In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. "Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."

[New stochastic process models are developed to calculate the probability of various fill levels in section feeders as a function of vehicle interarrival times, payloads and feeder-discharge rates. These models may be utilized to establish the minimum feeder-discharge rate necessary to prevent a feeder, with a particular surge storage capacity, from constraining the section's production rate. In addition, it is shown how the output from these models may also be utilized to calculate the probability of various flow rates at junctions in the conveyor haulage network, enabling one to size gathering belts. The model provides a basis for optimizing, (in economic terms) capacity specifications for feeders and conveyor belts in the materials-handling system by considering tradeoffs in the size of the two types of units.]

Blast vibration analysis under relatively near-field conditions has been carried out in a narrow-vein underground operation. The objective was to characterize the vibration signal (particle acceleration and velocity) from carefully controlled stope blasts. The limitations of such analysis in deriving design guidelines for reducing dilution has been elucidated. It has been shown that identification of each individual hole with specific explosive types can yield explosive-specific predictive equations for particle velocity. This has been coupled with measurement of actual overbreak to arrive at a limiting vibration level to generate a realistic design tool for controlling dilution in narrow-vein mines.

Mining companies have traditionally organized their structure around a scheme easy to manage: Mining Department and Mill Department. In a challenging landscape for mining, with decreasing grades, increasing rock hardness and more expensive energy, this way to organize departments has resulted in internal disputes and often contradictory targets between both mine and mill. These compete for individual, separated budgets whose Key Performance Indexes often damage each other’s output. The results are increased total production costs and reduction of profits. Some companies have completed the first step in eliminating these inefficiencies by creating Fragmentation Engineers and Fragmentation Superintendents. With all the knowledge available on the overall fragmentation process and costs, in this document an overhaul of the traditional management structure is proposed. Is a step further Mine-to-mill and mine-to-leach programs. Since comminution is the most expensive step of the mineral exploitation, it should be taken as a whole, not divided into competing departments. Thus, mining departments should be re-grouped into: transportation, fragmentation and flotation.

The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

This paper concentrates on ground control innovation in Europe since the first Morgantown conference, mainly from a UK perspective. In particular, it describes the rock engineering and ground control tools developed to address the mine support and design problems associated with coal mining at great depth in areas influenced by previous workings. The differences in approach across the Western European industries are also examined. Perhaps the most significant change in the period has been in the science of coal mine rock mechanics itself, with support design now based firmly on measurement, analysis and understanding. The ground control innovations described here have played their part in increasing the efficiency with which coal is mined and in increasing safety to the extent that fall of ground accidents are now rare.

Drill cores from 18 exploratory holes that were drilled into the unleached saline beds were tested for mechanical properties by the Bureau of Mines. Test cores were primarily selected from zones L4B, R4B, L3, and R3A in the Piceance Creek Basin, Rio Blanco County, Colo. Regression analysis techniques were tried in an attempt to relate kerogen yield or apparent specific gravity to the parameters compressive strength, Young's modulus, and Poisson's ratio. Correlation coefficients were very poor, indicating that this type of analysis was not amenable to these data. Analysis of variance techniques were tried using a division of either greater than or less than 10% nahcolite together with the requirement of less than 3% dawsonite. Results showed that a larger percentage of nahcolite tended to lower the compressive strength and to increase Young's modulus. A second analysis was made using a division of less than 3% dawsonite and greater than 3% dawsonite together with the requirement of less than 1% nahcolite. For this analysis, a larger per-centage of dawsonite tended to increase compressive strength, Young's modulus, and Poisson's ratio. Mean compressive strength values were determined for the mining horizons of interest. Average physical properties for design purposes were also determined for the horizons of interest and for a proposed adit based only on logged geologic depths to these horizons. No consideration was given to percentages of nahcolite and dawsonite. Creep data obtained from nahcolite-and dawsonite-rich oil shales provides a best fit to a modified power equation.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

The following pages discuss the objectives, the background, and scope of work of an industrial engineering analysis of far-,n haulage systems in underground retreat coal mining. This study ran concurrently with an existing industrial engineering study of methods of improving safety and production efficiency in underground pillar extraction. 1. OBJECTIVES The objective of this project was to provide basic data inputs that will inpart knowledge as to the major constraint to pillar extraction sections. Furthermore, the industrial engineering study will suggest ways to optimize haulage systems and to develop more efficient work practices and operational techniques that will maximize equipment utilization.

Na-feldspar (albite) and K-feldspar (microcline or orthoclase) are major feldspar minerals with identical crystal structures and physicochemical properties. Flotation appears to be a unique method of separating these minerals. Fundamental studies on amine/feldspar system in the presence of monovalent salts showed that separation of these feldspar minerals by flotation is possible at certain concentration of monovalent salts in HF medium and natural pH. A comparison between natural pH and HF medium indicates that the latter provides a better selectivity at the expense of higher collector requirement. A general mechanism for both systems involving an ion exchange between the uncommon ions and adsorption of the common ions is proposed to be responsible for creating differences in the charge of albite and microcline unto which amine adsorbs.

Currently, the Bear Canyon Mine is facing the challenge of excessively high coal and rock temperatures in one of its headings. In Mine No.3, the air temperature at the 6th Right panel reached 36.4ºC and the coal 83.9 ºC. Due to these severe work conditions, the mining plan has been altered by changing the mine direction to avoid the high temperatures. To investigate the problem, drill holes were developed from the entries and the rock temperatures monitored using K-type thermocouples. The measurements confirmed the existence of localized “hot spots” in the mine. This paper presents a summary of ventilation surveys that were conducted in this mine. It includes the results of coal and rock temperature measurements from drill holes, interpretation of results using a heat flow simulator and the identification of hot spot areas. It also includes a summary of methods that were developed to reduce the hazard and control the problem.

