Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

"Building and operating tunnels has been a highstakes endeavor in terms of costs, complexity, safety and impact on contractors, owners and the public for a long time. There are many variables that need to be closely monitored and managed to construct a tunnel on-time, on-budget and safely. Once built, there are also many elements that need to be monitored and managed to operate a tunnel safely and efficiently.Fundamentally, the risks to the safe and efficient construction and operation of a tunnel are a function of the degree of harm and the likelihood of the harm occurring. From a cyber security perspective, risk assessments used to inform decision makers and support risk responses are typically based on identification of relevant threats; internal and external vulnerabilities; the impact that may occur given the potential for threats to exploit vulnerabilities and the likelihood that harm will occur. This article focuses on creating awareness of vulnerabilities associated with technology used in tunnel construction and operation and some of the challenges associated with remediation of these vulnerabilities. As we all know, technology has been evolving at an accelerating pace and infiltrating every aspect of our lives in new and often exciting ways. In the world of tunneling, sensors and systems that provide position and time have become accurate, rugged and cost-effective enough to come out of the research labs and into the equipment and systems used every day. There are many opportunities to employ connected computing devices and sensors to costeffectively capture, integrate and analyze key data with minimal latency to manage risk better, improve safety and avoid surprises."

"In South West Africa diamonds are mined from ancient beach deposits by the Consolidated Diamond Mines of South West Africa, Limited.To improve the control of mining production, a computer is used for the calculation of statistically more accurate and homogeneous ore blocks. Geological and sampling information has been digitized and stored on magnetic files.The figures derived for each block entail the calculation of the diamond size frequency distribution, the diamond density distribution and the ore reserve by using the density distribution.The diamond size frequency distribution is used for estimating the revenue in an ore block.A description is given of how a linear programming system can be used for production planning."

The Deep River coal field is in Chatham, Lee, and Moore Counties, N. C. The coal-bearing part of the basin is about 35 miles long and 5 to 10 miles wide. Sanford, the county seat of Lee County, is the largest town in the area, with a population of 10,000. Four railroads provide transportation to the area, and four United States highways and improved county roads provide easy access to the field. The Carolina mine at Farmville is the only operating mine in the field. The mine was opened in 1921 by two rock slopes driven from the surface to the Cumnock bed. Mining operations continued intermittently until 1945 and then stopped. In the fall of 1947 the mine was reopened by the newly organized Raleigh Mining Corp.

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

"Soil properties within a construction project area are analyzed during the planning phase. However, it is only possible to achieve selective soil exploration, even in the case of very extensive investigatory programs, which results in a certain soil risk and uncertainties for planning and execution.Therefore, the application of monitoring systems is becoming increasingly important in the field of geotechnics. The application of suitable monitoring systems for these particular purposes provides considerable knowledge relating to the load bearing behavior of the soil and the ground anchor. Applications that present major challenges to measuring anchor forces include back-anchorages of long-lasting and very deep construction pits, construction pits in urban areas, slope and embankment supports for track and vehicular routes, port and lock structures, and uplift control. Apart from overseeing individual construction stages, monitoring systems analyze the interaction between the soil and structure throughout the latter’s entire life cycle and safeguard the functional capability of the applied system components. Geotechnical construction projects can be adapted, optimized and carried out with enhanced safety from the information obtained.Conventional Monitoring SystemsThere are numerous approaches for determining anchor forces of bar or strand anchors. Lift-off tests and measurements with load cells are the most common methods.Lift-off Test: Lift-off tests provide a possibility to monitor the prevailing force in strand or bar anchors. The entire anchor head structure is lifted using the appropriate equipment. The steel tendon is prolonged, or in the case of strand anchors, a screw-on cap holds the wedge carrier so that a tensioning jack can be mounted above it. Then, the tendon is prestressed until the lower anchor nut (bar) or wedge carrier (strand) is lifted off from the anchor plate. The intersection of the two straight lines in the figure represents the force at which the anchor nut or the wedge carrier lifts off from the anchor plate. Thus, the intersection displays the actual load of the anchor. This form of anchor force control gives conclusive results, but at the same time requires extensive accessories and extra personnel to execute the test. For this test, a sufficient bar overhang must be available, the wedge plate must possess an external thread, or there must be a strand overhang of at least 24 in (60 cm). Furthermore, the anchor head must be freely accessible and in a position to be reached with the necessary equipment."

