It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Phelps Dodge’s Morenci copper mine has had six drills, six track-dozers, 16 shovels, two loaders, and 90 haul trucks equipped with either Caterpillar, Aquila, or Modular GPS systems for nearly three years. The Caterpillar Computer-Aided Earthmoving System is an open-architecture system, which allows for inputs to enhance orientation solutions and system functionality. This system has begun a new phase that leads to an intelligent mining system. Optimization techniques of the current system and inputs are reviewed. In addition, some practical issues of implementing new technology in a mining environment have been identified to aid in this new phase.

The United States Bureau of Mines has made a study of roof control in 68 mines operating in the Pittsburgh coal bed in Pennsylvania, West Virginia, and Ohio. In making these studies, much information was also obtained on various exact methods of development and pillar extraction as practiced by this large group of mines. It is proposed in this paper to describe these methods, by which this group of mines in 1931, a year of reduced industrial activity, produced 28,123,000 tons of bituminous coal - 7.4 percent of the national production for the same year and an amount equal to the combined production of the coal mired in the States of Alabama, Colorado, New Mexico, Utah, and Wyoming. The results of these studies, insofar as they pertain to the prevention of injuries from falls of roof, have been published by the Bureau of Mines. In this paper only a few mines typical of each system will be described; however, should the reader be interested in other details with respect to these mines, he may refer to the following publications: T.P. 522, 1932, 43 pp. Falls of roof and coal in mines operating in the Pittsburgh coal bed in Marion and Monongalia Counties, W. Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. The roles of hydrocarbons and nitrogen oxides in smog formation were investigated by the Bureau of Mines. Samples of automobile exhaust with varying HC and NOx levels were irradiated in a smog chamber under conditions that resulted in smog levels similar to those observed in the atmosphere. Results were used to define the patterns that describe the dependence of a number of smog manifestations on HC and on NOx. Using these dependence data and some simplifying assumptions, estimates were made of the ranges within which HC and NOx must lie in order to obtain specified levels of air quality.

In 1985, at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined 18,700 acres of the 24,922-acre Eighteen Mile Wilderness Study Area to evaluate mineral resources. This study area is in east-central Idaho in Lemhi County, approximately 20 miles southeast of Leadore. The study area is underlain by Paleozoic marine sedimentary rock and Ordovician granitic rock. The sedimentary rock is primarily limestone and dolomite with a minor amount of siltstone. The Nicholia mining district borders the southern boundary of the study area. However, none of the district's mineral-bearing structures appear to trend into the study area. Just outside the northwestern part of the study area, on Clear Creek, is the E. J. Wilson and Sons? open-pit gypsum mine that operated until about 1977. About 120,000 tons of gypsum were produced from the mine for the cement plant at Inkom, ID, and for use as soil conditioner. Two theories for the origin of gypsum deposits are a hydrothermal source and a stratabound occurrence. Hydrothermal deposition is favored for this deposit. Occurrences of gypsum may exist in the study area. However, known reserves are adequate to meet needs for at least 800 years. There are no known mines, claims, or leases in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of part of the Eighteen Mile WSA (Wilderness Study Area) 1/ at the request of the Bureau of Land Management (BLM). The USBM examines and evaluates individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. The immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions. The long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

Criteria applicable to noise in coal cleaning plants are presented, and the generally applicable noise control principles and approaches are discussed. The operating characteristics and equipment of coal cleaning plants are described. Considerations entering in the selection and design of noise control means are delineated, and specific means for equipment noise reduction are described. The limited utility of acoustically absorptive materials in plant spaces is indicated, administrative means for reducing worker noise exposure are pointed out, and ear-protective devices are described briefly. The reduction of plant noise reaching nearby communities is discussed. Programs leading to quieter machines an coal cleaning plants are suggested.

These changes are required in order to meet today?s challenging business environment. Mining professionals are focusing on the development of safe and achievable mine plans to maximize mining value while reducing the potential of project delays and production shortfalls. This paper explores how new design tools, techniques and system designs in mine planning are being developed to optimize the value of every ton of ore mined and processed. To differentiate from other papers on long-term planning, this paper focuses on the concept of business planning at the mines. Business planning is the understanding and optimization of the relationship between mine plans and the value it adds in the overall process. The management and key stakeholders of Vale Inco have recognized that the development of a robust mine planning system and programs are essential for the long-term sustainability of the operations.

To provide cooler air to miners working in hot areas of mines, particularly new deep hardrock mines. Approach Air supplied to hot working areas of mines is cooled by passing it through a series of water sprays. How It Works Water nozzles mounted inside a section of ventilation tubing release cooling sprays of water into the air being blown through the tube. The prototype of the water spray cooler consists of six evenly spaced water sprays located inside a 10-ft. long section of 16-inch-diameter fiberglass ventilation tubing. See diagram. This section of rigid tubing is installed into one of the positive pressure ventilation tubing lines that conduct fresh air into working stopes. The intake manifold to the six water sprays is connected to the mine?s cool water line, and the water valve on the manifold is opened. Warm ventilation air being supplied to the stope passes through the water sprays, and is cooled by the lower temperature water.