The Bureau of Mines investigated molten-salt electrorefining as a practical method for reclaiming vanadium from vanadium scrap. An electrolytic process utilizing a KC1-LiC1-VC12 electrolyte at 615° C was developed for producing ductile vanadium with a purity over 99.9 percent. The recovery of the vanadium in the cell feed ranged from 88 to 93 percent with a current efficiency from 83 to 95 percent.

Determining the minimum amount of inert material that can be used between explosive columns is a complex problem. Using too little inert material can result in detonator/primer failure, either by sympathetic detonation of or failure to fire of the subsequent explosive column(s). Propagation type failure results when inert material length between charges is small enough that the subsequent (delayed) deck fires more or less instantly. In this situation, the primer, detonator, or bulk product is initiated by the shock wave from the earlier firing deck. This type of failure may be un-noticed until the vibration/airblast report is examined.

"The variability in flotation response within an orebody is often a significant problem to address during the design phase of a flotation circuit. In addition, for existing operating plants, the reasons for such a variability need to be clearly understood and accounted for if plant performance is to be optimized. MinnovEX Technologies, in collaboration with major mining companies, is developing methodologies and tools to address the issue of variability in ore characteristics (such as ore hardness and flotation response). The tool is used for design and scale-up of flotation circuits from lab flotation data, and for prediction of recovery and final concentrate grades throughout the mine block model for any given circuit design.INTRODUCTIOTNH: EI SSUEB EINGA DDRESSEDThis paper describes the current development of a methodology and software tool for improved flotation plant design and enhanced prediction of froth flotation performance in an operating plant. The need for this tool is attributed to two primary factors: variability of flotation response properties throughout an orebody and related difficulties with scaleup from laboratory tests. Consider these in more detail.It is well recognized that separation performance via froth flotation will vary significantly within a single mineral deposit. This has been enhanced through the wide application of SAG milling. Throughput with SAG mills is more susceptible to ore hardness changes than is the case with crushing-rod-ball circuits; it is not uncommon to see SAG mill throughput to vary by up to 100% on a regular basis, e.g. 1000 tph to 2000 tph.The implication of this on laboratory testing for prediction of metallurgical performance is as follows: it is unlikely that either the plant grind (size distribution) feeding froth flotation or the flotation residence time will be known at the time of laboratory testing for a given block of ore. Hence, the grind used for the laboratory test is not likely to be that which actually occurs once the ore is processed, and the laboratory retention time may not represent the plant conditions."

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Fine phosphate feed is considered to be slime and normally disposed of as a discard in settling ponds or dumped as landfill. The purpose of this research was to establish whether commercially acceptable qualities and yields could be obtained from this material using dry separation methods. The results obtained from the electrostatic separation of <105 µm phosphate ore are presented. An existing separator was upgraded in order to improve on product and flotation concentrate recovery, to test different mineral, and to reduce particle residence time between the charging chamber and the separating zone of the separator. The operating conditions were varied according to the charges imparted to the particles in the electric field, and according to other device parameters. Parameters such as splitter position, charge reversal, rotation speed, charging voltage and separating voltage. The <105 µm phosphate feed was concentrated under both triboelectrification and inductive charging. The use of inductive charging and charge reversal resulted in a significant increase in grade for <105 µm phosphate feed, with the P205 grade increasing from about 12 per cent to 20.50 per cent, and a recovery of 26.30 per cent under a single stage of separation. It was found that better separation was achieved at rotation speed of 6000 r/min, -8 kV charging voltage, and 25 kV separating voltage.

GE Industrial Systems has received a multimillion dollar contract from Bucyrus International to supply complete electrical systems for three new draglines. These machines will be installed at Coal India’s Northern Coalfields’ Dudhichua and Nigahi open cast mines. The Dudhichua and Nigahi mines are located south of Varanasi. They produce Type C and Type E coal for use in the region’s super-thermal power stations. The GE systems will power and control the drag, hoist and swing motions of one Bucyrus W2000 walking dragline at Dudhichua and two a Nigahi.

"The challenges encountered in the design and construction of mines and their process facilities today are becoming more intense and the engineering more competitive. The need to incorporate new techno1ogy to compensate for ever rising costs is always present, but its application in the harsh environment of Northern Canada increasingly requires the inclusion of new proven methods and innovative approaches to arrive at economically attractive projects.This paper deals with the development of the process design for the Cullaton Lake Gold Mine in the Northwest Territories. Particular emphasis is given to the interaction of the imposed construction and testwork schedules, and their effect on certain process decisions.The challenge that faced the project team may be defined by the following factors:1. A schedule which required that metallurgical testing, engineering, and procurement and delivery of all equipment and construction supplies should be complete within a period of ten months.2. Transportation of all personnel, equipment and supplies to the site by airlift, as no road was available or affordable.3. A six week period when transportation to the site was impossible.4. The extremes of temperature beyond the tree line in the Northwest Territories.5. A complete lack of infrastructure in the area."

To be able to continuously monitor the noise to which underground workers are exposed as a better way to help prevent hearing damage. The Approach: The Bureau of Mines has developed a Time-Resolved Audio Dosimeter which can be worn by miners to record noise level every 30 seconds and store It in a miniature solid state memory. Figure 1 is a photo of the dosimeter. [ ] How It Works: Acoustical noise is picked up by a micro-phone and fed to a sound level meter which produces a d-c voltage proportional to the A-weighted sound pressure level. (As specified by federal regulations, the A-weighted sound pres-sure level approximates the response of the ear by discounting the higher and lower frequency components of the noise.) This d-c voltage controls an oscillator which, together with related circuitry, produces a pulse train having a frequency that&apos;s proportional to the noise level.
