Coal that meets customer specifications is often stored in silos before being loaded into cars. It is often found that coal in a particular car does not meet customer specifications due to the mixing of coal inside the silo. Some new contracts require meeting specifications on a per car basis. Silo flow models are used to predict quality in such cases. However, coming up with an accurate silo flow model for each case is very difficult and time consuming. This paper examines the viability of using an online analyzer at the loading end of the silo in conjunction with a feedback circuit, to optimize the quality of the coal being loaded into trains, so that each car meets quality specifications.

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

"The paper describes the author's experiences in the startup of autogenous and semiautogenous grinding circuits gained over the last twenty years on both large and small grinding circuits. Typical phases in commissioning from construction to startup with ore are covered. The paper also describes experiences with material handling systems, slurry pumping, vibrating screens, trommel screens and pebbles crushing systems. INTRODUCTIONThe commissioning of any new mineral processing plant is an important and exciting milestone in any project. It is at this point in time that the efforts of developers, design engineers, equipment suppliers and operators culminate in a finished product. The successful completion of any project requires that the plant achieve design throughput as quickly as possible. The success of any startup can generally be anticipated by the amount of careful planning which takes place before equipment is operated. The first part of this paper describes the steps in going from construction through to introduction of ore. The organization and planning of startup activities is also covered.The second part of this paper describes some typical problem areas and past experiences in the startup of semi-autogenous grinding circuits. Semi-autogenous grinding circuits present some special challenges in the startup phase. The description of some of these problems and experiences will hopefully provide other operators with suggestions on how to avoid (or at least prepare for) these problems."

The classic theory of pressure build-up in shut-in oil wells as developed by Horner and van Everdingen is based on two-dimensional radial symmetry in the well-reservoir system. Such symmetry does not exist in the case of a well which parfiially penetrates the producing formation. As a result of this lack of symmetry the use of the classic theory in such cases become questionable. In this paper the mathematical theory has been extended to include the case of partially penetrating wells. Numerical solutions illustrating the up-dication of the equations are presented. The effect of partial penetration on pressure build-up is shown by a comparison of synthetic pressure build-up curves derived from the numerical solution of the equation for partially penetrating wells for various degrees of penetration. It is shown that partial penetration is detectable from the characteristic shape of the pressure build-up curve and that formation productivity may be calculated from the pressure buildup data in a manner identical to that described by the classic theory. INTRO DUCTION The use of pressure build-up data on shut-in oil wells is a well-established technique for the measurement of reservoir productivity. The work of Homer' and van Everdingen' is well known. Since the publication of their pioneering work, others"' have elaborated and extended the technique. These authors have dealt exclusively with the case of wells that completely penetrate he producing formation. Two-dimensional radial symmetry is achieved, thereby, and the problem is greatly simplified. This ideal situation is seldom encountered in practice. But, in spite of this, the technique is often employed anyway. The question, therefore, arises: how much confidence can be placed in the results of such calculations when the data are taken on wells that only partially penetrate the producing formation? It is the purpose of this work to answer this question. Only the single-phase fluid case will be considered. van Everdigen' has presented a rigorous solution of the two-dimensional case, but because of mathematical complexity, this solution has not proved to be particularly useful. Horner' utilized Kelvin's point source solution in two dimensions and showed that it is a sufficiently good approximation for oil reservoir studies. The geometry of the well and the producing formation is illustrated in Fig. l. Geometrically the formation may be described as an infinite slab. Magnesium and its alloys have long been characterized as possessing limited capacity for mechanical forming at atmospheric temperatures prior to rupturing despite their outstanding performances in this respect at elevated temperatures. Responsible for this behavior are the fundamental facts that these hexagonal-type metals have comparatively few slip elements at low temperatures for any extensive deformation and that, at high temperatures, additional slip elements become operative, thus enhancing greater plasticity under strain. The transitionai point has been set at 2 25°C by Schmidl for single crystals, and at 250°C by Morel1 and Hanawalt² for extruded magnesium metal. In a recent X-ray investigation on poly-crystalline magnesium-alloy sheets, Barrett and Haller3 have revealed that, below the transitional tempelature, the initial plastic deformation proceeds mostly by a twinning action; that, above such a temperature, the action is mostly by slip. The deep-drawing performance of the magnesium + 1.5 pct alloy sheet† over a wide range of temperatures has been investigated by Weber and Vanden Berg,' and their results are presented in Fig I. It should be noted from this work that a maximum drawability of about 25 pct at room temperature has been obtained on this alloy under the conventional deep-drawing operations. For the same alloy, it is now possible to augment the cold drawability to about 40 pct by a process to be disclosed. Hitherto, this value has been obtained only by deep-drawing the alloy at around 230°C. That greater plastic flow is attainable at atmospheric temperatures on magnesium under certain deformational techniques was discovered by the authors6 in their analyses of plastic-deformational behaviors of pure magnesium. This fact is best illustrated in Fig 2 from the Har-greaves analysis6 performed by the authors under two different modes of loading. For direct test, a separate unstrained specimen was used for each load duration, whereas for the integrated test the same specimen was employed for all the five intermittent loadings so that the load duration was made additive throughout the investigation. The higher plastic flow-rate at room temperature, as designated by the Har-greaves constant S, was obtained by the integrated or intermittent loading procedure. Extensive site investigations revealed that abandoned shallow mine workings exist under a site planned for construction of a major new facility. Since the mine voids were susceptible to collapse, they were stabilized by grouting. After completion of the mine remediation, three types of deep foundations (micro-piles, auger-cast piles, and drilled piers) were considered for this site. Micro-piles spread the load via the bond between the pile and the bedrock. Without significant length socketed in rock, the axial load of auger-cast piles and drilled piers has to be concentrated on end bearing. Although spreading the load is preferable in this environment, economic consideration dictated the choice of drilled piers for construction.

