A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

The Canada Line is a 19km long automated light rapid transit system with 16 stations in Vancouver, BC, Canada. The Concession was awarded to InTransitBC to design, build, partially finance, operate, and maintain the system for 35 years. The project must be complete by November 2009 to be ready for the 2010 Winter Olympics to be held in Vancouver and Whistler, BC. The bored tunnel section consists of 2.45 km of twin bored tunnel and 3 stations. The station work is limited to the excavations and temporary support necessary to facilitate the bored tunnel works. A joint venture between SNC-Lavalin Constructors Pacific and SELI (SSJV) has recently completed the design and construction of this section. Work for the bored tunnel commenced in November 2005 with shoring and excavation works for the tunnelling operations pit that will become Olympic Village Station and will be completed in the spring of 2008. The tunnels were driven with a 6m diameter Earth Pressure Balance Tunnel Boring Machine (EPBM) and lined with 250mm thick, 5.3m diameter precast concrete segments. Seven hundred and fifty meters of each tunnel were driven through glacial and interglacial deposits of sand, silt, and clay with granitic boulders. The paper discusses the challenges faced in negotiating these soils which contained unforeseen geological conditions. These conditions were overcome by developing a systematic approach to Risk Management that included thorough risk assessments, regular risk management meetings with the participation of two of the world?s leading EPBM experts, Professor Eisenstein and Professor Kovári, and by the ability of the construction team to effectively analyze and mitigate problems.

In the blasting industry, even to the most safety conscious shotfirer, misfires are a constant source of concern. In the United Kingdom, there are two types of misfire, as classified by the Health & Safety Executive. Type A occurs when testing a shot before firing reveals broken continuity that cannot be rectified. However, due to the fact that a majority of quarries use non-electric initiation [i.e. shock tube] that cannot be tested, this type of misfire is very unusual.

Zarshuran gold deposit, with the total reserves of some 12.5 million tons of 4.18 g/ton ore, is considered to be an important gold mining project in the area. In this paper the feasibility studies of the whole project is carried out on the basis of several economic variables. Given that mining data are often of uncertain nature, these economic variables have therefore been estimated under the conditions of uncertainty. The resultant Net Present Value is hence also obtained under the same conditions. For this purpose, a model is first devised with the help of Excel and COMFAR software. The model is then developed that considers different scenarios which would result in different expected values for the economic variables. It is concluded that the NPV of the project is most sensitive to gold and silver price and that other variables such as discount rate, operating and capital cost all affect the feasibility of the project with lower degree of severity. Finally, risk analysis is also carried out using Mont Carlo technique, in order to estimate the most probable value of NPV. The average NPV calculated in this way is US$ 49.7 Million, whilst without due consideration of risk, this would be US$ 36.6 Million. The techniques used, together with the procedures adopted in this paper, can be used in feasibility studies of all mining projects. Such decision would result in more accurate Net Present Values than expected from other frequently used methods.

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft3/sec) of water into Southern California. The 13 km (8-mile) tunneling project is well underway and consists of two, 5.8 m (19-foot) diameter TBM bores through extremely variable geological conditions. The tunnels lie near the base of the San Bernardino Mountains and several significant faults including the San Andreas Fault run within one kilometer (0.6 miles) of the tunnel alignment. Numerous other significant faults cross the tunnel alignment and water pressures in the tunnel have been recorded as high as 20 bar (300 psi). This paper describes some of the problems and challenges encountered and the solutions implemented to advance the two hybrid TBMs under conditions that ranged from hard rock with no water inflows to full-face granular material under 10-bar pressure and in excess of 32 l/sec (500 gpm) inflows. Due to the range and severity of ground and water conditions actually encountered, the Owner-Contractor-Designer team eventually found that adjusting the means and methods to be more responsive—virtually on a day-by-day basis—was needed to suit the conditions

In March 2012 a combined BHP Billiton and Hatch team embarked on a program to improve the concentrate burner efficiency of BHP Billiton’s Olympic Dam copper flash smelting furnace. A multi-faceted approach including an analysis of the furnace using operational knowledge and first principles engineering led to the design and supply of a new central-lance (disperser). A new, patented, swirl method of introducing the copper concentrate into the furnace was developed to integrate with the existing concentrate burner. Plant trials in 2014 demonstrated an increase of nearly 10 percent in the oxygen efficiency of the furnace. A coal waste disposal dam failed on Buffalo Creek near Saunders, West Virginia, on February 26, 1972. This accident resulted in the loss of 125 lives, left over 4000 people homeless, and resulted in millions of dollars in damage to several downstream communities. As a result of this tragic event, major changes occurred in the mine waste disposal practices used by the U.S. coal industry. This paper summarizes changes in U.S. coal-waste disposal practices in the nearly 35 years since the Buffalo Creek dam failure and identifies safety issues that need to be addressed for continued improvement. While many organizations and individuals have played roles in the improvements that have occurred, this paper focuses on the role played by MSHA and its predecessor agencies.