Slags have been produced as by-products from pyrometallurgical processes for thousands of years, and have generally been regarded as waste. Many of these slags are no longer seen as residues merely to be discarded, but as potential economic sources of metals, or as useful by-products in their own right. Slag cleaning can enhance the recovery of valuable metals in existing pyrometallurgical processes, or can produce economic value from recycling old slag dumps. For example, a process has been developed and implemented industrially for recovering cobalt from copper smelting slag in a DC arc furnace. The relatively non-leachable behaviour of glassy slags allows them to be used as a very safe means of disposal of metallurgical waste streams, including many that are classified as hazardous. The high temperatures, reducing conditions, and good mixing that can be achieved in a DC arc furnace enable the effective functioning of this environmentally beneficial means of disposal. Lead blast furnace slag can be rendered safe for disposal by treating it using the Enviroplas process, which strips most of the hazardous lead from the slag (and traps the rest in an insoluble glassy slag) and recovers economic quantities of zinc by absorbing (in a lead splash condenser)the zinc vapour that is fumed off in the furnace. Another example can be seen in the recovery of a chromium- and nickel-containing alloy from stainless steel plant dust, while producing a disposable residual slag. The examples presented here illustrate that it is possible to develop processes that are both economic and environmentally beneficial. I will talk today about a porphyry copper exploration program now underway in the Amazon jungle in the southeastern part of Ecuador near the border with Peru. The project is unusual for two reasons: first the deposits are of Jurassic age, 153 m.y.o., which is unusually old for porphyry copper deposits and they may be the most significant pre-Tertiary age porphyry deposits known. Second, the district was found only six years ago which makes this the most recent discovery of a totally new porphyry copper district. The new porphyry district, known as the Zamora River Copper Belt, or the Corriente Copper Belt, is a north trending area 50 km long by 10-15 km wide, which is nearly aligned with the axis of the Jurassic age Zamora batholith and with the course of the Zamora river. Gencor in 1994 initiated a regional grassroots gold exploration program based on reconnaissance geologic mapping and geochem sampling which did not find a gold mine, but which identified the San Carlos porphyry copper system in April, 1995. In a later reorganization between Gencore and Billiton the Ecuador project was transferred to Billiton and between the Gencore work and Billiton’s a total of 10 porphyry copper systems were found over the next four years. In the period of 1997 - 1999 Billiton drilled a total of 11,000 meters of wide spaced core holes in the San Carlos, Panantza and Kutukus prospects. In October 1999 Billiton concluded a farm-out, joint venture agreement with Corriente Resources and Lowell Mineral Exploration for additional exploration of the Zamora property. This is funded by Corriente and managed by Lowell Mineral Exploration and a total of 28,000 m of core drilling was completed through August 2001. An immediate result of the Corriente Lowell project was the discovery of potentially commercial ore reserves in two new deposits at Mirador and Warintza. Additional closer spaced drilling was done in the Panantza deposit and additional drilling is planned at San Carlos, in targets related to Warintza, and elsewhere.

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

Goldcorp Inc.?s Red Lake Mine (RLM) is situated in the Red Lake Mining District, a history rich North Western Ontario mining community. Red Lake Mine formerly known as the Dickenson Mine has experienced various degree and type of bursting since the 1960?s. During the 1960?s burst were common in shrinkage stope box hole pillars. After discovering the High Grade Zone (HGZ) between its 30th and 39th levels, the mine has changed its mining method to mechanized cut and fill with cemented paste fill. The rock mass at RLM is mainly massive basalt-ultramafic and behaves in a manner consistent with massive brittle rock. This paper presents the use of empirical and numerical design techniques. The use of the Span versus RMR graph to determine critical stope spans at RLM and the use of numerical design techniques to determine the stability of the sills and post pillars. Selecting of a sill pillar dimension is illustrated using four different failure criteria?s. The four failure criteria are m & s failure criteria, the Pillar Stability Graph, deviatoric stress ???-?3), and induced stress level criteria ?1 /UCS, which are calibrated to RLM?s ground conditions. A wide range of case histories has been studied ranging from stable to highly burst prone ground conditions in order to calibrate the failure criteria to observed conditions and quantified to local micro seismic system.