"The settlements between mines and smelters are based on the mass of metal contained in concentrate lots. The mass of contained metal is a function of the wet mass of a lot, and its moisture content and metal grade while the variance of the mass of contained metal is a function of the same variables and their variances. Uncertainties in the measurement procedure applied to estimate each variable are quantified in terms of precision and bias. The absence of bias and an acceptable degree of precision are the keys to effective risk analysis and loss control.ISO Technical Committee 183-Copper, Lead and Zinc Sulfide Concentrates, has developed standard methods for sampling and weighing, estimating precision and testing for bias, the determination of mass loss on drying, the calculation of the mass of contained metal and its variance, and various analytical methods for major and minor metals. The variance for wet mass is calculated from the precision of the scale while the total variances of moisture and grade are estimated from pairs of interpenetrating primary samples. The variance of contained metal can be calculated either from mine data or from smelter data but the risk associated with the settlement is largely determined by the absence or presence of bias and the variance of differences between exchange assays.ISO/TC 183 does not deal with precision and bias for exchange assays but is developing guidelines to determine realistic splitting limits. Given that the exchange of assays between mines and smelters accounts for a large part of the risk associated with the settlement, precision and bias for exchange assays should be measured and monitored. The need for umpire services can be reduced by applying statistical quality control (SQC).Calibrating static scales, moisture balances and analytical balances, bias testing of sampling methods and sample preparation procedures, estimating the variance of a single variable or the variance of a function that a set of variables defines, and monitoring precision and bias for exchange assays, are the quintessence of metrology, the science of measurement, when applied in mining and metallurgy."

This study is an appraisal of the feasibility of recovery and the possible chemical and physical uses of the limestone from the Greenbrier Formation in western West Virginia. Data on minability, occurrence, quality, and markets were obtained from published and unpublished sources and by a limited mail survey combined with personal contacts. The estimated costs of recovery by deep mining techniques are considerably higher than competitive surface and shallow subsurface operations. Compositional in formation available for this study was limited but indicated the suitability of the limestone for most physical uses and some chemical process uses in appraisal of the uses and demand reveals that immediate markets may be difficult to establish, but for some uses long-term prospects may be encouraging, especially if the quality of limestone would be suitable for lime manufacture or use as metallurgical fluxstone.