Achieving substantial reductions in the exposure of underground miners to diesel particulate matter in a number of metal and nonmetal mines in the U.S. depends on the ability of the industry to widely implement advanced diesel emissions control technologies, primarily diesel particulate filter (DPF) systems. Recent field studies showed that diesel particulate filter systems with Cordierite and silicon carbide ceramic filter elements are capable of reducing concentrations of diesel particulate matter and elemental carbon by more than 70 and 90 percent, respectively. But those studies and several other attempts to implement DPF systems in underground mines revealed a number of relatively unique technical and operational challenges that are limiting industry-wide implementation of this technology. This paper provides detailed analysis of some of those challenges and short overviews of several projects launched by NIOSH Pittsburgh Research Laboratory in an attempt to provide the underground mining industry with more adequate DPF systems. These systems employ advanced technologies to overcome the most pronounced challenge, the regeneration of DPF elements installed on mining engines that generate relatively low exhaust temperature. This paper presents essential findings obtained through a long-term evaluation of DPF system with diesel fuel burner technology installed on a heavy-duty load-haul dump vehicle in an underground metal mine. In addition, the essential results of the laboratory evaluation of a popular on-highway DPF system which was adapted and optimized for underground mining applications will be summarized in this paper.

This paper introduces a new, safer bulk emulsion loading system for underground mining operations. The features and benefits of the equipment, along with the use of Dyno Nobel Inc. patented gassed emulsion technology, is summarized in the application of a stope blast with very difficult and complex ground conditions. The paper describes methods used to optimize the amount of energy required to break the ore while protecting the integrity of the surrounding backfilled pillar.

During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation. Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

"The Kemess Mine, a major producer of gold and copper, is located in north-central British Columbia. Kemess was brought into production in May 1998 by Royal Oak Mines. On February 11, 2000 Northgate Exploration Limited acquired Kemess Mine from receivership. Since acquisition in 2000 Kemess has seen many accomplishments, including the reduction of costs by 40%.One of the largest site capital costs was the construction of the tailings storage facility dam, which when finished will be one of the largest earth filled dam structures of its type. The existing construction design by AMEC called for a kilometer wide rock dam to be built from the 1350 M elevation to the 1504 M elevation at a 5.5:1 slope by hauling over 30 million tonnes of non-acid generating waste rock 7-kilometers from the open pit to the tailings dam, which was highly expensive.Kemess realized an opportunity for cost reduction was possible if the dam could be built from suitable quality tailings sand; however the sand did not meet the neutralizing potential ratio specifications. It was determined that cycloning combined with flotation to reduce pyrite concentration in the sand would produce a non-acid generating product for dam construction. The sand plant design challenges were to remove the sulphides from the tailings to obtain an NPR greater than 2:1 and provide a consistent sand product for the construction with a fines content of less than 15% passing 200 mesh. After a 2-year testing design and construction period, the sand plant was successfully started at the end 2002 resulting in higher than expected sand quality and production rates.This paper describes the plant design phase, commissioning, and operation of the tailings sand plant for construction of the tailing storage facility dam to enable us to meet all the engineering and regulatory requirements. The many challenges faced were successfully met using several innovative designs. The operational, economic, and environmental benefits are detailed."

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. Laboratory and pilot plant investigations aimed at recovering gold as an electroformed sheet from gold eluate and gold leach solutions and slurries are discussed. The electrolytic test work undertaken makes use of high surface area electrodes, in particular nickel-chrome foam metal and activated carbon, as well as ultrasonic activation. The process involves initial gold electrowinning (or adsorption onto activated carbon), followed by gold electroforming, both operations being carried out in a specially designed reactor. The pilot plant work mainly involved the treatment of gold eluate solutions from a South African gold mine containing 600 mg/L Au: some tests were also carried out on gold leach solutions containing 6 mg/L Au. In the former case, very efficient gold extraction onto the foam metal cathode was achieved using electrolysis combined with ultrasonics. The polarity of the gold-loaded cathode was then reversed and, using a replacement electroforming electrolyte, gold was electroformed in situ onto a polished stainless steel mandrel, from which gold sheet was subsequently removed. In the case of leach solutions, pilot plant tests confirmed laboratory findings that in the presence of calcium (resulting from the lime used during the leaching process) no electrowinning is possible. Laboratory tests showed, however, that when sodium (in the form of NaOH or Na2CO3) is added to the leach solution, electrowinning can indeed take place. Alternatively, if a special activated carbon electrode is used (without current), the non-ionic calcium aurocyanide complex is adsorbed on to the activated carbon. When a gold-loaded activated carbon electrode is made anodic in a gold electroforming electrolyte, gold electroforming is feasible, although the efficiency is very low. The possible implications of these developments for gold recovery are further examined.

Information and communication technology (ICT) is seen as a key source of future productivity improvements in mines. The information technology infrastructure (ITI) necessary to achieve these productivity improvements will come in the form of data integrated from multiple source systems throughout the mining value chain. Two pure approaches are available: supplier-controlled or operations controlled data structures; each strategy has its own advantages and disadvantages. Case studies involving the South African mining industry are used to demonstrate the advantages of using hybrid-controlled data structures. Depending on the level of operational control, new skills are also necessary to be learnt by mining professionals including: information engineering; creating consistent and quality data; and process improvement techniques that use the integrated data for improving the operation.