The distribution of copper between liquid silver and liquid iron, Fe-C, and Fe-C-Si alloys was studied at 1600°C. From the data and the activity of copper in silver obtained from the phase diagrams, the activity coefficients of copper in iron up to 3 atomic pct are log y, = 0.90 — 2.4 N, and y": = 8.0. The effect of carbon up to saturation is expressed as log y = 1.8 Ni. The effect of silicon up to 11 atomic pct is insignificant. SLOWLY rising copper content of steel being produced is focusing attention on the lack of information on the behavior of copper in liquid steel. Chou' measured the activity coefficient of copper in liquid iron through its distribution between liquid silver and iron. He obtained a value of 9.12 at infinite dilution. Chipman' calculated the activity coefficient of copper in liquid iron at 1600°C from the phase diagram and obtained a value of 12. Ameiln and Pfeiffer- investigated the possibility of removing copper from liquid steel through the use of lead, silver, and bismuth as solvents. They also calculated that the activity coefficient of copper in liquid iron would be increased five or sixfold by addition of 4 pct C. Langenberg and Lindsay' are investigating the effectiveness of lead and sodium sulfide in removing copper from liquid iron. The experimental method was similar to that used by Chou' and Chipman and Floridis." Silver, copper, and iron were melted together, the copper distributing itself between the two layers so that at equilibrium a,.,, (in Ag) - a,.,, (inFe) and N,.,, (in Ag) yc,, (inFe) (in Ag). [21 N,.,, (inFe) Thus, from the concentration of copper in each layer and the activity coefficient of copper in liquid silver, the activity coefficient of copper in liquid iron can be calculated. The effect of an alloying element such as carbon on the activity coefficient of copper can also be determined from its effect on the distribution, provided the new element is essentially insoluble in silver. The one serious limitation of this method is the increasing mutual solubility of silver and iron in the presence of a third component. The mutual solubilities of pure iron and silver are negligible, but increase with increasing copper concentration beyond the range investigated. Ag-Cu System—The activity coefficient of copper in silver at 1600°C had to be estimated, since direct experimental data are not available. Kawakami" measured the heat of mixing of Ag-Cu alloys at 1200°C by a calorimetric technique. Scheil' calculated the heat of mixing in this system by use of the phase diagram, assuming that the solution is random and that the heat of mixing is independent of temperature. The terminal solid solution may be assumed to obey Raoult's law within the requirements

Detailed characteristics of gold from Pliocene auriferous quartz gravels from Waimumu (Southland) have been studied using a combination of optical microscopy, energy dispersive microprobe analysis and scanning electron microscopy techniques. The gold at Waimumu is classified as either: 1. detrital gold, or 2. irregular gold. A number of different morphologies a recognisable within each 'gold type'. Evidence is given for an predominently authigenic origin for some of the gold at Waimumu.

In the summer of 1937 the authors began a series of time studies of the various processes employed in' the production of crashed stone. These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summarizes of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling a t the same group of quarries. OBJECT OF STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

Construction of foundations for the Skyway Segment of the San Francisco Oakland Bay Bridge required innovative techniques due to the mass of the structures being inserted and the unique subsurface of the Bay. Twenty of the pier structures required large sheet pile cofferdams. Eight other foundations were installed in open water without cofferdams at the deeper part of the Bay. This narrative will present the initial planning, as well as the stages of installation, for each type of foundation. The first section will discuss foundation constructability modifications made during the initial planning phases of the project. Considerable effort was expended by Caltrans, the owner, T.Y. Lin the designer, and KFM (Kiewit/FCI/Manson) the contractor in modifying the design to assure that required tolerance would be maintained during the installation of the foundations. The final section will describe the steps required for installation including: initial access dredging, installation of cofferdams, preparation required to install the footing boxes, footing box installation, foundation support pile installation, and pile to box connections.

The source and transport regions of fluidised (transported) breccias outcrop in the Cloncurry Fe-oxide-Cu-Au district, providing insights into the origins of other fluidised magmatic-hydrothermal breccias such as kimberlites. Discordant dikes and pipes with rounded clasts of metasedimentary calc-silicate rocks and minor felsic and mafic intrusions extend several kilometres upwards and outwards from the contact aureole of the 1530 Ma Williams Batholith into overlying schists and amphibolites. The brecciation initiated at depths >10 km and may have resulted in surface breaching. We used analytical equations for particle transport to estimate clast velocities (eÆ 20 ms-1), approaching volcanic ejecta rates (up to 80 ms-1). The wide range of CO2 fluid inclusion densities (up to 150 MPa), the localisation of the base of the breccias in contact aureoles, and the scale and discordancy of the bodies suggests the breccia transport process was triggered by an abrupt release of overpressured fluid. At these depths, such extreme behaviour may have been achieved by release of dissolved fluids from crystallising magma, in combination with a strongly fractured and fluid-laden source, sitting under a strong, low permeability barrier, and such parameters may be analogous to the asthenosphere/lithosphere boundary in the case of kimberlite initiation. The relationship of these breccias to the Ernest Henry iron-oxide-Cu-Au deposit suggests they may have been either fertile or æfailedÆ orebody feeders.
