At almost no time since the end of World War I has the coal industry been free from serious threats to its competitive position. At present, the critical question is whether the industry can maintain its position in the electric power market and this paper reviews the prospects in this area. Our report is part of a study, supported by Resources for the Future Inc., dealing with coal demand in general. Like most elements of coal economics, it has received much less analysis than problems in other energy sectors--a defect we felt worth correcting. We have concentrated on electric power elements of the market. The nature of the coal market makes this the natural choice. Three markets absorb over 80 per cent of coal production and are considered in our overall work. The completely excluded sectors are largely catchall categories in which coal use is declining anyway. Comparing the three markets included in the overall study, we see: modest growth is the most optimistic forecast for metallurgical coke; export growth depends to a large extent on policies of foreign governments. Electric power use, however, has rapidly grown to absorb over half of coal output and coal's prospects depend almost entirely on continued expansion of this market. Throughout the 1960's the demand for coal used to generate electrical power in the United States grew at an average rate of 6.5 per cent annually. This growth rate will be sustained until at least 1976.

The Tamano Refinery has developed two new processes for removing the impurities, arsenic, antimony, and bismuth from an electrolyte. The first process involves bleeding the surface electrolyte in the electro-refining cells. The copper concentration level in the outermost layer is lower than that in any of the other layers, while the impurity levels are almost the same in all layers. Bleeding the surface electrolyte increases the amount of impurities removed in the liberator by approximately 20%. The second process involves adsorbing antimony and bismuth from the electrolyte by means of chelating resin. As the electrolyte passes through the packed column of chelating resin, antimony and bismuth are selectively adsorbed. They are then desorbed by means of hydrochloric acid, and then recovered in the form of a highly concentrated antimony chloride solution by means of evaporation. This process almost doubles the capacity for removing antimony from an electrolyte.

Key factors for improving the economic performance of rod milling circuits are identified.

"The pressures on mining and minerals education at the tertiary level are well known. Within Australia, for example, the number of undergraduate mining engineering courses with 30 or more students in each year has reduced to three (University of Queensland, University of New South Wales and Curtin University). Similar declines in both student numbers and participating institutions are evident in many other parts of the world, and notably in USA and most countries in Europe.An in depth study of the Australian sector was conducted in 1997/1998, resulting in the Back from the Brink report (Carter 1998). The Australian situation was summarised as follows.Australia’s minerals education system, in its current form, is fragile and is in no position to seize the opportunity (i.e. world leadership in minerals education) and is more likely to succumb to the threat.Current trends include:- an acute shortage of talented academic staff, as a result of University remuneration packages having become hopelessly uncompetitive with those in the minerals industry;- small student populations and high relative costs, making mineral specific courses vulnerable to closures, when Universities are under extreme cost pressures; this situation will be exacerbated if enrolments drop in response to, say, a cyclical down turn in the industry; and- under-resourcing of minerals departments because of their comparatively small size, making these departments incapable of delivering top class teaching in all aspects of their courses, despite being excellent in some areas.Most of the Australian issues identified above have direct parallels in other countries.The most common response of institutions to the threats is to seek strength, and in some cases survival, through various forms of linkages and networks. A number of these associations, which are frequently defensive in nature, are outlined in the paper."

"SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

To investigate the dimensional effect on shock wave propagation in jointed rock masses, a 2-D and a 3-D calculation of a site test are performed respectively by using Discrete Element Method, the simulated results are compared with test data. It shows that, in modelling shock wave propagation and attenuation in jointed rock masses, when the explosive along explosion chamber is long enough and the joints are dense enough or uniformly distributed, the model can be considered as plane-strain problem, 2-D results are good enough to fit with test data. 2-D modelling, with much more details of rock masses taken into account, can be applied to make critical engineering judgements instead of 3-D modelling in some cases.

Poroplastic membranes containing ion exchange liquids were studied for separating cobalt from nickel-containing solutions similar to ammoniacal laterite leaches. The driving force for cobalt transport was differences in pH and composition between the leach and extraction streams. Using a diketone ion exchange liquid, a leach pH of 6.5 to 7.0, and a strip pH of 2.3, cobalt was extracted from a 750 ppm solution containing 2500 ppm of nickel at rates ranging from 1 to 10 µg/cm2 .min in single membrane cells, and from 10 to 100 in more closely spaced multiple membrane cells. Rates were variable, with evidence that cross -membrane flow pasterns were a key factor; a reproducible rate of 30 pg/cm .min would be economically viable. Loss of transport observed after several days of continuous operation was restored by flushing membranes with fresh ion exchange liquid. A major effort was devoted to preparation of thin, leak-free membranes; the resulting membranes endured operating conditions without mechanical failure.

It pro-vides employment, directly and in-directly, for three quarters of a million people. Since the Second War, the value of mineral production in Canada has tripled. Economists forecast that over the next 15 years its value will triple again. Canada is a basic and leading supplier of nickel, iron, copper, zinc, lead and uranium. It is also a major oil producer, leads the world in the production of asbestos and in five years will be the leading producer of potash, a basic constituent of fertilizer.It can be seen that Canada's wealth and economic progress lies in being a primary producer of economic minerals and in building secondary industries to manufacture finished products from these raw materials. Canada's future in the field of mineral production looks bright, with our resources just starting to be tapped. Outside of the large expanse of Soviet Russia, we are by far the world's most fertile mineral exploration area."