From presently available components a portable, rugged, reliable apparatus can be built which will be able to detect methane concentrations of 0.1% and lower in air. Sensitivity and design considerations of the apparatus are given. Ways to build even simpler and cheaper apparatus in the future are indicated. Traditionally the problem of detecting and monitoring the presence of dangerous gases present in small concentrations in air has been a difficult one. Whether canaries,' or sophisticated chemical or thermal conductivity methods are used, they seem to be either slow, cumbersome, or otherwise not completely satis factory. A seemingly natural way of gas detection is to measure the strength of absorption undergone by light of a wavelength that the gas to be detected absorbs. This method has been difficult to apply in view of the low power output over a narrow wavelength range in the infrared from traditional glow bar light sources. Besides, the apparatus to select such a narrow band of wavelengths is quite costly and complex. The use of a laser solves these problems simultaneously. Although a variety of lasers are available to detect a variety of gases (such as carbon monoxide or methane) whose early detection would be desirable, this paper deals exclusively with the use of lasers for methane detection. ABSORPTION SPECTRUM OF METHANE IN AIR The absorption spectrum of pure methane is very well known.2-4 There are four fundamental vibrations, all occurring in the infrared of which only two absorb strongly. They occur at 3.3 µ and 7.7 µ. The absorption spectrum is quite complicated due to the fact that the methane molecule can rotate in a variety of rotational quantum states. These rotational states are furthermore split by anharmonic forces such as the Coriolis force.4 When methane is present in air at atmospheric pressure, much of the very fine structure due to the anharmonic force is washed out since the pressure broadening is of the same magnitude as the splitting due to anharmonicity. For most of the spectrum at 3.3 µ, the rotational lines are typically separated by 0.01µ while the individual linewidth is 0.0001 µ. It is thus very important that the laser emit at a wavelength that coincides with one of these rotational lines. Keywords: inclusions, slag, modeling, interfacial energy, capillary force, particle flotation, particle separation A previously introduced model of inclusions separating across a steel-slag interface, developed by Nakajima/Okamura and Bouris/Bergeles, is expanded to include different inclusions shapes (octahedral and plate-like, besides spherical) as well as comparison between model ladle-, tundish-, and mold-slags. Investigation of the relation of these shapes with the interfacial capillary force ? which arises due to the dynamic interfacial energy during separation ? has shown that the force has a significant effect on whether the inclusion separates rapidly or settles at the interface. For the slags considered, the most significant physical property is found to be viscosity, which resulted in fast separation times for inclusions in the mold and ladle slags, relative to the more viscous tundish slag. Particle dissolution (using experimental data) is included in separation modeling.

Arguably, one of the most significant technological breakthroughs that had been experienced during the period when British Coal was the major coalmine operating company in the UK, the use of rockbolts as principal support in underground roadways brought with it the need to re-assess the technical knowledge, management controls and legislative frameworks associated with the support of mine workings. Following a major roof fall in a roadway supported principally using rockbolts in which fatalities occurred, the process of the design of rockbolted support and the systems and procedures that had been put in place to control its use in the UK were further reviewed. The paper discusses the outcome of these reviews, and how the incident initiated a major new interest in strata control research in the UK against the background of the fragmentation of the ownership of the mines following the sale of the former British Coal assets at the end of 1994, together with the proposed introduction of new strata control legislation in 1996.

Investigation of the "whole-rock" major element geochemistry of the Broken Hill lodes and of the rocks immediately enclosing them has been carried out on the full lengths of 19 diamond drill cores transecting B lode,A lode, No. 1 lens and Lead lode in The Zinc Corporation Ltd.-New Broken Hill Consolidated Limited, at the southern end of the line of lode.It appears that the abundances of all of the principal "non-sulphide components" - Si02, AI2O3, Ti02, CaO, MgO, MnO, K2O, TiO2 and P203 - are closely tied to the incidence of sulphide. The well-known direct relationship of calcium and manganese with the incidence of sulphide is confirmed, and to this is now added the pairing sulpnide-phosphate, which is particularly welldeveloped in the zinc lodes. It is also now shown that there is a clear inverse relationship between sulphide on one hand and AI2O3, Ti02 , MgO, and K2O on the other.Total Fe-which is an important constituent of both sulphide and non-sulphide-appears to occur in essentially similar amounts in ore and enclosing materials. The incidence of Na20, while generally depressed in ore, issomewhat erratic and equivocal. Si02 and sulphide usually show a highly systematic inverse relationship-a feature stemming inevitably from their being by far the two most abundant, and hence two co-dominant, materials ofthe ores.These features of elemental abundance are interpreted in the context of seaflooor hydrothermal ore deposition to give some insight into the amount and nature of detrital and of chemical sedimentation, the formation and accumulation of different clay minerals, the chemical and physical characteristics of the bottom waters, and the reasons for the comparative paucity of iron in the Broken Hill lode.
