INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. Despite increasing competition from mechanical methods of tunnelling, the drill and blast method is often still the most viable method of excavating tunnels in strong and abrasive rock. To advance a tunnel using drill and blast, explosives are loaded into boreholes in the rock and detonated according to a prearranged sequence. On detonation of the explosive, the rock is fractured and displaced from its original position, leaving behind the desired void. Among the secondary effects of a tunnel blast are ground vibrations caused by elastic disturbances that propagate away from the blasted tunnel face. The possibility that such ground vibrations may cause permanent damage to property and substantial nuisance has generated significant opposition to the use of drill and blast, particularly in urban areas. It is therefore essential that the blasting engineer is able to predict Peak Particle Velocity (PPV) vibration levels at locations in the vicinity of the blast site. Such predictive capability enables the engineer to design blasts so as to ensure that ground vibrations can be kept within acceptable levels. The objective of this project was to analyse data obtained from the ground vibration monitoring program undertaken during the drill and blast excavation of a hard rock tunnel in Central England. Seismograph recordings of tunnel blasts contain a vast amount of information that cannot possibly be expressed using a single PPV value. The main focus of the study was to investigate whether predictive capability could be improved by using scaled distance models derived for selected PPV components relating to specific detonator timings in a given tunnel round. This study has established a method of analysis that can unlock this information for predictive purposes. By permitting the extraction of sub-event Peak Particle Velocity (PPV) values and allowing Scaled Distance (SD) models to be derived for individual period numbers or groups of period numbers, the method has the potential to vastly improve PPV prediction from tunnel blasting. The method established could also help diagnose blasting problems and help target blast design modifications, resulting in improved efficiency and excavation rates.

"The rate of progress in the last three years in the development of differential flotation has been rapid beyond the realization of most people. Differential flotation is no longer a ""delicate"" and unreliable process, but is now in wide use. Its ""safety"" is due to the wide use of chemicals which either depress or enhance floatability by definite modification of surfaces.The extent of the development and reliability of differential flotation methods any be emphasized by pointing out that there are now several customall-flotation"" plants in this country treating complex lead-zinc-iron ores from widely separated mines. While these ores differ in chemical composition and apparently in physical nature, the various ores treated in such a plant are passed through the same crushing and grinding equipment and through the same flotation machines and flow sheet with only slight changes, if any, in quantity and kind of chemicals and oils added.Some of the development in differential flotation is due to intelligent research on the part of well-trained chemists and metallurgists; much of It must be attributed to empirical testing.Much of the success in differential flotation is due to more care being given to constant conditions with regard to such factors as (1) fineness of grinding, (2) density of pulp entering flotation machines, (3) quantity and constancy of oils and chemicals added to the pulp, and (4) place of addition of reagents, and time of ""conditioning"" treatment of pulp with reagents."

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

This Bureau of Mines report describes a field experiment involving the sinking of two test shafts to directly compare the deformational behavior of circular and rectangular shapes. Results show that the circular shape is less sensitive to geologic discontinuities and applied stress field. Also, the rectangular shape is subject to a variety of behavioral modes, including beam bending and buckling. Geologic discontinuities around circular and rectangular shapes influence displacement significantly. Simple, two-dimensional elastic finite-element modeling, simulating circular and rectangular shapes in a biaxial stress field, shows that the structural response of a shaft is largely controlled by geologic structure. Consideration of anisotropy may be required for realistic analysis of a deep shaft.

I. DESCRIPTION. MONAZITE is one of the minerals which, for a long time, was considered rather rare in its occurrence, but, upon a commercial demand arising for it, prospectors and engineers soon located large deposits of it in the Carolinas and Brazil, and the supply has always been able to meet the demand. During 1908 further sources of supply of monazite have been discovered and developed in Idaho. North and South Carolina, however, are the only States that have thus far put any monazite on the market. Monazite is essentially an anhydrous phosphate of the rare-earth metals, cerium, lanthanum, and didymium (Ce, La, Di)PO;. There is nearly always present a varying but small percentage of thoria, ThO2, and silicic acid, SiO, which are very probably united in the form of a thorium silicate, ThSiO4 Some monazites contain but a fraction of a per cent. of thoria, while others have been recorded that showed the presence of from 18 to 32 per cent. ; but the majority contain from 3 to 9 per cent. of this oxide. It is the presence of the thorium oxide that gives the monazite its commercial value. The analysis occasionally shows also the presence of other constituents, as the yttrium and erbium oxides, zirconia, alumina, magnesia, lime, iron oxides, manganese oxide, and titanium oxide. Monazite is light-yellow, honey-yellow, reddish-, brownish-, or greenish-yellow in color, with a resinous to vitreous luster, and is translucent to subtransparent. It is brittle, with a conchoidal to uneven fracture, and is from 5 to 5.5 in hardness, and from 4.64 to 5.3 in specific gravity. In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