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. This report describes the results of a four year investigation into improved face ventilation systems for underground coal mines. The objective was to experimentally determine configurations for a diffuser fan system and a water spray (spray fan) system which will provide a maximum reduction in face methane concentrations without causing an increase in methane concentrations at the operator's position. The experimental evaluation was performed in full scale mock-up mine entries, simulating continuous mining operations in both a six foot and four foot coal seam complete with normal ventilation, water sprays, and methane emission. A limited study was also performed to assess the effect of scrubber discharge location on methane concentrations in the face area. The results indicated that diffuser fan and spray fan systems that were designed to augment the natural airflow pattern in the entry could provide a factor of 3 to 5 reduction in average methane concentration at the face, compared to a mining machine with just conventional water sprays. The properly designed diffuser and spray fan systems also significantly reduced the total methane present in the entry. A properly designed dust scrubber discharge can reduce face methane levels by a factor of two.

In 2005, 14,666 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA).1 Almost half (48.5%) were sand and gravel mines, followed by stone mines (30.6%), coal mines (14.1%), nonmetal mines (5.0%), and metal mines (1.8%).

Worldwide production of natural zeolites during 2001 was estimated to be about 3.5 Mt (3.85million st). Construction and agriculture continued to be the major consumers. Estimated production in North America during 2001, including the United States, Canada and Mexico, was about 40 kt (44,000 st). In the United States and Canada, the zeolitic tuffs are ground, extruded or modified for use as adsorbents, desiccants, ion-exchange media and carriers. In Mexico and the rest of the world, the zeolitic tuffs are cut into dimension stone that is used in construction. Zeolitic tuffs are usually composed of the minerals clinoptilolite, mordenite or both. They occur in a variety of colors and are easy to cut and shape. And they have low thermal conductivity. This construction application is classified with dimension stone rather than with chemical and agricultural uses.

PRODUCTION in the United States of carbon black has increased from 20 million pounds per year in 1920 to over 2 billion pounds in 1964 valued at $156 million, mostly for consumption by the rubber-tire industry, which uses over 90 percent of total production. Production of over 2 billion pounds in 1964 is a 7.8-percent increase over 1963 and is the first time furnace black production has topped 2 billion pounds. Although 1964 channel black production dropped 6 percent below 1963, carbon black produced by the furnace process, which ac-counted for 92 percent of total production, increased 9 percent to 2,053 million pounds. Total shipments during 1964 amounted to 2,245 mil-lion pounds, a 7 percent increase. This growth parallels the expansion of the automotive and petroleum industries. Along with this expansion have been many advances, both in methods of manufacture and in the quality and variety of blacks available to industry. There are several kinds of carbon black, thermal, channel, furnace, lamp, and oil blacks. Until recently, channel has been the important black in rubber compounding. Following the introduction of the synthetic GR-S, and more recently of "cold rubber," it has been found that certain furnace blacks with particle size larger than that of the standard channel black give superior reinforcement. A great advantage of furnace black is that its yield per unit of gas feedstock is higher than that of channel black. The 184-million-pound increase in domestic carbon black sales was partially offset by a 37-million-pound decrease in exports. Decrease in exports especially to Europe, is expected to continue. In Europe, as in the United States, the major end use for carbon black is in the manufacture of automobile and truck tires. Although the number of automobiles in Europe is predicted to grow by about 7.5 percent per year, compounded until 1975, the increased demand will be met by a 20 percent increase in existing capacity and by the new plants being built in Europe by U.S. companies. Also) aromatic oils for producing furnace blacks are plentiful now that western Europe's chemical industry is switching to a petroleum base.

A study was conducted to determine the amount of transportation equipment required to move 1.2 billion tons of coal in 1985. The Federal Bureau of Mines has investigated a majority of the various practices associated with coal transportation and has gathered information on the regional origin-destination patterns, methods of movement, equipment stocks, rate structures, and operational capacities of the most important modes of coal haulage currently in use. Models employing this information were developed to establish the origin-destination pattern for 1985 coal shipments, estimate practical tonnage capacities for selected coal hauling rivers, develop modal shares for both unconstrained (by river capacity) and constrained cases, and present a range of coal transportation equipment requirements for given sets of constraints. Projected transportation shares for rail ranged from 63.7 to 72.3 percent, and for river, from 8.8 to 16.4 percent. Other coal transportation modes (truck, conveyor, Great Lakes, and tidewater) are expected to retain their historic shares of coal traffic. Equipment estimates were made for 1985 rail and water transportation based on 1973 average and best practice. Average practice estimates ranged from 675,000 to 710,000 hopper cars (100-ton) and 3,100 to 5,940 barges (1,400-ton equivalent). Best practice estimates ranged from 126,000 to 142,000 hopper cars and 1,750 to 3,450 barges. Full implementation of 1973 best practice by 1985 is unlikely.

"INTRODUCTION The Cphir Hill Consolidated mine was examined 2/ in January 1944. It was recommended that the mine be explored for the purpose of increasing of lead and zinc ore.The Bureau of Mines began exploratory work at the mine in June 1944 and completed it in June 1945. The work was planned to indicate ore that could be developed and extracted quickly and consisted of core drilling and trenching.ACKNOWLEDGMENTSIn its program of exploration mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Its the policy of the Bureau to publish the facts developed by cash exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, O. C. Ralston, chief, analyzes samples and performs beneficiation tests.The work reported on in this paper was conducted under the supervision of S. R. Zinmerly, removal engineer of the Western Region, and J. A. Marsh, district engineer of the Utah-Wyoming district. Subsequent to May 1945, the project was under the supervision of Paul T. Allman, chief, Salt Lake City Division, Mining Branch. The management and employees of the Ophir Development Co. wore very cooperative. Credit is due to the Bureau employees, all local men, for the excellent amount of work accomplished."
