INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

This paper describes a method for estimating the density distribution in the soil cap as a function of distance from its top at the time of impact with the target. It provides an estimate of the density distribution in the soil on the center line of the soil cap at the time of target impact for a single depth of burial of the charge and two heights of target and shows that, for the heights of target and the depth of burial considered, the thickness of the soil cap first increases from the in situ value and then decreases. The distribution of soil density along the centerline of the soil cap changes significantly with distance from its original position. These results can be used for validating hydro-code computations and the soil models used in the computations.

The paper describes an improved process for the recovery, purification, and concentration of copper values from acidic dump leach liquors. The process employs a new liquid ion exchange material (LIX® 64 reagent) capable of separating copper values from iron and other impurities common to dump leach liquors in the typical pH range of 1.4-3.0. Properties and performance of the reagent are discussed. Design scale-up information for both pilot plants and commercial installations, including preliminary economics, are presented. Economic considerations include the production of electrolytic copper from the purified copper aqueous concentrate. INTRODUCTION Since the commercial acceptance of the liquid ion exchange process in the mineral processing industry, it has been predicted that a wide selection of chemical reagents to efficiently and economically separate many metals in solution under a wide range of conditions would be commercially available. Several years ago, General Mills began a basic research and development program to determine if it were possible to develop a reagent to extract economically metallic ion from existing process streams. Progress toward reaching this objective was reported in late 1963, when development of quantities of LIX -63 reagent, a highly selective reagent for the extraction of copper, was introduced. The properties of this reagent are described in a previous paper.&apos; The development work with this reagent indicated that perhaps the largest potential application for a copper extractant, the treatment of acidic dump leach liquors, would not be economically possible with LIX-63 because of limitations of the reagent to extract copper below a pH of 3.0. The relatively small pH adjustment required with LIX-63 would result in a significant processing cost and the undesirable precipitation of ferric hydroxide from the liquor. This pointed to the need for another copper extractant which would extract copper from dump leach liquors without pH adjustment. General Mills was successful in synthesizing a molecule which does not have the pH limitation of the LIX-63, yet possesses the selectivity-solubility properties required of a metallic extractant. The resulting LIX-64 reagent broadens the pH range from which copper can be effectively extracted and separated from other metallic impurities. Of special significance is the fact that the reagent, LIX-64 was developed by combining the technical requirements of a specific problem in hydro-metallurgy with theoretical organic and physical chemical principles.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

Humankind&apos;s interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

Phosphorous segregated at grain boundaries during solidification and heat treatment dramatically decreases low temperature toughness of precipitation hardened Fe-Mn-Al-C austenitic steel. A thermodynamic analysis was performed to evaluate the possibility of decreasing P and subsequent segregation by Ca- and Ce-additives in the melt. It was shown that the predicted probability of forming a P containing compounds depends on melt composition and treatment sequence. Experimental heats were performed and several micro- and macro-structural effects of Ca- and Ce-additives were recognized by using an automated inclusion analysis technique.

"The first SkimAir flash flotation cell was installed in Outokumpu’s Hammaslahti Copper Concentrator in 1982 to prevent overgrinding of soft sulphides in the milling circuit. Since this first installation the popularity of the flash flotation has fluctuated depending on metal market conditions and regional preferences. Units have been installed in many commodities including copper, lead, gold, PGMs, silver and nickel. Though it has been successfully employed in many operations around the world, flash flotation technology is still not well understood by many in the mining industry. This paper will discuss aspects of flash flotation flowsheet development along with some of the metallurgical and engineering considerations required to successfully incorporate flash flotation into new or existing milling circuits. This paper will also try and debunk some of the myths that exist around flash flotation cells and their operation. Case studies of flash flotation implementation will be discussed.IntroductionModern flash flotation technology was developed several decades ago by Outokumpu, with the first commercial installation of this technology being at the Hammaslahti concentrator in Finland in 1982 (Kallioinen & Niitti, 1985). This was a relatively modestly sized SK80 cell producing final grade copper concentrate directly from the flash flotation cell operating in the grinding circuit. Since that time the size and number of flash flotation cells installed globally has grown considerably to the point where today, it is a widely known application of flotation technology for amenable ores. Owing to their long history in developing the technology, Outotec are the market leader with their SkimAir range of flash flotation cells. Though there is a general awareness of flash flotation process in the mineral processing industry, there is a lack of detailed understanding of the process and the benefits it can provide to new and existing operations."

In Japan, pile foundations have been used extensively for buildings, bridges and port facilities. A large number of steel pipe piles were first used in the 1960&apos;s and the amount of steel used in foundations increased by 1973 to one million tons. This report describes current practice in the actual use of large diameter and long steel pipe piles in Japan, related to their performance: including consideration of pile size, hammer types used for driving the results of field tests measuring stress occurring in the piles and the driving formulae currently being used in practice in Japan.

The Building Research Establishment installed a base load cell in a driven cast-in-place pile prior to it being tested under vertical load. The monitored base loads were found to be significantly less than could have been predicted by current design methods. The less than expected capacity was attributed to the drilling out procedure. An electro-level system installed in a second similarly formed pile, provided detailed information on the performance of the pile under lateral load. The information obtained was used to check several current design methods for laterally loaded piles. The findings show the potential dangers of attempting to improve design parameters from only limited performance data.

The paper is a general review of practice in design of sub-level open stopes in Northern Rhodesian copper mines and gives examples of some interesting developments during the last five or six years. It discusses the effect of hangingwall subsidence and the methods used to combat rock pressure on working areas.INTRODUCTIONAll producing mines on the Northern Rhodesian Copperbelt have large ore reserves and are designed for high rates of production. The three mines (Mufulira, Rhokana Corporation, and Roan Antelope) where sub-level open stoping is used, hoist from 250,000 to over 400,000 short tons of ore a month so that any stoping method used must be adaptable to concentrated&apos; mining. Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

K.A. Grace&apos;s article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed.) Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing.

The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

Probably no other country or coutinent has so many rich deposits of various different minerals as Australia. Long ago in the days of my boyhood in the old land the marvellous discoveries of high percentage copper at Burra Burra, Peak Downs, Yudanamutana, and other mines, was one of the principal themes of conversation in mining circles whilst the specimens of malachite, azurite, etc, brought home by returning miners were the admiration of my boyish eyes.Later on the WalIaroo and Moonta mines still further helped to heighten the reputation of Australia as a copper-producing country. During the 21 years that the writer has been resident in the Australian colonies, other mineral deposits have sprung into prominence, and with a Mount Bischoff for tin, a Broken Hill for silver and lead, and a Mount Morgan for gold, Australia can now boast that it has had within its borders the leading mines of the world, in four different minerals, and still at least maintains that pre-eminence in gold, silver and tin. To the miner from the old land, Australian mining is at first a revelation and a wonder. In very many instances he looks in vain for the regular strike and dip of the veins he has been accustomed to&apos;Smooth hanging and foot alls are often wanting. &apos;Huge irregular deposits, like those mentioned above, viz., Burra Burra, Mount Bischoff, Broken Hill, and Mount Morgan, are mysteries that will take time to fathom-if, indeed, they are ever thoroughly understood and in many a smaller deposit there is much to interest alike the professor in the college and the miner in the mine.