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests. Each ore is an individual problem until the association of the gold has been determined. Knowing the problem through the interfering minerals or elements, the solution often is only the application of part of a former known practice as an auxiliary or additional feature. In the treatment plan for most gold ores, it has been the custom to try each of the usual recovery methods or combinations thereof, accepting the best results on a basis of the lowest cost. A better plan includes knowledge of the association of the gold and the various minerals from which it is to be recovered. This presents reasonable foresight into the problems that should be expected and permits some provision for avoiding probable difficulties. The preliminary work should include: Determination of the percentage of free gold with classification showing size of gold particles to be expected; determination of the percentage of gold associated with each mineral and whether it be freed from the mineral by crushing; and an analysis of representative samples of the ore to include other valuable minerals and the form in which they occur.

Organisations are starting to develop processes for achieving sustainability principles they have defined for their organisation. The foundation for these principles is now well accepted. The definition of a sustainability framework is a good starting point for any project. The delivery of the framework requires the organisation to think differently about how project objectives can be met. New tools are becoming available to help achieve the sustainability outcomes for the projects. This paper will examine the project building blocks that are necessary to ensure the sustainability framework can be achieved for the project. These include new approaches to decision-making processes and evaluation tools and when to apply them. An integrated approach with shared expertise to project delivery, which is applicable to the whole supply chain, will be discussed. This will cover sustainability procurement, integrated waste management, cleaner production and eco-efficiency, sustainable products and disposal. A project toolkit will be presented and some key project tools identified. The need for management support in undertaking these new approaches is critical, as is the need to develop partnerships and cooperative management to facilitate delivery.

A comprehensive production research program, now in progress at the Petroleum Experiment Station of the Bureau of Mines at Bartlesville, Okla., includes studies of the displacement of petroleum from sand by detergent solutions. An earlier report (12)2/ presented the results of an extensive research program to determine the value of detergents as floodwater additives. This report presents later results of the detergent-testing program (13, 17). Although water-flooding methods and controls are constantly being improved to increase the production of oil from secondary-recovery operations, considerable crude oil commonly remains.in place after a water flood has been terminated. Therefore, the possibility of improving the efficiency of a waterflood by the use of detergents is of increasing interest. The effects of many substances on the efficiency of water flooding have been investigated in laboratory studies (5, 11, 13, 17, 19, 24). Of the various sub-stances tested, only surface-active agents were consistently effective in removing oil from sand. Results of laboratory studies presented in earlier reports (9, 11, 12, 13) show that many detergent solutions effectively displace petroleum from sand surfaces under varying conditions encountered in centrifuging, manual and mechanical agitation, ultrasonic vibration, and imbibition.

The gravity recoverable gold (GRG) parameter reflects liberated gold or gold-dominated composite particles that can be recovered by gravity separation. Recoveries depend upon mineralogy, in situ particle size and the comminution and extraction method used. Any ore bearing >15 per cent of gold greater than 50 ¦m in size is likely to have a GRG component. The principal characterisation methodology applied is the three-stage GRG (3GRG) test, based on a 40 kg to 100 kg sample. An alternative is the single-stage GRG test (SGRG), which is generally based on a 20 kg sample. Experience has shown that GRG values can vary throughout an orebody, particularly within different grade and/or mineralogical domains. Test programs must consider sample frequency and mass. This study demonstrates the variability of GRG results based on different sample masses. Consecutive underground faces on a coarse-gold dominated quartz vein were sampled taking five different masses from each. Each sample was processed using a SGRG approach. Subsequently, each development round was batched through a small gravity production plant. The results show that the small samples understate the plant GRG and show inter-sample variability. Large samples show less variability and a SGRG closer to the plant GRG. A high SGRG broadly correlates to higher gold grades, more coarse gold and larger gold particles. These results are intuitively correct, but indicate the likely challenges of sampling for gold recovery in heterogeneous systems.CITATION:Dominy, S C, 2013. "Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

Mining and mineral processing is expected by society and obliged by law to operate in an environmentally friendly fashion, minimising the impact on and avoiding damage to the environment. Substantial efforts by the industry, as well as by process and equipment designers have resulted in many innovative developments, which show that operating in an environmentally responsible manner can be achieved in a cost-effective way. This paper showcases five emerging equipment best practices in industry including installation examples. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. The belt press filter is a small fraction of the operating and capital cost of alternative dry tailings technologies. This gives operators who must dry their tailings a competitive advantage and makes such ægreenÆ operations much more sustainable. The filtercake is disposed with other plant rejects, eliminating the need for tailings dams to be constructed and thus also often increasing mine reserves. Mining applications include coal tailings, sand tailings, sinter plant waste and power station fly ash. Screen-scroll and vibrating centrifuges are widely used in the coal, potash and salt industries to dewater the product to low surface moistures. Inclined plate Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the worldwide production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.