A number of terrane reconstructions conflict with global plate histories or with data from adjacent regional studies. Paleogeographic maps have ignored terranes thus are over-simplified. This paper represents an attempt to "marry" Mesozoic global plate reconstructions and terrane analysis to produce examples of a "third generation" of global plate tectonic maps. The best approach to global terrane analysis involves intercomparison of all regional data and the evolving global model. Data conflicts within and between terranes and regions must be resolved by a system of relative data reliability "weighting." The most reliable and useful data are those which constrain "departure" (rift) and "arrival" (collision) times. Certain ad hoc decisions aid in the analysis (e.g. only one net vector allowed per plate). The maps that follow summarize Early Mesozoic global tectonic history at three critical junctures: 240 MA (Triassic); 180 MA (Jurassic); and 120 MA (Cretaceous). Due to space limitations, maps drawn at 20 m.y. intervals appear elsewhere. A preliminary Middle Triassic reconstruction is presented in Figure 1. Major plates and continental blocks are labeled; smaller blocks are marked with abbreviations. Examination of Figure 1 indicates the necessity of modeling Triassic tectonics with at least 68 blocks. Spalling- off of microcontinental slivers from Gondwanaland is active some 70 m.y. before the actual breakup of the supercontinent. In the SW sector of the Pacific, the Australian margins were embroidered with several terranes (e.g. Sumba) which eventually rifted away and crossed Tethys. The NW sector at this time included 10 microcontinental chips forming a huge archipelago along the Asian margin. All blocks inboard of Indochina collided by latest Triassic. Terranes of the NE sector include several (e.g. Arctic Alaska) along the North American margin, and at least six large blocks (e.g. Stikinia) drifting SE with the Farallon Plate. The SE sector

Chile is at present the largest copper and rhenium producer and was before World War I the largest nitrate producer. She is also an important producer of lithium carbonate and molybdenum oxide. An important event in the history of the country is the Pacific War of 1879-1883 in which she acquired the northern provinces initially belonged to Bolivia and Peru. In 1888 Chile annexed Easter Island. The Chilean mineral and cultural history is briefly reviewed together with the people who contributed to her development. The present report is the result of a number of academic and industrial visits to Chile during the period 1992 to 2009.

Coal occurs at many scattered localities in Arizona, California, Idaho, Nevada, and Oregon, but in most of the known occurrences thick coal beds are of small extent and the coal generally contains a high percentage of impurities. The coal beds occur at many different horizons in strata of Cretaceous and Tertiary age. Bituminous coal has been found in several areas, the most extensive of which is the Eden Ridge field of Oregon. Lignite also occurs in many places, but the only extensive deposit is in the Goose Creek field of Idaho, Nevada, and "Utah. The coal reserves of the region are largely of subbituminous rank; most of the subbituminous coal is in the Black Mesa field of northeastern Arizona and the Coos Bay field of Oregon. The Black Mesa field contains more than 80 percent of the coal reserves of all ranks but is remote from both transportation facilities and centers of consumption. Substantial reserves ill the Coos Bay field are favorably situated with respect to transportation and markets. ARIZONA Subbituminous coal occurs in the Black Mesa, Pinedale, and Gallup coal fields in Apache, Navajo, and Coconino Counties, Ariz. (fig. 1). Bituminous coal occurs in the Deer Creek field in Pinal and Graham Counties and in a small area in Apache County at the north-east corner of the State. All the coal beds are in strata of Cretaceous age. The coal in the Gallup field and at the northeast corner of the State lies in the Western edge of the San Juan structural basin. "Vest and south of this basin the coal-bearing strata have been removed by erosion except in high mesas.

Up to one half of neodymium and praseodymium production, key ingredients in permanent magnets, is produced illegally. About 60% of cobalt production, critical in lithium-ion batteries and other applications, comes from central African states, and much of it is produced illegally. Tantalum, important in modern electronics, is also primarily sourced from central Africa and, again, much of it illegally. Illegal mineral production, as exemplified here, is often used to fund armed conflict. Furthermore, it is typically conducted with scant regard for human rights and environmental protection. It also leads to depressed prices which in turn limits the possibility of legitimate producers entering the market. Systems of traceability and provenance, along with cooperative supply chain participants can limit the production of illegitimate material and thereby improve conditions in the countries of origin and reduce downward pressure on prices.

Carbonizing properties of the principal coal beds of Butler County, Pa., are described in this report by the Bureau of Mines. Eight samples, representing the Upper Freeport, Lower Freeport, Upper Kittanning, Middle Kittanning, Lower Kittanning, Clarion, and Brookville beds, were carbonized at 900° C. by the Bureau of Mines-American Gas Association (BM-AGA) method. Butler County coals rank as high-volatile A bituminous and are generally characterized by high sulfur content compared with Appalachian coals used for industrial coking. If cleaned, the Brookville and one sample of Upper Freeport coal would be acceptable as the major component of metallurgical coking blends. The other Butler County coals tested would be unsuitable for this purpose because of either excessive sulfur or poor coking properties.

