The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5-acre Zwagg Island Wilderness Study Area (OR-12-14) in order to evaluate its identified mineral resources. The study area is located in Curry County, OR, immediately west of Brookings. There is no evidence of mining activity on or near Zwagg Island, and no mineral resources were identified. The steep-sided, flat-topped island is normally accessible from the mainland by way of a sandy beach. The island consists mainly of marine sandstone, mudstone, and conglomerate of the Jurassic Dothan Formation. Dothan Formation sandstone has been used locally as construction material. Rock along the coast has also been used for construction of jetties to improve harbor access; additional work has been proposed at the port of Brookings. Although suitable for other construction uses, stone from Zwagg Island would probably not meet physical requirements for jetty stone. Development of a stone resource on the island is unlikely.

The problem of determining the optimum exploitation life of machinery, namely the optimum time for machinery and equipment replacement, represents a complex and highly responsible engineering task. Taking into consideration the situation prevailing at coal pit mines in Yugoslavia, the tasks of this class are very complex and difficult. To make a decision on replacement of capital equipment and machinery, such as bucket wheel excavators within the mentioned systems, understands a management task of utmost responsibility. It requires high professional and analytical knowledge as well as the reliable arguments, based on multidisciplinary professional approach. In this paper, the authors present their views on the problem of establishing the optimum exploitation life of bucket wheel excavators, offering an algorithm, based on dynamic programming, as a solution. The Bureau of Mines investigated coal storage silos to determine how gassy coal must be for methane accumulations in a silo to become hazardous and where such accumulations are likely to occur. Methane concentrations were measured in the open space above the stored coal pile, in the pile, and in the reclaiming area. No methane layering was found in closed-top silos. Reclaiming areas were as gassy as the top part of the silos. Coal samples were collected from the conveyors entering the silos in order to assess the gassiness of the coal. No simple correlation was found between the gassiness of the coal stored and the measured methane concentrations. However, at mines where the average 24-hour gas emission from the conveyor belt samples was 14 ft3/ton or more, fans or open tops were used. It appears that a large fraction of the methane released during storage remains in the void space between the coal particles.

"The El Indio mine treats a complex mixture of copper and gold/silver ores at its plant located in the high Andes in Chile. The plant utilizes conventional crushing, grinding and flotation to produce a copper/gold/silver concentrate. Due to high levels of arsenic and antimony, the flotation concentrate must be roasted prior to custom smelting. The flotation tailings is leached and additional gold recovered from a CIP circuit. Present and future metallurgical developments are discussed in this paper. INTRODUCTIONIn late 1989, LAC Minerals purchased 65 % of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose.El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena.The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9.5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude AS2O3 . A small proportion of the precious metals are also produced as bullion from the leach circuit.Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5. 30 per ounce of silver and $1.14 per pound of copper."

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.

Solid-bowl (decanter) centrifuges are used extensively to dewater slurries in a wide range of industries. However, the application of decanters as classification devices is not as common. In this study, the performance of a continuous, pilot-scale, solid-bowl centrifuge was evaluated when classifying an ultrafine coal slurry containing nearly 60% material less than 10µm. The current study examined the effects of operating conditions on centrifuge performance. The test conditions included centrifuge bowl and scroll speeds, volumetric feed rates, solids concentration, and pond depth. Centrifuge performance was evaluated using partition curves, along with product yields and solids concentrations.

Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

Industrial equipment exposes individuals to whole-body vibration (WBV) and mechanical shock. This exposure can negatively impact their health, safety, comfort, and working efficiency and performance. Accordingly, proper seat design is an important consideration in reducing the adverse effects of WBV exposure to vehicle operators. Since the human body is sensitive to low frequency WBV, ride quality is a basic and important element of good seat design. When designing a suitable seat, it is essential to understand vibration exposure environment of workers and how well they can tolerate this environment [1]. This is particularly true in the mining industry. Mayton et al. [2] reported on a low-coal shuttle car seat design that underwent limited, yet successful underground mine trials. Building on this work, a follow-up study compared NIOSH and existing seat designs on low- and mid-coal seam shuttle cars. The NIOSH seat designs included viscoelastic foam, which has properties similar to those found in a mechanical spring/damper suspension system. The seats also included an adjustable lumbar support and a fore-aft seat adjustment. The NIOSH seat designs contrast with the existing seat design, which have little or no lumbar support and include inexpensive foam padding of the type commonly used in furniture. This paper will focus on the seat designs for the mid-coal seam shuttle car and compare subjective comfort data collected from five vehicle operators with ISO 2631 – based reduced comfort boundary (RCB) analysis of recorded vibration levels. Methods Experimental data were collected using three different tools: triaxial accelerometers, pre-amplifiers, and filters connected to a data recorder; a visual analog scale (VAS); and a short questionnaire. Researchers recorded quantitative or objective vehicle vibration data to determine the input and output acceleration at the operator cab floor and operator seat interface. Qualitative or subjective data, collected with the VAS, allowed researchers to obtain the operators’ immediate impressions of shock, vibration, and discomfort levels for the vehicle ride on each of the seat designs. Each shuttle car operator made six round trips with the vehicle each seat. The shuttle car operator marked the VAS on the first, third, and sixth round trip of the trials for each seat. A round trip consisted of traveling to the coal face with no load and returning to the load discharge location with a full load of coal. Results Total overall average ratings for the five vehicle operators of the mid-coal seam shuttle car, showed that operators sensed from 45 to 87% less discomfort with NIOSH seat designs compared to the existing seat design. Using a 95% CI, researchers computed a strong positive correlation for discomfort. Figure 1 illustrates the RCB analysis method for one of two NIOSH seat designs.

The Bureau of Mines, as part of its mission to effect pollution abatement, conducted research to study various means of dewatering Florida phosphatic clay wastes and reclaiming mined lands. The work was done in cooperation with 10 Florida phosphate companies. During this work, a novel technique to effectively dewater phosphatic clay wastes was developed. The solids contained in the clay waste slurry are slowly compressed by moving wire mesh screens through the system. In a typical application, the screens were moved downward, compressing solids ahead of the screens. The rate of movement of the screens is an important variable in the process. It is believed that the moving screens distort the gel structure of the phosphatic clay system and cause the release of water. Samples of 18 clay wastes, including a high-grade attapulgite from beneficiation plants of the Florida phosphate field, were studied using the method. Typical samples were concentrated from initial solids of 4.7 and 11.9 percent to 16.8 and 25.2 percent, respectively, in 3-1/2 days. The high-grade attapulgite sample was dewatered from 2.7 percent solids to 13 percent solids in the same period.

Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. The first patent for an oil wick lamp was granted to W. Seybold of McKeesport, PA. Incidentally, these lamps were advertised in a 1903 Sears-Roebuck catalog for 10 cents apiece. Oil wick

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. Although the pathophysiology of vibration-induced white finger (VWF) is still under discussion, evidence has been accumulated to understand the underlying mechanism. VWF is pathophysiologically characterized by an enhanced vasospastic response to cold, which can result from an imbalance between vasoconstriction and vasodilation in the digital arteries in response to cold (i.e., vasoconstriction-dominant). The imbalance is supposed to be due to faults in vascular vessels and sympathetically mediated vascular tone. Enhanced vasospastic response to cold Narrowing of arterial lumen with medial smooth muscle hypertrophy. Possible functional factors for enhanced vasoconstriction • Increased sympathetic nervous activity to cold (e.g., norepinephrine) • Increased release of endothelin-1 (ET-1; an endothelial-dependent vasoconstrictor) from the endothelium • Increased reactivity of alpha2-adrenoreceptors to cold Possible functional factors for decreased vasodilation • Decreased release of nitric oxide (NO; an endothelial-dependent vasodilator) from the endothelium • Decreased release of calcitonin gene-related peptide (CGRP; a vasodilatory neuropeptide) from sensory afferents The question is how their interrelations or imbalances among them are Vibration and arterial damage The next question is, how does hand-arm vibration exposure induce such pathophysiological changes in VWF patients? Recent morphological evidence from animal experiments shows that vibration acceleration stress (including shear stress) and smooth muscle contraction contribute to arterial damage of smooth muscle and endothelial cells. The vibration-induced arterial damage is frequency-amplitude-dependent.

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.
