THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

The WBG recognizes that stakeholders have legitimate concerns about the impact of extractive industries, and management proposals are built around the central theme that investments and policy advice in the extractive industries should lead to poverty reduction. To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

No satisfactory theory has yet been advanced to explain what takes place when an explosive is fired in a mixture of firedamp and air. The only means of measuring the' danger is to fire the explosive into the gas mixture and note the effect, but the conditions of firing must be chosen carefully. This report is presented in the hope that it will assist in determining what method to use. The experiments have been designed to show the effect of the principal factors involved in the conditions of firing, and the results give information that seems to have some value.

Ball mills are commonly used for regrinding operations in the mineral processing industry. But, in recent times, efforts are being made at the introduction of stirred mills particularly for those instances where very fine grinding is required. Media type (steel shot, glass beads, alumina balls and crushed quartz), media size, mill speed and the number of passes required to obtained the target product size are studied. The product size and energy consumption are used in the evaluation of the test results. The grinding media size, shape, density, filling ratio, mill circumferential speed and grinding time play a distinct role in product size fineness.

Various factors that control the natural flotability of talc, including differences due to crystal face and edge effects, were delineated. For study of talc depression phenomena, dextrin was used as a model depressant. For the enhancement of talc flotation, dodecylammonium acetate (DDAA) was used as the collector. The interaction of DDAA with talc was assessed by flotation experiments and electrokinetic (zeta potential) measurements, from which the role of hydrophobic bonding can be demonstrated. The results presented in this paper provide useful information on how the crystal chemistry and surface chemistry control the electrical double layer, adsorption phenomena, wettability, and flotation behavior of talc in aqueous media.

In the mineral-processing field, bioleaching of metal sulphide concentrates is currently operated in very large mechanically agitated tanks. Such bioreactors have considerable requirements in terms of power consumption for mixing, aeration and heat transfer. The use of slurry bubble column, where the particles are suspended by gas motion as well as by liquid upward flow, could be an alternative to achieve bioleaching in more economical conditions. In order to compare these two techniques, a unit of stirred reactors in cascade and a bubble column were comparatively operated at laboratory scale in the bioleaching of a pyrite concentrate. For both pieces of equipment, experiments were performed not only in batch mode but also in continuous conditions.

Bortech’s BoreClad corrosion protection system will be displayed at MINExpo. BoreClad is an innovative system for inside diameter cladding of nozzles, tubes and other circumferential devices. Pressure vessels, mud pumps and other mining equipment must be protected from corrosive caustic chemicals. Usually manufactured from mild steel, they can be clad with a protective material, such as stainless steel, to provide corrosion resistance. However, most welding processes leave voids where corrosion can damage the base metal. BoreClad provides void-free welds by combining gas metal arc welding with automated feed and rotation of chuckable parts. Workpieces of up to 915-mm- (36-in.-) long with a 460-mm- (18-in.-)swing can be clad with stainless steel, Iconel or other exotic metals. "In late 1985, B-zone ore was first processed through the Eldor Mines mill at Rabbit Lake. Extensive modifications had been completed in order to mill this ore. In-plant process development was initiated to tune up the new circuits and concentrated on leaching, solvent extraction, impurity and uranium precipitation and tailing and effluent treatment. This process development effort and the results are described.INTRODUCTIONEldor Mines, a division of Eldorado Resources Limited, operates the Rabbit lake mine-mill complex at Collins Bay on the western shore of Wollaston Lake in northeastern Saskatchewan.The first orebody was discovered in 1968 by Gulf Minerals Canada Limited below a small body of water named Rabbit Lake. Ore from the Rabbit Lake (RL) deposit was first processed through the new mill in June, 1975, with depletion scheduled over the next ten years. Continued exploration in the area led to the discovery of four orebodies in the vicinity of Collins Bay: A-zone (1971), B-zone (1977), D-zone (1978) and Eagle Point (1980). Collins Bay is about ten kilometres from the mill facility.In 1982, Gulf Minerals was acquired by Eldorado Nuclear Ltd., who continued the development effort to bring the B-zone deposit into production. The RL pit was mined out in May, 1984 with stockpiled ore providing mill feed until startup on B-zone ore, which was scheduled for November, 1985."

Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Rock bolt integrity is a critical issue for the mining industry because of its influence on the safety of mining operations. Guided ultrasonic wave testing of the defects associated with resin-anchored rock bolts was investigated. Axisymmetrical and three-dimensional finite element models were built, one of a partially encapsulated bolt and the other of a bolt with a simulated local corrosion crack. Experimental bolts were then installed in a testing block and typical responses were compared to finite element models of different defect scenarios. Encouraging results were obtained for the smaller axisymmetrical and three-dimensional finite element models, as well as during the experimental investigation. It is recommended that software with energy-absorbing elements should be utilized to consider higher frequencies and longer bolts. Once the integrity of models such as these has been established, the models could in principle be used to train neural networks for use in commercial equipment to determine the integrity of the installed bolt.

The Rock Mass Rating (RMR) system is an internationally recognized classification system that can be used for preliminary ground control design. The RMR system assigns quantifiable values to predefined classified parameters of a rock mass. Assigning a single value rather than a range to each parameter is a source of uncertainty, however, assigning a single value can be useful for further studies related to RMR ratings. Fuzzy systems are being used in an increasing number of application areas where linguistic rules are used to describe the system. In past decades, fuzzy systems have been successfully used in geotechnical and mining engineering problems to cope with uncertain data as well as with vagueness. In such scenarios, linguistic rules and rating-based classification of rock masses have always been questionable. The objective of this study is to apply fuzzy set theory to the RMR classification system. The fuzzy system proposed in this study is specified for weak and very weak rock masses (RMR<50) based on data collected from Nevada gold mines where 68% of RMR data is in the ?poor? and ?very poor? classes. In this approach, a Mamdani fuzzy algorithm has been constructed to evaluate basic RMR89 rating for the ?wet condition.? Comparison between basic RMR89 and fuzzy RMR shows the fuzzy RMR system is valid to predict RMR from the discrete rating of each input parameter.

Thickness of the bottom is determined to be sufficient for locking magnetic lines of force of the magnets on each other. The magnets of rectangular plate shape are placed on the rough bottom, covering the whole surface or with spare areas; the magnets are placed across the trough with alteration of rows with the same pole orientation."

By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

The introduction and subsequent ascendancy of autogenous and semi-autogenous milling for comminution circuits has undoubtedly lead to many economic advantages. From a process viewpoint, however, at least one downside has been the sensitivity of these machines to process input variations. Foremost among these is ore competence, though feed size comes a close second. This sensitivity is due to the reliance of ag/sag mills on the feed ore for their grinding media competence and size. Autogenous (ag) mills are the most sensitive in this respect with semi-autogenous (sag) mills being increasingly less so as the ball charge is increased. Increasingly designers and operators are recognising the importance of feed size and the benefits of manipulating it to improve performance. This has been achieved by installing additional crushing/screening capacity ahead of the ag/sag, better operation of the primary crusher, better control of segregation cased by stockpiles and bins and by changing blast design/practices to modify the ROM size distribution. This paper describes the influence of feed size distribution on ag/sag mill performance with reference to a range of plant data. It particularly concentrates on how changing blasting practice to modify ag/sag feed size can have a considerable overall benefit.

QIT Madagascar Minerals (QMM)’s heavy mineral sand deposit located near the Village of Fort Dauphin, Madagascar was recently drilled using Boart Longyear Company’s Mini-Sonic drill. Continuous sand core samples were obtained to a depth of up to 30 meters for analysis and compared with the existing drilling data. Results were used as part of a validation process of the resource estimate, based on approximately 1,500 exploration holes drilled to date.