Injury experience in the coal-mining industry was worse in 1965 as both the frequency and severity rates of injuries increased 2 and 6 percent, respectively, over comparable data for 1966 (tables 1-8). The retrogression in the safety record during; 1965 resulted frog the less favorable record at bituminous-coal mines, which more than offset the improved injury experience at anthracite mines. The 259 fatal and 11,138 nonfatal injuries occurred at a rate of 45.77 per million man-hours of exposure and resulted in a severity rate of 8,960 days lost per million man-hours. Although the number of fatalities was the second lowest annual total in the recorded history, it was 17 higher than in 1964. At anthracite operations the total of 6 fatalities in 1965 was the lowest annual figure in statistical history. The annual numbers of nonfatal injuries at ill coal mines and the resulting rates of occurrence have varied little in the past 5 years (table 1). The total days lost from all injuries rose from 2.1.3 million in 19b4 to 2.23 million in 1965 (table 5). Fatal and permanent total injuries, with a standard time charge of 6,000 days each, accounted for 1,650,000 days; Permanent partial injuries, 191,932 clays; and temporary total disabilities, 383,911 days. The severity rate for fatal injuries was 6,241, 8 percent higher than in 1964, and the nonfatal severity rate of 2,718 days lost per million man-hours was 2 percent higher than in the preceding year. The average severity of permanent partial injuries ire; 730, or 48 days fewer per injury than in 1964. The average days lost for each temporary total injury was 36 days in each year.

The Pebble Cu-Au-Mo deposit in southwest Alaska is one of the world's largest porphyry deposits. The western part of the deposit was discovered by Cominco America in 1987, who sold the project to Northern Dynasty Minerals Ltd., in 2001. Northern Dynasty discovered the high-grade eastern part of the deposit in 2004 and went into a 50:50 partnership with Anglo American PLC in 2007, forming the Pebble Limited Partnership (Lang et al., 2008). The Pebble Limited Partnership has continued to delineate the deposit through diamond drilling with the most recent resource estimate released in February 2010 (Pebble Limited Partnership, 2010). The Pebble deposit mineral resources comprise 5.94 billion tonnes of measured and indicated resources grading 0.78% Cu EQ, containing 55 billion pounds of copper, 67 million ounces of gold and 3.3 billion pounds of molybdenum. Also delineated are 4.84 billion tonnes of inferred mineral resources grading 0.53% Cu EQ, containing 25.6 billion pounds of copper, 40.4 million ounces of gold and 2.3 billion pounds of molybdenum (Pebble Limited Partnership, 2010). Resources are calculated using a 0.3% Cu EQ cutoff. GEOLOGY AND MINERALIZATION Deposit Geology The Pebble deposit is located in the Kahiltna terrane, between terminal strands of the north-east-striking Lake Clarke strike-slip fault. This fault represents an accretionary boundary and separates the Kahiltna terrane to the north-west from the Peninsular terrane to the south-east (Lang et al., 2008). The Pebble deposit represents a large magmatic-hydrothermal system centered on a group of 90 million year old porphyritic hornblende granodiorite intrusions. An east-west cross section through the southern part of the deposit (Figure 1A) shows the typical relationships between the various rock units which host sulfide mineralization. Sub-parallel ~96 million year old granodiorite and diorite sills were intruded into siltstones of the Jura-Cretaceous Kahiltna flysch. In the west, these sills were cut by a ~96 million year old alkalic intrusive complex composed of porphyritic monzonites and monzodiorites and related intrusion breccias (Bouley et al, 1995). The mineralized 90 million year old hornblende granodiorite intrusions cut all rock types and comprise four small stocks in the western part of the deposit and a larger pluton in the eastern part of the deposit. Recent deep drilling indicates that these intrusions coalesce at depth. The strongest porphyry-style mineralization is centered on the eastern granodiorite pluton and extends into the surrounding rock units (Figure 1A). The western half of the deposit crops out at surface, whereas the eastern side is un-conformably overlain by a cover sequence of Late Cretaceous to Eocene sedimentary and volcanic strata. The deposit was tilted 20º to the east during the Eocene.

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

We propose a layout design for the UG2 Reef where weak geological alteration layers are present. The collapse of the Everest platinum mine in South Africa indicated that these layers substantially weaken the pillars. The popular Hedley and Grant pillar strength formula cannot be used where these alteration layers are present. Underground investigations at Everest mine and numerical modelling of the layout were conducted using the TEXAN code and a limit equilibrium model. Simulations of a collapsed area and an intact area allowed for a preliminary calibration of the model. This was subsequently used to explore modified layouts for these ground conditions. An alternative is to compartmentalize the blocks of ore using barrier pillars. The numerical modelling predicted that the barrier pillars appear to remain stable even in the case of large-scale collapses, provided their width exceeds 25 m. Main access routes into the mine can be protected by a double row of pillars at least 15 m wide to provide a safe travelling way. As a cautionary note, these conclusions are based on the model calibration and this needs to be refined in future. Calibration of the limit equilibrium model remains a challenge owing to the large number of parameters involved.
