of inclusions, which originate from slag entrapment and by Ca addition, was demonstrated by use of the alloy database optimized through this study, and the Fact Sage oxide database. For Si-deoxidized Fe-16 per cent Cr alloy, high Si and low basicity of slag are effective to obtain liquid inclusions. For Al-deoxidized Fe-16 per cent Cr alloy, it is important to keep the Si content lower than 0.1 per cent and it is required to add Ca. INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Big Gossan mine is operated by PT Freeport Indonesia and is one of the largest stope-and-fill mining systems in the world. The Big Gossan deposit is a ~200 m wide, 1200 m long and 500 m high steeply north-east-dipping to subvertical skarn body at the Cretaceous-Tertiary Ekmai-Waripi contact. The copper-gold mineralisation, with a 1.3 per cent copper equivalent cut-off grade, occurs mainly proximal to the Ekmai-Waripi contact in the garnet-clinopyroxene prograde skarn at the base of the Tertiary Waripi formation and partly distal to the contact in the tremolite-actinolite retrograde skarn of the Tertiary Waripi formation.The Big Gossan stope mine is designed from 2540 m to 3020 m above sea level. Present active stoping operations occur at level 2540 mL to level 2640 mL and are done in a primary and secondary stoping sequence. The width and length of the stopes is 15 m and 20 m respectively, while the height of the stope varies between 20 m and 40 m, depending on the ground conditions. The stability of the stopes is visualised in the Mathew’s Stope Stability graphs. These graphs and actual Cavity Measurement Scanner measurements on the stope will predict and show the overbreak and underbreak, which affect the reconciliation of the mined stope and also the pillar stability between the primary stopes.