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

This paper reviews the formation of the Canadian Mining Education Council (CMEC) and its terms of reference. CMEC considers that Canada?s mining schools represent a distinct competitive advantage to the Canadian Mining Industry. The core objective of CMEC is to reinforce the links between the constituent schools and their individual Industry Advisory Committees. The latter traditionally provide the schools with a great deal of guidance on a range of planning issues, including recruitment, curriculum, research and infrastructure. Beyond those bounds CMEC intends to improve its ability to network with the industry and government. It is concerned overall with the objective to raise the quality and level of its educational and research contributions to meet the needs of industry and society.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

The Group Equivalent Pile (GEP) approach was proposed by researchers to analyze a laterally loaded pile group. This approach enables engineers to evaluate the behavior of a pile group in single pile analysis software, such as LPILE. A previous study showed that the calculated results using the GEP approach for piles agreed well with field test data. To evaluate the accuracy of the GEP method for analyzing laterally loaded shafts, two case studies with different shaft diameters were performed in this study. The comparisons showed that the calculated results using the GEP method and considering the contribution of the shaft cap if embedded generally agreed with the measured from the full-scale tests.

The U.S. Bureau of Mines and the U.S. Geological Survey are responsible for the evaluation of the mineral resources and potential of further planning areas included in the U.S. Forest Service Roadless Area Review and Evaluation (RARE II) program. The Bureau of Mines primarily evaluates mineral deposits and prospects within the areas. The Geological Survey naps the area's geology and conducts geochemical sampling. Evaluations are in conformance with the Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the National Forest Management Act of 1976. The Hauser RARE II area, which consists of 7,600 acres (3,100 ha) within the Cleveland National Forest, is in southern San Diego County, California. The area, which forms the north slope of Hauser Canyon, ranges between 1,600 and 3,919 ft (490 m) in elevation. It is sparsely to densely covered with desert shrubs. The area is underlain by granitic rocks of the Peninsular Ranges batholith.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

A simple algorithm is presented for processing digitized X-ray spectra obtained with a Si(Li) or Ge(Li) semiconductor detector coupled to a multi- channel analyzer. The simplified least-squares procedure is used to smooth out the statistical fluctuations in the spectrum by repeatedly fitting a quad- ratic equation to a predetermined number of channels and performing a traveling smooth across the spectrum. A logarithmic transform is applied to the raw data to minimize the distortion of the gaussian-shaped peak profiles. The efficacy of the technique is evaluated by observing the distortion of several gaussian-shaped peaks that have been subjected to the smoothing operation. The locations of maximums and minimums in the spectrum are predicted in the process as well as the values of the peak heights. The convolution integers from a least-squares fit of a quadratic equation are calculated as part of a FORTRAN subroutine. The building-block approach to computer programing in a small laboratory is discussed.

The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 19602; and these 5-year lists of publications and articles: from January 1, 1965, to December 31, 1969\ from January 1, 1970, to December 31,19745, from January 1, 1975, to December 31, 19796, from January 1, 1980, to December 31,19847, and from January 1, 1985, to December 31, 19898?.

Structural properties of steel-fiber-reinforced shotcrete and polymer-impregnated shotcrete, both plain and fiber-reinforced, were investigated by the Federal Bureau of Mines, Spokane Mining Research Center. The research center has found that flexural strengths can be increased by as much as 106 percent, and splitting-tensile strength by 50 percent, by introducing randomly oriented steel fibers. A slight decrease of compressive strength was found in the fiber-reinforced shotcrete. Polymer-impregnated shotcrete exhibited a threefold to fourfold increase in compressive and splitting-tensile strength. The techniques of preparing shotcrete with the dry process, using both fast-set agents and regulated-set cement, are described, along with the results of physical-property testing. Physical properties include compressive and splitting-tensile strengths, tangent and secant moduli, and stress-strain curves for plain shotcrete, fiber-reinforced shotcrete, and polymer-impregnated plain and fiber-reinforced shotcrete. Flexural strengths for plain and fiber-reinforced shotcrete are also reported. Steel-fiber shotcrete is the more promising of the new structural materials for ground support, and additional research is recommended.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.
